Development of the Atomated Prediction System for Seasonal Tropical Cyclone Activity over the Western North Pacific and its Evaluation for Early Predictability (북서태평양 태풍 진로의 계절예측시스템 자동화 구축 및 조기 예측성의 검증)

  • The automated prediction system for seasonal tropical cyclone (TC) activity is established at the National Typhoon Center of the Korea Meteorological Administration (KMA) to provide effective operation and control of the system for user who lacks knowledge of the system. For automation of the system, two procedures which include subjective decisions by user are performed in advance, and their output data are provided as input data. To provide the capability to understand the operational processes for operational user, the input and output data are summarized with each process, and the directory structure is reconstructed following KMA's standard. We introduce a user interface using namelist input parameters to effectively control operational conditions which is fixed or should be manually set in the previous version of the prediction system. To operationally use early prediction which become available through the automation, its performances are evaluated according to initial condition dates. As a result, high correlations between the observed and predicted TC counts are kept for all track clusters even though advancing the initial condition date from May to January.

  • 농촌관광은 농촌마을을 중심으로 활성화가 되어야하며 이를 매개로 하여 농촌주민의 농외 소득증대와 더불어 농촌 삶의 질을 높일 수 있다. 최근에 이르러 농촌관광의 성패는 그 마을이 가진 잠재적 어메니티 자원뿐만 아니라 이러한 잠재자원을 활용하여 마을을 성공적으로 운영할 인적자원이 보다 중요한 요인으로 인식되고 있다. 이에 본 연구에서는 농촌관광마을의 해설 및 체험지도 인력을 대상으로 활동특성 현황을 파악하고자 마을단위로 조사하여 분석하였다. 정부가 지원한 마을 중 가장 많은 부분을 차지하는 녹색농촌체험마을(농림수산식품부), 농촌전통테마마을(농촌진흥청)은 2009년까지 총 612개소이나 이 중 인력기반이 형성되었을 것으로 판단되는 2007년까지 선정된 농촌관광마을 403개 중 100개 마을을 무작위로 선정하였다. 조사대상은 마을의 추진위원장 중심으로 리더 100명, 추진위원장 추천의 마을해설 및 체험지도 인력 명단에서 2~4명 정도, 총 300명을 자기기입식 및 직접면접 조사를 병행하여 조사 분석하였다. 해설 및 체험지도자 활용유형을 생태해설, 생활문화, 농업기술, 전통놀이/문화, 전통 음식, 전통공예, 지역설화로 분류하였으며, 지도방법은 직접시현(체험)과 간접시현(안내/해설)으로 구분하여 분석을 실시하였다. 마을에서 활동하고 있는 체험지도 인력은 평균 6.6명이었고, 마을해설에 참여하는 내부인력은 평균 3.2명, 외부인력은 0.8명이었으며, 체험지도에 참여하는 내부인력은 평균 4.2명, 외부인력은 1명으로 나타나 마을해설보다는 체험지도에 외부인력을 더 활용하는 것으로 나타났다. 이렇게 마을에서 활동하고 있는 해설 및 체험지도인력들에 대해 농촌관광마을 리더들은 부족하다는 의견이 49%로 과반수 정도를 차지하여 농촌체험지도를 위한 인력이 부족하다고 판단하는 것으로 나타났다. 마을해설이나 체험지도에 참여하는 사람들의 체험지도 형태는 주로 새로운 지식을 스스로 공부하여 해설하는 경우가 45.5%, 전문화된 개설이 가능한 비율이 19.9%, 안내만 함 19.5%, 시연만 함 15.2%로서 대부분이 지도인력들이 스스로 해설에 적극적으로 참여하고 있었다. 또한 체험거리 한두 가지를 전문적으로 지도하는 비율(41.2%)보다 여러 가지를 종합적으로 지도하는 비율이 58.8%로 높게 나타나 한 사람이 몇 가지를 동시에 담당하여 지도하는 체험지도에 대한 전문성 확보가 미흡한 것으로 보인다. 이와 같이 본 연구에서 농촌관광마을의 인적자원 활용 현황을 살펴보고, 마을 해설사의 인적자원의 잠재성을 활용 농촌마을의 발전 동력을 찾고자 함에 연구에 의의가 있다.

