Study on the Maintenance Cost of Railway Infrastructure Using Line Classification and TMV Data (선로등급 및 검측차 검측정보를 고려한 철도시설 유지보수비용 산정에 관한 연구)

  • During the feasibility study of new rail lines, maintenance cost of railway infrastructure has mostly been estimated based on the track length and on simplified parameters; however, the estimation reliability can be improved by employing the correction factor from UIC 715, as well as the line classification in UIC 714. The correlations between maintenance cost and various parameters such as weighted track length based on line classification, radius of curvature, gradient and worn -out rate have been analyzed according to the case studies. Prediction of the maintenance cost has been carried out using the cost data, which were representative of the whole cost data; as a result, it was demonstrated that a cost model based on the line classification and the correction factor was more reliable than the existing models. Furthermore, possibilities of using data from both the track measurement vehicle and from the maintenance information system, which are under development, have been investigated and, based on this investigation, a combined cost model using line classification, radius of curvature, gradient and worn-out rate, among other factors, will be proposed in the near future.

  • 정보화 사업의 확대와 함께 정보보안에 대한 사회적 관심은 보다 높아지고 있으며, 사이버 보안강화는 국가 및 기업의 인프라를 보호하기 위해 매우 중요한 부분이다. 그러나 정보보안 SW 유지보수 규모나 정보보안 SW의 특성과는 관계없이 유지보수 비용이 책정되어서 고품질의 유지보수 서비스를 기대하기 어려운 실정이다. 그러므로 정보보안 SW 유지보수의 규모와 유지보수 생산성에 영향을 미치는 제반요소를 발견하고, 이들을 비용에 연결시키는 정보보안 SW 유지보수 대가기준 마련이 필요하다. 이에 본 연구는 정보보안SW 유지보수의 특수성에 대한 분석을 통하여 보안업데이트, 모니터링 로그분석 및 정책 지원 등 추가적인 서비스 지원 등에 대한 유지보수 비용을 산정하고 일반 SW와의 원가비교 분석 조사를 통한 적정유지보수 요율을 도출하고자 한다. 또한, 정보보안 SW 유지보수 대가 구조분석 및 해외 사례 수집 분석, 설문조사, 전문가검증, 시뮬레이션 등을 통하여 정보보안 SW의 유지 보수 대가 산정에 대한 기준의 도출이 필요하다. 이는 정보보안 SW의 유지보수 대가를 명확하게 산정하고, 사용자 및 공급자에게 적정한 대가 지급 기준을 수립함으로써 더 나아가 정보보안 SW 기업의 경쟁력 향상을 도모하고자 한다.

The Cost and Adjustment Factors Estimation Method from the Perspective of Provider for Information System Maintenance Cost (공급자 관점의 정보시스템 유지보수 비용항목과 조정계수 산정방안)

  • The estimation of maintenance cost of information system so far has been conducted centered on the ordering body, so the problem of provider's having to cover the cost due to small cost compared to the amount of work is not solved. This study is a base study for estimating the maintenance cost of information system centered on provider, and it deduces cost items of maintenance and suggests adjustment factors for adjusting the gap between the ordering body and provider regarding the maintenance cost. In order to deduce the cost items of maintenance, this study adds the activities of the provider for maintenance to the base study of cost factors regarding the existing maintenance activity, divides, and classifies them into the fixed cost and variable cost. In order to adjust the gap between the ordering body and provider regarding the maintenance cost, this study found the adjustment factors such as the code, utility, and components created by the automatic tool that was not included when estimating the maintenance cost centered on the ordering body. After examining and analyzing K Company's data of maintenance performance for three years, it confirmed that the gap regarding the adjustment factors was about 13% in case of K Company.

  • Maintainability of highways is an important problem that is considered in the planning steps of a highway development process. A number of asset management systems have been developed to precisely predict maintenance and pavement expenditures for better decision making, But these systems are not helpful in reducing maintenance costs. Optimization of some highway design characteristics in the planning phases may reduce maintenance costs over the life cycle of highway. The formulations for initial and maintenance costs have been developed based on which design variables can be chosen to minimize these costs, focusing on the sideslope in cut and fill sections. Maintenance cost has been represented as a function of sideslope, width of highway cross section, and annual average daily traffic. A real geographic database of between Chung joo and Sang joo city in Choong buk was used and it is presented to investigate the sensitivities of maintenance cost and soil characteristics in selecting alignments. In this study, we present that maintenance cost and soil characteristics are important considerations in alignment optimization.

