Methods of Record Management for Head of Local Government (광역자치단체장의 기록 관리 방안 연구)

  • This study suggested the methods of record management for the heads of local government, which would be the most valuable among local records. In order to conduct a systematic record management for the heads of local government, this study suggested the methods of establishing a record management system regarding regulation arrangement, production registration, preservation, utilization and services. First of all, in order to estimate the record category of the heads of local government, the study examined the duties of the offices of the deputy heads of local government, secretary's offices and information offices, which have been subsidiary & assistance branches in charge of producing the record. In addition, it investigated the present conditions of record management for the heads of local government through the interviews with secretary offices and information offices belonging to 16 cities and provinces and the claims for information disclosure and found out the following problems. They included incomplete record production, non-registration of produced records, abolition of records and taking them out of designated places with due notice, record preservation period regardless of the term of the heads of local government, varied preservation period for the records of the heads of local government by local self-government, short preservation period of primary records and non-management of home pages after the term of the heads of local government. To solve such problems, the study suggested the regulation arrangement for record management and a record management system. The regulation arrangement could be obtained through the establishment of the administrative organization setup condolence etiquette enforcement regulation and the recorders in local government and the revision of operation rules and through the revision of the reference plan for operation rules enactment of recorders from National Archives of Korea. As for the record management system, the study suggested the establishment of production, registration and preservation system of records for the heads of local government and the utilization and services of their records. In order to produce and register the records, the unit assignments should be founded by department in charge of the duties related to the records of the heads of local government on record management criteria, thus letting the staff surely produce and register the records. In terms of utilization and services of the records, the study suggested the use of websites and drawing up the record list, through which each record viewer would be able to figure out which records have been managed through the list services and which services could be given to the residents, thus letting the residents and the heads of local government who finished their term of duties use the records.

  • In recent years, as well as management of public records, interest in the private archive of large and small is growing. Dedicated archive has various types. In addition, lack of personnel and budget, personnel records management professional because the absence, that help you maintain these records in a systematic manner is not easy. Request to the system have continued to rise, but the budget and professionals in order to solve this problem are missing. As breakthrough of the burden to the system with archive dedicated, it introduces the trends and meaning of public recording system, and was examined in detail AtoM function. AtoM is public land can be made by a method that requires a Web service, the database server. Without restrictions, including the advantage of being available free of charge, by the application or operating system specific, installation and operation is convenient. In addition, compatibility, and is highly scalable, AtoM use and convenient archive of private experiencing a shortage of personnel and budget. Because in terms of data management, and excellent interoperability and search share, and use, it is possible in the future, it favors also documentary use through a network of inter-agency archives and private. In addition, Enhancements exhibition services through cooperation with Omeka, long-term storage through Archivematica, many discussion is needed. Public centered around the private area of the recording management spilling expanded, open-source software allows to balance the recording system will be able to play an important role. In addition, the efforts of academia and in the field, close collaboration between the open source recording system through a user study should be continued. Furthermore, co-operation and sharing of private archives expect come true.

  • Works that improve the process and notify the improved process, the product and the change of tasks to all users are essential in achieving project. Existent project management tools support the definition and the change of project activities, and configuration management tools support version check, workspace management. build management. etc. It costs too much to buy each tool. as well as, it is burdensome to learn usage for various tools. Therefore the web-based integrated tool is proposed to manage the process and artifacts at a time in this paper. The proposed tool defines component based development process model. and achieves recording of process progression, processing the request of change, reporting the progression of each task, product registering and change, version recording, artifact or form search, etc. using ebXML. Furthermore, the stakeholders get the systematic management and standardization by sharing information that are necessary in process achievement and configuration management in distributed environment using the integrated management tool.

  • As records of Women's policies and organizations from 1945, there are reports, pamphlet, educational materials, books, and photos. At this time, preservation status of which is so vulnerable. These problems are caused by absence of archivist, small preservation space, and financial weakness. For solving these problems, an alternative is establishing archives specified at collecting and management of materials. It's more important to making database through systemized materials, so that general people also beyond professional researcher, by web server, easily access to information of Korean Women's history.

  • A webzine issued by a public institution not only plays a role in communication between members of the institution and its users, but is itself a meaningful record. In addition, as one of the management techniques of the archives, there is a growing awareness that active marketing is needed to promote the service and allow potential users to visit the archives. Therefore, efforts should be made to increase user satisfaction by identifying user needs, composing content reflecting them, and selecting user-centered interfaces appropriately. The purpose of this study is to design 'On-Gi', a newsletter of the Presidential Archives, as a user-participating smart platform in a smart device environment. As a research method, we first looked at the current status of webzine publication by relevant domestic institutions. Next, we compared and analyzed the issue of 'On-Gi' provided by the Presidential Archives and major contents. Based on this, a design model of the webzine for the marketing of the Presidential Archives was proposed. This can be used as a key marketing strategy for the Presidential Archives in the new user environment of technological innovation of smart devices.