A Comparative study of Korea and US Intelligence Systems: Focusing on Environment, Intelligence Organizations and Activities (한국과 미국의 정보체계 비교연구 - 환경, 정보조직 및 활동을 중심으로 -)

  • The purpose of this paper is to compare and analyze the similarities and differences between the security environment, information organization and information activities of Korea and the United States. The comparison will provide insight into Korea and other national intelligence agencies, as well as methodological advances in information research, by providing insight into the overall information and a broad understanding As the history, culture and national power of Korea and the U.S. are different, the organization and activities of intelligence agencies are also different. First of all, in terms of environment, the U.S. carries out intelligence activities for national interest and security in a wide range of areas ranging from North American continental countries to South America, the Middle East, Asia and Asia, while South Korea's intelligence activities are mainly aimed at North Korea and neighboring countries around the Korean Peninsula. In terms of information organization, U.S. intelligence agencies are separate, whereas domestic and foreign intelligence agencies are separate, whereas Korean intelligence agencies are a type of integrated intelligence agency that combines information and investigation, unlike the U.S. In the U.S., the U.S. also operates as an intelligence community, and there are many flexible organizations such as non-tier organizations and centers. Intelligence activities by U.S. intelligence agencies are mainly focused on analysis and overseas processing activities, while Korean intelligence agencies still account for a large portion of domestic information activities. Despite these differences, Korea's intelligence agency was created by imitating U.S. intelligence agencies, and thus has similar aspects in terms of evaluation of security, organization and activities. However, this similarity is shared by all intelligence agencies, so the article will focus on analyzing differences. Finally, for the development of Korean intelligence agencies, the establishment of an intelligence community and efficient control of the National Assembly will be proposed.

Classification and Characterization for Water Level Time Series of Shallow Wells at the National Groundwater Monitoring Stations (국가지하수관측소 충적관측정의 수위 변동 유형 분류 및 특성 비교)

  • The principal component analysis was performed to identify the general characteristics of groundwater level changes from 202 deep and 112 shallow wells monitoring data, respectively, which came from the National Groundwater Monitoring Stations operated by KWATER with time spans of 156 continuous weeks from 2003 to 2005. Eight principal components, which accounted for 80% of the variability of the original time series, were extracted for water levels of shallow and deep monitoring wells. As a result of cluster analysis using the loading value of three principal components for shallow wells, shallow monitoring wells were divided into 3 groups which were characterized with a response time to rainfall (Group 1: 4.6 days, Group 2: 24.1 days, Group 3: 1.4 days), average long-term trend of water level (Group 1: $2.05{\times}10^{-4}$ m/day, Group 2: $-7.85{\times}10^{-4}$ m/day, Group 3: $-3.51{\times}10^{-5}$ m/day) and water level difference (Group 1 < Group 2 < Group 3). Additionally, they showed significant differences according to a distance to the nearest stream from well (Group 3 < Group 2 < Group 1), topographic slope of well site (Group 3: plain region, Group 1: mountainous region) and groundwater recharge rate (Group 3 < Group 2 < Group 1) with a p-value of 0.05.

The Cases of Integrated Science Education Practices in Schools -What are the ways to facilitate integrated science education?- (통합 과학교육을 실천하고 있는 두 중등학교의 사례 -무엇이 통합 과학교육을 가능하게 하는가?-)

  • This is a case study on two schools practising integrated science education (hereafter ISE). The purposes of this study are to investigate the types and features of ISE in the schools actively practising ISE, to identify the contextual factors of the schools, and to give implications for implementing ISE in schools. This study investigated the contextual factors in practicing ISE with a focus on the two schools, a middle school in Gyeonggi-do and a high school in Busan. They were breaking down the boundaries among teaching subjects and providing student-oriented instruction with problems in the real world. The data were collected by observing classes, by interviewing teachers, and by reviewing school documents and students' reports. The research findings are as follows: first, the two schools took part in ISE actively. They teach science to students providing integrated experiences mainly by using interdisciplinary knowledge and/or by solving the problems pertaining to the real world. While the former integrated subjects centering on topics, the latter focused on a project-based learning driven by students. They have differences in regard to the role of teachers and students, the level of integration and the type of integration. Second, the contextual factors that enabled ISE to be implemented there were found. The previous studies revealed six contextual factors in practising ISE: small and stable learning environment, leadership, team activities, in-school planning time, flexible timetable and community links. This study also found similar factors. However, the cases of this study provided ISE on a large scale and in a short period of time, instead of a small and stable learning environment. Teachers viewed the process of ISE not only as a tool to overcome the conservative culture of teachers but also as a pursuit of innovation.

An Asset Management based Accounting Method for Sewer Maintenance Expenditure (자산관리체계 도입을 위한 하수관거 유지관리 지출의 회계처리 발전 방안)

  • Governmental accounting system has changed from budgetary accounting on the basis of cash and bookkeeping by single entry to financial accounting on the basis of accrual and bookkeeping by double entry. In the context of this transition, infrastructure becomes considered an asset in accounting, and resulting accounting methods also take different approaches from conventional budgetary accounting. Financial accounting system defines expenditures into two categories, i.e. capital expenditure(CAPEX) and operational expenditure(OPEX), and stipulates that the expenditure shall be divided into those two categories before accounting. The construction and expansion of infrastructure must be considered a CAPEX because it means a sort of asset acquisition, but with regard to applications in practical accounting, it is actually challenging to judge whether any expenditure associated with maintenance works (including repair and service) during use of infrastructure acquired shall be considered CAPEX or OPEX. This paper suggested an asset management based accounting method for sewer maintenance expenditure. And it applied the method to actual accounting cases and analyzed them in comparison with conventional financial information. As a case study result, Sewer asset value of S city increased approximately 700 hundred won because sewer maintenance expenditure are classified between OPEX and CAPEX according to the proposed accounting method. It is expected that the proposed accounting method will contribute significantly to providing any proper sewer asset value information.

