This study analyzes the copyright problems of document delivery services based on interlibrary loan which are operated by KERIS and KISTI according to the agreements with KORRA. As a result of the study, we found that there are limitations of the libraries and copyright works to implement the document delivery services. Also, the electronic document delivery is the only between librarians and there is no provisions in the agreements for individual users who are not affiliated to libraries. This study suggests introduction of the ground provision for the interlibrary loan in the Copyright Act of Korea and development of authoritative guideline for details of document delivery services. Also, the study suggests that end users to request documents could be print out it but the library have to install systems to avoid copyright infringement. Finally, the study proposes the copyright fee based model for the document delivery services for individual users.

The purpose of this study is to analyze user satisfaction on scholarly journals and document delivery services(DDS) at foreign journal supporting center, which is founded at K University in 2007. The number of 72 users answered the quality of scholarly journals, and 69 users answered for the DDS survey. For the scholarly journal survey, up-to-date, usability, and expertness were asked, and fastness of DDS and easiness of application procedures were asked for the DDS survey. This study reveals that overall users using or visiting foreign journal supporting center are satisfied with the quality of scholarly journals and DDS.

The document delivery service is an advanced service to satisfy information need of end-user by the cooperative utilization of information. At present there are various interpretation on library exemption of the document delivery service by interlibrary loan. The purpose of the study is to suggest a legal plan in order to solve the problems of library exemption dealing with the document delivery service by Fax and Ariel system. The study examined the international trends on library exemption related to the document delivery service in foreign copyright laws, analyzed the library exemption related to the document delivery service in the present Korean copyright law, and pointed out the problems of the present library exemption. As the result of this analysis, the study suggested a revised plan of the present Korean copyright law in order to provide regulation of library exemption dealing with the document delivery service by interlibrary loan. Thus the revised plan can be used as a basic data for providing the regulation for the future of library exemption in Korea.

The purpose of this study is to analyze the statistics of document delivery services(DDS) in 2007 and to suggest improved Plan at foreign journal supporting center which is established at K University library in 2006. This study is based on the monthly collected statistics of DDS from February 20 to October 31, 2007. Analysis is performed for the various aspects of DDS services and improvement plan is provided through the acquired knowledge in the process of watching daily routine.

Copyright law generally regulates interlibrary loan related with duplication and transmission of print journal articles in each country. However, it could not be assured whether library can fulfill the interlibrary loan requests for e-journal articles is restricted by license agreements with publishers or vendors. This study aims to seek the way that libraries can provide interlibrary loan requests for e-journal articles in accordance with copyright law and license agreements.

Based upon the provision of limitation of copyrights, libraries may provide the document delivery service which supplies copies of journal articles and book chapters owned at other libraries by request of users. However, more proactive information service is required as more users want to use the digital delivery of documents published overseas. This study reviews copyright law of Korea and international conventions related to the document delivery service. It then examines foreign cases to see how overseas information centers clear copyrights. Finally this study suggests that copyright clearance methods be adopted to make a proactive information service. Through those methods, a new information service model may be planned, which meets various information needs while protecting copyright.

통신 인프라의 구축으로 인한 인터넷 사용의 급증은 과학기술정보 유통 구축에서도 큰 변화를 가져왔다. 과학기술정보가 수록된 original text에 대한 수요가 발생했을 때 이를 획득할수 있는 가장 손쉬운 방법은 이제 인터넷을 통하는 것이다. 인터넷이 생활전반에서 활용되기 이전까지 원문복사서비스를 제공받기 위해서는 최장 2개월 최소 2주 이상을 기다려야만 했다. 이제 과학기술정보의 원문을 필요로 하는 수요자들은 짧게는 2시간 정도의 기다림 뒤에 original text의 copy를 얻을 수 있다. 여기서는 인터넷을 통해 이루어지는 원문복사서비스의 현황과 연구개발정보센터에서의 관리시스템, 이용자 인터페이스 개발, 전자결제시스템의 도입에 관한 사례를 다루고자 한다.

The purpose of this study is to estimate economic value of document delivery services(DDS) at foreign journal supporting center in K University library. For this study, Bass diffusion model, which is widely used in forecasting, especially new product and new service forecasting, was adopted. User survey was also carried out from September 10 to 20, 2007. As a result, useful value(UV) of DDS is estimated about not less than 2,000,000,000 won, and willingness to pay(WTP) is estimated about less than 2,000,000,000 won. This study, economic value analysis at foreign journal supporting center, was limited to DDS, and used methodology for the study is also limited to UV and WTP. Demographic analysis(i.e., sex, age, occupation, educational level) for UV and WTP is also conducted.

IT 기술에 의해 정보유통 환경이 진화하면서, 정보 획득의 방법에 있어서 웹과 디지털 기술을 활용하는 전자원문서비스가 활성화되고 있다. 그러나 국내 저작권법상 저작권자의 개별적인 허락없이는 해외 학술자료의 전자원문서비스가 불가능한 실정이다. 이 연구에서는 저작권법 조항의 문제점을 지적하고, 전자원문서비스의 실현을 위한 방안으로 확대된 저작권 집중관리제도의 도입을 검토한다. 확대된 저작권 집중관리제도(ECL)는 집중관리단체가 대리하지 않는 권리자에게로 이용허락계약을 확대시키는 것이다. ECL을 통해 국내 어문저작물의 복제 전송에 대한 저작자의 권리를 신탁관리하는 (사)한국복사전송권협회가 해외 학술자료의 이용에 대해서도 사용승인 및 사용료 징수 등의 역할을 수행하며, 이를 통해 도서관은 진정한 전자원문서비스를 실현할 수 있을 것이다. 전자원문서비스를 통해 저작권의 합리적인 준수는 물론, 학술정보 유통 활성화에 기여함으로써 궁극적으로 국가 경쟁력 제고를 도모할 수 있을 것이다.
