A Study on the Globalization Policy of the Korean Nuclear Industry (원자력 산업의 세계화 추진 방안)

  • The Republic of Korea is actively constructing and operating nuclear power plants and will maintain the nuclear energy program in spite of the current stagnation of nuclear industries in advanced countries. The significant role of Korea in the world economy is well recognized as Korea became a member of OECD. The Korean economy is rated as the eleventh largest in the world. Korea is a very important customer in the world nuclear market and is also regarded as a potential future supplier. However, the domestic and international environment for globalization of the Korean nuclear industry is not well established. This is mainly due to the past nuclear policy which has emphasized technological self-reliance with less attention to the international politics and trading. Under this background, this paper suggests the strategies for promoting the nuclear trade and expanding the influence in the decision making process of international nuclear community.

Economic Feasibility Study of the Life Extension by Reactor Type of Nuclear Power Plant in Korea (우리나라 원자력발전의 노형을 고려한 계속운전의 경제성 비교 연구)

  • This paper evaluated the economic feasibility of the life extension of Kori unit 1 and Wolsong unit 1 according to the types of the nuclear power plants (NPPs) and the life extension period comparing to the levelized costs of energy (LCOE) of the new NPPs, coal-fired plants (CFPs), and combined cycle gas turbine (CCGTs) which proposed in the $7^{th}$ Basic Plan for Electricity Supply and Demand. The economic feasibility of the life extension of NPPs using LCOE method is affected by the types of NPPs, lifetime extension periods, discount rate, and capacity factor. According to the analysis results, the pressurized light water reactor (PWR) is more economical than the pressurized heavy water reactor (PHWR). Comparing the economical efficiency between the life extension of NPPs and other alternatives, the operation of the PWR for 20 years is more economical than the one of new NPPs and CFPs. However, 20 years of life extension of PHWR is more economical than the CCGTs, but less economical than new NPPs and CFPs. In summary, the 20 years of life extension of the NPPs seems to be more, especially for the PWR, which is more cost effective than other generation alternatives. Therefore, the government policy of the life extension of NPPs need to be a selective approach that simultaneously considers both safety and economics rather than closing all NPPs.

Analysis of the Risk Perception of Nuclear Power Plant and Radiation (원자력발전 및 방사선의 사회적 위험에 대한 인식분석)

  • Researches on the danger of nuclear power generation, the foundation of the development of national industry and one of the energy sources, as perceived by ordinary citizens, are very important to social acceptance of nuclear power generation. Accordingly, this study intends to understand how ordinary citizens perceive the social risk of nuclear power generation and radiation, and their misconceptions, and to propose ways to improve such perceptions. To achieve these goals, this study analyzed the perceptions of 251 ordinary citizens. The analysis showed that ordinary citizens have vague anxiety and suspicion about the safety of nuclear power generation, and little trust in government-affiliated organizations. The younger they were, the more influential they thought corporations and industries were. The result of this study suggests that the misconceptions of ordinary citizens should be corrected by professors and scientists in university research institutions they trust the most, and their intrinsic perceptions should be changed accordingly.

Development of R&D Policy Model for Nuclear Power Industry (원자력발전산업 기술개발정책 지원모델 개발에 관한 연구)

  • System dynamics model has been developed and computer simulation has been peformed for the evaluation of R&D policy. One of the main results of the basecase scenario is as follows. After simulation of nuclear R&D resource allocation strategies, we discovered that their net benefit value was maximum at 130% nuclear R&D budget case. And after simulation of human resource management strategies and policy research program strategies, we confirmed that it is beneficial to allocate budgets in the early phase for human resources management program and research program for the policy.

  • 우리나라의 원자력발전소는 1978년 최초의 고리 1호기가 도입, 가동된 이래 1996년 현재 11기의 원전이 가동되고 있다. 그 시설규모나 발전량 면에서 공히 세계 10위의 원자력발전국가로 부상하게 되었다. 더욱이 현재 95% 이상의 상용 원전 건설기술 수준 확보와 더불어 건설중이거나 계획중인 원전계획도 활발하게 추진되어 우리나라의 원전개발은 명실상부한 선진국 수준에 이르는 것으로 평가되고 있다. 그러나 우리나라에서 이와 같이 활발하게 이용되고 있는 원전은 현재의 유용성이 막대한 만큼 그 이용에 따르는 미래의 책임과 의무도 크다는 점을 인식하여야 하며, 따라서 본 고는 향후 우리나라 원자력 정책수립의 기초자료를 제공하기 위해 원자력 선진국의 원자력산업을 중심으로 원자력활동에 수반되는 미래의 재정적책무에 대한 일부 사례와 논점을 정리한다.