A Collecting and Record of Wide Area Cultural Resources : the Case of Asian Cotton Cultural Resources (광역 문화자원의 수집과 기록 : 아시아 목화문화자원을 중심으로)

  • In Asia, when cotton and cotton fabrics cultivated and produced in India of Southern Asia had spread to the whole Asia area by land and by sea, the Cotton Road and cotton fabric cultural area could be formed. In Korea, the traditional cotton (Gossypium arboreum) brought by Moon Ik-Jeom in 1363 was cultivated and then the Upland cotton (Gossypium hirsutum) brought via Japan could be produced from 1904. Especially, Gwangju/Jeonnam was the most active place in producing traditional cotton, and eventually became the center of cotton cultivation and fabric production after bringing in Upland cotton. In order to collect and record the cotton cultural resources in the broad area, the Cultural Resources Set, classified its component parts should be made first and then the collecting objects should be investigated. The collecting areas are selected based on the spreading paths and the regional significance of cotton. Since its difficulty of collecting the relevant resources from all of the places in Asia, it should be planned to share the resources through exchanges and cooperation among private, institution and organization. The relevant experts from the various fields should participate in the interdisciplinary researches which are necessary for collecting and recording of wide area cultural resources. Considering the collecting limitation of genuine relics, the digital archives should be established and then offered through a web site that everyone can use them freely by remote. It also needs to plan to display on and off-line for users to perceive the similarity, difference and interconnections of the resources with ease.

A Study on the Procedure for Constructing Linked Open Data of Records Information by Using Open Source Tool (오픈소스 도구를 이용한 기록정보 링크드 오픈 데이터 구축 절차 연구)

  • Recently, the web service environment has changed from document-centered to data-oriented focus, and the Linked Open Data (LOD) exists at the core of the new environment. Specific procedures and methods were examined to build the LOD of records information in accordance with this trend. With the service sustainability of small-scale archive in consideration, an exemplification on LOD building process by utilizing open source software was developed in this paper. To this end, a 5-step service framework for LOD construction was proposed and applied to a collection of diary records from 'Human and Memory Archive'. Proof of Concept (POC) utilizing open source softwares, Protege and Apache Jena Fuseki, was conducted according to the proposed 5 step framework. After establishing the LOD of record information by utilizing the open source software, the connection with external LOD through interlinking and SPARQL search has been successfully performed. In addition, archives' considerations for LOD construction, including improvement on the quality of content information, the role of the archivist, were suggested based on the understanding obtained through the LOD construction process of records information.

  • Recently, the development of information technology (IT) continues to promote the digitalization of archives (valuable records) and has therefore, affected archiving centers. This digitalization is shown to these archiving centers by taking advantages of various digital exhibitions. This study aims to consider why it is necessary to use digital exhibitions in archiving centers. In order to examine the needs of digital exhibitions, this study focuses on some ideas and important roles in digital exhibitions and research cases of online exhibitions applied with digital technology. Consequently, this study derives some values from them. Digital exhibitions held online continuously provide the following; first, a great amount of information about the archives by using hyperlink; second, the ability to recreate the attractive contents of digitalized archives by utilizing virtual reality, which makes the users greatly interested; the third and final thing online digital exhibitions provide is the storytelling it provides, which also serves as an avenue for people to communicate with one another. These processes of communication are also reflected in the story. In addition, they can help publicize not only the archiving center, but also the local community as it promotes cultural and tourism resources.

