Importance, Support and Application for Contract Foodservice Management Company′s Infra-System in the Viewpoint of Headquarters and Branch Office (위탁급식전문업체의 운영관리 인프라 시스템에 대한 본사와 업장 측면에서의 중요도, 지원도, 활용도 탐색)

  • This study was design to grope the suggestions leading synergic effects by bridging the gap between headquarters and branch office, and so to identify the infra-system of contract foodservice management company (CFMC) necessary for operating any kind of branch office including school, hospital and business and industry (B&I). Among 8 categories consisted of infra-system in CFMC, 'C8. Evaluation & analysis for branch office's operation' was the most important category in the headquarter's viewpoint, while 'C3. Sanitation management system' was the most important category in branch office's viewpoint. In support and application, 'C3. Sanitation management system' was the highest category in both headquarters and branch offices including school, hospital and B&I. As a result of analysis on gap between main and branch office in importance, support and application in 8 categories, the efforts of communication and community of perception for infrastructure were needed, because 'C4. Education & training for human resource management (HRM) system' and 'C8. Evaluation & analysis for branch office's operation' in importance, 'C2. Menu management system', 'C4. Education & training for HRM system', 'C6. Facility & utility support system' and 'C8. Evaluation & analysis for branch office's operation' in support had a gap. Correlation analysis to grasp the relation between importance of infra-system and headquarters' support or branch office's application showed that headquarters's importance and support were correlated positively in 'C3. Sanitation management system', 'C6. Facility & utility support system', 'C7. Customer satisfaction management system' and 'C8. Evaluation & analysis for branch office's operation' and branch office's importance and application were correlated positively in 'C1. Procurement & food processing system', 'C5. Management Information system', 'C7. Customer satisfaction management system' and 'C8. Evaluation & analysis for branch office's operation'. Lastly, 'C6. Facility & utility support system' in the branch office of school and hospital and 'C2. Menu management system' in the branch office of B&I were high in importance, low in support and application, therefore Intensive support for these categories was needed. In conclusion, continuous check and improvement for categories, which were identified as an urgent problems to be solved in this study, among infra-structure qualifying for CFMC, would enable contract foodservice industry that has grown quantitatively till now to grow qualitatively.

Hygienic status of Korean hospital foodservice (국내 의료기관의 급식위생 현황분석)

  • The current status of Korean hospitals on foodservice hygiene was evaluated by a survey in the March of 2000 from 96 hospitals in terms of general sanitation management, education and training, and from 35 hospitals on the observance of hygienic practices in the whole stages of foodservice, personal hygiene, and kitchen equipment and facility hygiene. The questionnaire was filled directly by the dietitian working in the subject hospital. The status of general sanitation management was satisfactory overall; however, the record-keeping or documentation of the practices was the weak point which needs to be improved. only 4% of the subjects appeared to have implemented HACCP for the hospital foodservice. Comparison of the hospitals in their observance rate of hygienic practice by the type of hospital, the location of hospital, the number of bed, and the separation of dietitian's duties as clinical nutrition and foodservice showed characteristic trends among the groups. General hospitals often showed better scores than tertiary hospitals in their observance rates. As the location of hospital moved from large cities to small towns, the observance rate for hygienic practice decreased. Hospitals with entrusted foodservice system showed better scores in hygienic practice than those with owner-operated one in the stage of planning and equipment/facility hygiene (p<0.05). And the scores of the hospitals having dietitian's duties separated into clinical and food services were higher than the ones with un-separated duties. Detailed information obtained in this study would serve for the development of guidelines or programs to improve the hygienic level of Korean hospital foodservice.

