The Impact of financial Sources on Service Delivery in Non-profit Social Welfare Organizations (민간 사회복지조직의 재원(財源)이 서비스 전달에 미치는 영향)

  • This study is to identify the relationship in non-profit social welfare organizations(SWOs) between financial sources and service delivery. Especially the impact of the former to the latter is its main concern. For this purpose, gathered are the 1992, 1999 financial reports of those study organizations, and some qualitative data on a number of the organizations collected by the author is also used for verifying and interpreting the data. Gronbjerg's study(1992) provided an analytical tool for decomposing financial structure of human service organizations, and resource-dependency perspective was a theoretical framework for interpreting the impact of financial composition to service delivery. The findings are as follows: (1) Between 1992 and 1999, there was a noticeable change in financial composition among SWOs. Government subsidies has increased in terms of both amounts and percentages, for residential facilities 75% to 82% and for nonresidential facilities 37% to 47%. Funding from donations shows no abrupt changes, although absolute amounts were slight increasing. Fees were sharply decreasing, especially for the non-residential facilities which previously enjoyed them as valuable resources for preventing unnecessary influence from government. (2) The funding sources of SWOs and their strategies to acquire them has impact on service delivery. Although non-government fundings(donations and fees) were found to give elasticity to SWOs, various problems associated with acquiring them (i.e., changing the clientele) would prohibit SWOs from fully concentrating to those fundings. Meanwhile, government fundings are characterized as stable, and, as such, most of the SWOs prefers. Limited elasticity, red-tape, 'sacrifice of quality of service' over efficiency, etc. are referred to the problems.

  • To cope with the increased demand on the intra-city transportation by urban rails, the introduction of the light rail transit (LRT) systems has been expedited in Korea due to the possible reduction of both the development and operation costs from adopting LRT systems. The LRT systems have so far been designed, constructed and operated based on the corresponding law and regulations. It has been conceived that fully complying with the existing guidelines may incur some extra costs on LRT. In addition, the present design of LRT stations seems to require unnecessarily long flow of passengers traffic, particularly for disabled people. In this paper, as an approach to solving the aforementioned issues, an introduction of 'LRT stops' has been studied where the stops are similar in concept to bus stops and are intended to replace the stations of a bigger scale in general. Specifically, necessary guidelines for design have been developed by modifying the existing ones to be fit with LRT stops. A design case was also presented to evaluate them. The effective use of the results reported here will provide an opportunity of cost reduction in connection with the construction and operation, and also let people benefit from convenient use of rails, thereby resulting in enhanced transportation welfare.

  • The marine transport industry generally applies new technologies later than other transport industries, such as airways and railways. Vessels require efficient operation, and their performance and lifespan depend on the level of maintenance and management. Many studies have shown that corrective maintenance (CM) and time-based maintenance (TBM) have restrictions with respect to enabling efficient maintenance of workload and cost to improve operational efficiency. Predictive maintenance (PdM) is an advanced technology that allows monitoring the condition and performance of a target machine to predict its time of failure and helps maintain the key machinery in optimal working conditions at all times. This study presents the development of a marine predictive maintenance (MPdM; maritime predictive maintenance) method based on applying PdM to the marine environment. The MPdM scheme is designed by considering the special environment of the marine transport industry and the extreme marine conditions. Further, results of the study elaborates upon the concept of MPdM and its necessity to advancing marine transportation in the future.

  • MND(Ministry of National Defense) has developed MND AF(Ministry of National Defense Architecture Framework) and CADM(Core Architecture Data Model to guarantee interoperability among defense information systems. But, it is very difficult to manage architecture product documented through MND AF and CADM. So, there Is necessity for development of modeling tool and repository system which can develop architecture products and manage architecture product informations in common repository In this paper, we developed architecture product management system which supports development and management of meta model and architecture product of MND AF and CADM. Through architecture product management system architect of each agency can construct architecture product in a more effective and efficient way with modeling method and a user can search and refer useful architecture product informations using query function. Also, architecture product management system provides the basis for system integration and interoperability with integration, analysis and comparison of architecture product.

On Modeling the PBL Process and the ILS Development from a Life Cycle View with Resultant Enhanced Interrelationship (PBL 수행절차와 ILS 개발절차의 수명주기별 프로세스 모델링 및 상호 연계성의 개선에 관한 연구)

  • The demand on applying the performance-based logistics (PBL) in the operational phase of the weapon systems development is increasing these days. Therefore, the enhancement of the PBL concept and process needs to be done. This is the objective of the paper. As a method of approach, a modeling method is adopted to cover the whole life cycle of the weapon systems development from the concept development to the operation. The modeling results for the PBL process yield an useful suggestion for improvement. Also, by analyzing the interrelationship model between the PBL process and the integrated logistics support (ILS) procedure, it is possible to take advantage of the PBL concept in the ILS elements development, which is usually carried out from the beginning of the development phase, a lot earlier than the operational phase. Note that the PBL concept has been restrictively applied in only the supply support among many ILS elements up until now. However, the results obtained in the paper can make it also possible to consider the availability, reliability, logistics support, cost and so on from the early phase of the weapon systems development.

  • With the recent increase in demand for geo-registered imagery, Mobile Mapping Systems(MMS), which can quickly construct geographic information, has become important. The main part of MMS is the high-precision observation system, which collects geographic information at a certain speed. MMS has a complex data generation process and requires a standard-specific vehicle for its use, limiting its application range. In this paper, lightweight MMS is proposed to overcome its complexity by replacing the time synchronizer with a high-speed camera and by stabilizing motion with MEMS IMU/GPS. The proposed low-cost, portable method is expected to produce of geo-registered imagery efficiently.

