This study aims to present promotion strategies for regional industries by exploring the ways to build industrial cluster focusing on regional strategic industries of Gyeongsanbuk-do(province) which are related to innovation city, by taking Gyeongbuk innovation city as an example. This study presented the methods for linking with innovation cities that focus on regional strategic industries, along with the analysis on the linkage between regional industries and public organizations relocated to local regions. As to the methods for the linkage, methods to build clusters based on the characteristics of each industry, such as electronic information device, new material parts, biological oriental medicine, cultural tourism, eco-friendly energy, etc, which are strategic and leading industries of Gyeongsanbuk-do(province), were presented. It was inferred that the industries which have achieved fast growth such as IT and BT industries, required mutually interconnected collaboration through geographical proximity among related subjects, while sectors with mature technologies, such as automative parts, machinery, steel industries, etc, were found to require more extensive infrastructures like the support of transportation and distribution for promoting current clusters.

기술혁신과 제도변혁의 와중에서 미국을 위시하여 우리나라, 일본, EU, 싱가포르등 세계 각국들은 경쟁적으로 2010년까지 초고속정보망을 구축할 것을 계획하고 있다. 더나아가서 미국 정부는 세계적인 초고속정보망 (Global Information Infrastructure: GII)을 구축하는 것을 계획하고 있다. GII 추진을 주도하고 있는 미국을 영상, 소프트웨어, 방송, 게임 등의 각종 멀티미디어 서비스의 절대적 경쟁력을 미국에서 뿐만 아니라 GII를 통해 세계시장으로 확대, 보호하겠다는 전략적 의미를 갖고 있다고 볼 수 있다. 미국의 GII 추진전략에 대응하여 일본은 AII 라는 아시아판 초고속통신망 구축과 개방화를 제안하였으며, 우리나라 정부는 APII라는 이름으로 아시아, 태평양지역 국가들을 대상으로 하는 초고속통신기반을 구축할 것을 제시하였다. 한국의 APII전략은 아시아, 태평양 지역 중심으로 한국의 국가적 위상을 제고하는 한편 우리나라 기업의 국제진출을 위한 전진기지로서의 활용측면에서 유효하다는 의미로서 제시하였다. 그러나, 우리나라가 제시한 APII의 청사진은 세계 정보통신시장을 중심으로 볼 때 경쟁력을 갖고 있는 정보통신부분이 반도체이외에는 전무하다는 측면에서 잘못하면 APII라는 전략은 미국이나 일본의 정보통신망 구축에 이용당할 가능성이 높은 무의미한 전략적 의미를 갖고 있는 것으로 보인다. 따라서 본 연구에서는 미국이 구축하고자 하는 GII체제와 병행하여 우리나라 정보통신산업을 육성, 발전시키기 위한 대응전략이 어떤 방향으로 전개되어야 할 것인지를 제시하기 위하여 GII가 갖고 있는 전략적 의미를 산업조직측면에서 살펴보고자 하였다. GII구축으로 인하여 세계의 정보통신 대기업은 초대기업으로 성장할 수 있는 기회이지만 중소기업 역시 대기업으로 성장할 수 있는 기회이다. 따라서 우리나라 정부는 정보통신산업정책을 초고속망 구축위주인 대기업 중심체제에서 중소기업이 참여 가능한 통신기기산업이나 멀티미디어 산업으로의 유인전환을 촉진할 필요가 있다. 다음으로 GII 구축에 따라 정보통신기업의 전략적 제휴 내지 합병이 활발히 촉진되고 있는 상황을 감안하여 볼 때 국내의 통신산업 역시 전략적 제휴 내지 합병이 가능할 수 있도록 정부규제를 완화할 필요가 있다. 그리고 정보통신서비스업체 역시 나름대로 독과점 산업인 통신기기업체내지 소프트웨어 산업으로의 진출이 가능할 수 있도록 상호진출을 허용할 필요가 있다고 본다. 이를 위해서 우리 나라 정부 역시 미국처럼 새로운 통신개혁법을 만들 필요가 있다. 새로운 통신개혁법의 핵심적인 사항으로서 첫째, 통신과 CATV간의 상호진입을 허용, 둘째, 통신사업자가 통신관련 기기산업에 참여할 수 있는 규제완화를 허용, 셋째, 유아단계에 있는 소프트웨어 및 컨테트산업을 육성하는데 산업육성책 수립 등을 적극적으로 추진하여야 할 것이다. 그리고 현재 국내 재벌기업들로 구성되어 있는 기반산업을 지원하는 기술개발 지원체제와 육성정책을 소프트웨어 및 컨텐트의 응용산업으로 개편할 필요성도 제시되며, 이를 위해 범부처 차원에서 소프트웨어 및 컨텐트 육성정책을 지원하는 종합적인 대책을 마련해야 한다고 본다.