Practical Evaluation of Intellectual Capital (IC) Measurement Tool for Contract Foodservice Management Company (위탁급식전문업체 지적자본 측정도구의 운용시험 평가)

  • The purposes of this study were to a) measure the IC identified of CFMC (contract foodservice management company) ,b) examine IC circumstance of CFMC, c) evaluate practically IC measurement tool of CFMC, and d) present information for selecting an adequate CFMC to clients. The questionnaires of IC measurement were handed out to 108 CFMCs, there composing of main office employees, foodservice managers, customers, and clients of 207 school,38 hospital, and 86 husiness/industry foodservices. The statistical data analysis was completed using SPSS Win (ver 12.0) for descriptive analysis, t-test, Mann-Whitney U test. First, CFMCs had operational experience for an average of 8 years and 8 months, and served an average of 38,540 meals a day. Most of the respondent companies specialized in the school foodservice field and managed an average of 66 clients for the contract period of 2 years and 3 months. Second, the respondent companies had gotten a score of 77.78 points for the total average, 77.7 points in the large enterprise group and 78.1 points in the small and medium-sized enterprise group. Therefore, the minimum number of points for the accrediting license on Qualification is suggested to be over 70 out of a 100 point scale; this study would be serve as reference for the certification license on qualification. On the level of evaluation category, the scores were 14.15 to 20 points on $\ulcorner$finance$\urcorner$, 19.24 to 25 points on $\ulcorner$customer$\urcorner$, 19.33 to 25 points on $\ulcorner$process$\urcorner$, 14.31 to 20 points on $\ulcorner$human resource$\urcorner$, and 8.6 to 10 point on $\ulcorner$renewal and development$\urcorner$ . $\ulcorner$Renewal and development$\urcorner$ and $\ulcorner$customer focus$\urcorner$ received better grades than other evaluation categories. Third, $\ulcorner$Finance$\urcorner$ indicated similar distribution overall. Small and medium-sized companies had lower grades than large companies on 'market ability' of $\ulcorner$customer$\urcorner$ , but, clients of small and medium-sized companies had higher grade for 'client satisfaction' than large companies. Most of the companies supported 'infrastructure support for foodservice operation' of $\ulcorner$process$\urcorner$ by the main office of CFMCs, but, the branch chain offices of CFMCs were not applied efficiently. Large companies made more effort to improve the 'employee ability' of $\ulcorner$human focus$\urcorner$ than small and medium-sized CFMC. The 'research and development cost' of $\ulcorner$renewal and development$\urcorner$ was increased compared to the previous year. In conclusion, if CFMCs were to perform self-evaluation and a routine checkups by utilizing CFMC's IC measuring tool, improvements in CFMC operational capacities as well as foodservice quality can be noted. The effect of notification disposition in the current juvenile justice system from the perspective of institutionalized children's welfare (시설보호아동의 복지 관점에서 본 소년법상 통고제도)

  • Taking the perspective of children's welfare, this study aimed at critically analyzing the system of notification disposition which institutionalized children have experienced. Notification disposition is a juvenile justice process that, when a child (10 th 18 years old ) has been delinquent or is at risk for delinquency, is initiated without investigation or prosecution procedures by direct notification to a judge from the caregivers, school principals, chief probation officers, or directors of child care institutions. The data used in the analysis included case records of probation offices, and court sentencing documents of juvenile protective dispositions. Results showed that notification cases were initiated by directors of child shelters/care institutions. The most common reasons of notification were theft, runaway, physical violence, drinking, and smoking. Furthermore, there were more controversial reasons, such as "bad influence on another institutionalized children", "showing no remorse", "no sense of guilt"and "challenge of rearing in institutions" Based on the results, we discussed three problematic aspects of the direct notification system by directors of childcare institutions : (1) too much reliance on the judicature judgment of juvenile court; (2) less stability of the judicial status of notified children, and (3) inadequacies of the notifying eligibility for directors of child care institutions.

The Effects of Parenting Attitudes on the Developmental Trajectories in School Adjustment of Adolescents in Out-of-Home Care (주양육자의 양육태도가 가정외보호 청소년의 학교적응 발달궤적에 미치는 영향)

  • The purpose of this study was to examine whether parenting attitudes would have an effect on the developmental trajectories of school adjustment for adolescents in out-of-home care. Additionally, we hypothesized that this model would be different between boys and girls. In this study, we analyzed three waves of data collected from 341 adolescents living in residential facilities, group homes or foster homes by using cluster sampling methods. Growth-curve longitudinal analysis was conducted, and the results indicated that levels of school adjustment had increased from the 1st through the 3rd grade of middle school. Positive parenting attitudes had a positive impact on initial school adjustment and rate of change, whereas negative parenting attitudes had a negative impact only on the initial school adjustment. Second, multi-group analysis revealed that there were group differences between boys and girls in their initial school adjustment by positive parenting attitudes. Based on these results, this study discussed further suggestions to increase school adjustments for adolescents in out-of-home care.

