Building an Innovation System for Industrial Development in a Knowledge based Economy (산업의 지식집약화를 위한 혁신체제 구축 방향)

  • The purposes of this research are to examine the theoretical background and industrial policy issues with regard to building a Innovation System for encouraging industrial competitiveness and fostering regional industry in Korea. Knowledge has become the driving force of economic growth and the primary source of competitiveness in the world market. So since 1990s, Innovation Systems have been put emphasis on as new industrial development strategy in a knowledge-based economy. It can be understood that Innovation System is composed of National Innovation System(NIS) and Regional Innovation System(RIS) and interrelated the concept of clusters and networks, which are contribute to industry development throughout boosting innovation. As for the Korean industrial policy, when the former centralized policy decision making process became decentralized through the implementation of local autonomy, the role of local or state government in relation to regional industrial promotion intensified. But with the impotance of for fostering strategic industry in the region. new industrial policy issues in Korea are needed as follows; $\circled1$ Building a market-oriented support system for industrial cluster through providing the resource of innovation. $\circled2$ Establishing agency for regional industrial development. $\circled3$ Making a evolutionary vision for broader region including 2 or 3 province, $\circled4$ Fostering strategic industry which is selected in term of specialization and potential of the region. The RIS model for industry development is outlined in this paper but policy initiatives for building a RIS have to be extracted from further case studies.

The Location Patterns of Retail Services and the Consumer Behaviors in Jeju Island (소매 유통업체의 입지적 특성과 소비자 이동 행태에 대한 분석: 제주도 서귀포시를 사례로)

  • The purpose of this study is to investigate the spatial pattern of retail services and the consumer behaviors. For the purpose we select Jeju Island as the study area, because it retains relatively little distorted retail service systems by it's locational isolation. The retail service systems comprise three types: large-scale modern marts, conventional markets, and periodic markets. This study attempts to examine the interrelationships between these three different types, of retail services, and to figure out the spatial characteristics of consumer behaviors for each of them. We performed questionnaire surveys for getting the data of consumer behaviors. We applied several statistical methods to analyze the survey data. Most of retail services are located in two urban centers, Jeju City and Seoguipo City. We found that the locations of retail services are determined strongly by population size. The selection of market type and the location to go for shopping are related strongly with the types of goods. However, there is a wide difference in the consumer behaviors according to the consumer's socio-economic characteristics. Young wives tend to go shopping to large-scale marts in Jeju City which is the higher level central place, while old wives go shopping to conventional markets and periodic markets. They also show different shopping behaviors according to the household income levels. Low income groups prefer to go conventional markets located near to their residence, middle income groups go to large-scale marts in Jeju, and high income group go out of the Jeju Island. However, the consumer behavior does not show big difference according to the size of family. There are also no difference in the selection for shopping location according to the consumer's resident locations.

Nurses' Perception of Flexible Working and Its Operational Guideline (간호사의 시간선택제 근무에 대한 인식과 근무방안)

  • The purpose of the study was to explore the nurses' perception of flexible working and present an operational guideline for implementation. The data were collected from a survey of 532 nurses conducted from 10 February to 24 February, 2015, using simple random sampling. SPSS 21.0 was used to analyze the data. This study found that the demanding for shorter hour shifts was highest ($M=3.89{\pm}0.87$) and 242 participants (46.2%) intended to apply the shift, followed by a fixed night shift, fixed weekend shift, and 12 hour shift. The common reasons identified were the poor environment of shift work and the challenges of child care. The increased time for personal development, relaxation activity to improve the quality of life and child care was highlighted and work-life balance was noted as a positive impact of flexible working. The negative impacts of flexible working were being likely to become temporary workers. These results can help establish uniform working conditions of nurses in the future by providing a standardized operational guideline as a precondition for reasonable compensation and working environment according to a flexible working pattern.

