A Study on the Introduction of the ETV for Disaster Prevention - Focusing on the Role of the Korea Coast Guard for the Prevention of Radioactive Waste Accidents and Marine Accidents - (재난 예방을 위한 ETV 도입에 관한 연구 - 방사성폐기물 사고 및 해양사고 예방을 위한 해양경찰의 역할을 중심으로 -)

  • Korea has disposed of medium and low level radioactive waste generated by operating nuclear power plants permanently through the radioactive waste repository located in Gyeongju. However, the maritime transport of radioactive waste is exposed to the risk of marine accidents, and it will be necessary to introduce a system to secure safety from the viewpoint of the function and role of the Korea Coast Guard. Especially, Korea is affected by large-scale marine accidents, such as the Hebei Spirit or Sewol accidents. From this point of view, we analyzed the current status of Korea radioactive waste shipping and examined the response systems of major foreign countries. As a result of examining major cases of accidents, we have operated an Emergency Towing Vessel (ETV) fleet centering on European countries in order to respond urgently to marine casualties that may have social, regional and international effects, such as accidents of similar nuclear material carriers and dangerous cargo ships. It proves a partial effect. Based on this, we propose the introduction of the Korean ETV System. In other words, it is necessary to respond to large-scale marine accidents that could lead to enormous environmental, property, and personal damage, such as marine accidents involving nuclear material ships, large oil tankers, and large passenger ships. For this, it seems necessary to introduce Korea ETV, which can carry out emergency towing, oil pollution control function, large - scale rescue equipment and manpower. This will lead to the enhancement of the Korea Coast Guard response to marine accidents, and will not miss the golden time of the initial response to the national disaster, which will help protect precious people, property and the environment.

  • Yangia sp. TSBP01, isolated from tidal flat sediment contaminated by the oil spill, is known to convert indole to indigo via an intermediate called indoxyl. Our analysis revealed that Yangia sp. TSBP01 contained the genome of 5,165,974 bp (G + C content: 66.5%) being composed of two chromosomes and five plasmids. This strain had genes encoding several oxygenases such as indole oxygenase directly involved in the conversion of indole to indoxyl.

A Study on Mass Rescue Operation Utilizing an Oil Boom (오일펜스를 활용한 다수 인명의 구조에 관한 연구)

  • After the Sewol ferry-sinking incident in 2014, the public interest in safety at sea increased. In order to save and secure the initial response time required for sea rescues, not only the rescue organization, but also the victim needs to save and maintain golden time to secure the necessary time for rescue personnel. The purpose of this study was to investigate ways to maintain the psychological stability of victims during their rescue in the case of a mass rescue operation by using the oil boom installed on board oil spill response vessels. Through buoyancy tests and the development of oil booms in sea areas, it confirmed the buoyancy of two adults weighing 70 kg each per meter of oil boom could be maintained when a lifeline was installed on the side of the oil boom, and that it was possible to keep afloat four persons weighing 70 kg each on both sides of the oil boom. It also confirmed the buoyancy for three adults weighting 70 kg each per eight meters was maintained when riding on the top of the oil boom. As a method of rescue, it was found that the fastest and most accurate way to rescue victims was a rescue boat held at the rear end of the oil boom to lead to victims. In conclusion, the rescue team could utilize the oil boom installed on board the oil spill response vessel located near the marine accident site to save and secure the initial response time required for the rescue team to arrive. The victims in distress holding onto the lifeline or riding on the top of oil boom kept afloat at sea could maintain their psychological stability until the mass rescue operation initiated.

Assessment Module Formulation for the Trapped-Oil Recovery Operations from Sunken Vessels (침몰선 잔존유 회수작업 평가모듈 개발에 관한 연구)

  • When oil tankers, large passenger ships and cargo ships sink under the sea owing to various maritime accidents, the residual cargo oil or fuel oil in the such vessels could pose direct risk to factor for the marine environment and it require safe and rapid removal. Although domestic and foreign salvage companies are adopting various recovery methods and technologies with customizations according to each site during recovery operations studies on reasonable assessment modules for the operation process are relatively insufficient. In this study, the data from trapped-oil recovery operations performed at different site conditions were collected and analyzed in order to designed an operation assessment module, define the operational process steps in terms of preparation, implementation and completion, and derive key factors for each detailed process. Subsequently, the module was designed in such a way as to construct performance indicators to assess these key factors. In order to exclude subjective opinions from the assessment as much as possible, the assessment each item was constructed with indicators based on data that could be evaluated quantitatively and its usefulness was verified by applying the module to the trapped-oil recovery operation cases. We expect this the method and the technology assessment module for the trapped-oil recovery operation on sunken vessels will help to verify the adequacy of the trapped-oil recovery such operation before or after. Furthermore, it is expected that the continuous accumulation of assessment data and feedback from past or future operation cases will contribute toward enhancing the overall safety, efficiency and field applicability of trapped-oil recovery operation.

