Performance Analysis on Cooperative Activities of Multidisciplinary Research in Government Research Institutes (국가 출연연구소의 협업적 융합연구 성과 분석)

  • '기술융합'은 기존기술 간 결합 또는 전혀 새로운 기술개발을 통한 신산업 창출과 사회적 난제 해결을 가능하게 하는 혁신의 최근 트렌드이다. 과학기술을 통한 한국 경제성장 전략의 첨병이었던 국가 출연(연)구소에 대해서도 융합연구 조직으로의 역할 변화를 둘러싼 정책적 관심이 높아지고 있다. 본 연구는 출연(연) 융합연구의 성공 핵심요소를 '협력'으로 보고 다음의 연구 목적을 설정하였다. 첫째, 기술개발 목적과 문제해결 과정 관점에서 융합연구 개념과 범위를 정의하고, 그 특성을 반영하는 분석 프레임워크를 제안한다. 둘째, 융합연구에서의 협력활동과 그 성과를 유형화하고 새로운 분석지표를 제안한다. 셋째, 융합연구에서의 협력활동 특성과 그 정도가 성과에 미치는 영향을 분석한다. 이를 위하여, 국가연구개발사업 및 NST 융합연구사업을 통한 융합연구 과제 수행 경험이 있는 각 출연(연) 104명의 연구책임자들에게 협력의 방식 및 정성적 성과에 대한 설문조사를 수행하였다. 이후, 조사결과를 바탕으로 협력활동 특성과 성과 간 상관관계를 규명하는 회귀분석을 수행하였다. 분석결과, 첫째, 지식 창출활동에서는 협력 파트너 다변화가 중요한 변수였다. 둘째, 유사분야 연구자들 간 집체형 협력활동은 특허 기술이전과 같이 목적이 명확한 성과에 영향을 미치는 것으로 나타났다. 셋째, 연구자들에게 독립성과 자율성을 부여하고, 지식 노하우 등 기술역량의 상호공유가 이루어질수록 창출지식의 다양성 및 관계의 지속성이 높아지는 것으로 나타났다. 연구 결과는 융합연구를 위한 협력과 성과 분석방법의 정책방향을 제시한다.

  • 본고에서는 급격한 IT융합연구 추진에 앞서 융합연구의 특성에 맞는 기획 관리체계에 대해 논해보고자 한다. 바람직한 융합연구를 위해서 기획체계에서는 창의적인 아이디어의 창출, 철저한 선행기획 연구, 적절한 융합기술의 포트폴리오 구성, 융합과제 전문가 및 Team 구성 등을 중점적으로 고려해야 하고, 융합연구 관리에서는 주도적이고 창조적 리더쉽을 가진 '융합PM'의 선정에 초점을 맞추어야 한다. 성공적인 융합연구를 위해서는 보다 자율과 창의를 살려주는 관리방식, 국내 외를 가리지 않고 최고의 전문가를 활용하는 평가방식으로의 전환이 필요하다.

Challenges and Growth in Convergence Research: A Grounded Theory Qualitative Analysis of Researchers' Experience and Perception (융합연구에서의 도전과 성장: 연구자의 경험과 인식에 대한 근거이론 질적 분석)

  • Despite the recent importance of interdisciplinary convergence research, little has been studied on the detailed experience while conducting convergence research in Korea. To deeper understand challenges and overcoming in convergence research and to suggest an administrative system for it, by analyzing researchers experience and cognition while conducting their actual convergence research, in-depth interviews with 16 full-time faculty members with expertise in convergence research and research administration in a university and analyzed the interviews by using the paradigm model of grounded theory. The results show that the core phenomenon researchers experienced is that "convergence research is not being effectively conducted," and they experience growth in research through pursuing efforts and improving research atmosphere in various aspects. Based on these findings, we made several suggestions for promoting convergence research.

Applying Network Analysis in Convergent Research Relationships: The Case of High-Tech Convergence Technology Development Program (네트워크 분석을 통한 융합연구 구조 분석: 첨단융합기술개발사업을 중심으로)

  • This study examines network compositions of convergent research relationships in the field of high-tech convergence technology and investigates the relational linkages among various research fields. A network analysis was performed to evaluate the High-Tech Convergence Technology Development Program, a convergent research funding program of the National Research Foundation of Korea (NRF); the dataset covered the 2009-2011 period. The analytical results reveal the hidden network structure of convergent research relationships and demonstrate that the formation of convergent research might be enhanced by interdependent pressures placed on various research fields but also by accumulated research capabilities that each of these fields possessed and which could be used to converge specialized and heterogeneous research areas and interests.

  • National Research Foundation of Korea (NRF) provides underpinning to boost international competitiveness in convergence research including research amalgamating Science and Engineering with Humanities and Social Sciences. Division of Electrical Engineering, Information Sciences and Convergence Research recategorized a scientific and engineering array of convergence research in basic sciences and reformed a Convergence Research Support Framework in 2012. The test case was thoroughly analyzed and reviewed for successful application in the 2013 mid-career researcher program. The core of convergence research-specific review process is 'Suitability Review' that is performed by the 'Suitability Review Committee for Convergence Research' and 'Merit Review' that is conducted as a conventional peer review. As a good result of the pilot program, prior allocation of budget for convergence research was decided to the 2013 Core Research Program and the modified convergence Research Support Framework was extensively applied in the '2013 Implementation Plan for Basic Research Program in Science and Engineering.'