키워드 네트워크 분석을 통한 원자력 관련 사회과학 연구경향 분석

  • 본 연구는 사회연결망 분석이론을 통해 원자력 과학기술에 대한 사회과학 연구의 경향적 특징을 파악하고, 동 분야의 주요 연구주제와 하부 연구분야를 도출하기 위해 수행되었다. 연구대상은 1957년부터 2016년까지 국내 학술지에 게재된 원자력 관련 사회과학 분야 연구논문 605건으로, 저자가 제시한 키워드 간 관계망 형성을 통해 네트워크 분석을 수행하였다. 분석결과, 첫째 국내에서 수행된 원자력 관련 사회과학 연구의 기술통계적 특징을 확인하였다. 원자력 사회과학 연구는 1957년부터 시작되어 꾸준히 수행되어졌는데, 2011년을 기점으로 논문발표가 급격히 증가했다. 주로 법학, 행정학, 정책학, 정치학의 연구가 대학 내 연구자를 중심으로 수행되어 왔다. 원자력 관련 기술개발이 주로 정부 출연연구기관에서 수행된다는 점을 고려 했을 때, 향후 사회과학 분야에 있어 대학과 출연기관 간의 역할분담이 필요하다. 둘째, 후쿠시마 원전사고가 발생한 2011년을 기점으로 사회과학의 원자력에 관한 연구가 양적, 질적으로 본격적으로 활성화 되었다. 원자력 관련 사회과학 지식 네트워크는 2011년 이전에 비해 규모면에서 큰 차이를 보였다. 또한, 네트워크 중심성 분석결과, 후쿠시마 사고 이전 사회과학 연구자들의 연구경향은 핵비확산, 과학기술 정책, 사회수용성이었다면, 후쿠시마 이후에는 원전해체, 손해배상, 에너지믹스, 탈핵운동 등과 같은 다양한 원자력 현안으로 확대되었다. 셋째, 하부 연구분야 도출을 통해 특정 연구주제별 쏠림현상을 확인했다. 하부 네트워크 분석 결과, 제시된 9개의 하부 연구분야는 네트워크 속성 값에서 차이를 보였다. 특히, 법학 관련 연구주제가 가장 높은 밀도를 갖는 반면 지속가능 발전과 에너지 믹스 관련 연구주제의 밀도가 가장 낮게 나타났다. 본 연구는 원자력에 관련된 학자의 인식을 연구경향 분석을 통해 파악한다는 점에서 의의가 있으며, 이는 추후 원자력 관련 정책연구자 혹은 정책결정자에게 유용한 기초자료를 제공할 것이라 기대된다.

Perception Survey of Nuclear Power after the Nuclear Plant and Thyroid Cancer Controversy (원자력발전소와 갑상선암 논란 이후 원자력에 대한 인식 조사)

  • In this study, in order to analyze the general awareness of the nuclear power according to the controversy of thyroid cancer around nuclear plant, we investigated risks, preference and economics regarding type of power, and awareness of pre-post nucl ear power targeting the Busan Metropolitan residents. As a result, there has been a change in people's awareness of nuclear power as a result of the controversy thyroid cancer around nuclear plant. Especially, there was the greatest increase in the risk factors compared to before the event(p<0.05). Negative awareness of nuclear risk was shown to be expressed differently accor ding to the difference between groups. It is thought that this is due to the different prior experience of each individuals or obtained information through the interaction with others rather than on scientific and objective grounds. In order to establish a nuclear power policy considering the level of the people in the future, it seems that the efforts to understand the attitudes and opinions of people about nuclear power and above all, a scientific trust in nuclear power should be guaranteed.

A Policy Study on the Radioactive Waste Management and Research and Development (방사물 폐기물 관리 및 원자력 환경 기술 개발 활성화를 위한 정책 요소 분석)

  • In the Korean electricity supply structure, the role of nuclear power generation is essential. But, the delaying of radioactive waste management program induces negative impact to the stable electricity supply. Despite the continuing endeavors of Korean Government and nuclear power industry, radioactive waste management program of Korea is experiencing a continuing setback. In this background, the study examined the past and current policy and recommends that; Long term safety assurance should be the prime objective of radioactive waste management; Siting process should be transparent and opened to the public with the involvement of safety regulatory authority; A new neutral organization which has no conflicts of interest with any other existing organizations should be established to coordinate and manage the R&D programs.

  • Climate change is among the most important issues facing mankind in modern society. However, global PV energy expansion has been driven mainly by OECD countries. We investigate the determinants of PV energy growth by panel data of selected OECD countries from 1991 to 2018. We investigate four categories of driving factors: socioeconomic, technological, country specific, and policy factors. The test results support that PV capacity growth is significantly driven by technology development and multidimensional environment policy factors. Socioeconomic factors such as CO2, GDP, and electricity price are statistically significant on the growth of PV energy, too. Whereas, country-specific solar potential factor is the least related. As most of the socioeconomic factors are exogenous, we need to focus more on PV technology development and policy measures.

  • The policy trends of use and the development of nuclear power in the United States, France, United Kingdom. Germany, Russia, China, Japan and Korea are briefly investigated. Nuclear power technology has been developed as the national policy in the nuclear-advanced countries. 50 years has passed since the declaration of "Atoms for Peace" by USA President Eisenhour in December 1953. Recently, it appears to revitalize the nuclear power program in world major countries in order to recover the shortage of electric power and to curb the excess emission of carbon dioxide as well as to secure competitiveness in electricity markets. Advanced countries are making new initiatives for the development of the fourth generation nuclear power system. Furthermore, wide-ranged use and development of nuclear power technologies are expected in district heating in commercial sectors, power in the space exploration, and propulsion power of large tankers and spaceships. High temperature gas cooled nuclear power reactor will be applied for mass production of hydrogen energy in the future.