A Comparative Study on Supplemental Educational Services in the United States and Korea (한국과 미국의 학업부진학생 지원 보충수업에 대한 비교 연구)

  • Supplemental Educational Services (SES) are government initiated tutoring services to strengthen basic skills of academically underachieving students and thus close achievement gaps among students. Recently, however, the direction of SES has shifted its gear away from the test-driven accountability system in the United States (US) and Korea. Based on related literature, official documents, and statistics data, this study investigates major aspects of SES in the US and Korea, suggesting implications for future SES in the two countries. Major findings illustrate; 1) SES both in the US and Korea aim to serve students with underachievement yet place a primary emphasis on academics, 2) the US and Korea show contrasting results of SES in students' academic achievement, 3) the US and Korea use different approaches in selecting SES participants, which is closely related to equality in educational opportunities, 4) the major difference between the US and Korea is the openness of real markets for SES. Based on these findings, this study proposes practical implications for future SES in Korea and the US.

Comparative study on the national quality regulation schemes of social services and implications to Korea - focusing on user centeredness, regulatory enforcement and system stability - (사회서비스 품질관리제도 구성요소와 국가비교 -이용자 중심성, 제도 실효성, 운영 안정성을 중심으로-)

  • The purpose of this study is to compare the national quality regulation schemes among four countries, and to find out implications to Korean quality regulation system of social services. For this, this study fixed comparative criteria on national quality regulation schemes, and compared the quality regulation schemes of 4 countries such as England, United States, Singapore and Japan. By reviewing prior relevant studies, three criteria could be suggested.: the level of user centeredness, the effectiveness of regulatory enforcement and stability of operation system. All analysed nations share similarities in that they all eager to provide quality information to their service users and develop nationally acceptable quality standards of social services. On the contrary, differences are identified in the level of regulatory enforcement and establishment of independent body for national quality control. By these results, this study discussed the meaning of these findings and their implications on the development of Korean quality regulation system.

Analysis of pollutant characteristics by contamination group in a small watershed (소유역의 오염원그룹별 오염물질 배출특성 분석)

  • 본 연구에서는 소유역에서 발생하는 오염물질의 정량화를 위해 오염원 그룹별 발생부하와 배출부하를 분석하고자 하였다. 대상유역은 경기도 가평군 일대이며, 소유역을 8개의 세유역으로 구분하여 발생부하와 배출부하를 산정하였다. 오염원 현황자료는 2012년 전국오염원 조사자료를 기초로 하였으며, 행정구역 단위의 오염원 조사 및 행정구역과 유역의 경계가 일치 하지 않는 경우의 오염원별 점유율은 토지종합정보망(Land Management Information System, LMIS)의 연속지적도 자료를 이용하여 면적비로 산정하였다. 또한 발생원 단위는 실측자료를 우선으로 하되 실측자료가 없는 경우 수질오염총량관리기술지침에서 제시하는 발생원단위를 적용하였다. 대상유역 내에는 산업계, 양식계, 매립계의 오염원은 없었으며, 생활계와 축산계, 토지계 중 축산계의 발생부하량이 BOD, T-N, T-P 모두 가장 높은 것으로 분석되었다. 대상유역의 BOD 발생부하량은 총 891.51kg/day로 산정되었으며, 이 중 축산계가 포함되어 있는 유역의 BOD 발생부하량이 전체의 76.4%에 해당하는 680.70kg/day로 가장 높게 나타났다. 반면, 배출부하량은 생활계, 축산계, 토지계 중 BOD와 T-N은 토지계 배출부하량이 차지하는 비율이 가장 높았으며, T-P의 경우 축산계의 발생부하량이 가장 높은 것으로 나타났다. 유역의 BOD 배출부하량은 총 89.84kg/day로 산정되었으며, 이중 유역 하류에 위치하고 있는 세부 소유역의 BOD 배출부하량이 전체의 30.5%에 해당하는 27.4kg/day로 가장 높게 나타났다. 그러나 총 T-P 발생부하량은 14.12kg/day로 산정되었으며, 축산계가 포함되어 있는 소유역의 T-P 발생부하량은 전체의 64.3%에 해당하는 9.08kg/day로 가장 높았다. 이는 대상유역 내 축산농가의 분뇨가 위탁 처리됨에 따라 발생 부하량에 비해 배출부하량은 상당량 감소하는 것으로 분석되었다. 특히, BOD와 T-N의 경우 축산농가의 영향이 적었지만, T-P의 경우 자연농도가 낮기 때문에 축산농가의 배출부하량이 높은 비중을 차지하는 것으로 판단된다. 그러나 오염원의 정량적인 발생원 규명을 위해서는 오염원 그룹이 포함되어있는 지역에 대하여 장기적인 실측 모니터링 결과를 바탕으로 오염부하를 산정하여 비교?분석하는 연구가 필요할 것으로 판단된다.

