Construction industry becomes large and complicated as that occurred in the construction processes and operations, and the growing social demand for more systematic and efficient methods of integrated management increases. Current facility maintenance system has been regarded as large labor-intensive and fairly stagnant, and faced on several issues including inefficiency in cost and time to collect and utilize various field information. Thus, this paper presents a maintenance prototype utilizing NFC technology and smart devices to efficiently collect and manage the field information in the course of the construction processes. By choosing dam facilities as a case study, construction data for dam inspection and maintenance were classified according to dam maintenance guideline, and database structure was constructed to incorporate with the NFC tags and smart device interface. The system prototype presented in this paper would improve the quality of the dam facilities maintenance system and provide business convenience and usability by contributing increased efficiency of field information management and sharing.

This paper describes th on-line maintenance system with integrated graphic environment for building electrical equipments. This system is based on the pre-defined troubleshoot knowledgebase with maintenance information. And this system utilizes the database and knowledgebase for the diagnosis of facility and runs on the operator's requirement and response. The operator is possible of a detailed observation, an early detection of abnormal state, a properly operation and a rapidly arrangement of electrical equipments. Especially, this system is developed using the maintenance of equipments, if needed, be operated by non-expertise.

건설부문의 정보화를 위해 국토해양부는 건설CALS(Continuous Acquisition & Life-cycle Support)사업을 추진하고 있다. 건설CALS란 건설사업의 설계, 시공, 유지관리 등 전 과정의 생산정보를 발주자, 관련업체 등이 전산망을 통하여 교환 공유하기 위한 정보화 전략이다. 건설CALS사업은 시스템 개발 부문과 건설정보 표준화 부문으로 구분할 수 있는데, 개발된 시스템으로는 건설사업관리시스템(건설사용, 발주기관용), 시설물유지관리시스템, 건설인허가시스템, 용지보상시스템, 건설CALS포탈시스템 등이 있다. 건설CALS시스템에는 건설사업의 공정관리, 원가관리, 안전관리 등의 많은 기능이 있음에도 불구하고 최근 그 중요성이 부각되고 있는 환경관리 기능은 없는 실정이다. 본 논문에서는 건설CALS시스템의 현황을 분석하고 환경관리가 가능한 체크리스트와 매뉴얼을 개발하여 시스템으로 구현하기 위한 방향을 제시하고자 한다.

정보기술혁명에 의해 대량의 정보와 지식이 다양한 매체에 기록되어 있는 지금, 기록의 중요성을 인식하고 효과적으로 관리하여 새로운 정보와 지식을 창조하고, 인류 기억의 보고의 풍부한 전승을 꾀하여, 이것에 의해 사회의 진보와 발전에 공헌할 필요성이 높아지고 있다. 그 때문에 디지털 시대에 기록관리의 역할이 광범위하게 논의되어야 하며, 다면적으로 검토, 연구되어야 한다. 그러나 종이 필름 전자매체에 관계없이, 기록관리시스템을 도입하고 장기에 걸쳐 유지관리하지 않으면 아니 되었다. 지금까지는 민간기업이나 각 관청에서 일시적으로 기록관리 시스템을 도입하여 활용하였으나, 대부분 일시적으로 활용하였을뿐 지속적인 유지관리를 시행하여 온 기관이 적은 실정이다. 앞으로는 지속적이고 체계적인 기록관리시스템의 구축과 유지가 더욱 더 필요한 것이다. 또한 기록관리에 대한 제반 문제를 해결하기 위해서는 일본 한국 중국 등 극동아시아지역에 있어서의 기록관리학회가 긴밀한 협력관계에 구축하고, 기록관리의 보급과 사회적 지위의 향상을 목표로 노력해야 할 것이다.

Through this study, the following proposals were made to secure the operability of local governments' records management systems (RMSs). First, for the stable operation and maintenance of RMS, establishing a noninterruptible system with regular operation support is necessary. Second, improving the maintenance quality above a certain level by establishing an integrated RMS maintenance system is imperative. Third, systematically managing the RMS infrastructure compatibility list should be vital to provide clear standards for maintaining local governments' RMS structure.