In the face of climate changes and economic crisis, nations across the world spare no efforts to identify new growth engine industries and lift the domestic economy by promoting green technologies and tightening environmental regulations. The Korean government also tries to create and promote new growth engine industries. As part of these efforts, it launched the New Growth Engine Fund in 2009, a private and public initiative to support small- and medium-sized companies that own promising new green technologies. However, it has a limitation on making investment in the fund due to the global economic crisis, the significant size of necessary capital investment and the difficulty of finding investment companies. The lukewarm response of the private sector arose a need to change the fund management method. Against this backdrop, this paper aims to propose efficient strategies of managing various funds such as cooperation fund between the central and local governments, incubator fund financed by the government and financial institutions and win-win cooperation fund for the government, large companies and partners as a means of developing and supporting new growth engine industries in a sustainable way. The importance of this research lies with the proposition of various funds that can be used to implement the government's strategic goal of developing new growth engine industries.

Due to the convergence of digital technology and the rapidly changing characteristics of the digital industry, the development projects in each technology field that have been carried out so far have blurred the boundaries of the business, dispersed business effects, and reached the limit in fostering a flexible industry that accommodates technological development. It appears that Therefore, the goal is to support the policy of the digital content development project by suggesting a plan to reorganize the structure and improve the management system of the digital content industry development project to effectively respond to the changing direction of the future digital content industry. Through structural analysis and diagnosis of government supported projects, it was proposed to reorganize the existing 19 key projects and 49 detailed projects into 7 key projects projects and 17 detailed projects. As a plan to improve the project management system, there are too many project implementation agencies and the absence of a general agency for detailed project support management, which limits the promotion of large-scale projects for organic linkage between projects and market creation. To improve this, a general agency that oversees the project management function was selected, and it was suggested that there was a need to unify project management into a general organization to manage the project efficiently.

지식경제부의 발표에 따르면, 세계 SW/IT융합 시장은 2010년 1.2조 달러에서 2015년 2조 달러, 2020년에는 3.6조 달러에 이르러 연평균 11.8%로 성장할 것으로 전망되고 있으며, 같은 기간 동안 세계경제성장률이 3~4%인 점을 감안한다면 이는 상당히 높은 성장률이라고 할 수 있다. 이러한 추세에 맞추어 세계 각국은 빠르게 확산되고 있는 SW융합 환경에서 자국의 경쟁력을 높이기 위해 정책적으로 많은 노력을 기울이고 있으며, IT인프라의 확산 및 고도화를 통해 정보 지식기반의 사회로의 발전을 꾀하고 있다. 국내에서도 SW기업의 성장기반 확대 조성 및 시장 환경 개선을 위해, 2010년 2월 제45차 비상경제대책회의에서 범부처 차원의 SW산업 육성방안을 담은 'SW 강국 도약전략'을 수립하여, 국내 SW산업의 체질을 개선하고, SW분야의 신시장 창출을 위한 SW 산업 생태계 재편, SW 융합 수요 창출, SW 인재양성, SW 기술역량 제고 등 4대 핵심전략과 12개 정책 과제를 제시하였다. 그러나 국내의 SW산업분야에 대한 정책적인 지원 투자는 약 10년을 넘은 수준으로, 상대적으로 초기수준인 SW산업의 글로벌 경쟁력 확보를 위한 체계적이고 전략적인 지원이 필요하다. 특히, 지역기반의 SW산업은 서울 및 수도권에 비하여 사업체의 수, 생산액 등 모든 면에서 열세이므로 지역의 경제 및 산업에 있어서 SW산업의 중요성을 재인식하고 이에 따른 발전전략을 추진할 필요가 크다고 할 수 있다. 본 연구에서는 그동안의 지역 SW산업 지원 사업의 문제점과 지역 SW산업의 기반 현황 및 여건분석에 해당하는 지역적 특성, IT SW 산업의 시장 규모, IT SW 산업의 GRDP 비중 및 기여도, IT SW 산업의 사업체 수 및 종사자 수, 국내 산업단지 현황, IT SW 산업의 가치사슬, 지역 지원정책 등 다양한 변수들을 고려하여, 정부의 광역경제권발전전략의 핵심인 지역별 선도산업을 중심으로 한 SW융합사업으로서 시너지 창출이 가능한 지역발전전략을 수립하고자 한다. 또한, 국내외 SW산업의 정책 및 성공사례를 조사, 분석하여 SW산업 육성을 위한 지역발전정책의 방향성을 도출하여 광역경제권 수요기반의 신규 정책 및 제안을 통해 선택과 집중에 의한 지역 SW산업 육성 전략을 수립하고자 한다.

