Risk Governance Models Seen from the STS Perspectives: Risk Analysis Framework and the Precautionary Principles (STS 관점에서 본 위험 거버넌스 모델: 위험분석과 사전주의 원칙을 중심으로)

  • In this paper, we continue our previous study on the differences, similarities and interfaces between the various models of scientific governance discussed in STS and those in risk governance developed by risk studies. In the previous paper we illuminated that theoretical differences among STS scholars on scientific governance and public participation goes back to the 1970s and 1980s, during which they first laid down the conceptual basis of STS. In this paper we investigate how these divergent positions among STS scholars influenced their evaluations of precautionary principle and the framework of risk analysis (especially the separation between risk assessment and risk management), which are the two main paradigms in the area of risk regulation. By doing that, this paper will show divergent positions of STS scholars on risk analysis and precautionary principle. Further, we will suggest some theoretical and practical interfaces between STS and risk governance models.

Risk Education and Educational Needs Related to Science and Technology: A Study on Science Teachers' Perceptions (중등 과학교사들이 생각하는 과학기술 관련 위험교육 실태와 교육 요구)

  • This study aimed to investigate the current state and educational needs of risk education related to science and technology as perceived by secondary science teachers. A survey was conducted with a total of 366 secondary science teachers. The results are as follows. First, There were more teachers who had not provided education on risks arising from science and technology in terms of risk perception, risk assessment, and risk management than those who had not. Global warming was the most common risk taught by teachers, followed by earthquakes, artificial intelligence, and traffic accidents. Second, teachers recognized that they lacked understanding that the achievement standards of the 2022 revised science curriculum include risks that may occur due to science and technology, but they thought they were prepared to teach. Third, teachers recognized that their understanding of risk perception was higher than that of risk management and risk assessment. Fourth, the experience of teachers in training on risk was very limited, with fewer having training in risk assessment and risk management compared to risk perception. The most common training experienced was in laboratory safety. Fifth, teachers recognized that their capabilities for the 10 goals of risk education were not high. Middle school teachers or teachers majoring in integrated science education evaluated their capabilities relatively highly. Sixth, many teachers thought it was important to address risks in school science education. They prioritized 'information use', 'decision-making skills', and 'influence of mass media', in that order, for importance and called for urgent education in 'action skills', 'information use', and 'influence of risk perception'. Seventh, as a result of deriving the priorities of education needs for each of the 10 goals of risk education, 'action skills', 'influence of risk perception', and 'evaluate risk assessment' were ranked 1st, 2nd, and 3rd, respectively.

  • Owing to the established international standards for reliability and safety management of railways and the third-part conformity assessment implementation, quantitative risk assessment focusing on communication system related to railway safety has being implemented. The quantitative risk assessment starts from the establishment of quantitative RAMS requirements; the risk has to be maintained under an acceptable safety level. This paper introduces the risk assessment process based on international standards ; risk assessment was conducted using failure data for railway facilities for about 5.5 years. In addition, based on the results, a scientific risk management method for railway facilities is suggested.

Case Study for Functional Hazard Assessment of A-SMGCS (A-SMGCS 기능 위험 평가 사례 연구)

  • Safety assessment is necessary to develop safety related CNS/ATM system. It includes functional hazard assessment (FHA), effects eliciting system safety requirement that mitigates system's hazardous event. This paper performs a case study for functional hazard assessment of A-SMGCS. To do this, related A-SMGCS studies from Eurocontrol and EMMA are surveyed, and assessment schemes of functional hazard from Eurocontrol and EMMA are combined. Not only FHA scope but also several assumptions for FHA are defined for Incheon airport. 29 hazards are identified and their severities are assessed. And exposures and safety objectives from hazards are analyzed using event tree analysis method. Differences between result of this study and result of EMMA are analysed, and assessment results in this study are also reviewed.