Construction of web-based IT Assets Management System (웹기반 IT 자산관리 시스템의 구축)

  • As IT is also recognized as assets, IT assets management system is trying to introduce for the management and operation in domestic enterprises and public institutions. The general assets management system was introduced in domestic companies, but because it managed mainly the only simple information about the assets, there were a lot of operational difficulties of the assets. In order to operate effectively the IT assets used in special business such as bank, prosecutors, railway, etc the classification system of IT assets based on the EA was needed first of all. Accordingly, in this paper, we classified IT assets systematically according to the EA meta model Application Guide V1.4 in consideration of the characteristics about the IT asset business for A public institution, and performed to improve the operating costs and efficiency by implementing a web-based IT assets management system for this public institution.

  • In distributed computing platforms like CORBA, wrappers are used to integrate heterogeneous systems or databases. A spatial data provider is one of the wrappers because it provides clients with uniform access interfaces to diverse data sources. The individual implementation of spatial data providers for each of different data sources is not efficient because of redundant coding of the wrapper modules. This paper presents a new architecture of the spatial data provider which consists of two layered objects : independent wrapper components and dependent wrapper components. Independent wrapper components would be reused for implementing a new data provider for a new data source, which dependent wrapper components should be newly coded for every data source. This paper furthermore discussed the issues of implementing the representation of query results in the middleware. There are two methods of keeping query results in the middleware. One is to keep query results as non-CORBA objects and the other is to transform query results into CORBA objects. The evaluation of the above two methods shows that the cost of making CORBA objects is very expensive.

  • 119 Integrated Emergency Management System, 119 IEMS hereinafter, is specialized command and control system for fire H.Q., that supports effective response activity at Fire, Rescue, and First Aids; it covers the emergency call taking, dispatch command delivery and situation control after dispatch command. While the efficiency of emergency response activity of call-taker and dispatcher is directly linked to the capability of qualified response in protecting the life and properties at real-time emergency condition, there is not any similar simulator system that can be used for training purposes for newly allocated personnel or beginner of emergency call taking and dispatch activity - 119 IEMS in fire H.Q. is the operation system that cannot be shared with other purposes, and they're highly expensive ICT system and infrastructure to be used as training and education. 119 Integrated Emergency Management Simulator System, 119 IEMS Simulator, was developed to be utilized in low cost for the training of 119 emergency call taker and dispatcher, and it can be used in training of various types of disaster and emergency handling, spans to emergency call taking, dispatch command, and field report and situation control after dispatch command.

  • 우리나라 생명보험산업(生命保險産業)은 과거 40여년간의 비약적인 외형성장(外形成長)에도 불구하고 내적(內的)으로는 인위적(人爲的)으로 조성되어 온 과점적(寡占的) 시장체제하(市場體制下)에서 여러가지 문제점이 노정되고 있어, 금융(金融)의 자율화(自律化) 개방화(開放化) 국제화(國際化) 시대(時代)를 맞이하여 대외경쟁력(對外競爭力) 강화(强化)와 내부효율성(內部效率性) 제고(提高)를 위한 본격적인 연구(硏究)가 시급히 이루어져야 할 시점에 섰다. 본(本) 연구(硏究)는 계량적(計量的)인 기법(技法)을 활용함으로써 우리나라 생명보험산업(生命保險産業)의 효율성(效率性)에 관한 실증분석(實證分析)을 시도하여, 내재(內在)하고 있는 문제점(問題點)을 파악하고 이에 대한 발전방안(發展方案)을 제시하고자 하는 데 목적(目的)을 두고 있다. 규모(規模)의 경제성(經濟性)(economies of scale) 분석결과 생명보험회사들이 영업인원(營業人員)에 대한 과다(過多)한 투자(投資)에 상응하는 규모확대(規模擴大)나 효과적인 경비절감(經費節減)을 이루지 못하여 내부적으로 과다인력(過多人力)의 사용으로 인한 경영(經營)의 비효율화(非效率化)가 초래되고 있으며, 대리점(代理店)을 통한 점포정책(店鋪政策)에서도 규모(規模)의 비경제성(非經濟性)이 존재하고 있음을 알 수 있다. 범위(範圍)의 경제성(經濟性)(economies of scope)과 관련해서는 주업무(主業務)인 보험영업업무(保險營業業務)와 부대업무(附帶業務)인 자산운용업무(資産運用業務)간에 비용보완성(費用補完性)(cost complementarity)이 존재하고 있는 것으로 나타나, 자산업무에 대한 적극적(積極的)인 투자(投資)와 효율적(效率的)인 관리(管理)로 업무다변화(業務多邊化)를 추진하여 범위의 경제성을 높이는 것이 바람직하다고 사료된다. 이 밖에 本(본) 논문(論文)의 분석(分析)을 통하여 도출된 우리나라 생명보험산업의 문제점으로 낮은 수익력(收益力), 저생산성(低生産性), 재무구조(財務構造)의 부건전성(不健全性), 비효율적(非效率的)인 자산운용(資産運用), 소비자보호장치(消費者保護裝置)의 미비(未備) 등을 들 수 있으며, 본 논문에서는 이에 대한 업무(業務) 및 제도개선(制度改善)의 구체적인 방향을 제시하고 있다.
