As the system of autonomous police that has been debated for long time is fixed to be introduced by the program of participatory government, this treatise intends to analyze main contents and review controversial items in order to present supplementary measures. The program of participatory government to introduce autonomous police in Korea focuses on converting the autonomous police of Korea from centralized police administration in order to provide 'customized security service' that is appropriate to the regional environment. Thus, if relevant city, county or district considers that it is required to introduce the system autonomous police, the assembly may enforce the decision by enacting ordinance. For enforcement, organization in the unit of section will be established in the line of mayor, county headman and district office. The main role will be security service that is closely related to the life of inhabitants such as crime prevention, patrol, traffic crackdown, etc. as well as public health, sanitation and environmental control which are being performed by autonomous organization at present. However some expected controversial items may be summarized in the following 3 points on the premise of accepting the program of government. First, the point at issue related to the basic function of police. The basic function of police is generally understood as order keeping function such as anterior and preventive job and law enforcing function such as posterior and suppressing job. By the way, the program of government does not endow the autonomous police with investigation right for general crime, thereby raising the controversy that our autonomous police is nothing but the assistant of police. Furthermore, the present national police also expresses its dissatisfaction to the transfer of authority. Second, the issue of balance of security service between self-governing bodies may be raised. The security environment is different between self-governing bodies and thus demand of security is different. Therefore, the security service of autonomous police will reveal difference in qualitative aspect for each self-governing body. Moreover, it can be easily anticipated that the quality of security service may be different as per the financial independence degree. Third, the point at issue anticipated with the operation funded by the budget of self-governing body. As autonomous police is operated by the budget of self-governing body, the following problems may be raised; (1) since police administration is subordinated to general administration, the concentration may be weakened (2) the cooperation between policy agencies may be impeded (3) owing to the difficult in possessing spare police, the mobility of police may be somewhat reduced.
This study was conducted to determine the effects of two chemical additives on nitrogen (N) and soluble reactive phosphorus (SRP) contents in litter (rice hull) after broiler chicks were raised for 42 days. Two different additives were applied as a top dressing to the litter at a rate of 200 g ferrous sulfate $(FeSO_4)$ or 200 g aluminum sulfate [$Al_2(SO_4)_3$$\cdot$$14H_2O$, Alum] per kg litter, while the control group did not have the two chemicals added to the litter. A total of 64 broiler chicks (4 treatments$\times$4 replicates$\times$4 birds) were fed the experimental diets for 6 weeks. There was no difference in pH between the two chemical treatments and control group, but SRP content was significantly affected on it (P<0.01). SRP contents from ferrous sulfate and alum treated litter at 6 weeks were reduced by $79\%$ and $60\%$, respectively, as the two chemical treatments decreased the pH compared to the control group. In the ferrous sulfate treated litter, EC, TC, $NH_4-N$, $NO_3$-N, and IN contents did not show any difference between $FeSO_4$ treatment and control. However, the differences between $FeSO_4$ treatment and control were found in moisture, TN, ON, AN, PAN, C:N, and C:ON contents (P<0.01). As seen in the alum treated litter, there were differences in moisture, TC, TN, $NH_4-N$, IN, AN, PAN, and C:N contents between alum treatment and control (P<0.05 and 0.01) but no differences in EC, $NO_3-N$, ON, and C:ON. In conclusion, the results of this research show that ferrous sulfate and alum-treatment of poultry litter has the potential to increase N and reduce SRP content by lowering litter pH and moisture content.

Purpose : This study presents the usefulness assessment of secondary shield for the lens exposure dose reduction during radiation treatment of peripheral orbit. Materials and Methods : We accomplished IMRT treatment plan similar with a real one through the computed treatment planning system after CT simulation using human phantom. For the secondary shield, we used Pb plate (thickness 3mm, diameter 25mm) and 3 mm tungsten eye-shield block. And we compared lens dose using OSLD between on TPS and on simulation. Also, we irradiated 200 MU(6 MV, SPD(Source to Phantom Distance)=100 cm, $F{\cdot}S\;5{\times}5cm$) on a 5cm acrylic phantom using the secondary shielding material of same condition, 3mm Pb and tungsten eye-shield block. And we carried out the same experiment using 8cm Pb block to limit effect of leakage & transmitted radiation out of irradiation field. We attached OSLD with a 1cm away from the field at the side of phantom and applied a 3mm bolus equivalent to the thickness of eyelid. Results : Using human phantom, the Lens dose on IMRT treatment plan is 315.9cGy and the real measurement value is 216.7cGy. And after secondary shield using 3mm Pb plate and tungsten eye-shield block, each lens dose is 234.3, 224.1 cGy. The result of a experiment using acrylic phantom, each value is 5.24, 5.42 and 5.39 cGy in case of no block, 3mm Pb plate and tungsten eye-shield block. Applying O.S.B out of the field, each value is 1.79, 2.00 and 2.02 cGy in case of no block, 3mm Pb plate and tungsten eye-shield block. Conclusion : When secondary shielding material is used to protect critical organ while irradiating photon, high atomic number material (like metal) that is near by critical organ can be cause of dose increase according to treatment region and beam direction because head leakage and collimator & MLC transmitted radiation are exist even if it's out of the field. The attempt of secondary shield for the decrease of exposure dose was meaningful, but untested attempt can have a reverse effect. So, a preliminary inspection through Q.A must be necessary.
