A Study on the Route Operation & Safety Improvement in Gwangyang Traffic Safety Designated Area Based on ES Model (ES모델을 통한 광양항 교통안전특정해역의 항로운영과 안전성 향상에 관한 연구)

  • Gwangyang traffic safety designated area is composed of 3 fairways (Deep water fairway, inbound fairway, and outbound fairway). However, inbound vessels can't use this passage because of Samyeo rock and artificial fishing banks in inbound route. The problem with the rocks and artificial fishing banks has been raised by ship navigators and authorities of the port. This research is about the safety evaluation and management plan of the passage, and we conducted maritime traffic simulation using a model based on a ship operator risks. As a result, assuming that future marine traffic volume is the same as the present, and if the ship operators use 3 fairways and not two, it showed risk reduction of 46.4 % (vessels over 50,000 DWT using DW route) and 57.1 % (vessels over 10,000 DWT using DW route). Also, in a traffic volume condition which is the same as the present, to induce vessels over 50,000 DWT to use DW route is effective in mitigating of risks. Meanwhile, in a condition which increased the traffic volume by 150 %, it is more effective to induce vessels to use DW route. This research is the result of analysis using the model based on ship operator risks, and not cost-effectiveness analysis on the removal of Samyeo rock and artifical fishing banks. This research is expected to be used on setting up the sea route and management plan (particularly, restriction on passing DW route).

  • The object of this study is to develop a tool for quantifying risks related to the rail transportation of hazardous commodities and to present mitigation measures. In this study, the Quantitative Risk Assessment (QRA) is used as a risk analysis tool. Based on the previous explosion history (Iri explosion) and consideration of its high risk, Iksan-si is selected as a model city. The result, expressed as average individual risk for exposed people with various distance, indicates that the model city is considered to be safe according to the nuclear energy standard. Also, the mitigation measures are provided since Societal risk of Iksan-si is set within ALARP. Risk reduction measures include rail car design, rail transportation operation, demage spread control as well as derail prevention and alternative routes for reducing accident frequencies. Finally, it is expected to achieve high level of public safety by appling the risk reduction measures.

  • The advancement of digital technology accelerates intelligence, convergence, and demands better change beyond traditional methods in all aspects of business models and technologies, infrastructure, processes, and platforms. Risk management is becoming more important because of various security risks, depending on the changing business environment and aligned to business goals is emerging from the existing information asset based risk management. For business aligned risk management, it is essential to understand the risk appetite for achieving business goals, which provides a basis for decision-making in subsequent risk management processes. In this paper, we propose a framework for analyzing the risk management framework, pre - existing risk analysis, and protection motivation theory that influences decisions on security risk management. To examine the practical feasibility of the developed risk appetite framework, we reviewed the applicability and significance of the proposed risk appetite framework through an advisory committee composed of security risk management specialists.

항만크레인시뮬레이터를 이용한 하역장비기사 교육훈련현황 및 분석 - 부산항 신항만지역을 중심으로 -

  • 항만컨테이너터미널에서는 컨테이너 생산성뿐만 아니라 하역작업 안전성도 중요하게 고려되고 있다. 생산성 증대를 위해서 도입되는 대형 하역장비의 운영 효율성과 더불어 하역장비를 운영하는 장비기사들의 작업안전성 향상도 중요함에 따라 하역장비기사를 대상으로 하역장비 교육훈련 실시가 필요하게 되었다. 그러나 실제 하역장비운영을 통한 교육훈련은 장비운영비용과 위험성이 수반되기 때문에 경제적으로 장비 운영 시 발생되는 문제점을 최소화시키는 방법 가운데 하나가 항만크레인시뮬레이터를 이용한 하역장비 교육훈련이 제기되고 있다. 이에 본 연구는 교육기관에서 보유하고 있는 실제 항만의 운영환경을 고려하여 개발된 최첨단 장비인 항만크레인시뮬레이터를 이용한 부산항 신항만을 중심으로 하역장비기사 교육현황과 그 성과를 통한 항만크레인시뮬레이터 장비 효율성을 제시하고자 한다.

  • 정보화 시대의 도래와 함께 원자력발전소 등 사회 간접자본의 중요 시설에서 운영되는 각종 장치들 역시 디지털화되면서 기존에 존재하지 않았던 사이버 공격에 대한 위협이 현실화되고 있다. 이러한 중요 사회 간접자본 등의 운영에 위협을 가하는 행위는 사회적으로 경제적으로 매우 큰 재난을 발생시킬 수 있기 때문에 공격 발생 이전에 사전 방어 체계를 구축해야 하는데, 이때, 실질적으로 위협이 되는 취약점의 존재 여부를 사전 인지하는 것이 매우 중요하다. 이를 위하여 본 논문에서는 원자력발전소의 계측제어계통에서 운영되는 국산화된 디지털 장치에 대하여 관련 취약점을 확인하고 확인된 취약점의 실질적인 위험도를 장치의 운영환경 특징을 반영하여 도출하며, 주요 기기의 운영 규제지침의 준수 여부를 점검하는 도구의 개발 결과를 소개한다. 본 논문은 원자력발전소 상에서 운영되는 시스템을 주요 대상으로 작성되었다.