Facilitating Interdisciplinary Research: An Analysis of Grant Proposal Acceptance Rates in South Korea (학제 간 융합연구 활성화 방안 연구)

  • Interdisciplinary, or convergence, research has been a priority for the National Research Foundation of Korea (NRF) and many scholars in Korea have proposed interdisciplinary projects. Of the 4,930 proposals for the submitted in 2017, 2,575 (52.2%) of these proposals could be considered interdisciplinary projects. However, interdisciplinary projects had an acceptance rate of 35.0%, compared to an acceptance rate of 42.1% for single-discipline proposals. According to the study, despite the large share of research projects that appear to be interdisciplinary research, the characteristics of interdisciplinary studies was not reflected properly in the evaluation. I would suggest that it is required to prepare the criteria for classification of interdisciplinary studies in the classification system of research fields so that the characteristics of interdisciplinary research projects may be duly considered.

An Analysis on the Research Network Structure of Convergence Technologies in Government-sponsored Research Institutes (출연연구기관 융합기술 연구네트워크 구조 분석)

  • This paper examines the presence of network structures among convergence technologies focusing on national R&D projects performed by GRIs(Government-sponsored Research Institutes) in Korea. The dataset of convergence technology projects, which were conducted by 24 GRIs over 3 years (2011-2013), are analysed using the network analysis method. In this paper, a convergence technology project is defined as a project that consists of 2 or more then 2 technologies according to the intermediate classification of National Standard Classification of S&T. The research results confirm that convergence researches of government-sponsored research institutes are performed more actively than the entire convergence researches of national R&D projects. Furthermore, technological fields of GRIs' convergence projects are found to be much more varied. This paper also shows that in-house researches are more active than collaborative ones with external organizations. According to the network centrality analysis, it is identified that the network central characteristics of convergence technologies can be classified into internally oriented technologies and externally oriented technologies. Convergence technologies do not just mean simple mixture of different technologies. Therefore Korean government-sponsored research institutes should make more efforts to create convergence research areas which could generate new technologies and industries more effectively than simple multidisciplinary technology researches. From this perspective, some policy suggestions can be derived on the role of government-sponsored research institutes for activating convergence researches through the analysis of status of convergence researches and networks of institutions.

  • This article deals with the characteristics of science, technology and society studies for societal challenges and policies to encourage that studies. It reviews several cases of science, technology and society studies. Transition management, community-based research, technology assessment and social acceptance of new technology are discussed. And it is argued that ' research' as a conceptual framework for analyzing the that studies. A couple of policy agendas enhancing that studies are suggested.

An Analysis on the Trends and Issues of Convergence Technology Research (네트워크 분석을 통한 국내 융합기술 연구동향 분석)

  • The purpose of study was to analyze the trends of 2005 to 2018 revised 'convergence technology research' through text network analysis using NetMiner4.0 program. Data analysis was conducted by using keyword analysis, centrality analysis of 653 authors' keyword from 177 journals. The results of the study are as follows. First, Research on Converging Technology has been studied steadily over the past 13 years in Department of Industry Convergence. Second, the results of the search term frequency analysis show that the 'convergence technology', 'technology convergence', 'convergence', 'design', 'convergence education', 'STEAM', 'convergence research' were used as the main keywords of convergence technology research. Third, Community analysis results show that five communities have been classified five categories according to the characteristics of the search terms 'only IT', 'Cultural industry utilizing Convergence contents', 'Technology innovation and research analysis' And patent development'. Based on these results, we proposed the future directions of convergence technology research.

A Study on the Research Performance and Efficiency of Convergence Research Projects sponsored by National Research Council of Science & Technology : A Comparative Study of Convergence Research and General Trust Projects Using DEA (국가과학기술연구회 융합연구사업의 연구성과 효율성에 관한 연구 : DEA를 활용한 융합연구 및 일반수탁사업의 비교분석을 중심으로)

  • This study compared and analyzed the efficiency of the research results of the convergence research project operated by the National Science and Technology Research Council and the general research project carried out by the Government-funded research institute and proposed measures to enhance the efficiency of the operation and management of convergence research. Research data were collected from 21 government-funded research institutes through an information disclosure claim and DEA analysis was conducted for efficiency assessment. The SCI papers of convergence research showed high efficiency, and the patent registration and technology transfer sector showed high efficiency of general research projects. This indicates that convergence research projects for securing lead and original technologies are highly efficient, but their performance is low due to lack of participation by businesses in terms of the utilization of derived technologies, and more companies' participation and opportunities are needed for practical use of convergence research results. Through the analysis of efficiency of convergence research project performance, this study provided policy and guidance for R&D planning for rational investment of limited manpower and research costs. Further, future research on identifying efficiency is proposed depending on the type of technology subject to convergence research as a method for managing convergence research.
