국가정보화사업 투자효율성 향상을 위해 투자관리 체계구축의 필요성이 증가하고 있다. 세계 경제상황 악화와 새 정부의 IT 패러다임 변화도 이런 요인의 하나로 작용하고 있다. 제한된 예산 범위 내에서 다양한 정보화 수요를 적절하게 충족시키기 위해서는 성과관리를 기반으로 한 미래지향적 정보화 투자가 요구된다. 공공부문 정보화 추진 시에 예산 사업 평가관리가 일체화 되지 못해 투자관리가 효율적이지 못한 면도 있다. 본고에서는 이러한 상황을 고려해 미국의 정보화투자관리체계(CPIC) 등 국내 외의 현황을 분석해 보고 한국의 실정에 맞는 투자관리 체계를 제시하고자 한다. 아울러 국가정보화사업의 현황분석을 통해서 현장의 업무 절차를 기초로 한 투자관리 프레임워크를 제시하고자 한다. 이 프레임워크를 활용하기 위해 필요한 제도개선 등 향후과제도 살피고자 한다. 이 결과는 공공부문에서 최적화된 정보화 재원 배분을 통해 정보화 효율성 및 투자 성과 제고를 지원하기 위한 틀로 활용될 수 있다. 국가 정보화 계획 집행 평가의 전 과정을 연계하는 추진체계 및 제도 확충으로 정보화사업의 유기적 성과관리 실현에도 기여할 것으로 기대한다.

These days, smart card management system(SCMS) have been broadly used for security conformability, efficiency of issuance management, key management and expert management in the smart card market. SCMS is composed of card management, issuance management, key management, application management, and issuers management systems. SCMS enables card issuers from banks, credit card companies, and telecommunications companies to provide these cards to card users. And then SCMS enables card users to download new programs to chips for use of these cards successively and provide related smart card data in safety and efficiency. In this paper, we propose a framework for security assessment and an efficient method for security improvement through fault analysis which is more effective.

This study was conducted to establish scores according to the importance levels of each HACCP evaluation item in cattle farm. The importance levels and score of each HACCP evaluation item was derived through the non-compliance rate and severity levels of hazard. In order to change the score criteria according to the importance of each HACCP evaluation item, we analyzed the importance of each HACCP evaluation item by using the portfolio mapping method according to the occurrence frequency and severity levels of hazard. The scores were classified into 3 point, 2 point, and 1 point, respectively, by classifying the importance of each category as 'high', 'middle' and 'lower'. Accordingly, we have established a now scoring system of each HACCP evaluation item through this study. Through the result of this study, the objectivity of the comparative evaluation was verified by implementing the currently used HACCP evaluation item to the cattle farm. In conclusion, Implementation of the result of this study to cattle farm may help to increase the objectivity and also improve more safety and hygienic cattle management and raw milk production.

본 연구는 사전재해영향성 평가제도의 개선 방안을 제안하기 위해 환경영향성평가의 연혁 변화 및 DB 구축 시스템에 대해 살펴보았다. 또한 재해 사전 분석의 이론적 개념을 분석하여 사전재해영향성 평가제도의 이론적 개념을 살펴보았다. 이러한 결과를 바탕으로 사전재해영향성 평가의 문제점을 도출하고 개선방안을 제안하였다. 이러한 결과를 바탕으로 사전재해영향성 평가의 문제점을 도출하고 개선방안을 제안하였고, 또한 사전재해영향성평가 문제점을 환경영향성평가 비교 분석을 통해서 사전재해 영향성평가 개선방안을 제안하였다. 개선방안으로 첫째 정책적 개선안으로 행정계획 지침 분리, 소규모 개발 사업 간소화 등을 제안하였다. 둘째 기술적 개선안으로 통합관리시스템 개발, 사후재해영향성검토제 도입을 제안하였다.

기업의 ESG 활동의 일환으로 탄소중립과 순환경제의 개념을 활용한 기업의 성과를 고객에게 알리기 위하여 고품질의 전과정평가 결과에 대한 요구가 커지고 있다. 이를 위해서 LCI 데이터베이스에 대한 글로벌 요건에 맞는 고품질의 LCI 데이터베이스를 구축하고 관리하는 것이 국가적으로 중요하게 인식되고 있다. 이를 위해 UNEP는 GLAD 플랫폼을 만들었고, EU는 LCDN 플랫폼을 만들어 국제통용성을 고려한 고품질의 LCI 데이터베이스를 관리하려는 노력을 하고 있다. 국내 LCI 데이터베이스는 정부주도로 1999년부터 지속적으로 개발되어 활용되고 있지만, 국제통용성의 측면에서 볼 때, 기업의 생산현황을 반영한 최신의 일차데이터가 부족하고, LCI 데이터베이스에 포함된 목록항목들이 모든 환경영향을 충분히 평가할 수도 없으며, 데이터 정보제공의 형식인 LCI 데이터베이스 포맷이 글로벌 동향을 충분히 반영하지 못하고 있다. 이에 국제통용성을 고려한 국내 LCI 데이터베이스의 개발을 위해 산업을 대표하는 협회 또는 단체를 통해 매년 최신의 일차데이터를 확보하고, 이를 토대로 모든 환경영향을 평가할 수 있는 수준의 목록항목을 포함한 국내 LCI 데이터베이스를 개발하고, 이를 Eco-SPOLD_02 또는 ILCD 등의 최신 LCI 데이터베이스 포맷으로 관리하여야 한다.

