A Review of Human Element Issues of Remote Operators on Maritime Autonomous Surface Ships (자율운항선박의 개발 및 운용을 위한 육상 운항사의 인적요인 이슈 고찰)

  • The development and operation of the MASS (Maritime Autonomous Surface Ship) is being actively discussed for more efficient and safer maritime transportation solutions. The autonomous navigation technology has positive aspects such as the prevention of marine accidents, improvement of fuel efficiency of ships and cost reduction, and negative aspects such as job loss, task change, and security problems. It is expected that there will be new human element issues such as the situation awareness of remote operators, because the shore-based control will be conducted when fully autonomous ships are in operation. In this paper, we consider major human element issues that should be factored in the development and operation of MASS, and suggest a method of HRA (Human Reliability Analysis) for P IFs (Performance Influencing Factors) of the remote operators that are expected according to the shore-based control.

  • 자율운항선박의 안전한 운항을 위해서는 선박과 선박, 육상과 선박 간의 통신이 무척 중요하다. 또한 자율운항을 위하여 육상과 선박 간, 선박 내 시스템 간의 빈번한 통신 및 데이터 교환으로 인하여 사이버 공격에 취약해지기 때문에 이를 방어하기 위한 사이버보안 기술의 개발 역시 필요하였다. 이에 자율운항선박 기술 개발 사업 중 통신 기술 및 사이버보안 기술 개발 현황에 소개하고자 한다.

  • 국제해사기구(IMO)에서는 현재 자율운항선박의 자율 수준을 4단계로 잠정 구분하고 있으며, 자율수준 2 이상의 선박은 원격제어가 가능함을 가정하고 있다. 본 연구에서는 자율운항선박을 운용하게 될 육상원격제어사의 등급을 책임육상원격제어사(Senior SRCO), 육상원격제어사(SRCO)로 구분하고 각 등급별 역할과 자격 요구사항 및 그에 따른 교육 필요 항목을 도출하였다. 아울러 육상원격제어센터의 조직 운영 방안을 검토하고 그에 따른 업무수행 절차와 제어 범위를 도출하였다.

  • 최근 자율운항선박(Maritime Autonomous Surface Ship, MASS)의 개발이 활발히 추진되고 있다. 자율운항선박의 완전한 자동화가 이뤄지기까지 육상센터에서 원격제어(Remote Control)로 선박을 운항하게 된다. 따라서 해기사의 역할을 육상 원격제어자가 수행하게 되며, 원격제어에 요구되는 기술, 교육, 시스템 등 여러 측면으로 이슈가 되고 있다. 아울러, 아직 구체적으로 고려되지 않는 원격제어자의 최적 원격제어 자세에 대한 고려가 필요하다. 제어자세는 업무의 집중도, 사고의 위험성 등에 많은 영향을 줄 수 있다. 그래서 이 연구에서는 현재 일반적으로 항해하는 형태인 서서하는 형태와 앉아서 하는 형태로 구분하여 항해 시 나타나는 해기사의 기술적 행동을 상황인식을 중심으로 고찰하였다. 추후 다양한 기술적 행동 분석 실험을 통해 자세결정을 위한 평가 기법을 제시할 예정이다.

  • As the fourth industrial revolution (Industry 4.0) evolves, studies on autonomous ships have been conducting in the shipping industry. Currently, two or three degrees of autonomous ships is in operation, and a shore remote control of icer (SRCO) monitors vessel operations and intervenes remotely where necessary in the service. However, as the curriculum for an SRCO has not been established internationally, the risk of an accident by an unqualified SRCO is increasing. In this study, specifies the curriculum required for SRCO that consists of suitable existing training and new training under remote control circumstances. This includes Non-technical skill training to enhance the effectiveness of an SRCO. This curriculum can be used for a new SRCO to evaluate training and competency specific safety standards, and to enable existing seafarers to become SRCOs through the necessary training.