Terrorism which became today's common phenomena over the world is one of the most serious threats the world confront. Although International society make and operate outstanding anti-terrorism system, terror would never end without solving fundamental problems. The main body of terrorism converts from nation to organization and from organization to cell, which makes it difficult for us to recognize the main body. Since the target of today's new terrorism is many and unspecified persons, terrorists will never hesitate to use mass destruction weapons such as nuclear, biological, chemical weapons, and also use cyber-technique or cyber-terrorism. So, effective counter-terrorism measures should be performed as follows. First, it must be better for international society should make long-time plan of solving fundamental problems of terrorism other than to operate directly on terror organization and its means. Second, preventive method should be made. The most effective method of eradicating terrorism is prevention. For this, it is necessary to remove environmental elements of terrorism and terrorist bases, and to stop inflow of money and mass destruction weapons to terrorists. Third, integrated anti-terror organization should be organized and operated for continuous counter-terrorism operations. Also international alliance for anti-terrorism should be maintained to share informations and measures. Fourth, concerned department in the government should prepare counter-terrorism plans in their own parts as follows and make efforts to integrate the plans. - Ministry of Government Administration and Home Affairs : conventional terror - Ministry of Health and Welfare : bio-terror - Ministry of Science and Technology : nuclear-terror Especially, they should convert their policy and operation from post-terror actions to pre-terror actions, designate terror as national disaster and organize integrated emergency response organization including civil, government, and military elements. In conclusion, pre-terror activities and remedy of fundamental causes is the best way to prevent terror. Also, strengthening of intelligence activities, international cooperations, and preventive and comprehensive counter-measures must not ignored.

The purpose of this study was to examine the radiolabeling and biodistribution of $^{188}Re(V)$-DMSA as a therapeutic cancer radiopharmaceutical. We made a DMSA kit($NaHCO_3$ 1.5 mg, meso-2,3-dimercaptosuccinic acid 1.0 mg, L(+)-ascorbic acid 0.7 mg, $SnCl_2{\cdot}2H_2O$ 0.34 mg, pH 2.9) for labeling with $^{188}Re$. In this kit, $^{188}ReO_4{^-}$ 5 mCi/2 ml added and boiled at $100^{\circ}C$ for 3 hr in water bath. The final pH adjusted to 7.5 with 7% $NaHCO_3$ solution. We checked the labelling efficacy with TLC-SG(n-butanol : acetic acid : $H_2O$ = 3 : 2 : 3) and examined the stability both in room temperature and in serum at $37^{\circ}C$. Biodistribution(1, 3, 13, 24, 48 hr) of $^{188}Re(V)$-DMSA compound was evaluated in Sarcoma 180 tumor-bearing mice. Each labeling efficiency and stability at room temperature for 48 hours was over 98% and 95%, respectively. The stability in serum were 82%(6 hr) and 85%(48 hr). Tumor uptake of $^{188}Re(V)$-DMSA in Sarcoma 180-bearing mice were $0.66{\pm}0.15%$(1 hr), $0.51{\pm}0.10%$(3 hr), $0.19{\pm}0.05%$(24 hr) and $0.13{\pm}0.02%$(48 hr). These result are consistent with those of $^{99m}Tc(V)$-DMSA which were reported previously. In conclusion, $^{188}Re(V)$-DMSA may be a useful therapeutic radiopharmaceutical for treating some cancers and metastatic bone lesion.
The purpose of this study is to provide domestic small and medium manufacturing businesses with effective ways of introducing and promoting design management, earnestly, as a key strategy for raising corporate competitiveness. For the purpose, this researcher discussed the management property of small and medium businesses, the introducing process and method and the necessity of promoting design management in small and medium businesses. Then the researcher reviewed and analyzed existing empirical studies to know the current status of design introduction and design management promotion i domestic small and medium businesses. Results of the study can be described as below. Prerequisite to the successful introduction by domestic small and medium businesses of design management are three CEO determinations - the firm will to the necessity of design introduction, the firm conviction in design efficacy, and the clear recognition of the existential value of design - and the establishment of at least five infrastructures -design organization, CDO, designers, design policy, and design strategy. For the promoting and succeeding in the execution of design management, design management system should have established based on such determinations and infrastructures, and CEOs should have design management mind firmly established and driven and realized next activities in the process of product development. 1) Set the principle of design priority in a new product development and establish an appropriate production system and environment. 2) Decide a new design development as the top-priority task of management and then practice it in a strategic way. 3) Be positive in design investment while accepting design management as a concept related not to cost, but to investment. 4) Utilize design extensively under the understanding that design management has something to do with corporate design system as a whole. 5) Treat design as the most valuable resource of business under the recognition that design is the most important determinant of corporate competitiveness.
