Development of Network Level Management System of Road Facilities Based on the Asset Management Concept (자산관리개념을 접목한 네트워크 방식의 도로시설물 유지관리시스템 개발)

  • Recently, the paradigm of social infrastructure investment has been changed from new construction to maintenance and management. As a consequence, the management and maintenance system of existing highway facilities needed an innovation involving the concept of asset management. This paper discusses the new facility management system suitable to local highway agencies. The new system incorporates asset management concept so that it can analyze the network level facility management solution and it can also improve the budget efficiency for local government. This paper also presents systematic method to integrate various facilities for management system.

  • The aim of this study is for performing the efficient and systematic facility maintenance management by using 2D CAD data and the technique of updating spatial DB. The existing system of the facility maintenance management and the performance is not properly made out utilizing the information about the construction drawings. Moreover, the management of the DB renewal, which is about the information of construction drawing, is not carried out properly Furthermore, this study draw the conclusion on the effectiveness of reducing maintaining active by the lack of the interior and exterior location information. This study suggest the method of the efficient maintenance management of facilities by using the technique of updating spatial DB and the facility location information.

  • Visual inspection works are very important part of facility maintenance and management life cycle as a step of creating base data for decision making and maintenance and repair. But currently, visual inspection works have been performed unefficiently and unreliably as works on hand, duplication of works, decisions of defect state, unutilization of inspection history, lack of professional and so on. In this research, we developed visual inspection system that processes inspection work efficiently and provides reliability of inspection output, as a target of bridges, tunnels, underground roadway on national road. We defined problems through visual inspection work analysis, examined the solutions and reflected to functional design of system. We will plan to utilize this system in HMCS(Highway Maintenance and Construction Service).

  • GIS는 '단번에' 효과가 나타나는 다른 전산시스템과는 달리 최소한 3~4년의 손익분기점을 가지는 기술인 만큼 효과적인 운영이 중요하고, 효과적인 운영을 위해서는 자료의 최신성을 확보할 수 있는 DB의 지속적인 유지관리 활동이 그 무엇보다도 중요하다고 할 수 있다. 그러나 지자체를 중심으로 구축되어 있는 대부분의 GIS 활용체계는 준공과 동시에 운영과 유지관리 차원에서 적절한 대처를 수행하지 못함으로 인해 손익분기점 달성에 대한 회의적인 시각을 갖는 것이 지배적이라 할 수 있다. 특히 지자체 GIS사업이 추진되는 과정에서 각 시스템에 맞는 실질적인 유지관리 방안을 모색하고 이에 대한 충분한 교육이 진행되어야 함에도 불구하고 실제는 그렇지 못한데 그 원인이 있을 것이다. 그러나 보다 근원적인 문제점은 실제 유지관리 활동을 위해 무엇을 어떻게 해야 하는지에 대한 구체적인 방안을 가지고 있지 못한 것이 더욱 크다고 하겠다. 실제로 모든 사업추진과정에서 정해진 방법론에 의해 유지관리방안을 마련하게 되어 있으나 아주 형식적인 수준에서의 언급이 대부분이고 지자체라는 행정기관의 특성과 지자체 GIS의 주된 대상이 공사 및 시설물 관리와 관련되어 있다는 업무적 특성은 전혀 배제되고 있는 것이다. 그렇다면 실제로 GIS DB의 유지관리가 원활하게 진행되기 위해서는 어떻게 해야만 하는 것일까\ulcorner 이 질문에 대한 접근을 위해 본 연구에서는 GIS DB의 갱신이 일어나는 발생원인을 정확하게 진단하고 발생원인의 특성과 행정기관의 특성을 적절히 연계시켜 유지관리 모델을 제시하는데 그 목적이 있다. 이를 위해 ‘선 유지관리 후 활용체계 정비의 중요성’을 점검하고, ‘변동자료 발생원인의 분석’, ‘명확한 변동자료 입력 근거의 확보’, ‘갱신주체별 역할의 정의 및 유지관리 기준의 설정’, ‘분야별업무 특성을 고려한 관련 기준의 마련 및 타 시스템과 연계되는 항목을 고려한 절차 정의’ 등에 대한 다양한 접근을 시도하였다. 본 연구에서 제시하는 유지관리 모델을 기반으로 각 지자체별로 적절한 컨설팅이 진행되고 이에 따라 담당자의 실천이 이루어진다면 지자체 GIS의 투자대비 효과에 대한 기대는 이상이 아닌 현실로 다가오게 될 것이다.가오게 될 것이다.