A Study on the Development of Educational Subjects for Nurturing Autonomous Ship Officers Using Delphi Survey (델파이 조사를 활용한 자율운항선 해기사 양성을 위한 교과목 개발에 관한 연구)

  • The Autonomous ships are equipped with a function to judge and navigate the sea conditions on their own, so the job of the ship officer who operates it changes. The educational curriculum to nurture ship officer with the ability to operate and manage autonomous ships must also be changed. This study aimed to develop the curriculum for training autonomous ship officer by using the Delphi survey method suitable for predicting the uncertain future. Among the current 61 subjects for training ship officer identified in the Delphi survey, 32 subjects with high importance should be maintained in the training for autonomous ship officer, and subjects with low importance should be abolished or integrated into other subjects. These subjects were collectively referred to as 'general courses'. The expert panel of the Delphi survey suggested 42 items as new subjects, with 18 items of 'high', 14 items of 'middle', and 10 items of 'low'. Through in-depth analysis of these items by experts, 27 subjects were adjusted and three courses were proposed : 1)'Basic course(10 courses)' for developing basic capabilities such as basic theories for understanding advanced technology and information applied to autonomous ships, 2)'Job course(10 courses)' for practical competency directly related to autonomous ship operation, 3)'Intensive course(7 subjects)' for fostering land remote operators of autonomous ships. Since the introduction and spread of autonomous ships will progress rapidly, research to develop and supplement autonomous ship pilot training courses should be continued by reflecting the level of autonomous navigation of autonomous ships.

  • 4차 산업혁명 기반의 자율화, 무인화 등 선박기술의 새로운 패러다임이 지속적으로 제시되고 있으며, 이는 자율운항선박울 둘러싼 주변 환경에도 큰 영향을 미칠 것으로 예상되고 있다. 이 중 항만 및 연안 수역의 선박교통 안전 및 효율성의 확보와 해양환경 보호를 위하여 시행되고 있는 해상교통관제 서비스의 경우에도 자율운항선박의 출현에 대비한 사전 준비가 필요하다. 본 연구에서는 현행 해상교통관제업무 분석 및 현직 관제사를 대상으로 한 설문조사를 통하여 자율운항선박에 대한 관제업무 절차 마련을 위한 기초 연구를 수행하였다. 연구의결과로 무인 자율운항선박을 고려한 디지털 정보교환 체계 기반 해상교통관제 시스템에 대한 개념을 제시하였다.

  • This study is based on Degree of Recognition and AHP surveys for experts, this study investigates changes in the demand of seafarers in response to changes in the shipping industry environment in which Maritime Autonomous Surface Ships(MASS) emerge according to the application of the fourth industrial revolution technology to ships, and it looks into changes in seafarers' skills. It also analyzes and proposes a plan for cultivating seafarers accordingly. As a result of Degree of Recognition and AHP analysis, it is analyzed that a new training system is required because the current training and education system may cover the job competencies of emergency response, caution and danger navigation, general sailing, cargo handling, seaworthiness maintenance, emergency response, and ship maintenance and management, but jobs such as remote control, monitoring diagnosis, device management capability, and big data analysis require competency for unmanned and shore based control.By evaluating the importance of change factors in the duties of seafarers in Maritime Autonomous Surface Ships, this study provides information on seafarers educational institutions response strategies for nurturing seafarers and prioritization of resource allocation, etc. The importance of factors was compared and evaluated to suggest changes in the duties of seafarers and methods of nurturing seafarers according to the introduction of Maritime Autonomous Surface Ships.It is expected that this study is meaningful as it systematically derived the duties and competency factors of seafarers of Maritime Autonomous Surface Ships from a practical point of view and analyzed the perception level of each relevant expert to diagnose expert-level responses to the introduction of Maritime Autonomous Surface Ships.

  • Amidst the burgeoning research on autonomous ships, there has been a marked increase in the development of new systems and equipment for these vessels. This study identifies specific assets and functional requirements essential for managing autonomous ships, and presents a system architecture applicable to conventional and autonomous vessels alike. The recommended fleet asset management system encompasses ship information, maintenance, crew, and operational management. Assets specific to autonomous ships include the MASS rating within ship information, advanced software and hardware for maintenance, and remote operators in the crew management. These asset functions are managed through separate, modular systems that permit easy attachment and detachment, hence ensuring compatibility with both traditional and autonomous ships. Moreover, the system is web-based which facilitates access through an internet environment without necessitating the installation of any program.
