A Study on Network Hospital and the Ban on Opening and Operating the Muliple Medical Institution (네트워크병원과 의료기관 복수 개설·운영 금지 제도에 관한 고찰)

  • Our Constitution obliges the state to protect the health of the people, and the Medical Law, which embodied Constitution, sets out in detail the matters related to open the medical institution and one of them is to prohibit the operation of multiple medical institutions In the past, there was a provision stipulating the same purpose. But because the Supreme Court interpreted that several medical institutions could be opened if the medical treatment was not made at the additional medical instition which was opened in the another doctor,s license, multiple medical institutions could be opened and operated. However, some health care providers opened the several medical institutions to another doctor's license just by the excuse of the business management and then did illegal medical cares like the unfair luring of patients, overtreatment, and commition treatment for more profits. So, the health rights of the people came to be infringed on. Accordingly, lawmakers amended the Medical Law for medical personnel not to open and to operate more than one medical institution. As the amended medical law prohibited a medical personnel to open multiple medical institution, some medical personnels insisted that the amended medical law is unconstitutional under which they could not be able to open and operate medical institutions on based on free investment and bring out the benefits of network hospitals. But the regulation to prohibit multiple institutions does not apply only to a medical personnel. Many other experts like lawyer and pharmacist can open only one office under such a restriction. If the regulation goes out of force, the procedure that multiple medical institutions should be opened and operated in the capacity as a medical corporation or a non-profit corporation does not have to be followed. And we should keep in mind that the permission for medical personels to open multiple medical institutions could lead virtually to commercial hospital. If in the nation with a very low rate of public medical service, If only a few medical personnels with capital own many medical institutions and operate commercially them, this could cause a falling-off in quality of medical service, ultimately infringe on the health rights and the life right of the people.

  • This study is aimed to extract the key role of port operation organizations for the development of region ports and identify the operating efficiency priorities of three ports such as Busan, Incheon and UIsan port operated by PA(port authority). The Factor Analysis(FA) and Fuzzy Method were used as the analysis methodes. As an important role of port authority and regional maritime affairs & port office, thirteen sub-evaluation factors and four top-level evaluation factors were selected using the FA. Among the top-level evaluation factors i.e. 'port security, information management', service for regional society and customers', 'port marketing' and 'customer attraction', the most important factor was identified as 'port marketing'. The total port efficiency was evaluated using these factors and Fuzzy Method. As a result, Busan ranked 1st, followed by Incheon and Ulsan.

Analyzing the Efficiency of Korean Rail Transit Properties using Data Envelopment Analysis (자료포락분석기법을 이용한 도시철도 운영기관의 효율성 분석)

  • Using nonradial data envelopment analysis(DEA) under assumptions of strong disposability and variable returns scale, this paper annually estimates productive. technical and allocative efficiencies of three publicly-owned rail transit properties which are different in terms of organizational type: Seoul Subway Corporation(SSC, local public corporation), the Seoul Metropolitan Electrified Railways sector (SMESRS) of Korea National Railroad(the national railway operator controlled by the Ministry of Construction and Transportation(MOCT)), and Busan Urban Transit Authority (BUTA, the national authority controlled by MOCT). Using the estimation results of Tobit regression analysis. the paper next computes their true productive, true technical and true allocative efficiencies, which reflect only the impacts of internal factors such as production activity by removing the impacts of external factors such as an organizational type and a track utilization rate. And the paper also computes an organizational efficiency and annually gross efficiencies for each property. The paper then conceptualized that the property produces a single output(car-kilometers) using four inputs(labor, electricity, car & maintenance and track) and uses unbalanced panel data consisted of annual observations on SSC, SMESRS and BUTA. The results obtained from DEA show that, on an average, SSC is the most efficient property on the productive and allocative sides, while SMESRS is the most technically-efficient one. On the other hand. BUTA is the most efficient one on the truly-productive and allocative sides, while SMESRS on the truly-technical side. Another important result is that the differences in true efficiency estimates among the three properties are considerably smaller than those in efficiency estimates. Besides. the most cost-efficient organizational type appears to be a local public corporation represented by SSC, which is also the most grossly-efficient property. These results suggest that a measure to sort out the impacts of external factors on the efficiency of rail transit properties is required to assess fairly it, and that a measure to restructure (establish) an existing(a new) rail transit property into a local public corporation(or authority) is required to improve its cost efficiency.