Bacillus genus are found abundantly in various sites and their secondary metabolites were used as potential agents in agriculture, notably plant growth promoting and bio-control. The objective of this study was to develop the culture conditions of GH1-13 strain including higher cell growth, stable endospore-forming and enhancement of potential agents which are related with plant growth promoting and phytopathogen suppression. The optimal carbon and nitrogen sources were determined by glucose and soy bean flour, respectively, then resulted in $7.5{\times}10^9cells/mL$, $6.8{\times}10^9\;endospore\;cells/mL$ and sporulation yield of 90% after 30 h cultivation in 500 L submerged fermenter at $37^{\circ}C$, pH 7.0. Cells and cell-free supernatant of GH1-13 strains showed the potent antifungal activity against phytopathogenic fungi of Colletotrichum gloeosporioides. It was also confirmed that indole-3-acetic acid (IAA) production of GH1-13 strain was greatly increased by addition of 0.3% tryptophan.

국내 중소기업은 양적인 증가가 지속되고 있으나 중견기업 또는 대기업으로 성장 잠재력은 미흡하다. R&D 투자부족에 따른 기술경쟁력 미흡이 성장 장애의 주된 요인으로 부각되고 있는데 우리나라 국가경제의 경쟁력과 창조경제 산업구조를 강화하기 위해서는 글로벌 역량을 확보한 히든 챔피언의 육성이 필요한 실정이다. ICT 중소기업을 대상으로 사례분석과 설문조사를 실시한 결과, 한국형 글로벌 히든 챔피언을 육성하기 위해서는 기업의 기술역량 강화가 가장 핵심이며 특히 원천기술 개발, 융합기술 역량강화를 위해 출연연을 비롯하여 산학연 협력 또는 개방형 혁신을 통한 맞춤형 개발지원과 공동 R&D 프로그램 개발이 필요한 것으로 나타났다.

최근 유헬스 산업을 꽃피우기 위한 노력이 다양한 형태로 전개되고 있지만, 국민의 건강 복지에 기여하는 효율성 제고와 새로운 고용 창출이라는 두 가지 큰 명제를 달성하기 위해 최소한 필수 국제표준은 채택(Adoption) 해야겠다는 업계의 의지가 부족한 것도 사실이다. 유헬스는 장비, 소프트웨어, 서비스가 다양한 형태의 결합으로 전개될 가능성이 아주 높고, 여러 이해 당사자들의 각기 다른 생각들 때문에 이해 관계가 상충하는 아주 복잡한 영역(Complex Domain)이므로, 표준 기술에 근거한 개발 노력을 경주해야 한다. 유헬스 서비스 전담 병원을 짓고, 필요한 장비, 소프트웨어, 서비스를 일체형으로 수출할 수 있는 기반을 닦기 위해서는 하루빨리 필수 표준기술을 확보하고, 표준기술 적합성(Conformance)을 검증하여 경쟁력 있는 유헬스 산업을 육성할 수 있도록 하는 경쟁력 있는 유헬스 산업을 육성할 수 있도록 하는 정책적 지원이 절실하다. 본고에서는 유헬스 산업 육성을 위한 필수 표준들과, 표준 구현 기술이 Conformant한지를 인증하고 있는 국제적 활동에 대해 기술하고자 한다.

세계적으로 해양플랜트시장 선점경쟁이 격화되고 있는 가운데, 중국이 해양플랜트 대국달성을 목표로 산업육성에 적극 나서고 있다. 특히 2010년 국가 전략적 신산업의 하나(첨단 제조업에 포함)로 선정하고 이를 바탕으로 '2020 산업혁신 전략', '2020 산업중장기 발전계획'을 마련하여 적극 추진하고 있다. 즉 2020년 국제시장 점유율 35% 이상, 기자재국산화율 50% 이상이라는 세부 목표를 세우고 이를 위한 재정 금융 세제 지원 강화, 기술개발 확대, 산업클러스터 구축 등을 본격화하고 있어 우리나라와의 경쟁심화가 불가피하다. 따라서 본 원고에서는 이러한 중국의 해양플랜트산업 육성정책과 산업동향을 분석하고 시사점을 도출하고자 하였다.

현재 모바일 게임시장은 2D 위주에서 3D로 변화를 모색하고 있다. 각 이동통신사들은 3D 게임과 Network 접속형 게임의 활성화를 위해 GXG, GPANG 등의 전용 서비스 사이트를 개설하고 다양하고 저렴한 월정액 요금제를 출시하는 등의 많은 노력을 보이고 있으며, 3D 지원 단말기 역시 보급속도가 점차 높아져가고 있는 추세이다. 본 논문에서는 이러한 변화된 모바일 게임 환경에 적용 가능한 육성게임을 설계 및 구현하였다. 본 연구의 육성게임은 웹과 게임서버와 클라이언트간의 연동시스템, NF3D를 이용한 3D 아바타의 생성, 그리고 육성되는 아바타의 지능성 부여 등의 특징을 가지고 있다.
