Research on Efficient Measures for National Crisis Management System (국가위기관리체제의 효율성 제고 방안 연구)

  • The purpose of this research is to deduce the frailties of the operating condition of Korea's national crisis management system through a comprehensive perspective analysis. It is then to present efficient measures through the enhancement of these infirmities. For this, after examining the fundamental theory, we presented a development direction based on the current status of the 6 key systems composing the national crisis management system. We also included items regarding each of the policy proposal in our conclusion. The fundamental theory of Korea's national crisis management system has been integrated based on a comprehensive security concept. However, the system development which drives the integrated structure still remains solely as a legal and structural category. Thus, operating, informing-oriented, supporting management, and rearing professional manpower systems have yet to be cultivated with efficiency. In conclusion, this research is to present a development direction from a conceptual dimension and to analyze the current status of the 6 key systems which are law, organization, operation, information-oriented, support management, training, and education. Finally, this research highlights the policy measures to fully maximize system efficiency.

  • This research is accomplished for the purpose of providing fundamental materials to improve the level of prevention consciousness by deducting awareness difference through analyzing awareness level about terror preparation of members of crisis management system - the public service personnel in charge of crisis management in a self-governing body and the fire fighting public service personnel. For this research, That is measured through the priority order survey about a specialty of public service personnel in charge of crisis management and a level of crisis prepartion and a cooperation between crisis management system and etc. As a result of analysis, it is revealed that there is a difference about the priority order of measurement variable to terror preparation but all the members are recognizing the importance of that.

  • This research was conducted through demonstrating method about how high cooperation level between crisis management systems against terror in korea is now, based on both interaction level relating to cooperation relation among organization relationship theory. Through the results of analysis, People in charge against terror were widely recognizing about the need of cooperation between crisis management systems to treat terror effectively. For organic cooperation between organizations, it was suggested the politic implication that it is the most important task to build the sense of values, the behavior about cooperations in the internal phase of crisis management system.

  • The process for establishment of Operational Continuity Management Plan is organized repeatedly of Business Risk Assessment, Crisis Analysis, Business Impact Analysis, Establishing Business Recovery Strategies, Detailed Planning, Plan Execution, Test and Maintenance(Including Monitoring). Therefore, in this paper in response to global environmental change and the construction and operation of social security systems to maximize operational continuity management, crisis management and crisis management systems, building integrated systems for building technology in general and operational continuity management within an organization to understand developed to provide a framework for implementing operational continuity management in terms of crisis management has proposed to build an integrated system.

  • 기후변화의 영향으로 전세계적으로 이상 기후 및 자연재해가 증가하면서 재난을 효과적으로 관리하기 위한 법체계 및 제도에 대한 관심이 높아지고 있다. 그럼에도 불구하고 재난관리의 법과 제도적 측면에 대한 연구는 공학 및 기술적 연구에 비해 충분히 이루어지지 않고 있다. 특히 재난관리에 대해 많은 경험을 축적해온 선진국가의 재난관리체제에 대한 연구는 아직 미비한 수준이라 할 수 있다. 따라서 본 연구는 영국의 재난관리체제를 법과 제도를 중심으로 분석하고 한국에 필요한 시사점을 도출한다. 영국의 재난관리 체제는 지방정부가 재난대응에 있어서 주도적인 역할을 수행하고 중앙정부는 대응 가이드라인을 제시하고 지원 및 조정업무를 수행하는 분산적 재난대응체제라 할 수 있다. 중앙정부에는 재해를 전담하는 조직이 별도로 구성되어 있지 않고 지방행정조직이 지역특정에 맞게 위기관리계획을 수립하고 집행한다. 지역별로는 지방정부, 기업, 시민단체로 구성된 민관협력체인 위기관리포럼을 형성하여 재난에 대처한다. 반면 한국의 재난대응체제는 중앙집권적이며 국민안전처가 재해전담조직으로서 역할을 하고 있으나 영국과 같은 민관협력체는 발달하지 않았다는 차이점을 발견할 수 있다. 영국과 한국의 재난관리체제를 비교해 볼 때 다음과 같은 법 제도적 개선방안을 제시할 수 있다. 첫째, 분산되어 있는 재난관리 기본법을 하나로 통폐합할 필요가 있다. 둘째, 지방정부의 재난대응권한을 강화해야 하며 특히 인력과 예산이 재난에 적절히 대응할 수 있는 수준으로 조정되어야 한다. 세째, 지방수준에서 재난대응 관련 기관들간 조정 및 협력을 할 수 있는 체제가 강화되어야 한다. 네째, 민간단체를 재난대응체제에 조직적으로 참여시킬 수 있도록 해야 한다. 이를 위해서는 주민단위의 방재조직이 공공부분과 효과적으로 협조할 수 있도록 할 수 있는 제도적 틀이 필요하다. 다섯째, 재난대응단계 설정에 있어 예방에 앞서 지역의 특성에 따라 예방업무를 효과적으로 수행할 수 있도록 진단하는 평가단계를 추가하는 것을 고려해야 한다.