Development of Hedging Rule for Drought Management Policy Reflecting Risk Performance Criteria of Single Reservoir System (단일 저수지의 위험도 평가기준을 고려한 가뭄대비 Hedging Rule 개발)

  • During drought or impending drought period, the reservoir operation method is required to incorporate demand-management policy rule. The objective of this study is focused to the development of demand reduction rule by incorporating hedging-effect for a single reservoir system. To improve the performance measure of the objective function and constraints, we could incorporate three risk performance criteria proposed by Hashimoto et al. (1982) by mixed-integer programming and also incorporate successive linear programming to overcome nonlinear hedging term from the previous study(Shih et al., 1994). To verify this model, this hedging rule was applied to the Daechung multi-purpose dam. As a result, we could evaluate optimal hedging parameters and monthly trigger volumes.

  • In this study, for a proposal of job-based IMDG code expert training model, the training cases of other countries were analyzed comparatively and a questionnaire-survey was conducted to find the needs of workers. As results of comparative analysis, various curriculums were operated by jobs of workers in USA and by kinds of dangerous goods or vehicles in UK, but a common curriculum was provided for various jobs of workers in Korea. It was analyzed that current domestic curriculum is not efficient, and the respondents demand expansion of training including provision of information via web-site as results of questionnaire survey. Therefore, in conclusion, after the shore workers were classified into three groups(on-site worker, office worker, & carrying worker), the customized training program of each group was suggested. Furthermore, this study proposed the regional operation of training course to meet regional demand on education including establishment of on-line curriculums.

  • This paper presents a methodology of developing reservoir operating rules which can consider the reliability levels incorporated with the discharge policy. The operating rules were derived based on the regression and risk analysis of the optimally operated results by using the long term historical and generated reservoir inflows. The methodology was applied to the operation of the Chungju reservoir system which is consisted of two reservoirs and powerplants, and monthly operation rules were developed. Simulations were performed by using the developed operating rules can not only significantly improve the output from the existing system but also improve the reliability incorporated with the output.

  • 물 공급 시설의 효율적이고 안정적인 운영을 위한 운영 계획의 수립 및 검증을 위해서는 장기간의 유입량 자료가 필요하다. 하지만, 현실적으로 얻을 수 있는 실측 자료는 제한적이며, 유입량이 부족하여 댐 운영에 영향을 미치는 자료는 더욱 적을 수밖에 없다. 이를 개선하고자 장기간의 모의 유입량을 생성해 운영 계획을 수립하는 방법이 종종 사용되지만, 실측 자료를 기반으로 모의하기 때문에 이 역시 가뭄의 빈도가 낮아, 장기 가뭄이나 짧은 간격으로 가뭄이 발생할 시 안정적인 운영이 어렵다. 본 연구에서는 장기 가뭄 발생 시에도 안정적인 물 공급이 가능한 운영 계획 수립을 위해 가뭄 빈도를 증가시킨 유입량 모의 기법을 제안하고자 한다. 제안하는 모의 기법은 최근 머신러닝에서 사용되는 SMOTE 알고리즘을 기반으로 한다. SMOTE 알고리즘은 데이터의 불균형을 처리하기 위한 오버 샘플링 기법으로, 소수 그룹을 단순 복제하지 않고 새로운 복제본을 생성해 과적합의 위험이 적으며, 원자료의 정보가 손실되지 않는 장점이 있다. 본 연구에서는 미국 캘리포니아주에 위치한 Folsom 댐을 대상으로 고빈도 가뭄 유입량을 모의했으며, 고빈도 가뭄 유입량을 사용한 운영 계획을 수립하였다. Folsom 댐의 과거 관측 유입량 자료를 기반으로 고빈도 가뭄 유입량을 사용한 운영 계획과 일반적인 가뭄 빈도의 유입량을 사용한 운영 계획을 적용했을 때 발생하는 공급 부족량과 과잉 방류량의 차이를 비교해 고빈도 가뭄 유입량의 사용이 물 공급 시설의 안정적인 운영에 끼치는 영향을 확인하고자 한다.

Evaluation of the Importance of Risk Factors in Real Estate Development Projects and Their Risk Management (부동산 개발사업의 위험요인 중요도 평가 및 위험관리 방안)

  • This paper aims to evaluate the importance of risk factors at each stage of real estate development projects, and to propose risk management plans. For this purpose, possible risk factors at each stage of real estate development projects are extracted through previous studies, questionnaire survey by real estate experts is conducted next. And finally, the importance of risk factors at each stage evaluated using the AHP method. The results of this study are as follows. First, according to the results of evaluating the risk factors by main categories, planning risks in predevelopment stage, licensing risks in developing preparation stage, and cash flow risk in development stage are appreciated as most important risks. Second, according to the results by sub categories, changes in consumer preferences in pre-development stage, contracts and licensing-related work in developing preparation stage, bankruptcy of developers and construction companies in development stage, and compensation for any kinds of accidents in management and operation stage are appreciated as most important risks. Third, the major risk management plans at each stage based on the analysis results are suggested.