하천법 제66조에서 지자체는 하천에서 생기는 수익금을 하천의 유지 보수에 관한 비용에 사용해야 한다고 규정하고 있고, 동법 시행령 제77조에서 하천 수익금은 하천의 유지 보수를 위해 우선적으로 사용해야 한다고 규정하고 있다. 하천 수익금은 법에서 규정한바와 같이 하천관리를 위해 사용되어야 하지만 건설교통부에서 제공한 2003년도 자료를 분석한 결과 하천과 관련된 용도로 사용된 하천수익금은 30%만 사용되고 있었다. 하천 수익금은 하천의 유지 보수에 우선순위로 사용해야 함에도 불구하고 현재 지자체의 하천 관리에 소요되는 비용을 구체적으로 파악하기 어려운 실정이다. 따라서 본 연구는 지역 내 물 관리 및 재정 관리를 구축하고 있는 네덜란드의 사례를 통하여 국내 하천 유지 보수를 위한 재정확보 도입 방안을 도출하였다. 네덜란드는 지역의 55%가 해수면 아래에 위치한 저지대 국가로 기후변화의 적응을 위해 각 지역별 물 기구는 물 관리를 위한 재정확보로서 독자적인 세금시스템을 구축해왔다. 본 연구는 먼저 네덜란드의 하천관리 측면의 물 기구의 정책방향, 중점추진과제 등의 여건을 살펴봄으로써 네덜란드의 물 관리 방향을 조사하였다. 이를 통해 (1)물 관리 업무에 쓰인 네덜란드 정부 지출 내용 (2)네덜란드 물 관리 기구 법제분석 (3)네덜란드 물 관리 주관 기관 및 재정 조달 방식을 구분할 수 있었다. 또한 국내 하천 수익금 징수 체계와 네덜란드 징수체계를 비교 분석하였다. 비교분석 결과 우리나라와 달리 네덜란드 물기구의 시스템은 중앙정부와 별도로 독립적인 세금시스템을 갖춰 독자적인 하천관리유지가 가능하였다. 이는 지역별 물 기구가 세금을 토대로 물 관리를 위한 금융기관을 설립함으로써 물 관리 재정문제를 해결하고 있기 때문이다. 이는 물 관리를 위한 재원 확보를 위해 네덜란드가 지자체 중심의 물관리가 정착되는 모범적인 사례를 보여주고 있다는 점을 파악할 수 있다. 본 연구를 통하여 네덜란드의 사례를 통해 국내의 재정확보 방안을 위한 방향성을 도출하였다. 네덜란드의 사례는 물 관리의 확보를 위해 자체 금융기관을 설립하여 재원조달을 성공했다는 점에서 국내 하천의 관리 유지 재원조달에 관한 새로운 관점을 시사한다. 국내 하천의 관리유지 재원조달에 대한 논의가 지속되고 있으므로 네덜란드 사례는 향후 우리나라의 하천 관리유지를 위한 재원조달의 제도적 기반을 구축하기 위한 기초 조사로 활용되어 질 것으로 기대한다.

기존에 운영되고 있는 공공시설관리 시스템들을 효율적으로 관리하기 위해서는 유지관리 모형이 표준화되어 범정부EA 지원시스템에 목표아키텍처로 등록되고 더 나아가서는 범정부 표준시스템으로 만들어 필요한 기관에 보급할 필요가 있다. 이 연구에서는 도로, 터널, 철도 등 인프라 시설관리 정보시스템을 구축하는데 필수적인 성과참조모델을 범정부EA 관점에서 제시하였다. 제시한 참조모델을 기준으로한 자산관리모형 아키텍처 모습이 GEAP에 등록 관리 된다면 이것을 바탕으로 타 기관에서 향후 정보시스템을 구축할 때 사전에 파악하고 활용하도록 제안 할 수 있을 것이다.

Construction projects are becoming larger in size and higher in complexity. Operation and maintenance, therefore, is an important part in providing the serviceability of the built facility from the perspective of life-cycle. This paper presents a 3D graphic model-integrated data extraction for bridge maintenance. The 3D graphic model environment assigns attributes to the member blocks in CAD, and link the attributes to the data stored in a database. Then, the user can click the member block to extract the data associated with the attributes. A prototype has been developed to test the applicability of the 3D graphic model environment using CAD and web. Application of the system in an actual bridge construction showed that the 3D graphic model environment can help the user find necessary data at a shorter time, thereby increasing the effectiveness of operation and maintenance in bridge structures.

The government policy had placed new construction as the kernel of the investment in the road department. This had been shifted, however, since the government's budget of the road department reached its peak in 2000, new construction had came to a downsizing phase while the maintenance increased gradually. Considering this recent trend, the necessity of a new paradigm in the road policy had came to a fore, in order to prove the justification of increase in the maintenance budget as well as successfully fulfill the user's needs in the service quality. The developed countries that had intensively constructed social infrastructure in 1950-60s are enjoying a great achievement by applying the asset management concept in coping with the deterioration of the public facilities. This research suggests the basic framework in establishing "Korean Road Asset Management System" designed to efficiently manage the national road. The main feature of this system is to absorb economic analysis course into the current pavement management system, in order to form not only long-lasting but also preventive road management policy.

본 연구는 BIM의 최종 모델(As-built Model)이 BIM기반 유지관리 시스템(Facility Management System)에 활용되는 것을 전제로 하며 유지관리 분야 중 공간관리 분야에서 활용되는 BIM 모델을 구축하기 위한 방안을 제시한다. 연구의 최종 결과물인 BIM 유지관리 가이드라인은 향후 BIM 발주 지침에 반영되어 건설과정에서 구축된 BIM 정보를 유지관리 단계까지 지속적으로 활용하도록 유도할 것이라 기대한다.