  • As the post-cold war era and globalization go on, national security problems which were not traditional national security problems such as terrorism, crime, environmental disasters, economic crises, cyber-terrorism, diseases, and energy problems threat humanity and nations and demands changes. Also, with the change, the concept of "big government" has emerged as the role of nation expanded. The modern society sees every country change from small government to big government in order to realize the establishment of welfare state. A comprehensive interpretation of security is needed in order to comprehensive protection of citizens beyond outside invasion such as crime, new disaster, terrorism. In Korea, incidents such as Cheonan-Ham, Yeonpeyong-Do, foot-and-mouth disease, Ddos terrorism, pirates hostages, mad cow disease, AI are happening and the humanitarian support for North Korea and the summit of South and North Korea are at a standstill. Also, National emergency management system, comprehensive emergency management center, countrol tower, national security system, cooperation with citizens, establishment of legal and institutional system are needed. The importance of this research is on the reestablishment of new national security and emergency management system according to the comparison between the national security and counter-terrorism system of Korea and that of the United States which is a leading country in this field. Also, the establishment of national emergency management act is needed as a statute for effective function as currently various laws and administrative organizations are dispersed.

  • With a purpose to set up an efficient national security system for both at war-time and peace-time, President Lee's government transferred the emergency management function from the Office of Prime Minister to Ministry of Public Administration and Security (MOPAS). As a result national emergency management system has been changed into diversified management system ; the function of comprehensive disaster control, emergency preparation to MOPAS, fire, civil defense and disaster management to NEMA and anti-terrorism to NIS, which produce another inefficiency. For this reason, this research presents desirable improvement alternatives through scrutinizing current governmental function and structure.

  • At-risk students are increasing because of developmental trait of adolescence, dissolution of family, poverty, and study stress. These risk situations influence individual student and society negatively. The purpose of this study is explore the reason of occurrence of at-risk student and draw out improvement direction of Gyeongsangbuk-do at-risk student support policy based on current situation of at-risk control and support system implementing in Gyeongsangbuk-do. The improvement ways based on the analysis of Gyeongsangbuk-do's at-risk student support strategy are as the followings. First, it is the construction of at-risk student's prevention and early discovery system. Second, it is the construction of educational safety network for guiding discovered at-risk student, Third, it is the connection with family and community.

  • Under the changes of administrative systems and office automation, 'the national record management system' had been reformed until 'Record Management Act' was enacted in 1999. Between 1984 and 1992, the national record management system was reformed in process of overcoming national crises and carrying out office automation. As a result, the system was absorbed into 'Governmental Document Regulations', 'Official Document Management Regulations' and 'Governmental Document Regulations'. In addition, 'government document classification scheme' and 'Record schedule' were unified into 'Official Document Classification and Record schedule'.