A Proposition on Reasonable Termination Procedure in Remaining-oil Recovery Work from a Sunken Tanker in Korean Territory (국내 침몰유조선 잔존유 회수작업의 합리적 종료절차 제안)

  • In case of sunken tankers, remaining-oil recovery operation should be conducted due to possible oil spill accident. However, the deep sea operation make difficulties in checking the completion of remaining oil recovery process, therefore the work termination procedure is very important. In this paper, a reasonable work termination procedure through the comparison and analysis of two cases(Youil No.1 and Osung No.3, Kyung-Shin) which were performed in different method, using disparate equipment. By investigating previously applied methods and techniques, work speed, safety and expenses were compared. The proposed ending procedure of the remaining-oil recovery project is to recover the remaining oil from each cargo tanks and to clean up such tanks whilst an independent surveyor proceeds to a confirmation procedure whereby said surveyor checks out whether any remaining oil exists by putting a stick in each cleaned up tanks and opening up the hatch cover of the tanks or the top place of the tanks to confirm the cleanness of oil. Such procedure shall be done through discussion by the ordering party, contractor and the independent surveyor all together with a flexible application.

  • 날로 심각해지는 해수 오염, 유류사고, 해파리에 의한 인명피해 및 발전소의 경제적 피해사고, 해양 쓰레기 등과 같은 해양 환경 문제가 발생하고 있다. 이러한 해양환경문제를 해결하기위해 생물학적 방법과 물리적 방법이 있으나 생물학적 방법은 개체군과 종류의 변화로 그 적용이 어려운 실정이고, 물리적 방법은 지속적인 제거를 위한 비용적인 문제와 인부 및 자원봉사자의 안전문제가 발생한다. 따라서 에어버블을 이용한 각종 친환경적 방법이 주목받고 있다. 본 연구에서는 에어버블 차단막의 차단율을 증가시키기 위해 현장조건 내에서 에어버블의 거동특성에 대한 실험을 하였다. 실험을 위해 회류식 개수로 에어버블 거동실험장치를 제작하였다. 실험장치는 길이 8.1m, 높이 1.2m, 폭 0.7m이며, 두께 10mm의 투명 아크릴를 사용하여 에어버블의 거동을 관찰 할 수 있게하였다. 대형펌프를 사용하여 물이 회류함을 통해 흐름유속을 만들어 현장조건을 고려하였다. 에어버블을 분사하기 위해 압축공기 저장탱크와 연결된 분사구가 있으며, 노즐의 크기(0.5mm~1.0mm)로 분사량을 조절하고 분사압은 별도의 조절장치를 이용하여 0~5bar 범위의 분사압 조절을 가능하게 하였다. 초고속 카메라와 3축유속계를 사용하여 에어버블의 이동경로, 유속 및 에어버블의 거동을 측정하였다. 실험을 통한 구간별 에어버블의 거동 분석 결과, 상승속도는 분사구에서 분출되는 구간인 0~0.8m 에서는 상승속도가 증가하고, 0.8~1.2m구간에서는 속도가 다시 상승하는 경향을 확인하였다. 이는 수표면에 가까워질수록 수압이 작아져서 에어버블의 크기가 커짐에 따라 부력이 커짐으로 판단된다. 같은 이유로 분사량이 많을수록 상승속도도 같이 증가되는 것으로 나타났다. 유속에 따른 거동은 유속을 0.1m/s~0.5m/s로 조정하여 유속별 에어버블이 수표면까지 도달하는 거리, 속도 및 이동경로를 분석하였다. 유속과 에어버블이 수표면까지 도달하는 거리는 비례하여 증가하는 것을 확인하였다. 실험결과를 바탕으로 조건에 따른 에어버블 거동 경험식을 도출하였다. 본 실험은 회류식 개수로 에어버블 거동실험장치를 활용하여 에어버블 거동 경험식을 제시하였으며, 이를 바탕으로 에어버블 차단막 기술 개발을 위한 기초자료로 이용될 수 있을 것이다.

  • Climate change and recent heat waves have drawn public attention toward other environmental issues, such as water pollution in the form of algal blooms, chemical leaks, and oil spills. Water pollution by the leakage of chemicals may severely affect human health as well as contaminate the air, water, and soil and cause discoloration or death of crops that come in contact with these chemicals. Chemicals that may spill into water streams are often colorless and water-soluble, which makes it difficult to determine whether the water is polluted using the naked eye. When a chemical spill occurs, it is usually detected through a simple contact detection device by installing sensors at locations where leakage is likely to occur. The drawback with the approach using contact detection sensors is that it relies heavily on the skill of field workers. Moreover, these sensors are installed at a limited number of locations, so spill detection is not possible in areas where they are not installed. Recently hyperspectral images have been used to identify land cover and vegetation and to determine water quality by analyzing the inherent spectral characteristics of these materials. While hyperspectral sensors can potentially be used to detect chemical substances, there is currently a lack of research on the detection of chemicals in water streams using hyperspectral sensors. Therefore, this study utilized remote sensing techniques and the latest sensor technology to overcome the limitations of contact detection technology in detecting the leakage of hazardous chemical into aquatic systems. In this study, we aimed to determine whether 18 types of hazardous chemicals could be individually classified using hyperspectral image. To this end, we obtained hyperspectral images of each chemical to establish a spectral library. We expect that future studies will expand the spectral library database for hazardous chemicals and that verification of its application in water streams will be conducted so that it can be applied to real-time monitoring to facilitate rapid detection and response when a chemical spill has occurred.

