본 논문에서는 실제 규모 데이터센터의 3D 모델링을 기반으로 대상 공간별 화재 시나리오를 선정하여 화재 및 피난 시뮬레이션을 수행하였다. FDS와 Pathfinder는 full coupling 방식을 사용할 수 없는 한계가 있으며 semi coupling의 경우 가시화에는 도움이 되나 결과에 영향을 주지 않는다. 따라서 재실자의 피난 상황 시 경로에 대한 안전성과 화재 위험 노출 정도를 시각적으로 분석하는 것이 가능한 semi coupling과 시뮬레이션 결과 데이터 분석을 병행하여 수행하였다. 전산실의 경우 서버의 기능상실 한계 온도가 32도이기 때문에 서버 기능 정지 상황에 도달하는 시간을 중점적으로 분석하였다. 전산실은 업무 및 고객 서비스와 관련된 모든 데이터들을 저장하기 위해 항시 기동 되어야 하는데 전산실 내 화재가 발생할 경우 1~2분 이내 서버 기능이 정지되는 상황이 발생하였다. 따라서, 서버가 안전하게 계속 동작하기 위해서는 전력 계측 및 제어 케이블 열화, 서버 장치의 건전성이 유지되어야 하며 초기 화재를 빠르게 감지하여 진압하여야 한다. 피난 시뮬레이션의 경우 가시도를 상실하게 되는 시간이 약 195초(5m 미만) 인근으로 인원이 해당 층을 완전히 벗어나는 데 걸리는 시간이 약 125.6초였던 것을 보면 대피하기에 충분한 허용 피난시간(ASET)을 확보하고 있음을 알 수 있었다.
In this study the risk integrated erosion and seepage failure factor and combined risk of the levee embankment were assessed. For the research of the reliability, the risk assessment of erosion, seepage and both of them combined for the levee embankment were conducted using discharge curve and stage hydrograph generated by stochastic rainfall variation method during typhoon and monsoon season. The risk of erosion was evaluated using tractive force and the seepage analysis was performed by selecting representative cross sections for SEEP/W model analysis. And the probability of seepage failure was assessed with MFOSM analysis using critical hydraulic gradient method. Unlike deterministic analysis method, quantitative risk could be obtained and the characteristics of realistic rainfall variation patterns as well as a variety of factors contributing to levee failure could be reflected in this research. The results of this study show significantly enhanced applicability for the combined risk. As this model can be employed to determine dangerous spots for levee failure and to establish flood insurance linked with flood risk map, it will dramatically contribute to the establishment of both efficient and systematic measures for integrated flood management on a watershed.
Information systems are today becoming larger and mostly broadband-networked. This exposes them at a higher risk of intrusions and hacking than ever before. Of the technologies developed to meet information system security needs, risk analysis is currently one of the most actively researched areas. Meanwhile, due to the extreme diversity of assets and complexity of network structure, there is a limit to the level of accuracy which can be achieved by an analysis tool in the assessment of risk run by an information system. Also, the results of a risk assessment are most oftennot up-to-date due to the changing nature of security threats. By the time an evaluation and associated set of solutions are ready, the nature and level of vulnerabilities and threats have evolved and increased, making them obsolete. Accordingly, what is needed is a risk analysis tool capable of assessing threats and propagation of damage, at the same time as security solutions are being identified. To do that, the information system must be simplified, and intrusion data must be diagrammed using a modeling technique this paper, we propose a modeling technique information systems to enable security risk analysis, using SPICE and Petri-net, and conduct simulations of risk analysis on a number of case studies.