An Approach of Cost-Benefit Analysis for GIS Project Evaluations (지리정보 사업의 비용편익 분석의 고찰)

  • This study begins with emphasis on the approach to public policy development and the extent to which a GIS framework can be used to evaluate projects objectively. This paper relates to public policy making and the use of GIS as a strategic management tool rather than the development of GIS technologies which has been the focus of attention since the advent of the first generation GIS systems in the 1960s. In order to consolidate a view towards public policy, the aim of this study is to show the advantages of using GIS to generate results which could be evaluated by cost and benefit analysis giving options of the alternative methods to estimate the feasibility of projects (both tangible and intangible) in a real public policy scenario. This study also reports that the tangible benefits associated with the GIS projects are better information processing, the easy analysis of data and the cost savings of map updates and printing, whilst the intangible benefits include quality decision making, and precise management of data through computing networks. In GIS context, the task of analysing and evaluating GIS projects is assumed in order to facilitate scientific and quantitative cost-benefit analysis. Previous methods of the cost-benefit analysis has not fully supported the evaluation of the intangible benefits and it has not been possible to make public policy realistic or scientifically understandable limiting decision makers in public domain. With the GIS decision makers are able to explore the potential of projects with this powerful decision supporting tool in practical application. On the basis of its potentials and limitations to cost-benefit analysis, therefore, it can be concluded that more flexible analysis and evaluation methodologies are needed to extend into the intangible benefits. In order to balance the evaluation of both quantitative and qualitative approaches on the cost-benefit analysis new or additional utilities will be required for the next GIS generation appraisal tool.

  • The curriculum in the vocational training shall be planed and operated on a basis what is the occupational category that the students can be employed after their graduation and the ability necessary to the engagement in their occupations. Accordingly, the course selecting the quality of education in the curriculum plan for the vocational training shall be developed continuously and gradually through the maintenance of dose relation by the participation of the persons in the industries related to the major field. If the curriculum in the vocational training is for the preparation of employment, the focus of curriculum shall be adjusted to the employment. It needs to collect and analyze the related data between the universities and industries, particularly regional industries synthetically in order to develop the curriculum in the vocational training. The curriculum shall be planned on a basis of the data. As for the data related to the local community, it needs to develop new programs considering the prospect of demand of manpower by the industry, necessary knowledge, technology and attitudes, particularly considering the occupational category available in the employment with a bright prospect hereafter. Also, the contents to improve in the existing curriculum(a change of technology, a form of facilities for experimentㆍpractice, and a type of continuing & further education) shall be investigated and analyzed objectively. Accordingly, this study is to develop the curriculum more systematically in order to foster the character designer specially who to engage in the character industry that increases its role and expectation all the more with the development of animation industries and the extension of markets now. The purpose of this study is to decrease the estrangement between the school education that has been problems and the practical affairs in the field, to foster the special manpower that can satisfy the industries demand.

The Design and Implementation of Ontology for Simulation based Architecture Framework (ONT-AF) in Military Domain (SBA AF의 구축을 지원하는 온톨로지의 설계 및 구현(ONT-SAF))

  • Architecture framework (AF) is a guideline to define components needed to develop and operate enterprise architecture (EA), and to define relationships among the components. There are many architecture frameworks to operate EA of governments and businesses such as Zachman framework, DoDAF, TOGAF, FEAF, and TEAF. DoDAF is the most representative AF to support the development of the EA in the military domain. DoDAF is composed of eight viewpoints and 40 views that are affiliated with the viewpoints. To develop an AF for a specific goal, system architects decide a set of views. Furthermore, they determine data that are needed for a view modeling. However, views and data in DoDAF are structurally inter-related explicitly and/or implicitly. So, developing an AF for a specific goal is going to be a project to be carried out over a long haul. To reduce the burden of its development, in this paper, we develop ONT-SAF (Ontology for DoDAF) that can infer inter-relationships like referential and transitive relationships and the sequences among the views. Furthermore, to promote reusability and consistency of the views and the data within an AF, we adopt the view-data separation strategy. ONT-DAT contains classes like 'viewpoint', 'view', 'data', 'expression method', and 'reference model', and 11 properties including 'hasView.' To prove the effectiveness of ONT-SAF, we perform a case study.

Development of Travel Time Functions Considering Intersection Delay (교차로 지체를 고려한 통행시간함수 개발)

  • The goals of this study are to develop travel time functions based on intersection delay and to analyze the applicability of the functions to traffic assignment models. The study begins with the premise that the existing assignment models can not effectively account for intersection delay time. In pursuing the goals, this study gives particular attention to dividing the link travel time into link moving time and stopped time at node, making the models based on such variables as the travel speed, volume, geometry, and signal data of signalized intersections in Cheongju, and analyzing the applicability of these models to traffic assignment. There are several major findings. First, the study presents the revised percentage of lanes (considering type of intersection) instead of g/C for calculating intersection delay, which is analyzed to be significant in the paired t-test. Second, the assigned results of applying these models to the Cheongju network in EMME/2 are compared with the data observed from a test car survey in Cheongju. The analyses show that the BPR models do not consider the intersection delay, but the modified uniform delay model and modified Webster model are comparatively well fitted to the observed data. Finally, the assigned results of applying these models are statistically compared with the test car survey data in assigned volume, travel time, and average speed. The results show that the estimates from the divided travel time model are better fitted to observed data than those from the BPR model.