본 연구에서는 최종목표인 교통 정보 관리시스템을 개발하기 위하여 1) GIS, 2) 교통시설정보, 3) 교통사고정보를 하나로 통합 운영하는 시스템을 구현하였다. 이를 위해 현재 이용되고 있는 교통시설정보 및 교통사고정보의 관리 현황을 분석하고 교통 정보 관리시스템 설계를 위한 정보를 획득하였다. 수집된 설계 정보를 바탕으로 교통 정보 관리시스템 Logic을 설계하고 설계된 Logic을 기반으로 교통시설관리 시스템과 교통사고관리 시스템을 각각 구현하였으며, 구현된 시스템을 통합하여 교통 정보 관리시스템을 구축하였다. 마지막 단계로 개발한 시스템의 평가를 위해 통합 시험을 실시하고 문제점을 파악함으로써 효율성 높은 교통 정보 관리시스템을 개발하였다. 고도의 정보화 사회에서 지형공간과 관련된 시설물 정보를 비롯한 다량의 정보를 신속히 처리하고 계획 변경 및 시설물의 위치, 보수 및 관리에 있어서 본 연구의 기법을 활용하면 계획수립 및 의사결정에 효율성을 높일 수 있다고 사료된다.

The government introduced private infrastructure projects in order to reduce its financial burden by introducing private sectors efficiency and creativity and by utilizing their funds. Through revision, the act on the private investment of the infrastructure, many changes were made in the private investment system. The evaluation task to assess the project proposer's capability and to select a promoter is regarded as the most important process for fairness and transparency of the project. In this study, the improvement of project plan evaluation task of current private infrastructure projects is proposed based on the standard guideline for evaluation procedure of private infrastructure projects provided by Korea Development Institute. In addition, software program for evaluation procedure is made to improve the efficiency and enableconvenient evaluation task.

전 세계적인 기후변화로 인해 태풍과 집중호우의 빈도와 규모가 증가하고 있으며 그로 인해 수재해 대응과 수자원 관리에 많은 어려움이 따른다. 댐 운영은 이러한 수자원 관리의 중요한 요소이며 정확한 댐 유입량의 예측은 효율적인 댐 운영과 관리의 필수적인 부분이다. 최근에는 여러 분야에서 활용되고 있는 딥러닝 모델을 활용하여 댐 유입량 예측에 관한 다수의 연구들이 수행되고 있다. 특히, 수문 시계열의 장기적인 특성과 비선형적인 관계를 고려하기 위해 연속형 모의를 기반으로 하는 딥러닝 모델의 적용 및 평가와 관련 연구의 필요성이 대두되고 있다. 본 연구에서는 연속형 모의를 기반으로 하는 딥러닝 모델을 활용하여 댐 유입량 예측을 수행하고자 하며 이의 적용성을 평가하고자 한다. 적용 대상 지역으로는 안동댐 상류 유역을 선정하였으며 2006년부터 2020년까지의 시 단위 강우 및 댐 유입량 자료를 활용하였다. 선행시간(1~6시간)별 예측 유입량과 관측 유입량의 비교를 통한 정량적 평가를 수행하였다. 또한 입력 자료에 대한 과거 기간, 모델 구성, 손실함수 등에 대한 조건별 평가를 통해 예측 정확도의 변화에 대한 분석을 수행하였다. 본 연구결과를 통해, 딥러닝 기반의 댐 유입량 예측 정확도에 대한 향상과 실시간 예측을 위한 딥러닝 모델의 활용성 증대에 기여할 것으로 기대된다. 향후, 강우 예보 자료를 연계한 딥러닝 기반의 실시간 댐 유입량 예측 기법을 제안하고 이의 활용성을 평가하고자 한다.

Many countries of the world, including IMO, has noticed that foreign marine hazardous organisms, which were introduced by ballast water, have disturbed the marine ecosystem of its own nation, and posed a serious threat to human health and the value of environment and economy. Therefore, IMO has tried to manage the introduced species by assessing the risk of ballast water, and suggested three risk assessment methods, such as environmental matching risk assessment, speciesbiogeographical risk assessment, and species-specific risk assessment. In this thesis, species-specific risk assessment method was considered, and a risk assessment program established by applying it was described.

The importance of the security management system for the aviation infrastructure cannot be overemphasized. What is especially important on the security management system for it is the assessment that is detaild and systematic. This article presents a framework based on a Hanulcha-type security management system model for a Information security of the Aviation infrastructure. This system checks, estimates and analyzes the goal of security with effect, especially in case of the security-accident on the aviation infrastructure because this system model gives the integrated security assessment method.