  • Vietnam is a marine nation with more than 3,444 km of shorelines, thousands of islands, and 2,360 rivers and canals of over 42,000 km long. As the frequency and the volume of oil transportation by ships increase, the possibility of oil spill incidents becomes higher than ever. Fuel oil and cargo oil spills at sea have widespread impact and long-term consequences on marine ecosystems, coastal resources and human health as well as socio-economy. This study is to show not only the present state of marine oil spills in Vietnam such as the number and the volume of oil spills for two decades, and an overall about Vietnamese national response system like national framework for Oil Spill Response (OSR), etc. but also to present the recommendations for enhancing national capability in response to oil spill incidents in Vietnam, especially, with a comparison of national OSR systems between Vietnam and South Korea. As the result, the number and the volume of marine oil spills in Vietnam showed an upward trend as opposed to a downward trend in South Korea. This means that Vietnam has the possibility of oil spills in coastal waters. Therefore, three main recommendations for the enhancement of national OSR capability in Vietnam are proposed as follows: (1) the development of alternative plan for reenforcing national OSR system involving legal system for preparedness and response to oil spill pollution such as the acceptance and implementation of OPRC Convention as well as the establishment of national fund compensating for the damage and loss caused by oil pollution; (2) the enhancement of a consistent reporting, alerting and monitoring system; and (3) the development of training and exercise programs with standard contents of educational courses.

Pollution of Polycyclic Aromatic Hydrocarbons (PAHs) in Seawater and Marine Sediments from Anmyundo Coastal Area after Oil Spill (유류사고 이후 안면도 연안 해수 및 퇴적물의 다환방향족탄화수소(PAHs) 오염에 관한 연구)

  • Polycyclic aromatic hydrocarbons (PAHs) were investigated in seawater and marine sediment from Anmyundo coastal area after oil spill. The concentrations of total PAHs in surface and bottom of seawater at August were 31.1 to 142.6 ng/L and 5.9 to 50.9 ng/L in August and November, respectively. The concentrations of PAHs in sediment were 21.0 to 102.9 ng/g D.W. and 32.3 to 57.4 ng/g D.W. in August and November, respectively. PAHs concentrations in seawater and sediment in August were higher than those in November about 2.5 and 1.4 times, respectively. Diagnostic ratio (PhA/AnT and FluA/Pyr) were investigated to identify source of PAHs in seawater and sediment. The PAHs in seawater originated from pyrolytic source and those in sediment originated from pyrolytic and petrogenic source. The glass, wood and coal origin was higher than petroleum origin on the combustion origin of PAHs in seawater and sediment. The seawater of Anmyundo costal area recovered from oil spill, but the sediments of that were weakly influenced by oil spill until now. Because this area is developed many fishing grounds, demanded Long Term Environmental Monitoring Program (LTEMP). The concentrations of PAHs on depth of sediments were investigated at station 8 and 10. The concentrations of PAHs were decreased with increasing depth.

Analysis and risk assessment of polycyclic aromatic hydrocarbons (PAHs) in seafood from oil contaminated bay (유류 오염지역의 수산물 중 다환방향족탄화수소류 (PAHs) 분석 및 위해평가)

  • To assess health risk for the intake among residents after the Hebei Spirit oil spill, 16 Polycyclic Aromatic Hydrocarbons (PAHs) in seafood samples from oil contaminated bay were determined by Gas Chromatography-Mass Spectrometry (GC-MSD) and samples were personally collected and purchased by residents. Samples were hydrolyzed with KOH and extracted with methylene chloride. The extracted solution were cleaned up using silica/florisil column and 16 PAHs were eluted by methylene chloride : n-hexane (1:9) mixture and determined by GC-MSD in Selected Ion Monitoring (SIM) mode. The mean recoveries for 16 PAHs ranged from 79% to 85%. The 16 PAHs levels in 126 samples ranged from 0.17 to $6.04\;{\mu}g$/kg and the TEQBaP (Toxic EQuivalents) levels in 126 samples were calculated using benzo(a)pyrene toxic equivalency factor for individual 16 PAHs and ranged from 0 to $0.91\;{\mu}gTEQ$/kg. The average Benzo(a)pyrene dietary exposure of residents was $5.5{\times}10^{-8}\;mg/kg$ bw/day and the average PAHs chronic dietary exposure was $1.3{\times}10^{-5}\;mg$ TEQ/kg bw/day. The margin of exposure (MOE) and the excess cancer risk and were $1.8{\times}10^6$ and $9.8{\times}10^{-8}$, respectively. Therefore, the assessment result was considered as low concern for health risk.
