Investigation of Effects of Weir on the Pollutant Mixing in Rivers (하천에서 보가 오염물질 혼합 거동에 미치는 영향 연구)

  • 하천에서 유해화학물질 유출사고로 인하여 오염물질이 유입되었을 경우, 이에 대응하기 위하여 오염운의 도달시간과 농도를 예측하는 것은 매우 중요하다. 종방향의 혼합거동이 중요한 넓은 범위의 하천을 대상으로 오염물질의 이송을 예측하기 위하여 일반적으로 1차원 Fickian 모형을 사용한다. 그러나 실제 하천에서 오염물질의 농도를 측정하였을 경우, 대부분의 농도분포는 오염물질의 저장대효과로 인하여 긴 tail 부분을 갖는 왜곡된 분포를 갖게 된다. 이러한 저장대 효과는 여러 하천내의 다양한 불규칙성으로부터 발생하나, 국내 하천에 많은 보가 설치되어 있음에도 불구하고 하천 내부에 설치된 수리구조물에 의하여 발생하는 인공적인 저장대 효과에 관한 연구가 미흡한 실정이다. 따라서 본 연구에서는 실내 수리실험과 수치 모의를 통하여 노치가 존재하는 보주변에서의 흐름 특성과 오염 물질의 이송 특성을 규명하고, 이를 통해 보의 지형 및 수리적 인자가 저장대 메커니즘에 미치는 영향을 분석하였다. 수리 실험을 통한 넓은 범위에서의 수평방향 흐름장과 농도장을 측정하기 위하여 본 연구에서는 광역 계측방법인 Large Scale Particle-Image-Velocimetry (LSPIV) 기법과 Planar-Concentration-Analysis (PCA) 기법을 각각 유속과 농도 측정을 위해 적용하였다. 더 많은 보의 지형 및 수리적 조건에 따른 저장대 메커니즘을 분석하기 위하여 3차원 Reynolds-averaged Navier-Stokes (RANS) 모형을 통해 모의조건을 확장 적용하였다. 측정 및 모의 결과를 바탕으로 노치가 존재하는 보의 지형 및 수리적 인자가 저장대 메커니즘에 미치는 영향을 분석하였다. 저장대 영역 면적의 크기는 노치사이의 간격이 증가할수록 증가하였으며 노치의 높이의 경우에는 크게 민감하지 않은 경향을 나타냈다. 추적물질의 체류 시간은 노치사이의 간격과 보의 높이가 증가할수록, 유량이 감소할수록 증가하여 질량교환계수 값이 감소하는 경향을 나타냈다. 프루드 수와 레이놀드 수 모두 질량교환계수와 양의 상관 관계를 나타냈으나 저장대 영역의 면적의 크기와는 낮은 관계성을 나타냈다.

  • 최근 국내 재난발생의 빈도가 잦고 이를 해결하기 위한 재난대응 담당자들의 역량에 대한 관심이 높아지면서 재난역량을 강화하기 위한 교육 및 훈련에 대한 체계 정립이 강화되고 있다. 본 연구는 실제 재난발생사례 및 추이 분석을 통한 대규모 국가재난으로 전개 가능한 시나리오를 개발하고, 시나리오 전개에 따른 현대비수준과의 갭을 분석하여 재난관리책임기관의 대응역량 강화 방안을 마련하는 것을 연구 목표로 하고 있다. 이를 위해 여러 가지 재난 유형 중 최근 위험성이 커지고 있는 "화학유해물질 유출사고"에 관한 재난 상황 시나리오를 개발하여 시나리오의 재난요인 변수 데이터가 재난책임 담당자의 대응에 어떤 영향을 미치는지 살펴보고, 재난요인 변수 DB를 활용하여 재난대응역량 강화에 대한 방안을 제공한다.