The fish community in the mid-upper region of Gam Stream was examined seasonally from 2001 to 2003 in order to perform an environmental impact assessment prior to a construction of Gamcheon Multipurpose Dam. Additional investigation was conducted in August 2004 to confirm the fish fauna reported and to examine the ecological characteristics of Zacco temminckii population. The total number of fish caught from the study sites was 1,081 fish representing 5 families 14 species. There were 6 Korean endemic species including Coreoleuciscus splendidus, Squalidus gracilis majimae, Microphysogobio yaluensis, Liobagrus mediadiposalis, Coreoperca herzi and Odontobutis platycephala, but no endangered or vulnerable species were found. Length-weight relation, condition factor (K) and relative condition factor (Kn) of Zacco temminckii were compared by the study sites and stream. The equations based on length-weight relation in Buhang and Gam Streams were TW\;=\;0.000004TL^{3.2357}$ and TW\;=\;0.000002TL^{3.3566}$, respectively indicating the fish in Gam Stream became more rotund as length increases. The condition factor (K) and relative condition factor (Kn) against total length of Zacco temminckii at two streams indicated that the fish (>70 mm) in Cam Stream (mean K and Kn= 1.116, 1.21 respectively) had better nutritional condition than those in Buhang Stream (mean K and Ln = 1.046, 1.14 respectively). The results were corresponded with natural disturbances such as drought and intensive rainfall from 2001 to 2003 followed by human activities such as stream repair works. Therefore, it is considered to perform environmental impact assessment with not only confirmation of fish composition but also examination of ecological characteristics in population- level.
A mass production of chestnut necessiates the development of economic long-term storage method. The main objective of this study was to confirm the technical aspect of the chestnut storage method which was developed by two year project and to review the method of commercial application. The chestnut used for the experiments were separated in brine $(5.5{\sim}6.0^{\circ}\:B{\acute{a}}ume)$ into matured and unmatured lots and fumigated with $CS_2$ at a 5 $lb/27\;m^3$ level for $25{\sim}30\;hrs.$ The chestnuts were packed in wooden boxes with sawdust (50% moisture) in the ratio of 1 : 1 by volume. The boxes were stored in the cold room $(1{\pm}1^{\circ}C,\;85{\sim}95%\;RH)$ and the cellar ($0{\sim}10^{\circ}C$, controlled only by circulating night cool air). The results obtained were as follows: 1. Fully matured chestnut could be successfully preserved $8{\sim}9\;months$ at a l0% decay level in the cold room and $4{\sim}5\;months$ months in cellar. 2. Immatured chestnuts wire inferior to the matured in storage stability. At the maximum storage period, its storage life was two months shorter. 3. The heat transfer equation of piled chestnuts with sawdust can be suggested as $T_{\infty}-T_0=(T_{\infty}-T_0){\cdot}10^{-t/320}$ and j and $f_h$ values were 1 and 320 min, respectively. 4. The chestnuts in the package of storage unit had longer shelf life than naked chestnut during the retail distribution at ambient temperature.

Cellulose insulation is primarily manufactured from recycled newsprint and treated with fire retardants for the fire resistance. Thanks to the fire retardants, it is not combustible and flammable. In addition to that, Its thermal resistance is much better than that of fiberglass or rock wool. It is made from waste paper and easily decayed when it is demolished, and it has small embodied energy. So it is very environment-friendly building material. For broader use of cellulose insulation in buildings in Korea, it is necessary to test its physical performance to compare the results with the requirements on the Korean Building Code. To this end, apparent thermal conductivity (ka) measurements of Korean-made loose-fill cellulose insulations were recently completed using equipment that was built and operated in accordance with ASTM C 518 and the fire resistance was tested in accordance with ASTM C 1485. Korean loose-fill cellulose has thermal conductivity about 5% greater than the corresponding U.S. product at the same density. This is likely due to differences in the recycled material being used. Both spray-applied and loose-fill cellulose insulation lose about 1.5% of their thermal resistivity for $5.5^{\circ}C$ increase in temperature. The fire resistance of cellulose insulation is increased in linear proportion to the increase of the rate of fire retardant. Thanks to the high fire resistance, cellulose insulation can be used as a substitution of Styrofoam or Urethane foam which is combustible. The thermal conductivity of cellulose insulation was $0.037-0.043W/m{\cdot}K$ at the mean specimen temperature from $4-43^{\circ}C$. It corresponds to the thermal resistance of "Na Grade" according to the Korean Building Code. The effect of chemical content on thermal conductivity was negligible for all but the chemical-free specimen which had the highest value for the thermal conductivity over the temperature range tested. The thermal resistance of cellulose insulation is better than that of fiberglass or rock wool, and its fire resistance is higher than that of Styrofoam or Urethane foam. Therefore it can be substituted for those above considering its physical performance. Cellulose insulation is no more expensive than Styrofoam or rock wool, so it is recommended to use it more widely in Korea.