  • Through this study, the following proposals were made to secure the operability of local governments' records management systems (RMSs). First, for the stable operation and maintenance of RMS, establishing a noninterruptible system with regular operation support is necessary. Second, improving the maintenance quality above a certain level by establishing an integrated RMS maintenance system is imperative. Third, systematically managing the RMS infrastructure compatibility list should be vital to provide clear standards for maintaining local governments' RMS structure.

  • 교통소통과 안전을 위해서는 체계적이고도 획일적인 교통안전시설물의 설치 및 관리가 요구된다. 앞으로 교통안전시설물에 많은 투자가 절실히 요구되며, 계속 늘어나고 있는 자동차등 여러 가지 교통여건을 감안하면, 교통안전시설물에 대한 수요는 더욱 증갛살 것으로 예상된다. 지리정보시스템 (GIS)을 활용하게되면 급증하는 교통안전시설물의 조사 및 유지·관리업무를 제한된 인력과 예산으로 수행할 수 있게된다. 그러므로 교통안전시설물의 체계적인 유지·관리를 위해선 GIS의 활용은 필수적이라 하겠다. 또한 신설 및 교체수량의 정확한 예측 등과 같은 효과를 거둘 수 있어 효율적인 예산을 집행할 수 있게된다. 본 연구는 지리정보시스템 (GIS)을 이용하여 교통안전시설물 유지·관리 시스템 개발에 목적이 있으며, 특히 개발된 시스템은 실무담당자 활용에 편의를 도모하는데 주안점을 두었다.

  • This study is aimed to suggest effective ways to precisely manage the public land after searching current problems. Through the utilization of the cadastral organization and the resurvey projects, this study researches the methods to build the accurate land data based on the spatial information system as well as the on-going land survey results of the public land. This study focuses on researching whether the public land status and the management systems are operated efficiently with the cadastral organization using a variety of the spatial systems. This study finds the current problems of the land management systems by not only the Internet questionnaires but several dissertations, and suggests the methods to connect the land management systems with the cadastral resurvey projects each other.

  • Construction industry becomes large and complicated as that occurred in the construction processes and operations, and the growing social demand for more systematic and efficient methods of integrated management increases. Current facility maintenance system has been regarded as large labor-intensive and fairly stagnant, and faced on several issues including inefficiency in cost and time to collect and utilize various field information. Thus, this paper presents a maintenance prototype utilizing NFC technology and smart devices to efficiently collect and manage the field information in the course of the construction processes. By choosing dam facilities as a case study, construction data for dam inspection and maintenance were classified according to dam maintenance guideline, and database structure was constructed to incorporate with the NFC tags and smart device interface. The system prototype presented in this paper would improve the quality of the dam facilities maintenance system and provide business convenience and usability by contributing increased efficiency of field information management and sharing.

  • The 10,876 school buildings(year 2006) including elementary, junior high and high schools have been operated and the number of school buildings will increase with BTL(Build Transfer Lease) projects. However, as population is expected to decrease rapidly with low birth rate, it needs to pay more attention to managing existing school buildings. The present maintenance and management system is not being operating with regular plans but with making repairs when if problem happens. Therefore, in this study I will propose a new maintenance and management system which will improve the process of maintenance and management works and reflect the needs of related officials in charge of with analyzing a present maintenance and management system through making research into documents and questionnaires. It enables to simplify maintenance and management work, to manage budget with transparency and to make better communication between each work so that it promotes efficiency of maintenance and management work.

  • LoRa LPWAN network system uses a license-exempt wireless communication system and implements data measurement through the integrated sensor based on Mems and wireless communication of existing measurement sensors. This system has superior technological / economic superiority using existing network and long distance communication compared to existing wireless measurement system, and secured economical efficiency by minimizing system construction equipment compared to wired measurement system. It is confirmed that the economical efficiency can be reduced by 41% compared to the conventional wired metering system. Since the LoRa LPWAN network system is excellent in terms of maintenance and operation, if installed in many bridges in Korea in the future, it will be developed as an excellent system in the maintenance of bridges.
