This study aims to examine the relationship between performance evaluation systems and managerial effectiveness of responsible administrative agencies. Previous studies mainly emphasize the institutional changes of evaluation system and its impacts. This study articulate important factors in performance evaluation systems like interactive communications the credibility of performance indicators top manager's concern. A survey was conducted by 510 employees of local statistical office agencies and a structural equation modeling was used in order to test hypotheses. Results show that the credibility of performance indicators and top manager's concern about evaluation are positively related to performance results and procedural transparency and to managerial effectiveness. Interactive communication did not show statistically significant on managerial effectiveness. The empirical test results indicated that the interactive communication about the evaluation system of responsible administrative agencies should be considered.

2012년 9월부터 건설현장 위험성평가는 안전관리 업무로 의무화되었으나, 해당 근로자가 사전위험성을 추정하고 대책을 수립하여 재해예방 활동으로 연계되기에는 위험성평가 작성부터 어려움이 있다. 위험성평가 운영시스템 구축을 통해 건설현장 근로자가 해당작업의 위험요인 및 안전대책을 쉽게 파악할 수 있도록, 작업 공종 선택만으로 해당작업의 다양한 위험요인과 안전대책을 제시하고, 해당 공종에서 발생한 재해사례를 보여줌으로써 동종 재해 재발방지 대책수립이 가능하도록 시스템을 구축하였다. 이러한 위험성평가 활동의 효과분석을 위해 H건설사의 운영평가에서, 위험성평가 운영시스템 구축 이후 건설현장 근로자가 위험성평가 활용에 쉽게 접근할 수 있고 해당공정의 위험요인 추정 및 위험예방 대책 수립이 가능하게 되었으며, 평가기간 동안 재해율 감소에도 영향이 있는 것으로 분석되었다.

국내의 정보시스템 감리가 공공기관의 정보시스템에 개발감리 위주로 도입된 지 20 년 가까이 되었으나, 운영부문에 대한 감리는 일부만 시행되고 있다. 최근 국내에서는 정보시스템 운영감리의 중요성을 인식하여 운영감리지침 제정 등 운영감리를 위한 준비를 하고 있다. 본 연구에서는 공공기관의 정보시스템 운영감리 시 감리인의 기술적 특성과 관리적 특성이 운영품질에 미치는 영향을 분석하였다. 공공기관의 정보시스템 담당공무원을 대상으로 설문조사를 통해 분석하였다. 감리인의 기술적 특성이 감리인의 관리적 특성과 정보시스템의 운영품질에 유의한 상관관계가 있는 것으로 나타났다. 특히, 감리인의 기술적 특성이 정보시스템의 운영품질에 유의한 영향요인으로 나타났다.

This study applies reinforcement learning to effectively operate expressway hard shoulder running (HSR). An HSR algorithm was developed, and its effectiveness was evaluated using the VISSIM microscopic simulation program. The simulation evaluated two aspects: mobility and safety. The DQN-based HSR algorithm found speed improvement of up to 26 km/h. Compared to the current method, the difference in the number of conflicts was not significant. Considering the results, a DQN-based HSR operation has a clear effect, and it is necessary to consider adjusting the current operational criteria.

We analyze the performance of South Korea wholesalers and retailers during the period when COVID-19 emerged and began to spread in South Korea. Specifically, we choose operational efficiency as a proxy variable for reflecting corporate performance and apply stochastic frontier analysis for estimating operational efficiency. Importantly, in order to examine the impact of the COVID-19 period (Q1 to Q2 2020) on operational efficiency, we consider the quarterly fixed effect corresponding to the COVID-19 period. Our findings include: (ⅰ) the average level of operational ffficiency is approximately 0.7138 during the analysis period (Q1 2019 to Q2 2020); (ⅱ) the fixed effect of the COVID-19 period on operational efficiency is not significant; and (ⅲ) operational efficiency is positively correlated with the scale of the company. Moreover, from an academic perspective, we make a contribution by examining the relationship between the operational efficiency as a firm-level variable and the COVID-19 period as a macroeconomic variable.

미국의 전체 버스시스템의 횡단면자료를 가지고 민간위탁운영과 정부직영을 비교 분석한 결과, 민간위탁운영과 정부직영의 버스서비스 공급에 있어 효과성과 공적책무성 측면에서 중요한 차이점이 있는 것으로 분석되었다. 효율성 비교분석에서는 효율성 측정을 위해 어떤 지표를 사용하느냐에 따라 민간위탁과 정부직영중 어느 버스운영시스템이 더 효율적인지에 대해 전혀 다른 결과를 보였다. 즉 효율성은 어느 운영시스템이 더 효율적이라고 단정할 수 없었다. 효과성분석에서는 정부직영이 민간위탁보다 더욱 효과적인 것으로 분석되었다. 공적책무성 분석에서는 민간위탁운영은 공공성의 소극적지표인 공적책무성을 정부직영에 비해 감소시키는 것으로 분석되었다.

