A Study on the Effect of Rolling stock driver's license training (효과적인 철도차량운전면허 교육훈련에 관한 연구)

  • The railway accident is characterized by widespread and great(immerse) damage to our society when an accident occurred even if the probability of a railway accident is low. It is no doubt that the role of a rolling stock driver who are active in the first line of the rail safety driving is the most important to prevent an unexpected railway accident. Before new railway safety law being taken into effect, each railway operating organization had the responsibility of training a rolling stock driver by qualification criteria (the requirements or standards of competency), training period, probation period decided on their own standards. To train drivers driving same locomotive model, each railway operating organization had a variety of standards to draft and train trainees. Consequently, It was considered inefficient way to train and manage rolling stock drivers. However, after implementing the new railway safety law, a new system including training and evaluation process to issue driver's license on the condition that entire requirements are satisfied has been established. To prove the competency of the rolling stock driver objectively, training center and third-party evaluation center are divided individually and assigned by government office. Training center should design the training program to allot theatrical education time for different trainee group and to secure maximum practical training time utilizing simulator system to enhance the rolling stock driver's competency. This study analyzes certain conditions necessary to maximize the effectiveness and practical use of training for aquisition of a driver's license and the problems of the existing rail safety law and the ways to improve them.

  • This article presents a method that improve the drive-license test system, especially the course-driving by using the image processing. Decision(pass or not) is recorded and informed to test-driver after the image processing such as image capture, grayscaling, normalization, Hough transform and decision. That result system enables us to manage much more economically and effectively.

  • 본 논문에서는 지문과 얼굴정보를 이용한 다중 바이오인식 기술(Multi-modal Biometric Technology)을 이용한 운전면허학원 근태관리 시스템 구현에 대해 논한다. 지문인식은 Neurotechnology사의 Free Fingerprint Verification SDK를 사용하였으며, 얼굴인식은 얼굴검출 단계에 Adaboost, 특징추출 단계에 Gabor Wavelet Transform을 이용하였다. 마지막 단계인 인식단계는 두 특징벡터 간의 유클리디언 거리를 이용한다. 두 바이오정보를 통한 인증(Verification)의 결정여부는 AND규칙을 이용하여 두 가지의 바이오정보 인증과정을 모두 통과하여야만 최종 인증확인이 되도록 구현하였다. 성능테스트는 10명의 적은 테스트 집합을 이용하였으며 지문과 얼굴정보를 각각 이용하였을 때보다 두 정보를 결합하였을 때 더 나은 인식률을 보였다.

  • 국내 동적 환경에 대한 감성 연구는 아직 미흡한 상태다. 본 연구는 자동차의 운전자세에 관해 연구하였다. 왼발을 사용하지 않는 A/T(Automatic Transmission) 차량과 두 발을 모두 사용하는 M/T(Manual Transmission) 차량의 운전자세 차이를 Position tracking sensor를 통해 측정하였으며, 각 차량에 따른 운전자들의 감성을 비교 및 분석하였다. 본 연구에 참여한 피험자들은 운전면허 소지자로 운전 경험이 있는 남자 대학생 및 대학원생이 참여하였으며, 운전자세를 분석해 본 결과 A/T 차량이 M/T 차량의 경우보다 Seat가 더 뒤로 위치하였고, 두 차량의 운전자세에서 무릎관절의 각도에 많은 차이가 났다. 또, 신체 각 부위 관절의 위치나 모양도 조금씩 다르게 측정되었다. A/T 차량과 M/T 차량의 운전자세에 따른 감성 평가는 동적 환경의 감성 연구에 도움이 될 것이다.

A Study on Privatization of Traffic Policing (교통경찰업무의 민영화에 관한 연구)

  • Modern society often faces 3Cs:change, competition, and customer. The main issue of today's police science study, therefore, circles around how public police effectively cope with the radically changed environment. As one of the workable and appealing policy tools to reform the police, the privatization has been not only strongly supported in terms of a theoretical study, but also widely used in practice all over the world. However, Policing has been widely regarded as an exclusively public-sector activity conducted by sworn officer, but a large and increasing share of the aggregate demand for public safety and security is being handled by the private sector. This study examines on the very practical one, how contracting out, most widely used as the privatization alternatives, is perceived and put into practiced in the field of traffic police services. This study is intended to examine recent shifts toward privatization of traffic policing. Although some people regard police services as inappropriate for privatization, most everyone else have persuasively considered that many police services are not public goods or, at least, not pure public goods. We can consider that there are three types of privatization with respect to traffic policing, that is, user-financed police services, contracting out, and some degree of service shedding. As society changes, so must traffic policing. And it is needed to enhance the ability of traffic police and private to accomplish their primary mission, to serve and protect the public.

Older Drivers' Perception and Attitudes Towards Driving Cessation (노년기 운전중단 결정 인식과 태도에 관한 연구)

  • This study examines factors that influence older drivers to consider stopping driving in advance and whose advice plays an important role in the driving cessation decision. Data came from a nationally representative cross-sectional survey of community-dwelling older adults (N=2,076). About two thirds reported that they have considered stopping driving (62.8%) and they preferred to decide by themselves (66.0%). Logistic regression results showed that women and residents in urban areas were twice as likely to consider voluntary driving cessation compared to their counterparts. Each one year increase in age contributed to the probability that respondents would consider driving cessation by five percent. Those with greater difficulties in ADLs due to chronic illnesses were also more likely to consider driving cessation. No sociodemographic and health factors were related to whether older drivers preferred to decide by themselves or listen to others. These results imply that policies to promote self-motivation to stop driving among older drivers would be effective. Furthermore, they suggest it could be important to help older drivers plan their driving cessation in advance while still at a young-old age, and that more attention needs to be paid to men and those living in rural areas among older drivers.

  • During normal subway rush hours, a train-driver is in charge of more than 3,000 people on a daily basis. When an emergency event occurs, millions of people and their property come to depend only on the train-driver's ability. After the Daegu subway fire disaster in February 2003, the Railway Safety Act was enacted in October 2004 and the 'Train Drivers' Licensing System' was introduced by the National Railroad Administration in July 2006 to secure and improve protection. This study was conducted to investigate and evaluate the effects of the Train Drivers' Licensing System since the Licensing System was first introduced eight years ago. In addition, the analysis will suggest better policies for the effectiveness of the 'Train Drivers' Licensing System'.
