위험에 대한 인문사회학적인 고찰은 물리적이고 기술적으로 대응하는데 주력하는 재난관리 연구에 새로운 통찰을 제공하고, 재난관리가 국민들에게 제공되어지는 국가의 서비스라는 측면에서 많은 시사점을 제공할 수 있다. 한국에서의 위험에 대한 인문사회학적 논의는 산업사회의 다음 단계로써 현대사회가 바로 위험사회라는 사회변동론적인 접근을 하는 울리히 벡의 "위험사회론"에 경도되어 풍부한 논의와 발전이 이루어지지 못하고 있다. 루만의 위험사회학은 소통에 기반을 둔 방대한 사회체계이론으로 위험에 관련한 소통을 위해와 위험으로 구별함으로써 현대사회에서의 위험에 대한 인식과 대처에 새로운 안목을 제시함과 동시에 문제점을 파악할 수 있도록 한다. 또한 루만의 위험사회학이 이론적으로 정교한 체계이론에 기반하고 있기 때문에 행위자기반 시뮬레이션을 통하여 위험과 관련된 체계들, 즉, 재난관리체계, 정치체계, 법체계, 경제체계, 환경 체계, 언론체계, 등의 다이나믹스를 이해할 수 있는 토대를 마련할 수 있다.

Purpose: This study aims to propose a framework for climate change risk management by analyzing characteristics of climate-induced disasters. Method: The recent global and domestic trends of loss and damage under natural disaster events and the characteristics of climate-induced disasters were analyzed to design a framework for climate change risk management. Results: In consideration of the uncertainty of climate risk and various spatio-temporal scales of climate disasters, a new framework is suggested for comprehensive climate risk management that includes risk assessment, goal setting, planning, monitoring and evaluation, learning and adjustment. The framework aims at an iterative process that is activated by stakeholder engagement. Conclusion: Pilot studies need to be conducted to revise and polish the framework in the future, and institutional arrangements should be prepared for the effective implementation of the comprehensive climate risk management.

많은 정보시스템이 점차적으로 전산망으로 연결되므로서, 보안성에 대한 위협이 더욱 증대되고 있다. 적절한 보안성을 유지하기 위해서는 시스템이 어느 정도 위험한지를 파악하여 이를 관리하는 노력이 필요하다. 이와 같은 노력의 가장 중심이 되는 것은 위험관리의 체계를 세우고 이에 따른 방법론을 개발하는 것이다. 본 논문은 기존의 위험관리 체계를 검토하고 분석하여, 이를 기초로 단순하면서도 실용적인 위험관리의 체계를 제시하고자 한다.

오늘날 기술의 발전으로 시스템들은 점차 대형화 복잡화 되어가고 있다. 이처럼 점차 대형화 복잡화 되어가고 있는 시스템들은 더욱 커진 사고 및 고장에 대한 위험을 내재하게 된다. 또한 대형 복합 시스템에서 발생하는 사고 및 고장은 바로 큰 재산피해나 인명피해와 직결 될 수 있다. 따라서 체계적인 안전관리의 필요성이 점차 커지고 있다. 이에 대응하여 철도, 항공, 해양 등의 산업에서는 각 산업에 적합한 안전관리체계를 수립하려 노력하고 있으며, 표준 및 매뉴얼을 제정하여 보급에 앞장서고 있다. 예로써 가장 활발히 안전관리체계의 도입을 추구하고 있는 항공 분야에서는 국제민강항공기구와 미 연방항공청의 주도로 안전관리체계에 대한 가이드와 매뉴얼을 만들어 각국의 사정에 맞는 안전관리체계를 도입할 수 있는 바탕을 제공 하고 있다. 이처럼 점차 중요해지고 있는 안전관리체계내에서도 위험원 식별 및 분석활동은 그 중요성이 크다. 이를 통해 도출되는 위험원 및 위험원의 영향 및 원인이 시스템 개발 및 운용에서 수행하게 될 안전관리활동의 바탕이 되기 때문이다. 따라서 위험원 식별 및 분석활동에 적용하기 위한 여러 기법에 대한 연구가 활발히 이뤄지고 있다. 본 논문에서는 여러 가지 위험원 식별 기법 중 HAZOP을 이용하여 고속철도시스템의 위험원 식별 및 분석을 수행 했다. 또한 HAZOP의 수행 및 위험원 식별 활동의 프로세스 모델을 제시함으로써 실질적인 위험원 식별 활동의 수행에 도움이 될 것으로 기대한다.