  • In this paper, we present the cost measurement metrics for the operation management and service improvement besides the general maintenance. The cost measurement metrics of the operation management and service improvement are based on the metrics that are classified and summarized precedent studies and complemented by empirical measuring indicators, and we propose the maintenance cost estimation model based on this metrics. The maintenance costs can be calculated detailedly, because the proposed metrics can be used selectively, depending on the scope of the information system maintenance. The effectiveness of the proposed maintenance cost measurement metrics and cost estimation model is verified by comparison between existing studies and our research.

  • The maintenance prices in information security industry between Korean companies and foreign companies have been a big difference. Korea Information Security SW maintenance standards were not adequate for the rate, and there was disagreement between domestic companies and governments. This research, therefore, surveyed a standard of information SW and the status of maintenance payment rates. The study suggests an estimation method and verifies the method and an appropriate maintenance cost rate. According to the results of the study, the current maintenance cost should be increased or decreased independent with a kind of information security systems. Based on the study, Korea government is able to change the maintenance policy in information security. And the domestic companies get a theoretical ground for improving the rates of maintenance costs in information security systems and are able to allot the resources effectively.

Probabilistic Analysis of Repairing Cost Considering Random Variables of Durability Design Parameters for Chloride Attack (염해-내구성 설계 변수에 변동성에 따른 확률론적 보수비용 산정 분석)

  • Repairing timing and the extended service life with repairing are very important for cost estimation during operation. Conventionally used model for repair cost shows a step-shaped cost elevation without consideration of variability of extended service life due to repairing. In the work, RC(Reinforced Concrete) Column is considered for probabilistic evaluation of repairing number and cost. Two mix proportions are prepared and chloride behavior is evaluated with quantitative exterior conditions. The repairing frequency and cost are investigated with varying service life and the extended service life with repairing which were derived from the chloride behavior analysis. The effect of COV(Coefficient of Variation) on repairing frequency is small but the 1st repairing timing is shown to be major parameter. The probabilistic model for repairing cost is capable of reducing the number of repairing with changing the intended service life unlike deterministic model of repairing cost since it can provide continuous repair cost with time.

  • Road pavement requires repetitive maintenance works to maintain satisfactory service level to the public. However, the repetitive maintenance works upon deteriorated pavement structure make negative effects to deterioration speed. It often leads to inefficient use of limited budget. For that reason, the pavements require reconstruction work to recover their original performance. Recently, construction demands in the Korean national highway have already been reached to maximum level, and the aged pavements start to demand much more reconstruction works. However, in the real world, road agencies have often been confused when they determine maintenance design for such aged road sections due to budget constraint. It is because there is no reliable long-term maintenance strategy that supports their decision making. To support their decision making, this paper aimed to suggest the best maintenance strategy considering changing process of pavement performance by repetitive maintenance works. As an analysis method, probability distribution and hazard function to estimate the life expectancy were adopted, and then the results were used for long-term life cycle cost analysis with deterministic or Monte-Carlo method under various scenarios. As an empirical study, the Korean national highway data that has long-maintenance history data since 1986 has been applied. Last, this paper considered quality assurance of maintenance work to improve maintenance quality. These could be important information as a part of long-term maintenance strategy of pavement.

Development on Repair and Reinforcement Cost Model for Bridge Life-Cycle Maintenance Cost Analysis (교량 유지관리비용 분석을 위한 대표 보수보강 비용모델 개발)

  • Estimating the repair and reinforcement (R&R) costs for each bridge member is essential for managing the life cycle of a bridge using a bridge management system (BMS). Representative members of a bridge were defined in this study, and detailed and representative R&R methods for each one were drawn in order to develop a systematic maintenance cost model that is applicable to the BMS. The unit cost for each detailed R&R method was established using the standard of estimate and historical cost data, and a systematic procedure is presented using an integration program to enable easy renewal of the R&R unit cost. Also, the average unit cost of the representative R&R methods was calculated in the form of a weighted average by considering the unit cost and application frequency of each detained R&R method. The appropriateness of the drawn average unit cost was reviewed by comparing and verifying it with the previous historical unit cost. The suggested average R&R unit cost can be used to review the validity of the required budget or the appropriateness of the R&R performance cost in the stage to establish the bridge maintenance plan. The results of this study are expected to improve the reliability of maintenance cost information and the rationality of decision making.