  • As a part of NERI:;, Truck Shipment Safety Information is divided into Optimal Route Guidance system and Emergency Response system. This study which is for developing of Truck Shipment Incident Emergency Response System intends to prevent or early response damage caused by incidents through realtime monitoring about the position and the state of Hazard material transport truck. For this, we divide it into three scenarios; realtime monitoring, management of incidents, information provision to related organizations and present functional requirements and architecture coming with each scenario. As a result of the first step among total three steps, it would able to not only realtime management of trucks but also guide for auto-enforcement or management about illegal act like dumping scrapped material. It is now under examination about position of detection and technology of communication to application. From now on, it is expect to test in the range of Metropolitan after selecting appropriate technology.

A Study on Prioritization of HNS Management in Korean Waters (해상 위험·유해물질(HNS) 관리 우선순위 선정에 관한 연구)

  • The types of hazardous and noxious substances (HNS) being transported by sea in Korea are at about 6,000, HNS transport volume accounts for 19% of total tonnage shipped in Korea, and the increase rate of seaborne HNS trade in Korea is 2.5 times higher than the average increase rate of the world seaborne HNS trade. Reflecting this trend, HNS spill incidents have been frequently reported in Korean waters, and there are increasing social demands to develop HNS management technology for the preparedness, response, post-treatment and restoration in relation to HNS spill incidents at sea. In this study, a risk-based HNS prioritization system was developed and an HNS risk database was built with evaluation indices such as sea transport volume, physicochemical properties, toxicities, persistency, and bioaccumulation. Risk scores for human health and marine environments were calculated by multiplying scores for toxicity and exposure. The top-20 substances in the list of HNS were tabulated, and Aniline was ranked first place, but it needs to be managed not by individuals but by HNS groups with similar score levels. Limitations were identified in obtaining data of chronic toxicity and marine ecotoxicity due to lack of testing data. It is necessary to study on marine ecotoxicological test in the near future. Moreover, the priority list of HNS is expected to be utilized in the development of HNS management technology and the relevant technologies, after the expert's review process and making up for the lack of test data in the current research results.

  • Natech risk is a type of complex disasters that natural hazards trigger technological disaster or industrial accidents. Research on Natech risk has been started from the mid-1990s in European countries and the Unites States, and drawn much more attention after the Fukushima nuclear accident caused by the 2011 East Japan earthquake. While early studies on Natech risk have focused on the causal natural hazards and possibility to occur, and the resulting spill of hazardous materials from the perspective of science and engineering, the recent research interests lie on effective Natech risk management. Especially, emphasizing the difference of Natech risk management from traditional disaster management, issues of uncertainty management, integration between natural disaster and technological disaster, and responsibility, has been drawn attention. In Korea, Natech risk has not been introduced as a research topic. Although some regulatory improvements have been made in nuclear safety and chemical Substance management after the Fukushima disaster, the potential impact of natural hazards in these areas has not been considered yet. It is necessary to raise the issues of Natech risk management in research and policy areas through active discussion and interdisciplinary approaches.

Marine pollution accidents occurred in 2011, a total of 287 and was found in runoff 369 kL, respectively compared to the previous year decreased by 13% and 39%. Average amount of marine materials during 5-years represent the oil flow of 310.5 kL (heavy fuel oil of 106.0 kL, diesel of 178.9 kL, oily bilge water of 22.3 kL, other oil of 7.7 kL) and the waste of 62.3 tons, the hazardous and noxious substances (HNS) was 510.6 kL. Marine emissions in 2011 by type of waste that a total amount of dumping 3,972 $m^3$, and livestock manure 795 $m^3$(20%), waste water 1,431 $m^3$(36%), sewage sludge 887 $m^3$(22%), wastewater sludge, 813 $m^3$(21%), manure 5 $m^3$(0.1%), other 41 $m^3$(0.9%), respectively. The concept of marine waste and needs to be more clearly defined. Integrated management of hazardous chemicals according to the incident management system should be established. To remove of coastal pollution, response officer needs korean coast response system. Like the marine pollution response, coastal pollution response systems also require step response.