Characteristic and Economic evaluation of low cost TiO2 photocatalyst made by TiCl4 (TiCl4로 제조된 저비용 이산화티타늄 광촉매의 특성 및 경제성 평가)

  • 총인처리시설에서는 응집제를 주입하여 인이나 오염물질을 침전시켜 처리하고 있으며 PAC(poly aluminum chloride)나 $FeCl_3$, $Al_2(SO_4)_3$, 등 다양한 종류의 응집제가 사용되어지고 있다. 하지만 기존에 사용되어 지고 있는 알루미늄계열의 응집제는 처리수에 잔류이온이 존재하게 되어 인체에 축적돼 알츠하이머 병 등 신체질환을 유발할 수 있는 단점이 있다. 따라서 이러한 단점을 사전에 예방하기 위해 $TiCl_4$와 같은 티타늄계열 응집제에 대한 연구가 진행되고 있다. $TiCl_4$ 응집제는 인 제거에 효과적으로 적용할 수 있으며 수중에 잔류이온을 유발하지 않으며 Ti이온은 치과임플란트나 의료장비로 사용될 만큼 인체에 무해하다고 알려져 있다. 응집제 사용에 따라 생성된 응집슬러지의 처리방안에 있어서 기존 응집제의 경우 생성된 슬러지의 대부분은 하수슬러지 위탁처리업체를 통해 소각 및 매립, 재활용 되고 있으나, $TiCl_4$를 응집제로 사용할 경우 생성된 슬러지를 인발하여 건조 및 소성을 통해 이산화티타늄으로 재활용할 수 있어 슬러지를 친환경적으로 처리가 가능해 기존 슬러지 처리방안의 경제적, 환경적 부담을 줄일 수 있는 장점이 있다. 따라서 본 연구에서는 $TiCl_4$를 하수처리장 방류수에 주입하여 수중의 총인(T-P)을 처리한 후 생성된 슬러지를 인발하여 건조와 소성과정을 거쳐 이산화티타늄을 제조하였다. 방류수를 취수해 2.5mg/L의 초기 총인 농도를 가진 원수를 제조하였으며 제조된 원수에 $TiCl_4$를 0.6mL 주입하였을 때 99.93%의 총인제거효율을 얻을 수 있었다. 응집 실험 후 생성된 슬러지를 인발하여 건조 후 $300{\sim}1000^{\circ}C$의 각각 다른 온도조건에서 소성하여 이산화티타늄을 제조하였으며, SEM과 XRD를 통해 제조된 이산화티타늄의 표면특성과 결정성 분석을 실시하였다. 제조된 이산화티타늄은 $500{\sim}800^{\circ}C$에서는 아나타제, $900{\sim}1000^{\circ}C$에서는 루타일 결정구조가 나타났다. 또한, $TiCl_4$ 주입량에 따른 이산화티타늄의 최종 생산량과 제조 시 사용되는 건조로 및 소성로의 경제적 비용 등을 고려하여 이산화티타늄 1Ton을 제조하기 위해 필요한 단가를 산출하였다. 본 연구에서 제조된 이산화티타늄 1kg의 생산단가는 약 5,400원으로 나타났으며, 가장 많이 사용되는 P-25 광촉매 보다 저렴한 가격으로 제조 및 판매를 기대할 수 있다. 따라서 하수처리장에 적용 시 기존 응집제 보다 비싼 $TiCl_4$ 비용을 보완하고 친환경적인 슬러지 처리로 제조된 이산화티타늄의 유통 및 현장적용을 통해 경제적, 환경적으로 우수하다고 판단된다.