Development of the Algorithm for Traffic Accident Auto-Detection in Signalized Intersection (신호교차로 내 실시간 교통사고 자동검지 알고리즘 개발)

  • Image-based traffic information collection systems have entered widespread adoption and use in many countries since these systems are not only capable of replacing existing loop-based detectors which have limitations in management and administration, but are also capable of providing and managing a wide variety of traffic related information. In addition, these systems are expanding rapidly in terms of purpose and scope of use. Currently, the utilization of image processing technology in the field of traffic accident management is limited to installing surveillance cameras on locations where traffic accidents are expected to occur and digitalizing of recorded data. Accurately recording the sequence of situations around a traffic accident in a signal intersection and then objectively and clearly analyzing how such accident occurred is more urgent and important than anything else in resolving a traffic accident. Therefore, in this research, we intend to present a technology capable of overcoming problems in which advanced existing technologies exhibited limitations in handling real-time due to large data capacity such as object separation of vehicles and tracking, which pose difficulties due to environmental diversities and changes at a signal intersection with complex traffic situations, as pointed out by many past researches while presenting and implementing an active and environmentally adaptive methodology capable of effectively reducing false detection situations which frequently occur even with the Gaussian complex model analytical method which has been considered the best among well-known environmental obstacle reduction methods. To prove that the technology developed by this research has performance advantage over existing automatic traffic accident recording systems, a test was performed by entering image data from an actually operating crossroad online in real-time. The test results were compared with the performance of other existing technologies.

A Study on the Tidal Harmonic Analysis, and long-term Sea Level Ocillations at Incheon Bay (인천만의 조석조화해석 및 장기해수면 변동연구)

  • This study investigate the characteristics of tidal constituents, and long-term mean sea level oscillations at Incheon bay. For this, the conditions of three tide stations around Incheon bay have examined, and carried out harmonic analysis on water level data for periods of about 40 years(1960~2007). Four major tidal constituents($M_2$, $S_2$, $K_1$, $O_1$) of each tide station showed tendency that change over the 18.61year lunar node cycle, and the type of tide at three stations is mainly semi-diurnal tides. And also, the past monthly tidal modulations are especially sensitive to the cumulative year of water level data in accuracy of tidal prediction. In case that regard the detached data at three tide stations as a single time series data of 40 years, the results of analysis on a single time series, long-term mean sea level oscillations and modulations of tidal datum at tide stations appears with a range of about 10cm, respectively. In addition, the predicted tides at the Inchcon harbor by global and regional tide models of OSU(Oregon State University) based on various satellite altimetric(Topex Poseidon, Topex Tandem, ERS, GFO) data are compared with the observed tides by KHOA(the Korea Hydrographic and Oceanographic Administration). The results show that the high resolution regional model is a quite good agreement at coastal shallow water region.

Analysis of Foreign Customers' Price Sensitivity on Korean Traditional Restaurants Using Price Sensitivity Measurement (외국인의 한식당에 대한 가격민감성 분석)

  • The purposes of this study were (1) to analyze price sensitivity, (2) to define the range of acceptable prices for each foreign segment, and (3) to provide a price model for Korean traditional restaurants. From October to November, 2006, a total of 781 foreigners responded to individual surveys. Statistical analyses on the survey data were performed using descriptive statistics and Price Sensitivity Measurement (PSM). Major findings from the study are as follows: First, the ranges of the acceptable prices were $98$\sim$$130 for fine dining/gourmet restaurants, $70$\sim$$90 for theme/ambience restaurants, $40$\sim$$60 for popular/family restaurants, and $18$\sim$$30 for convenience/fast food restaurants. Second, the convenience/fast food restaurants showed the highest price sensitivity. Third, a low stress level and wide range of the acceptable price were observed for the fine dining/gourmet restaurants, suggesting that the price sensitivity of the fine dining/gourmet restaurants was quite low. Finally, the price sensitivity indicated by the Japanese was higher than by the other groups. In consequence, the research findings suggest that the managers of the Korean traditional restaurants should strategically plan prices by understanding different customers' price sensitivity within and between customer segments. Through additional research, marketers can compare perceptions of specific brands, the competition, and variations within a product line.