A study on quantitative risk assessment for railway Tunnel fire (철도터널에서 차량화재시 정량적 위험도 평가에 관한 연구)

  • As we learned in Daegu subway fire accident, fire in the railway tunnel is prone to develop to large disaster due to the limitation of smoke control and smoke exhaust. In railway tunnel, in order to ensure fire safety, fire prevention and fighting systems are installed by quantitative risk assessment results. Therefore, in this research, developed the program to establish quantitative risk assessment and suggested quantitative safety assessment method including fire scenarios in railway tunnel, fire and evacuation analysis model, fatality estimate model and societal risk criteria. Moreover, this method applys to plan preventing disaster for Honam high speed railway tunnel. As results, we presented the proper distance of escape route and societal risk criteria.

  • A quantitative risk assessment method for quantitatively evaluating the fire risk in designing a road tunnel disaster prevention facilities has been introduced to evaluate the appropriateness of a disaster prevention facility in a large tunnel through which all vehicle types pass. However, since the quantitative risk assessment method of the developed can be applied only to the large sectional area tunnels (large tunnels), it is necessary to develop a quantitative risk assessment method for road tunnels passing only small cars which has recently been constructed or planned. In this study, fire accidents scenarios and quantitative risk assesment method for small road tunnels through small cars only which is based on the methods for existing road tunnels (large tunnels). And the risk according to the distance between cross passage is evaluated. As a result, in order to satisfy the societal risk assessment criteria, the distance of the appropriate distance between cross passages was estimated to be 200 m, and the effect of the ventilation system of the large port exhaust ventilation system was quantitatively analyzed by comparing the longitudinal ventilation system.

A Development of Software (KFSA-I) for Fire Hazard Assessments in the Buildings (건물의 화재위험성 평가 프로그램(KESA-I)개발)

  • The hazard assessment in which the potential hazard factors in the buildings are investigated and the scale of the hazard is analysed should be performed first in order to prevent personal and material damages due to building fire. In this study, the building fire hazard are assessed using 822-item checklist, for the qualitative evaluation of which the main factors are classified into 10 items, yielding 100 scale points with some weighting. It is shown that present model is applicable for the assessment model by actual assessment of existing building. Also the checklist is prepared in itemized questionnaire from easy assessment of building fire hazard. Therefore, the present model will be helpful for those working in fire prevention, who are suffering from the lack of manifest evaluation model for the fire prevention assessment so far in Korea.

  • 정보시스템의 위험을 관리하기 위해서는 위험을 식별 및 측정하는 위험분석이 선행되어야 한다 본 논문에서는 위험수준 평가, 보안대책에 의한 위험감소 및 잔여위험 분석이 가능한 정량적 위험분석 방법을 제안하며, 이를 적용한 위험분석 도구를 설계 및 구현하여 보인다.

A Study on Quantitative Risk Assessment Method and Risk Reduction Measures for Rail Hazardous Material Transportation (철도위험물수송에 관한 위험도 정량화방안 및 경감대책 연구)

  • The object of this study is to develop a tool for quantifying risks related to the rail transportation of hazardous commodities and to present mitigation measures. In this study, the Quantitative Risk Assessment (QRA) is used as a risk analysis tool. Based on the previous explosion history (Iri explosion) and consideration of its high risk, Iksan-si is selected as a model city. The result, expressed as average individual risk for exposed people with various distance, indicates that the model city is considered to be safe according to the nuclear energy standard. Also, the mitigation measures are provided since Societal risk of Iksan-si is set within ALARP. Risk reduction measures include rail car design, rail transportation operation, demage spread control as well as derail prevention and alternative routes for reducing accident frequencies. Finally, it is expected to achieve high level of public safety by appling the risk reduction measures.

  • Relatively high density of population and buildings exists in urban area mainly because of broad job opportunities and conveniences available. In other words, if happened, there might be high possibility of disaster which can not be easily recovered. The purpose of this study is to show evaluation approach of the risk degree resulted from the disaster, which considers the attributes of urban area. Cheongju-city in Chungcheongbuk-do is selected as sample district to be estimated. The degree of overall risk including fire risk, building collapse risk, evacuation risk and gas explosion risk etc. is analyzed in the designated area. The analysis suggests the highest risk degree in Bukmun-ro district which also shows CBD decline phenomenon. Therefore, it can be not only predicted that this area as old downtown has not been provided with disaster prevention operation and urban renewal project, but also judged that administrative assistances for the disaster are required possibly soon.
