생활을 향상시키고 개선하기 위해 화학물질은 전 세계적으로 널리 이용 되고 있고, 또한 국내에는 38,000여종의 화학물질이 유통되고 있다. 그러나 화학물질은 그 이점에도 불구하고 사람이나 환경에 유해 영향을 가져올 가능성이 있어 위험물안전관리법에서는 3,000여종을 위험물로 분류하여 규제하고 있다. 위험물에 관련하여 유해화학물질관리법, 위험물안전관리법, 고압가스안전관리법, 총포 도검 화약류단속법, 원자력 진흥법, 농약관리법 등에서 개별적으로 규정하고 분류하고 있어 위험물질에 대한 표지사항이 해당 부처에 따라 상이하여 혼란을 야기하고 있고, 위험물에 대한 품목 및 품명의 고정으로 인하여 새롭게 생성된 위험물질에 대해 적용하는 데 문제점이 있다. 이에 의해 위험물질을 개별법에 따라 관리함으로써 중복된 위험물질 분류 및 관리의 문제가 있으며, 위험물질 분류에 있어서 위험물질에 따라 수송수단이 상이함에도 불구하고 수송수단별(도로, 철도, 해운, 항공) 위험물질에 대한 세분화된 자료가 부족하다. 따라서 수송관점에서 표준화된 위험물 물질정보의 분류와 코드화 방안개발이 필요하다. 본 연구는 국내 외 문헌 검토 및 위험물에 관련된 법제도 비교를 통하여 위험물 수송관리체계 정비방안과 위험물 수송사고의 문제점을 도출하고 기존의 위험물 분류체계에서 운송관점에서의 위험물 매칭테이블을 구축하고 신속한 사고대응을 위한 위험물질별 코드화 방안을 제안하도록 하겠다.

GHS는 위험물 분류와 운송부문에 관하여 물리 화학적 위험성과 급성독성의 분류와 표시사항을 기본으로 하여 기존의 UN시험방법과 큰 차이가 없으나 국내 기준인 위험물안전관리법의 위험물 판정 시험방법 및 분류체계와 달라 검토가 필요하다. 본 연구에서는 위험물안전관리법에 의해 분류된 제2류 가연성고체 물질과 제3류 자연발화성 물질 및 금수성물질을 대상으로 각각의 위험물 판정시험을 실행하였다. 시험 결과 GHS를 국내 실정에 맞게 적용하기 위해서는 각각의 판정 시험 결과를 통해 정확한 데이터를 확보하고 이를 통해 위험물안전관리법의 분류기준과 GHS에 따른 대응 분류기준을 제시함으로써 국제무역시 제도간의 규제 및 표지의 상이함을 통해 나타나는 문제점들을 예방할 수 있을 것이다.

기술전문인력이 없는 중소기업에서도 활용할 수 있는 산업용 위험기계의 위험성평가 체크리스트를 개발하기 위하여, 기존의 체크리스트를 평가하고 위험도를 보다 합리적으로 파악 관리할 수 있는 간단한 체크리스트를 개발하였다. 제조물책임법의 시행을 앞둔 시점에서 산업용기계ㆍ설비 제조업체가 안전성향상을 통한 제조물 결함대책에 적절히 대응할 자료의 마련을 목적으로 우리업계의 실태를 파악하고 설계단계의 안전성 평가방법과 안전기준을 제시함으로서 제조물책임법 시행에 따르는 기업의 피해를 예방함과 아울러 산업재해 예방에 기여하고자 한다.

This study evaluated a preventive information communication system for the storage, handing, and transportation of hazardous materials according to the hazardous materials safety management law of Korea. At present, the chemical management system has very little information on accident responses due to a problem in the initial response. Therefore, this study was designed to improve the hazardous materials safety management law as an advanced method for simultaneous accident prevention and response, such as GHS system. This can also cause confusion in industry, such as manufacturing and import-export companies, because safety management laws and the GHS system are very different from the hazard classification systems. This study suggests a harmonization plan between the hazardous materials safety management law and the GHS classification system through an analysis of the hazardous materials classification system of major advanced countries.

위험물들은 위험물의 사용 및 관리뿐만 아니라 수송시에도 많은 위험성을 내포하고 있어 각국에서는 적당한 기준을 마련하여 특별히 관리하고 있다. 우리나라 철도 위험물안전수송에 관한 철도안전법 개정을 위하여 국내 철도 위험물의 수송량과 종류를 분석하고 국내외 위험물분류기준을 비교하였다. 우리나라는 지리적으로 대륙을 연결하기 편리한 위치에 있어 향후 국경을 넘어 대륙을 횡단하는 국제법을 채택하는 것이 유리하고, 수송되어야 할 물질의 종류가 다양해질 것을 대비하여 국제적으로 통용될 수 있는 위험물일람표를 채택하는 것을 제안하였다.

Many countries are managing the transportation of hazardous materials under the specific provisions especially, as well as use, storage and management, because of their high risks. For the purpose of the revision of rail safety law for the safe transportation of hazardous materials, amount and kind of hazardous materials transported by rail in Korea are analysed and the standards of classification of hazardous materials are compared in domestic and abroad. There are lots of benefits for national rail safety law to implement an international law because our country's geographic location is convenient to connect the continent and to across the border. It is suggested that implementing a classification and test methods of hazardous materials enable to use internationally for the preparation of rail transportation to be increased.

With remarkable development of industry and technology, various chemical articles are developed to improve the quality of human life, yet some of chemicals are hazardous to human and the environment. However, safety control of chemical articles such as transportation, storage, and handling is emerging as a major issue lately. The road transportation needs well-organized safety management system, especially it has high probability of accidents. In this research, we point out problems in current state and related regulation of transportation of dangerous goods to compare the regulation in UN-RTDG. In addition, we suggest the enhancement law, the plan for standardization of classification in road transportation of dangerous goods and harmonization of labeling in transportation of dangerous goods to contribute to human health and environment protection.

Generally speaking, the demolition works is the subsequent construction activity which has been done after building life-span of twenty two years or so. However, it was not prepared suitable systems and laws and regulations as long-term solutions. In this study, it was suggested the improvement guideline of safety management-related laws in domestic demolition works. The three improvement of laws was suggested as follows. ${\bullet}$ First, it was suggested proposals for demolition works standards in safety management plan of management law for construction activity. ${\bullet}$ Secondly, it was provided improvements for standard safety work guide of demolition works of industrial safety and health law. ${\bullet}$ Third, it was proposed integration method of redundancy in safety management plan and risk assessment regulations.