The construction project is largely exposed to much more risk events over the project life cycle due to its complexity and size than the other industries. Therefore, the construction risk management process to identify and response the risk events is not only performing acutely but also proceeding systematically. The risk identification phase in the risk management process is to identify various risk events and define its characteristics. At this phase, the risk identification system is very useful tool to identify every possible risk events in the project. This study shows some problems of the existing risk identification system and proposes the modified risk identification system based on the project phases and the contract bodies, and also suggests partial but more enough detailed risk checklists to be implemented in the actual risk identification phase than any other existing risk breakdown systems to be examined at this study.

최근 현대 무기체계는 최첨단 기술로 인한 무기체계 개발 속도 증가와 획득환경의 다변화와 더불어 이에 대한 위험도 동시에 증가하고 있다. 이에 따라 미국방부는 무기체계의 수명주기를 고려하여 시험평가를 지속 적용토록 강조하고 있다. 따라서 기존의 무기체계 시험평가 프로세스에서 다루는 시스템 설계에 대한 위험 관리 활동의 강화의 필요성 역시 강조되고 있다. 그 중에서도 무기체계 개발의 탐색개발 및 체계개발단계는 양산에 들어가기 전의 최종 활동으로서 제대로 수행되어야만 초기에 의도한 무기체계 개발의 목적을 달성할 수 있을 것이다. 본 논문에서는 위험 관리 활동을 고려한 시험평가 프로세스의 개선사항 도출과 모델링을 통해 무기체계 시스템인 무기체계를 대상으로 적용 및 조정 구축에 대한 내용을 기술하고 있다. 본 연구의 결과를 토대로 향후 시험평가 시 위험관리에 대한 투자를 통해 전체 프로젝트의 기간 단축 및 비용 절감과 안전성 확보를 개선시킬 수 있을 것으로 기대된다.

To develop a crisis management for aviation safety, this study has defined crisis management includes risk management which is eliminates or lowers risks prior to accidents and emergency response after the accidents. A risk management model was developed through wide surveys for aviation hazards including aircraft operation, ATC, and airport operation, etc. The crisis management could not be effective by only using a pre-active risk management. It should also conduct using a pro-active response system. In addition, this study also suggested schemes of development for national emergency response through case studies of aircraft accidents.

This paper proposed risk management approach as a self-audit framework to achieve the goals which might be common among the records management organizations in Korea governmental and public area. After introducing the history and the concept and process of risk management approach and examining DRAMBORA's framework, the processes and the methods of risk management for the electronic records which are customized from DRAMBORA are explained in details: How to define the business context of organizations, how to determine the business functions and activities and related risks, how to assess the level or severity of each risks and some considerations related to risk assessment. As a result, this paper shows that application of DRAMBORA's framework to the electronic records management organizatioins is not only possible but also useful and effective. The critical point for the success of application for DRAMBORA's framwork or the risk management approach itself each organizations which wants to accept that framework should define its own business functions and activities and the goals in respect areas.

This paper defines the Safety Management System (SMS) based on the rail safety act and surveys the status of the English rail SMS and International Civil Aviation Organization (ICAO) SMS and OHSAS18001 SMS. Through the analysis of the domestic rail operators' safety management regulations and the results of the universal rail safety audit, the status and problems of domestic rail operators' SMS are investigated and the improvement scheme are derived. First, to establish the continual improvement system for SMS, the instruction which describe the detailed continual improvement method for each steps of SMS including management review by CEO shall be established. Second, to settle the risk management based SMS, converting the rail operators mind and establishing the supply system of safety risk operating model and basic data for the risk analysis and safety evaluation and including the precise requirement for the risk management in the related instruction should be conducted.

네트워크와 인터넷의 발달로 국내 정보시스템의 환경이 복잡해지고, 그에 따른 위험도 증가함에 따라 정보시스템에 대한 위험관리의 중요성이 한층 더 부각되기 시작했다. 현재 국내 정보시스템에 대한 위험관리는 외국의 위험관리 방법론을 도입하여 수행하고 있으나, 국내 정보시스템 환경에 맞지 않아 체계적이고 정확한 위험관리가 이루어지지 않고 있는 실정이다. 물론 기업 및 연구소 등에서 국내 환경에 맞는 위험관리 방법론을 연구하고 있으나, 아직 그 결과가 미진한 상태이다. 본 논문에서는 체계적인 위험관리를 위해 효율적인 위험분석 방법론의 프레임워크를 설계하고, 위험분석 과정 중 자산분석, 취약성분석, 위협분석, 대응책분석을 국내외 표준을 기반으로 실제적이고 체계적인 방법과 절차를 제시하였다.