A Study on the Improvement of Independent Loan Fund Business for low-income Disabled (저소득장애인을 위한 장애인자립자금대여사업 개선방안 연구)

  • This study aims to analyze the current situation of Independent loan fund business for disabled for independent and living stabilization of low-income disabled and presented a plan to support effectively. Methods were reanalyzed to obtain the data inside the Ministry of Health and Welfare and conducted a expert survey. The results of this study were First, The budget was 8.1 billion won and target households was 800, but the used budget was about 5.6 billion won(executive rate was 69.3%) and beneficiaries was 384 families. Second, the loan condition was gurantee is 58.5%, pawn is 23.3%, ungurantee is 18.2%. And, the loan type was occupation is 60.0%, car purchase is 35.3%, medical expenses is 2.6% and so on. In addition, 1,735 people apply for a loan fund but 904 people received a loan fund. So, loan rate was 52.1%. Third, business retention rate was 74.7% and close rate was 25.3%. Fourth, expert opinion was government support necessary for the in low-income disabled in social and economic situation of Korea. This study suggested that the loan purpose, loan amount, loan condition, simplified course were needed to consider when establishing policy for low-incone disabled.

Analysis of the Trends in the Field Studies of Library and Information Science in Korea (한국 문헌정보학의 현장연구 현황 분석)

  • This study analyzed how the field study has been done in the aspects of the quantity of the research works, research subjects, researchers, the organizations which supported the research expenses and so on by going through the 2,165 research papers of the leading scholarly journals in the field of Library and Information Science published in the recent 10 years. The study shows that the number of the field studies is 691 and it comprises 31.9% of the total research papers. Classifying the field studies by the types of the subject libraries, the ones about the public libraries comprise the largest proportion(35.6%) of the total papers by the number of 246. Classifying the field works by the topics, the studies on the library administration comprise the largest proportion(47.5%) of the total field studies by the number of 328. They are followed by the research on the information services, information systems and digital libraries, and finally the reading education in the listed order. Classifying the field works by the authors, the professors have written the most papers whose number is 329 and which comprise 47.6% of the total research papers. When it comes to supporting the research expenses, 145 studies were supported by the universities. and they comprise the definitely largest proportion(74.4%) of the total 195 articles supported from some organizations.

Designing Payments for Environmental Services on Genetic Reserve Forest in Korea (생물다양성서비스 지불제 도입방향: 산림유전자원보호림을 대상으로)

  • Payments for Environmental (or Ecosystem) Services (PES) are emerging as new conservation policy tools. The basic concept underlying PES is that users pay to providers of environmental services for ensuring the continual provision of services based on the voluntary contracts. The purpose of this paper is to introduce the concepts and types of PES and to design a pilot PES scheme for biodiversity/ecosystem conservation on Genetic Reserve Forest in Korea. Genetic Reserve Forest is one of the protected areas designated in Korea to maintain forest biodiversity. PES is designed for the pine forests only in Genetic Reserve Forest, which corresponds to 943 ha. Service providers are to manage their forests based on the contracts in ways that maintain and enhance forest biodiversity and receive the payments in return. The payments are calculated as the sum of management, monitoring, and opportunity costs, resulting 1,140,378 won/year/ha (it corresponds to approximately $1,227 based on the 2007 average exchange rate 1$ = 929.2 won). Because PES are relatively new policies, however, more work needs to be done. Future work includes researches on the correlation between forest biodiversity and management practices and the economic evaluation of forest biodiversity. In addition, enhancing awareness on PES and education of stakeholders are warranted to further develop the scheme.

Analysis of Current Status and Improvement Plans of the User Service in Open Data Portal - Focusing on Citizen Participation Data Portal - (공공데이터포털 이용자 서비스 현황 분석 및 개선방안 - 시민참여형 데이터포털을 중심으로 -)

  • Recently, as the range of users utilizing open data has expanded from experts to students, and general citizens, the role of open data portals has changed. In the past, portals have neglected to increase data utilization through citizen participation by focusing on the role of simple data repository, but now they tend to focus on understanding, collaboration and sharing values so that users can actively use data. To meet these social trends, open data portals need to seek ways to improve user-centered services that can encourage citizen participation. The purpose of this study is to identify the main functions for citizen participation in open data portals, to analyze the current status of open data portal user services and to suggest ways to improve them. Through the literature research, we investigated the functions provided by portal services for citizen participation, deduced the types of user services, and analyzed open data portal user services. Furthermore, we suggested user-centered public data portal services improvement plans for citizen participation.