This case study deals with an excavation blasting carried out at "Sooseo-Pyeongtek ${\bigcirc}$-${\bigcirc}$ section construction site" in the vicinity of residential area. Originally, the sequential blasting (multi-stage blasting) using electric detonators was planed in this area. However, there was a concern that the sequential blasting method could increase the construction cost by delaying the construction period due to possible complaints from local residents. As an alternative, electronic deck blasting technique was taken in order to meet the ground vibration regulation (0.2cm/s, in apartment area) and to keep the construction schedule. The performance of the electronic deck charge blasting was two times better than the sequential blasting with electric detonators and the level of ground vibration was also within the regulatory value (0.2cm/s). In particular, it was shown that the use of electronic detonater eDevII, which was developed for tunnel, could provide more convenient and electrically safer working condition.
The methods which decrease the accident hazards of LPG(Liquefied Petroleum Gas) terminal on the basis of butane & propane storage tanks by applying HAZOP(Hazard and Operability), LOPA(Layer of Protection Analysis) and SIL(Safety Integrity Level) are suggested. The accident scenarios were derived by analyzing latent risks through the HAZOP. The scenarios which would have the big damage effect in accidents were selected and then LOPA was assessed by analyzing IPL(Independent Protection Layer) about the correspond accident scenarios. The improved methods were proposed on the basis of level of SIF(Safety Instrumented Functions) as a IPL considering satisfied condition of risk tolerance criteria($1.0{\times}10^{-05}/y$). In addition, The proposed IPLs were basis on the economic analysis. The effect of SIF as a IPL considering the changes of accident frequency was studied in case of the accident scenarios derived from the concerned process.
In addition to analyzing the hydrogen economy trends of the international community (Korea, the United States, Europe, Japan, etc.), which is being promoted to realize a carbon-neutral society, this study compared and analyzed the differences between the gaseous hydrogen refueling station, which is a key hydrogen-using facility close to the people, and a liquefied hydrogen refueling station that is scheduled to be built in the future. This survey was conducted to monitor the current status of pesticide residues in imported agricultural products circulated in Gwangju, 2005. A total of 108 samples was analyzed by multiresidue method. Of these samples, 32 were citrus fruits, 60 were tropical fruits and grapes, and 16 were vagetables. The origin was Philippine for 39 samples, U.S.A. for 36, China for 12, New Zealand for 11, Chile for 6, etc. The overall rate of detections was 30.6% and no samples had violative residues. Of citrus fruits,20 samples (62.5%) had residues and the residues were thiabendazole, imazalil, chlorpyrifos, etc. Of tropical fruits and grapes, 13 samples (12.0%) had residues and the residues were azoxystrobin, chlorpyrifos, carbendazim, captan, etc. 16 of vagetables had no detectable pesticide residues. Thiabendazole (71% in oranges and 56% in grapefruits) and imazalil (50% in oranges) were found in citrus fruits, which were frequently used as post-harvest pesticides. And azoxystrobin which is one of strobilurin fungicides, was often detected in mango, tropical fruit(27%).

In this study, quantitative risk assessment was carried out for city gas high-pressure pipelines crossing through urban rivers. The risk assessment was performed based on actual city gas properties, traffic volume and population and weather data in the worst case scenario conditions. The results confirmed that the social and individual risks were located in conditionally acceptable areas. This can be judged to be safer considering that the risk mitigation effect of protecting the pipes or installing them in the protective structure at the time of the construction of the river buried pipe is not reflected in the result of the risk assessment. Also, SAFETI v8.22 was used to analyze the effects of wind speed and pasquil stability on the accident damage and dispersion distances caused by radiation. As a result of the risk assessment, the safety of the pipelines has been secured to date, but suggests ways to improve safety by preventing unexpected accidents including river bed changes through periodic inspections and monitoring.

The purpose of this study was to investigate the possibility of fishery in offshore wind farms and evaluate the risk linked to the presence of turbines and submarine cables in these areas. With this objective, we studied an offshore wind farm in the Southwest Sea and the current state of vessels in the surrounding National Fishing Port. The risk assessment criteria for 22 fishing gears and methods were set by referring to the fishing boats; thereafter, the risk was assessed by experts. The fishing gears and methods that could be safely operated (i.e., associated with low risk) in the offshore wind farm were: single-line fishing, jigging, and the anchovy lift net. The risk was normal so that it is possible to operate, but the fishing gears and methods that need attention are: the set long line, drifting long line, troll line, squid rip hook, octopus pot, webfoot octopus pot, coastal fish pot, stow net on stake, winged stow net, stationary gill net, and drift gill net. Moreover, the fishing gears and methods difficult to operate in the of shore wind farm (i.e., associated with high risk) were: the dredge, beam trawl, and purse seine. Finally, those associated with very high risk and that should not be allowed in offshore wind farms were: the stow net, anchovy drag net, otter trawl, Danish seine, and bottom pair trawl.
The freedom of assembly is the fundamental freedoms guaranteed by the Constitution. However, as far as our reality is concerned, the freedom of assembly is guaranteed only when it is under the control of the police, and otherwise it is perceived as an object to be suppressed. Police say even that they will not tolerate even a small illegal law while referring to the "broken window theory". Therefore, regardless of the peaceful nature of the rally, it is too obsessed with 'compliance'. This attitude is causing the citizens who participated in the assembly to be put to the object to be suppressed. This paper analyzes the requirements and current status of police force, focusing on the vehicle-wall-blocking and water cannon as a means of using the police force, which is a recent problem, and suggests ways to improve it. First of all, the installation of the wall cuts off the essential communication function of the assembly by separating the meeting place from the object of protest. Thus, despite the warning for prevention in the face of illegal acts, other than installing a barrier, it should be allowed only in the 'urgent case where there is a risk of causing damage to the life, body or property of the person'. Without this urgency, the vehicle-wall-blocking should not be allowed to be proactive as well as preventive. Secondly, the water cannon is a police force that is likely to harm people's life and body. Therefore, aiming shots, which could pose a significant risk to the human body, should in principle be prohibited. However, considering its risk, it should be supplementary used only when there is no other alternative, only when the direct risk to the legal interest of the other person or the order of public well-being is 'obvious'. In addition, as for the use standard of such a thing, it is necessary to be specified by law.
