A Study on the Adoption of Korean Register of Shipping Rules through the Analysis of Pile Driving Boat Capsizing (침몰된 항타선 분석을 통한 한국선급 규칙 적용에 관한 연구)

  • In December 2012, a pile driving boat sunk off the coast of Ulsan port in Korea. The cause of capsizing of these boats was considered a complex problem. Although Korean Ship Safety Technology Authority concluded that leaders (cranes) of the vessel were designed with sufficient safety factors, National Forensic Service concluded that the capsizing was caused by the failure of leaders. This study reviewed the related laws, strength calculations, and structural analysis methods used by the Korea Ship Safety Technology Authority. In addition, numerical simulations were carried out on hydrodynamic analysis and structural analysis to analyze the cause of vessel capsizing based on the rules of the Korean Register of Shipping. The results were similar to those found by National Forensic Service. In conclusion, the study suggested that inspection especially for a pile driving boat subjected to the Korean Register of Shipping rules should be carried out to prevent the similar accident.

A Study on the Additional Installation of Coastal Wave Buoys in Smooth Water Areas to Prevent Marine Accidents (해양사고 예방을 위한 평수구역 내 파고부이 추가설치 검토)

  • Marine accidents frequently occur due to the unreasonable operation of ships excluded from ship departure control during marine special weather warnings within smooth water areas. Coastal wave buoys installed in smooth water areas are major reference indicators for ship departure control and can be seen as being directly connected to the safety of ships navigating smooth water areas and the coast. In this study, the location appropriateness of currently operating coastal wave buoys and additional installation in the smooth water areas were assessed by analyzing coastal marine accidents over the past 30 years (1991-2020), the main wind direction and wind speed of each major trading port, and the GICOMS ship track data in 2018. The study results showed that an additional coastal wave buoy should be installed at each of the major trading ports(Inchon Port, Pohang Port, Ulsan Port, and Busan Port) and that the location of the coastal wave buoy needs to be moved in the case of Busan Port. Based on various data analysis in this study, the suggestion for an additional installation and movement of the coastal wave buoy presented in this study is expected to contribute to improving the reliability of ship departure control and resolving safety blind spots.

  • VLCC에 의한 SK에너지 울산CLX와 인천CLX의 일원화된 효율적 원유 수급체계에 따른 물류비용의 절감, 이에 따른 국가 산업 경쟁력확보 및 항만경쟁력 강화를 위한 고도화 사업의 일환으로 고부가가치 선박인 VLCC가 인천항에 처녀입항하게 되었다. 이로 인한 해상교통관제센터(VTS)의 안전대책이 요구되어 비교적 통항량이 많고 항로길이가 긴 인천항의 VLCC운항 계획에 따른 해상교통 혼잡도 등, 다각적인 통항 안전성 및 VLCC 입출항에 따른 타 통항선과의 항행안전 관계등을 점검하여, 계속적인 VLCC 입항에 따른 항행 위험성을 파악하고, 앞으로의 인천항만 안전을 위한 통항안전관리대책을 모색하고자 한다.

  • 수리조선산업은 기술 및 노동집약적 산업으로 기계, 철강, 전기전자, 화학 등 연관산업에 대한 생산 유발효과 및 고용효과가 높은 산업이다. 또한 연계 산업에 대한 직접적인 생산증가 효과와 선원 체류에 따른 부가가치 증가 등의 부수효과를 함께 고려할 때 지역경제에 대한 기여도가 높은 산업적 역할을 수행하고 있으며, 특히 부산 경남 울산 지역은 세계 5위권 전후에 해당하는 해운물동량을 처리하는 입지조건과 신조선 분야 1위의 우수한 기술 및 노동력을 보유하고 있다. 이러한 긍정적인 측면에도 불구하고 여러 요인들로 인해 수리조선산업이 경쟁력이 확보되지 못하고 있는 실정이며, 2013년 들면서 부산항의 컨테이너 물동량 실적이 7위로 하락하고 있는 실정이다. 따라서 본 연구에서는 부산항을 중심으로 수리조선산업 공급망 관리를 위하여 정보화 네트워크 구축사례를 분석하고, 이를 통하여 수리조선산업 정보화 네트워크의 성공적인 구축 방안을 모색하고자 한다.