Performance Evaluation of a Portable GC for Real-time Monitoring of Volatile Organic Compounds (휘발성 유기화합물의 실시간 모니터링을 위한 휴대형 GC의 성능 평가)

  • Performance of a portable GC that can be utilized for the real time determination of volatile organic compounds in air was evaluated. It employs purified/compressed ambient air as the carrier gas eliminating the need for high pressure gas tanks. The compact system with dimensions of 35 × 26 × 15 ㎤ and weight of 5 kg is powered by either a 24 V DC external adapter or battery pack. Chromatograms of the mixture sample including benzene, toluene, ethylbenzene, and oxylene at concentrations of 1 ppmv and 20 ppmv represent a good reproducibility: 3.79% and 0.48% relative standard deviations (RSDs) for peak area variations; 0.40% and 0.08% RSDs for retention times. The method detection limit was 0.09 ppmv. A 30 m long, 0.28 mm I.D. column operated at an optimal condition yielded a peak capacity of 61 with good resolution for a 10 min isothermal analysis. The relative standard deviations (RSD) of the peak area variations and retention times during consecutive measurements over 27 h were less than 2.4%RSD and 0.5%RSD, respectively. Thus, this instrument makes it suitable for continuous and field analysis of low-concentration VOC mixtures in the indoor/outdoor environment as well as the spillage accident of hazardous chemicals.

Performance Evaluation of Advance Warning System for Transporting Hazardous Materials (위험물 운송을 위한 조기경보시스뎀 성능평가)

  • Truck Shipment Safety Information, which is a part of the development of NERIS is divided into Optimal Route Guidance System and Emergency Response System. This research is for establishing an advance warning system, which aims for preventing damages(fire, explosion, gas-escape etc.) and detecting incidents that are able to happen during transporting hazardous materials in advance through monitoring the position of moving vehicles and the state of hazardous materials in real-time. This research is peformed to confirm the practical possibility of application of the advance warning system that monitors whether the hazardous materials transport vehicles move the allowed routes, finds the time and the location of incidents of the vehicles promptly and develops the emergency system that is able to respond to the incidents as well by using the technologies of CPS, CDMA and CIS with testing the ability of performance. As the results of the test, communication accuracies are 99$\%$ in freeway, 96$\%$ in arterial, 97$\%$ in hilly sections, 99$\%$ in normal sections, 96$\%$ in local sections, 99$\%$ in urban sections and 98$\%$ in tunnels. According to those results, the system has been recorded a high success rate of communication that enough to apply to the real site. However, the weak point appeared through the testing is that the system has a limitation of communication that is caused in the rural areas and certain areas where are fewer antennas that make communication possible between on-board unit and management server. Consequently, for the practical use of this system, it is essential to develop the exclusive en-board unit for the vehicles and find the method that supplements the receiving limitation of the GPS coordinates inside tunnels. Additionally, this system can be used to regulate illegal acts automatically such as illegal negligence of hazardous materials. And the system can be applied to the study about an application scheme as a guideline for transporting hazardous materials because there is no certain management system and act of toxic substances in Korea.

A Comparative Study on the Application of RISP in the Context of Risk Types -Focusing on Typhoon and Hydrofluoric Acid Spill Risks (위험 유형에 따른 위험 정보 탐색과 처리 과정 연구 -불산 유출과 태풍 관련 위험 상황 비교 중심)

  • From a historical perspective of risk communication, risks can be classified by their associated level of responsibility. In the case of technical risks such as hazardous chemical accidents, people perceive that risk-related organizations have a high level of responsibility; however, they do not in traditional risks such as natural disasters. This study aims to examine risk information seeking and processing, as seen in two types of risk, based on the Risk Information Seeking and Processing(RISP) model. For this purpose, hypotheses and a research question are developed with current domestic risk issues, and the results show significant differences in risk information seeking and processing between the two types of risk. Specifically, in the case of the chemical spill accident, negative emotion against relevant institutions makes different information seeking and processing compared to the natural disaster. The low level responsibility risk such as typhoon comparatively follows the flow of the original RISP model. However, the high level responsibility risk such as the hydrofluoric acid spill did not match with the RISP model. Based on the research results, theoretical implications were discussed.
