It is a fact that we are yet to recognize and sense the U-City even though the business of U-City construction has been started many years ago. One of the causes is that UCity was thoughtlessly developed in the industry-centered environment for a tangible achievement, despite of need on more systematic development and organized management. Fortunately, it is expected that the most part of the situation will be solved, since "laws on the construction of the ubiquitous city" for planning, construction and management has been promulgated on March, and U-City project will be systematically promoted by the related laws from now. Therefore, intention of this study is the sustainable development of the U-City by analyzing the previous process and problems of the U-City Construction project of local governments and reengineering U-City construction project process in accordance with new laws, using the BPR methodology.

National government established a new law to solve the problems and to support u-City projects. Nevertheless there are still some issues which are a lack of the contents on national plan, connecting restriction among the communication networks between public institutions, a shortage of funds. This study investigated and analyzes these issues, and proposed some ideas to solve them.

The ubiquitous city construction act worked as an institutional basis for the U-City projects which were actively driven in the new urban areas until 2010. However, the country's urban policies which were recently changed focusing on revitalization of the existing towns and urban regeneration led to the increased demand for revision of the u-City law with a strong character of procedural law mainly for the new urban areas. Therefore, this study, taking into account the changes of the country's urban policies and the conditions related to u-City, established the direction of revision on the u-City law as the diversification of the u-City projects, reinforcement of u-City management operation and the supports for the u-City projects, and presented the consequent action plans. This study aims to review the problems with the current u-City law and the improvement plan from the practical point of view for reflecting the country's urban policy flow and demand. It is expected that the result of this study will be able to be utilized as a basic material for supporting the continuous development and expansion of u-City by law and system.

Last February, $\ulcorner$The Act on Ubiquitous City Construction and etc.$\lrcorner$ was approved by the National Assembly. The law stipulates the regulations on the planning, construction and management of the Ubiquitous City. As its national-level law system is about to take its effects, future new city developments are expected to have its legal basis to be built to meet ubiquitous city requirements. Also, it is anticipated that such needs would require much more planning techniques and strategies. In reaction to those upcoming needs, this study is to search for new planning approaches to realize the u-City in reality. It is also to supply with the framework to execute the u-City projects in more structuralize and systemize manner. Therefore, with the purpose of the establishment of comprehensive planning system, the theoretical bases were sought in relation to planning u-City, pre-existing u-City development cases and regarding regulations were analyzed, and then basic concepts, features, and constituent factors were set up.

For the development and management of u-City(ubiquitous city), Ubiquitous City Construction Law was enacted(March 3, 2008) to form the legal basis of u-City plan, construction and managements afterwards. The ultimate goal of the u-City construction is the advancement of national territory utilization and management using Korea's high level of IT and spatial information infrastructure. Based on the definition of the u-City Construction Law, the u-City refers to a city where u-City services are provided through the u-City infrastructure applying u-City technology. But, based on the current level of relationship model among u-City service, technology and infrastructure, it is not enough to guide the local municipalities to plan and provide the successful u-City services in its vicinity. So as one of the core issues for the legal arrangements of successful u-City services, the purpose of the study is to suggest the basic directions and execution strategies for the relationship establishment among u-City service, technology and infrastructure.

최근 정보기술과 유비쿼터스기술을 바탕으로 도시를 미래화하는 유비쿼터스도시(U-City)구축이 범 국가적으로 추진되고 있다. 이에, 정부에서는 2008년 9월 25일 유비쿼터스도시의 건설 등에 관한 법률 시행령을 발표하였으며, 유비쿼터스도시서비스(U-City Service)를 크게 행정, 교통, 보건 의료 복지, 환경, 방범 방재, 시설물 관리, 교육, 문화 관광 스포츠, 물류, 근로 고용 등의 분야로 구분하였다. 이러한 유비쿼터스도시서비스를 제공하고 운영 및 관리하는 시설로 유비쿼터스도시 통합운영센터(U-City Management Center)는 다양한 유비쿼터스도시서비스를 효과적으로 연계하여 서비스에서 발생되는 다양한 도시정보를 통합, 분석하고 제공하는 유비쿼터스도시 핵심기능을 담당한다. 하지만 이러한 유비쿼터스도시 통합운영센터의 구축은 운영조직구성, 운영비용확보, 통합서비스 제공방안, 법 제도 정비 등의 해결과제를 가지고 있어 구현방안에 대한 구체적인 연구가 요구된다. 본 연구에서는 선행연구를 바탕으로 유비쿼터스도시 통합운영센터에서 기본적으로 제공되어야 할 유비쿼터스도시서비스 유형을 제시하고 정의한다.

Among u-City elements, the u-City Management Center has its own meaning and importance in roles which are crucial to the u-City developments, and its legal establishment is one of the core u-City realization factors. In spite of its crucial position for u-City, the legal arrangement of its basis concept, physical/systematic structures, and managerial finance sources and their standardizations are very immature. Therefore, the purpose of this study is to analyse its overall problem issues and then to suggest the basic directions and enforcement strategies to form its legal basis.

Ubiquitous city which was appeared since 2006 is defined as "The city provided the ubiquitous city service anytime and anywhere using ubiquitous urban infrastructure to improve the city's competitiveness and quality of life" under ubiquitous city construction law. To realize the ubiquitous city, the city has to be constructed efficiently based on the spatial information. And connection of information achieve effective synergy. In this study, applied multilateral analysis to spatial information and administrative information to implement u-service focused on MACCA(Multifunctional Administrative City Construction Agency). Study about main function and product data with connection process of Korean Land Spatialization System and administrative information System was performed. Also, details of u-service and method of acquiring necessary data were derived. In Addition, the information connection possibility for efficient u-service realization was suggested by linkage analysis method to utilize the related information infrastructure jointly.

The purpose of this study is to analyse its overall problem issues regarding the function and location of u-City Management Center and then to suggest the basic direction and enforcement strategies to form its legal basis. As a result, in order to enhance the possibility of successful realization of u-City Management Center, the classification and standardization of function type, allocation of detailed functions based on u-City project hierarchy, and practical definition and relationships among basic u-City components such as u-City Service and Infrastructure were suggested. Also, practical execution devices on revenue sources and private sector participation, as well as the legal basis stipulating the mandatory inclusion of u-City Management Center development for u-City projects, were suggested.

The U-City comprehensive plan has been settled on November in 2009 by U-City law which was enacted in 2008. On this, the U-City plan's framework which local governments established has been set. However, those who work for U-City in local governments and private sector would be fallen into confusion because they have not fully understood yet the concept of planning system in the U-City plan. In this condition of the early stage, some problems that are overlapping investments and lack of coordination between plans may occur. On this background, it is needed to understand the U-City plan's status and role by figuring out the relationship between U-City plan and other related plans. The goal of this paper is to suggest implications that are differences and similarities for coordination among the plans through a comparison with detailed instructions and laws related to U-City planning.