  • 2014년 우리나라 선용품 시장의 규모는 5조 7천400억 원 정도로 추정된다. 대부분이 부산, 울산 등 부산권에서 이뤄지지만 관련업체가 400여 개나 난립해 대부분 평균 매출이 20여억 원으로 영세한 수준이다. 또한 세계 해운항만산업의 불황과 중국을 비롯한 개발도상국들의 저가 선용품의 생산 및 공급으로 인해 국내 선용품 업계가 그다지 밝지 않는 상황이다. 이렇듯 영세한 선용품 산업을 발전시키기 위해서 부산시에서는 부산항국제선용품유통센터 내에 공동물류(창고)를 운영을 제시하였으며 이를 세부적으로 파악하기 위해 성공적 방안 요인 16개의 도출하여 AHP와 IP분석을 사용하여 전략적 방안을 제시하였다.${\cdots}$ (중략) ${\cdots}$.

A Study on the Establishment of Specific Traffic Safety Areas at Pyeongtaek Port (평택항 교통안전특정해역 설정에 관한 연구)

  • This study expresses the necessity of recognizing Pyeongtaek Port as a specific traffic safety area to ensure the safety of the vessels that navigate there using quantitative data. The number of foggy days, pilotage distance, the number of large vessels and the number of fishing vessels that traveled between Pyeongtaek Port and 6 ports chosen as comparative study objects were compared and analyzed. The results showed that Pyeongtaek Port was more frequently affected by restricted visibility. With these perverse conditions, Pyeongtaek Port has a longer pilotage distance than Busan, Busan Newport, Ulsan or Pohang Ports by as much as 3.5-6 times. Especially from May to July, when fisheries were most functional, large vessels were required to navigate in an opposite direction to avoid 35 fishing vessels that were observed, creating an increased possibility for collisions among vessels. Therefore, the navigational safety of Pyeongtaek Port should be further secured by defining the approaching waters as specific traffic safety areas, giving large vessels legal priority over fishing vessels.

Prediction Oil and Gas Throughput Using Deep Learning

  • 97.5% of our country's exports and 87.2% of imports are transported by sea, making ports an important component of the Korean economy. To efficiently operate these ports, it is necessary to improve the short-term prediction of port water volume through scientific research methods. Previous research has mainly focused on long-term prediction for large-scale infrastructure investment and has largely concentrated on container port water volume. In this study, short-term predictions for petroleum and liquefied gas cargo water volume were performed for Ulsan Port, one of the representative petroleum ports in Korea, and the prediction performance was confirmed using the deep learning model LSTM (Long Short Term Memory). The results of this study are expected to provide evidence for improving the efficiency of port operations by increasing the accuracy of demand predictions for petroleum and liquefied gas cargo water volume. Additionally, the possibility of using LSTM for predicting not only container port water volume but also petroleum and liquefied gas cargo water volume was confirmed, and it is expected to be applicable to future generalized studies through further research.

A Study on Factor Evaluation for Risk Management of Hazardous Substance at Port (항만의 위험물 리스크 관리를 위한 요인평가에 관한 연구)

  • The purpose of this study is evaluate factor for risk management of hazardous substance at ports. The analysis was conducted by applying Fuzzy-AHP methodology, through a questionnaire for hazardous substance experts from Busan, Gwangyang, Incheon, and Ulsan, which are the major Korean ports. Three measurement areas and nine sub-factors were selected for the study. The results of this analysis showed that "human resource management" (HR) was the most important factor (0.445) in the three measurement areas. After applying the conversion weight, the sub-factors were ranked according to their priority as follows: "a secure of administrator skill" (0.158) had the first rank, "an improvement in administrator duty" (0.150) had the second, and "consolidation of safety education" (0.136) had the third rank.
