국내에서 생산된 항공기 및 관련 부품을 운용하기 위해서는 항공기 및 그것을 구성하고 있는 모든 부품의 제반 특성이 감항기준을 만족시킨다는 것이 입증되어 감함당국에 의해 승인되어야 한다. 항공기와 관련 부품의 승인은 법에 의한 감항 적합성 평가 절차를 따라야 하며, 이러한 평가 절차를 거쳐서 승인된 항공기는 비로소 감항성을 인정받아 운항이 허락되고, 또한 승인된 관련 부품은 항공기에 사용되어 최종적으로 고부가가치의 경쟁력을 얻을 수 있다.

통신 장비 및 서비스 시장의 개방화에 따른 국가간 경쟁 체제 속에서 통신 정책 입안자의 관심이 단말 장치에 대한 형식 승인 제도의 세부 규정과 절차의 명확성을 위한 각종 제도 장비, 그리고 단말 장치 기술 기준의 효율적 운용 방안 등에 모아지고 있다. 이를 반영하여 호주는 1991년 전기 통신법의 개정, 형식 승인 기관인 AUSTEL의 기능 강화, 국가 및 지역간의 형식 승인 조화를 위한 AUSTEL의 국제적인 각종 활동 등을 통하여 대내 외적으로 형식 승인제도와 형식승인 기술 기준의 미비점을 보완해왔으며, 현재 세계 각국과의 형식승인 상호인정을 위한 효율적인 활동체계를 구축하고 있다. 본 고는 단말 장치 형식 승인 제도 운영 등에 활발한 움직임을 보여주고 있는 호주의 형식 승인 지침(Technical Approvals Guide No.3)과 전화망 접속 기술 기준(TS-002)의 적용 동향을 파악하여, 최근 호주와 형식 승인 상호 인정을 계획하고 있는 우리나라의 통신 협상 대응 방안 설정시 활용하고자 한다.

Since GBAS is a navaid facility to provide precision approach service to aircrafts landing at airports, it must be approved by the air navigation service provider or the aviation regulator to be declared operational. However, Korea has no experience in developing or operating the system so there is no approval criteria for GBAS. In order to develop the criteria in case of the future GBAS procurement, Korea Aerospace Research Institute has been testing the installed commercial GBAS station, SLS-4000, in Gimpo International Airport. This paper summarizes the criteria development results focusing on the system design approval. The criteria have been outlined based on the other leading nations' cases and documentations and established in detail on the basis of the FAA SDA artifacts. Those will be directly used for GBAS approval procedure in Korea and are expected to be useful in system requirement analysis, design, development and artifact management in case of own GNSS-based navaid system development in the future.

공정경쟁규약은 공정거래위원회의 행정력을 절감하고 사업자들의 자율적 법 준수의식을 제고할 수 있다는 점에서 바람직한 면이 있다. 따라서 현재 공정경쟁규약이 도입되어 있지 않은 분야에도 공정경쟁규약을 도입하여 운용하는 것이 타당하다고 생각된다. 그리고 이미 공정거래위원회의 승인을 받은 공정경쟁규약 중에서도 현실에 맞지 않는 내용에 대하여는 현실에 부합하는 내용으로 개정하여 공정경쟁규약의 실효성을 제고할 필요가 있다고 본다.

Aircraft parts are considered as a significant element for the continued airworthiness of the certified aircraft well as a partial component consisting of the new aircraft design. US FAA established the certification system of Parts Manufacturer Approval in 1965, which is contributing to the continued airworthiness of the aircraft in operation and to the expansion of worldwide market of aircraft parts. In this paper, we compared the differences of the certification systems between FAA Parts Manufacturer Approval and EASA European Part Approval, and proposed the rulemaking items to improve Korean Parts Manufacturer Certification System and to contribute to growth of aircraft parts industry.

국제해사기구에서는 2024년 초안을 개발하고 25년 승인하기 위한 로드맵을 수립하였고 이를 기반으로 자율운항선박 운항을 위한 MASS Code 개발에 착수하였다. 2025년 승인 이후부터 2028년 발효까지 선급에서는 MASS 코드에 부합하는 규정을 개발해야 한다. 기존 GBS는 기존에 운용되어온 시스템을 대상으로 개발되었으나 MASS Code는 아직 경험해 보지 않은 선박을 대상으로 하기 때문에 합의에 이르는 과정이 순탄하지 않을 것으로 보인다. 따라서, 우선 자율시스템이 적용가능한 시스템을 분석하고 공통적으로 갖는 구조적인 특징을 분석하는 것이 필요하다.

현재 다양한 능력을 갖춘 무인기의 이용이 공공, 민간 분야에서 빠른 속도로 증가 추세에 있다. 무인기의 원활한 이용을 위해 그리고 관련 산업의 발전을 위해 국가 공역을 이용할 수 있어야 하지만 현재는 개별적으로 무인기 운용을 특별 승인해 주는 정도이다. 따라서 안전하고 효율적인 무인기 운용을 위한 정책, 제도, 절차 등을 정비하는 등 여건을 구비해야 한다. 이에 본 연구에서는 이를 위해 필요한 기술적 사항들을 미국의 경우를 중심으로 분석하였다. 유인기와 통합공역운용을 위한 선결과제들과 이를 위한 요구조건 및 가정 들을 정리하고, 무인기 인증과 민간공역 운용허가 및 분리 보장 등에 대해 검토하였다.

Ground-Based Augmentation System (GBAS) is providing precision approach and landing service with aircraft around airport. FAA granted System Design Approval (SDA) of SLS-4000 to Honeywell as the first GBAS category I system on September 2009. Since then, according to their own kind of approval process including System Design Approval, Facility Approval and Operational Approval, USA, Germany, Spain and Australia have approved GBAS category I system which are installed in some airports in order to provide commercial GBAS service. Recently, KARI has also installed GBAS category I system into Gimpo international airport to establish operational technology of GBAS domestically and to validate effectiveness of GBAS system in Korea. This paper introduces overseas trends and activities regarding approval process of GBAS system and presents approval process and criteria appropriate for future commercial operation of GBAS in Korea.
