올해 쌀 관세화 유예 조치가 끝난다. 1995년부터 2014년까지 20년 동안의 쌀 관세화 유예가 올해로 종료되면서 9월까지 WTO(세계무역기구)에 쌀 관세화 여부에 대한 우리의 입장을 전달해야 한다. 그러나 쌀 관세화에 대한 의견은 팽팽하다. 쌀 관세화 유예조치가 가능하다는 입장과 쌀 관세화를 할 수밖에 없다는 입장이 맞서고 있다. 국회 농림축산식품해양수산위원회는 '쌀 관세화 이후의 쌀 산업전망과 양정 개선' 보고서를 GS&J 인스티튜트를 통해 받으면서 농해수위에서도 썰 관세화 논의를 본격화할 것으로 보이는 만큼 9월까지의 남은 7개월간은 쌀 관세화를 둘러싼 심도 깊은 논의가 예고되고 있다. 이에 본보는 3회에 걸쳐서 썰 관세화의 주요 쟁점 등 쌀 관세화에 대한 찬반양론을 살펴본다.

This exploratory study examined the possibility that the notion, willing suspension of disbelief, can explain the processing of animated spokes-character in advertising. Willing suspension of disbelief has originated from Coleridge's explanation of poetic faith. And the term has been theoretically studied in the response of fiction in creative works, such as cinema, dramas, and advertisements, as well as literature. So far, willing suspension of disbelief has been proposed as a mediator of empathy, cognitive responses and affective responses to fiction. On these theoretical bases, a survey was conducted to 64 people with 3 advertisements to test the validity of the discriminant function. Findings of discriminant function analysis are as follows: First, the variable of willing suspension of disbelief well discriminated between the willing group and the non-willing group. Secondly, the Intensity of willing suspension of disbelief showed statistically significant difference between the willing group and the non-willing group. Thus, according to these results, it is proposed that the effects of the willing suspension of disbelief can be examined as a mediator of the response of fiction in further substantial studios.

지난달 초 전국적인 집중호우 및 장마로 많은 사람들이 피해를 입었다. 때마침 부가세 신고를 앞두고 그런 일이 발생한 터라 국세청에서는 집중호우로 인한 피해 납세자들을 대상으로 납부기한 연장, 징수유예 등의 지원책을 내놓았다. 매년 여름이나 경루이면 폭우, 폭설로 인해 크고 작은 피해가 발생하는데, 이번호에서는 재해 발생시 종종 듣게 되는 납부기한 연장, 징수유예 등의 제도에 대해서 설명하고자 한다.

The launching of the Taepo-dong 1 on 31 August 1998 by the North Korea was the first case where the diplomatic protests was made against the flight, the purpose of which, the launching State claimed, consisted in space exploration and use. It is the principle regarding the freedom of space exploration and use, as included in the international treaty, that is relevant in applying the various rules and in defining the legal status of the flight. Its legal status, however, was not actually taken into account, as political negotiations leading to the test moratorium has been successful until present day in freezing the political crisis. This implies that the rules of the law lack the validity and logic sufficient in dictating the conduct of the States. This case shows that, in effect, it is not the rule but the politics that is to govern the status of the flight.

온라인상에서 흥미 있는 고객을 상호 매칭시키는 알고리즘은 취업 시스템, 결혼 중매 시스템, 비행기표 구매 시스템 등에 적용가능한 주요 기능을 담당한다. 일반적으로 조건검색의 단방향과 양쪽 사용자의 의사를 모두 고려하는 양방향 방법이 있다. 양방향 방식에서 기존에는 사용자가 자신의 흥미를 직접 입력하였으나, 이는 상대 사용자가 입력을 하지 않거나 서비스 초기에 사용자가 적을 경우 사용자가 사용의 흥미를 잃을 위험이 있다. 본 연구는 퍼지 알고리즘을 이용하여 시스템이 사용자의 흥미를 자동으로 계산하도록 하였으며, 매칭유예 알고리즘으로 명명하였다. 매칭유예 알고리즘의 적용 효과를 측정하기 위해 취업사이트에 적용하여 사용자 만족도를 조사하였다. 도입 효과 분석 결과 취업 활동동기를 부여하는 긍정적인 효과가 있는 것으로 보였다.

청년실업이 심각한 사회문제로 대두됨에 따라 취업준비 등을 이유로 대학졸업을 미루고 있다는 지적이다. 4년제 대학의 휴학생 비율은 IMF 이전인 96년의 25%에 비해 2005년에는 무려 7%나 상승한 32%에 이르고 있다. 전문대학의 경우는 좀 더 심각하여 28%에서 37.9%로 상승해 무려 10% 가까이 상승했다고 한다. 휴학생의 비율은 청년실업문제의 심각성을 반영하다는 측면에서 간과해서는 안 될 문제이다. 여기에서 청년실업의 원인과 졸업 유예문제 및 대응방안에 대해 좀 더 깊이 살펴보기로 하자.

지난 5월 31일부로 40여년간 시행해오던 '인쇄기준요금'제도가 전격 폐지된데 이어 일선 인쇄업체의 혼란과 일선 계약업무 현장에서도 큰 혼선이 빚어지고 있다. 이는 조달청이 지난 5월 31일부로 시장경제원칙에 따라 인쇄물 제작업체 간의 공정한 시장경쟁을 높이고 인쇄물 구매가격의 적정성을 제고하기 위해 '인쇄기준요금'의 책정을 폐지하였으며 앞으로 '인쇄물 기초금액' 책정을 통해 폐지된 '인쇄기준요금'을 대신하게 할 방침이라고 밝힌데 따른 것이다.
