  • 2008년 미국 Hatch 발전소에서 제어시스템 소프트웨어 업데이트로 인한 비상정지, 2010년 이란 원자력시설에서 악성코드 스턱스넷(Stuxnet) 감염을 통한 원심분리기 1,000여개 파괴 등 원자력시설에 대한 사이버공격이 점차 증가하고 있는 상황에서 우리나라도 이와 같은 사고를 예방하기 위한 방안을 강구하여야 한다. 이미 우리나라 원자력시설에서 사용되는 시스템들이 아날로그 방식에서 디지털로 교체되고 있는 등 사이버공격에 용이하게 변화되고 있다. 이에 원전 사고연계 시스템들의 보안성을 평가할 수 있는 환경을 구축함으로써 사이버공격에 대한 보안대책 마련 및 근본적인 방어 체계를 수립하고자 한다.

  • Nuclear power plants(NPPs) are protected as core facilities managed by major countries. Applying general IT technology to facilities of NPPs, the proportion of utilizing the digitized resources for the rest of the assets except for the existing installed analog type operating resources is increasing. Using the network to control the IT assets of NPPs can provide significant benefits, but the potential vulnerability of existing IT resources can lead to significant cyber security breaches that threaten the entire NPPs. In this paper, we analyze the nuclear cyber security vulnerability regulatory requirements, characteristics of existing vulnerability scanners and their requirements and investigate commercial and free vulnerability scanners. Based on the proposed application method, we can improve the efficiency of checking the network security vulnerability of NPPs when applying vulnerability scanner to NPPs.

  • 기업들의 생산 공정이 세분화되면서 하나의 디지털 기기는 여러 단계의 공급망을 통해 원자력 발전소 외부에서 제작된 후 공급된 기기들과 소프트웨어의 조합으로 최종 완성품이 제작된다. 이러한 공정 과정을 거치는 다양한 나라, 회사에서 제작된 수많은 부품들과 소프트웨어의 조합은 어느 하나의 단계에서 발생한 의도되거나 의도되지 않은 결함 또는 사이버 위험을 포함한 최종제품이 될 가능성을 가지고 있으며 실제로 공급망을 위협하는 사례가 발생하기도 하였다. 이러한 결과로 공급망을 통한 사이버공격의 보안 위험 사례를 관리하는 것이 디지털화가 급격하게 진행되고 있는 원자력발전소와 같은 주요기반시설의 안전과 보안을 유지하는데 고려해야하는 중요한 요소가 되고 있다. 본 논문에서는 공급망을 통한 사이버보안 위험 사례와, 원자력발전소 디지털 자산 공급망 위험관리를 위한 해외 사례를 살펴보고자 한다.

  • Nuclear power plant data networks and their associated safety systems are being modernized to include many information technology (IT) networks and applications. Along with the advancement of plant data networks (PDN), instrumentation and control systems are being upgraded with modern digital, microprocessor-based systems. However, nuclear PDN is confronted significant side-effects, which PDN is exposed to prevalent cyber threats typically found in IT environments. Therefore, cyber security vulnerabilities and possibilities of cyber incidents are dramatically increased in nuclear PDN. Consequently, it should be designed fully ensuring the PDN meet all reliability, performance and security requirements in order to overcome the disadvantages raised from adaption of IT technology. In this paper, we provide technical security criteria should be used in design and evaluation of secure PDN. It is believed PDN, which is designed and operated along with these technical security critera, effectively protect against possible outside cyber threats.

A Study on the Improvement of Cybersecurity Training System in Nuclear Facilities (원자력 시설 사이버보안 훈련체계 개선 방안 연구)

  • As information processing technology develops with the trend of the times, the possibility of cyber threats to nuclear facilities is increasing. In the 2000s, there was a growing perception that cyberattacks on nuclear facilities were needed, and in fact, a cybersecurity regulatory system for nuclear power plants began to be established to prepare for cyberattacks. In Korea, in order to prepare for cyber threats, in 2013 and 2014, the Act on Protection and Radiation Disaster Prevention, Enforcement Decree, and Enforcement Rules of Nuclear Facilities, etc., and notices related to the Radioactive Disaster Prevention Act were revised. In 2015, domestic nuclear operators prepared information system security regulations for each facility in accordance with the revised laws and received approval from the Nuclear Safety Commission for implementation of information system security regulations divided into seven stages. In 2019, a special inspection for step-by-step implementation was completed, and since 2019, the cybersecurity system of operators has been continuously inspected through regular inspections. In this paper, we present some measures to build improved training to suit the steadily revised inspection of the nuclear facility cybersecurity system to counter cyber threats to the ever-evolving nuclear facilities.

  • Recently, cyber attacks are continuously threatening the cyberspace of the state across the border. Such cyber attacks show a surface which is intelligent and sophisticated level that can paralyze key infrastructure in the country. It can be seen well in cases, such as hacking threat of nuclear power plant, 3.20 cyber terrorism. Especially in public institutions of the country in which there is important information of the country, advanced prevention is important because the large-scale damage is expected to such cyber attacks. Technical support is also important, but by improving the cyber security awareness and security expert knowledge through the cyber security education to the country's public institutions workers is important to raise the security level. This paper suggest education courses for the rise of the best security effect through a short-term course for the country's public institutions workers.

  • Recent cyberthreats are emerging as big issues that need to be addressed to both developed countries and South Korea. Our government has implemented and established comprehensive measures whenever major incidents were happened. It is still insufficient, even though the national and social level of cybersecurity are improved with continuous investments and efforts to strengthen the country than in the past. Comprehensive measures have been exposed to limit the effectiveness because they are focused on short-term measures. In this paper, we try to analyze the problems of incidents and assess the implementation process of establishing comprehensive measures in order to suggest ways ultimately to improve the country's overall level of cybersecurity.

  • The necessity of establishing a more secure cyber security system is emerging to protect NPP against cyber attacks as nuclear facilities become increasingly reliant on digital system. Proper security measures should be established through periodic analysis and evaluation of vulnerabilities. However, as Nuclear facilities has safety characteristics as their top priority and it requires a lot of time and cost to construct regarding the activities for vulnerability analysis, it is difficult to apply the existing vulnerability analysis environment and analysis tools. In this study, We propose a analytical vulnerability assessment method to overcome the limitations of existing vulnerability analysis methods through analysis the existing vulnerability analysis methods and the issues to be considered when applying the vulnerability analysis method.

  • Recently, the liberalization of industrial control systems has been accompanied by a major change in the structural paradigm of information systems in the public and public sectors, and potential cyber security problems in the future major infrastructure control systems that cannot respond to the level of security of existing information systems. To cope with this, a cyber security evaluation tool that can evaluate security vulnerability in three dimensions against various infrastructure control system environment is needed. However, a cyber security evaluation in the domestic environments does not have the concept of the current security status and satisfy settings of the infrastructure. Also, the most of items in that environments have had short-term inspection themselves which makes a limitation by a technical area. In order to overcome this problems, many researches are needed to apply CSET (Cyber Security Evaluation Tool) which is the US cyber security evaluation tool to the control environment of various domestic infrastructure. In this paper, first, we analyze methods to apply to the major domain through the analysis of various case studies on existing security assessement tools. Finally, we discuss future directions.