Development plan and Inspection Status of Hydrological Measuring Instrument (수문조사기기 검정현황 및 발전방안)

  • 수문조사기기의 검정은 수문조사에 활용할 기기를 일관되고 표준화된 기준으로 검사하여 수문조사에 적합한 기기인지 확인하는 것이다. 이러한 검정은 국가수문자료의 신뢰도를 높이고 유지하는 기본적이고 중요한 업무이다. 검정대상기기는 강수량측정기기, 유속측정기기, 수위측정기기, 부유사측정기기, 토양수분측정기기, 증발산량측정기기로 총 6가지이며, 2009년부터 국토교통부 위탁사업으로 한국건설기술연구원(유량조사사업단)에서 수행하고 있다. 특히 유량조사사업단에서는 유속측정기기를 제외한 나머지 5개 수문조사기기에 대해 검정을 수행하고 있다. 연도별로 2009년부터 2015년까지 98대, 334대, 572대, 539대, 359대, 682대, 690대로 총 3,274대를 검정하였고, 관측기종별로 강수량 1,579대, 수위 1,589대 부유사 23대, 토양수분 33대, 증발산량 50대이다. 신청기관별로는 국토교통부(홍수통제소) 1,847대, 환경부(국립환경과학원) 4대, 한국건설기술연구원(유량조사사업단 포함) 81대, K-water 338대, 한국수력원자력(주) 91대, 일반업체 913대에 대한 검정을 실시하였다. 검정을 실시한 강수량측정기기 1,579대 중 보정없이 합격된 기기는 1,495대, 허용오차기준에 미달되어 보정 실시 후 합격한 기기는 76대이며, 불합격 처리된 기기는 8대이다. 수위측정기기는 합격이 1,586대, 기준에 미달되어 불합격된 기기가 2대로 나타났다. 강수량측정기기의 각 연도대비 통계분석 결과 보정률은 2009년 97대 중 8대(8.2%), 2010년 194대 중 3대(1.5%), 2011년 180대 중 24대(13.3%), 2012년 175대 중 17대(9.7%), 2013년 165대 중 15대(9.1%), 2014년 547대 중 8대(1.5%), 2015년 221대 중 9대(4.1%)로 다소 낮은 수치로 나타났다. 이처럼 보정률이 낮게 나타난 이유는 관할기관의 검정을 위한 유지관리 및 사업자의 사전검사 등을 통해 감소한 것으로 판단되며, 이와 같은 결과는 수문자료의 품질 및 신뢰도 향상으로 이어졌다. 그러나 여전히 선진국에 비해 수문조사기기 검정의 중요성에 대한 인프라 구축이 미흡한 실정이다. 수문조사기기 검정의 선진국이라 할 수 있는 미국의 경우 USGS에서 HIF(Hydrogical Istrumentation Facility)라는 별도 조직을 운영하여 관측기기의 렌탈, 수리, 교정 및 검정, 개발, 교육 등 이러한 작업을 일괄 수행하고 있고 조직 내 자체 시설로 수중펌프 시험소, 자연과 유사한 환경에서 테스트 하는 장소, 대형온도챔버 등을 갖추고 있으며, 이러한 시설을 이용하여 기기의 교정 및 검정, 연구 등을 현장과 비슷한 환경에서 다양한 실험을 통해 검정방법을 비교, 분석하는 것을 볼 수 있다. 현재 우리나라의 수문조사기기는 다양한 방법으로 현장에 설치되어 검정방법의 다양성이 요구된다. 향후 우리나라도 HIF와 같이 다양하고 선진화된 시설과 기술을 개선하고 다각적인 시험 과정을 통해 수준 높은 검정방법체계를 갖추려는 노력이 필요하다.