This study explores the development strategies, impact, and limitations of public library makerspaces through active case studies. By examining related literature reviews, this study analyzes principles, objectives, programs, services, and strategies of public library makerspaces. Survey results from library staff and makerspace program participants show that both groups perceived the value and the effects of makerspaces positively; however, they suggested the need for greater program variety and accessibility. Additionally, this study evaluates makerspace programs through in-depth interviews with makerspace staff. Interview results raise diverse issues, including the need to further explore the justifications for and values of public library makerspaces, stable funding strategies, and phase-by-phase operating guidelines.

This study examined the impact of team characteristics(introduction of the team approach team empowerment, leadership of team leaders, open communication director's commitment) on team effectiveness (adaptability to the environments, job satisfaction the positive team culture, cost efficiency) in university libraries. The study used a survey design with a questionnaire to staffs who worked at f academic libraries in South Korea. The major findings from the empirical analysis are as follows. The well-prepared introduction of team approach and director's strong commitment were positively related to the team effectiveness variables such as adaptability to environment, job satisfaction, and cost efficiency.

기업가정신이 기업의 혁신 및 국가 경제발전에 중요한 역할을 한다는 인식이 높아지면서 기업가정신교육도 전 세계적으로 확산되고 있는 추세이다(Katz, 2003; Kurako, 2005). 한국 정부는 '창의인재양성'이라는 교육정책 목표로 기업가정신교육 예산이 증가시키고 있으며, 교육 대상자도 대학생 및 성인 대상을 중심에서 중 고등학생으로까지 확장하고 있는 실정이다. 기업가정신교육은 창업가적 스킬을 발전시키고 진로선택에 있어서 도움을 주는 것을 목적으로 하고 있으나(Linan, 2004), 다수의 기관에서는 저마다의 기업가정신에 대한 정의 및 운영방식을 적용되고 있는 것이 현실이다. 일반적으로 대학수준의 프로그램에서는 교육의 효과성을 창업의도(Entrepreneurial Intention)로 측정하고 있지만, 사회에 진출하기에 이른 시기인 청소년에게 그 지표를 그대로 적용하는 것은 적절하지 않다는 비판이 제기되고 있다. 이에 따라, 본 연구에서는 한국에서 운영되고 있는 대표적인 2개의 청소년 기업가정신교육기관의 커리큘럼을 분석하여 청소년에게 적합한 효과성 지표를 제시하고, 두 프로그램의 효과성 결과를 비교분석하여 향후 청소년 기업가정신교육의 발전방안에 대해 제시하였다.

순로구분 자동화 시스템이 상용화를 앞두게 됨에 따라 실제 순로구분기의 운영계획을 비롯한 자동화 방안 등에 대한 연구가 활발히 진행되고 있다. 또한 순로구분기의 유형의 결정과 운영 방식을 고려한 자동화 효과를 분석하여 실제로 어느 정도의 경제적 효익이 발생할 수 있는가에 대한 청사진이 제시되어야 할 필요성이 있다. 그러나, 이제까지 순로구분의 자동화와 순로구분 시스템의 효율적인 운영을 위한 사업의 타당한 당위성이나 최적의 사업 및 운영에 대한 목표 등의 구체적인 모델링이 없었으며, 이러한 모델링을 위한 분석체계가 미흡했던 것이 사실이다. 이에 본 연구는 순로구분의 자동화 효과에 대한 경제성을 인건비 절감을 통하여 분석하고, 우편물량과 순로구분기 유형, 운영 일정에 대한 시나리오를 설정하여 각각 소요되는 자동화 비용을 분석하고, 현재의 수작업 순로구분에 비하여 경제적인 이득이 얼마나 발생하는가에 대하여 분석한다. 본 연구는 학술적으로는 순로구분 자동화라는 새로운 시스템이 도입됨에 따라 설정되는 정성적인 변수들을 계량화하여 이를 경제성 분석에 반영함으로써 상호 배타적인 투자안에 대한 결론을 도출하려고 노력하였다. 또한 우편업무 개선을 위한 실무적 측면에서는 순로구분기의 도입과 시스템이 실제로 상용화되는 과정에 따라 구체화되는 여러 요인에 따라서 요구되는 의사결정을 위한 기초 자료로써 활용될 수 있다.