  • 본 논문에서는 월드와이드웹상에서 3차원 인터페이스를 기술하는 표준 사양인 VRML과 자바의 EAI(External Authoring Interface)를 통하여 사용자 간에 발생하는 상호작용들을 동기화 시키는 방법을 소개한다. 제시한 방법에서는 별도의 독립적인 응용프로그램을 작성하거나 동기화를 위하여 확장된 VRML을 사용할 필요없이 웹브라우저와 바로 호환하여 사용할 수 있으며 기존의 방대한 웹문서와 연계가 쉬우므로 범용적인 자료구축이 가능하다. 하지만, 가장 최근의 VRML97에서조차도 VRML이 제시하는 가상공간 다중 사용자 환경의 지원은 아직 미비하다. 더 이상 단순히 3차원 월드를 탐험하는 시기는 지났으며, 같은 공간상에서 혼자가 아닌 여럿이 함께 하는 다중 사용자 환경을 제공해야 할 것이다. 이에 자바의 네트웍 기능과 가상공간의 외부에서 동적으로 월드를 제어할 수 있는 EAI를 이용하여 부족했던 다중 사용자 환경을 지원함으로써 가상 공간 시스템을 구축할 수 있다. 그러나, 가상 공간에서 일어나는 이벤트는 단지 동일 브라우저에서만 유효하기 때문에 다른 사용자에게 전달할 때는 이벤트를 원격지의 이벤트와 연동하기 위하여 다른 방법이 필요하다. 사용자 상호작용 시스템에 있어서 이러한 이벤트를 결정하는 가장 중요한 요소는 아바타의 행동양식(avatar's behavior)이라 할 수 있다. 가상 공간에서 일어나는 이벤트의 대부분이 사용자에 의해서 발생되는 것들이다. 즉, 아바타의 행위에 따라서 사용자 서로 간에 상호작용이 일어나게 되며 이들 이벤트를 서로 동기화 함으로써 실시간 3차원 상호작용 시스템을 구현한다. 이렇게 구현된 시스템을 구현한다. 이렇게 구현된 시스템은 전자 상거래, 가상 쇼핑몰, 가상 전시화, 또는 3차원 게임이나 가상교육 시스템과 같은 웹기반 응용프로그램에 사용될 수 있다.물을 보존·관리하는 것이 필요하다. 이는 도서관의 기능만으로는 감당하기 어렵기 때문에 대학정보화의 센터로서의 도서관과 공공기록물 전문 담당자로서의 대학아카이브즈가 함께 하여 대학의 공식적인 직무 관련 업무를 원활하게 지원하고, 그럼으로써 양 기관의 위상을 높이는 상승효과를 낼 수 있다.하여는, 인쇄된 일차적 정보자료의 검색방법등을 개선하고, 나아가서는 법령과 판례정보를 위한 효율적인 시스템을 구축하며, 뿐만 아니라 이용자의 요구에 충분히 대처할 수 잇는 도서관으로 변화되는 것이다. 이와 함께 가장 중요한 것은 법과대학과 사법연수원에서 법학 연구방법에 관한 강좌를 개설하여 각종 법률정보원의 활용 내지 도서관 이용방법에 관하여 교육하는 것이다.글을 연구하고, 그 결과에 의존하여서 우리의 실제의 생활에 사용하는 $\boxDr$한국어사전$\boxUl$등을 만드는 과정에서, 어떤 의미에서 실험되었다고 말할 수가 있는 언어과학의 연구의 결과에 의존하여서 수행되는 철학적인 작업이다. 여기에서는 하나의 철학적인 연구의 시작으로 받아들여지는 이 의미분석의 문제를 반성하여 본다. 것이 필요하다고 사료된다.크기에 의존하며, 또한 이러한 영향은 $(Ti_{1-x}AI_{x})N$ 피막에 존재하는 AI의 함량이 높고, 초기에 증착된 막의 업자 크기가 작을 수록 클 것으로 여겨진다. 그리고 환경의 의미의 차이에 따라 경관의 미학적 평가가 달라진 것으로 나타났다.corner$적 의도에 의한 경관구성의 일면을 확인할수 있지만 엄밀히 생각하여 보면 이러한 예의 경우도 최락의 총체적인 외형은 마찬가지로 $\ulcorner$순응$\lrcorner$의 범위를 벗어나지 않는다. 그렇기 때문에도 $\ulcorner$순응

Database Design of Mediterranean Historical Archives Based-on Tag (태그 기반 지중해 역사기록물 데이터베이스 설계)

  • It is very important to use the raw material in a particular field of research or education. Research without raw materials are difficult to prove and often remain hypothesis. The use of the raw material is also important in area studies that study specific areas. However, research of area studies, especially Western history, raw material and historical archives are very important data, but it is difficult to obtain and refer to these data due to physical or spatial constraints. In order to solve this problem, there is a method of collecting and providing historical archives, but it is currently difficult to find a case of providing overseas historical archives as a web system in Korea. Accordingly, in this paper proposes the necessity of collecting historical archives, the method of collection, and the method of digital archiving of collected data structurally and systematically. In this regard, investigate the existing research cases on the archive system and database design, and it description the differentiation between the existing systems and the modeling method proposed in this study. Also, to improve the efficiency of the search, it proposes a method of adding a tag table when database modeling.