연구기관의 경영방식에 관한 한 고찰 : 한국전자통신연구원의 '일신경영'을 중심으로

  • 근간 우리 경제의 어려움을 인식하면서 성장한 계이론 즉, 아시아의 기적은 단지 열심히 일한 결과이며 창의적인 기술개발을 통한 경제성장은 아니라는 것에 주목하기 시작했다. 우리나라가 개발도상국에서 선진국으로 진입하기 위해서는 기존의 모방 기술로는 더 이상 국제경쟁력을 유지할 수가 없다. 따라서 정부를 위시해서 대부분의 민간기업이 연구기관을 설립 운영하고 있다. 하지만 연구기관이라는 특수성에도 불구하고 일반 조직을 운영하는 방식을 그대로 유지하고 있다는데 문제가 있다 할 것이다. 우리 연구원의 '일신경영'은 연구원 개개인의 창의력 발휘를 통해 연구개발의 효과를 높이는 데 초점을 맞춘다. 지난 20여 년간 연구개발을 해온 정부출연연구기관인 한국전자통신연구원의 '일신경영'에 대해 살펴봄으로써 연구개발을 수행하는 모든 기관으 운영에 실질적인 도움이 될수 있을 것이다.

  • 해상교통안전진단제도가 도입된 후 운영과정에서 드러난 문제점을 해결하고 효율적 운영을 위해 해사안전법이 전부개정('11. 6. 15) 되었고, 해상교통안전진단시행지침이 전부개정('12. 3. 21) 되면서 공단은 전문기관으로 지정을 받았다. 이에 제도의 발전 및 운영을 위한 주체로써 선제적으로 안전성과 경제성이 고려된 원활한 사업 수행을 위한 진단제도에 대한 이용자들의 이해 도모 및 진단제도의 체계적인 개선을 위한 전문기관의 역할 증대를 위한 대응방안 연구의 필요성이 대두되었다. 본 연구에서는 국내 유사제도 분석, 현 제도의 한계점 및 문제점 파악을 통해 전문기관의 역할 및 업무에 대한 해사안전법 개정(안)과 해양분야의 유사제도와의 연계방안을 검토하였다.

  • 고령화 사회로 인구 구조가 재편되면서 많은 사회적 문제가 발생하고 있으며, 노인의 삶의 질을 제고하기 위한 방안으로 노인문화복지 프로그램이 중요하며, 특히 노인문화기관의 역할이 크다. 따라서 노인문화기관에서 운영하는 전근대적인 문화복지 프로그램이나 노인문화기관의 운영 실태는 단계적으로 개선하고, 참여형 문화복지 프로그램으로 개편해야한다. 또한, 협의체 구성을 통해 노인 문화복지 활성화를 위한 제도와 법률 개정 등 문화복지 프로그램의 안정적인 운영이 필요하다. 이를 통해 노인의 삶의 독립, 참여, 보호, 자아실현, 자존감을 찾는다면 성공적인 노인복지기관의 노인 문화복지 프로그램이라고 본다.

Allocating Revenues to Metropolitan Railroad Operators Using Public Transportation Card Data (대중교통 카드(RF Card) 자료를 활용한 수도권 도시철도 운영기관 간 수입금 정산 방법론에 대한 연구)

  • Users of metropolitan railroad is increased continuously because of its various advantage such as comfortableness, convenience and punctuality. Thus, several local government including Seoul considered new installation or extension of railroads and four railroad operators maintain seventeen lines at present. After public transportation reforms in 2004 and integrated discount fare system in 2007, public transportation become more convenient in many aspects. However, these trials gives much more complex allocating problems of revenues among public transportation operators. In this paper, we deal with revenue allocating problems among public transportation operators after integrated discount fare system in 2007. Specifically, this study focuses on allocating revenues to metropolitan railroad operators by using RF card data. This research roughly proposes the methodology of O/D extraction from RF card data, generalized cost estimation and allocating revenue algorithm. We use RF card data in order to draw out exact individual O/D data and try to compare our results with those of Korea Smart Card Company. In generalized cost estimation, survey study about transfer factors is conducted for accurate estimation of generalized cost function. Lastly, new allocating revenue algorithm using k-path and non-dominated path concept is suggested. It is expected that case study is also performed with real revenues and O/D data in order to check up the application. Preposed methodology in this research can contribute to solve present and future revenue allocating issues according to the introduction of LRT and private railroad.

해상교통안전진단제도 심사체계 개선방안 연구

  • 해상교통안전진단제도가 도입된 이후 다수의 안전진단이 수행되고, '11년 6월 '해사안전법'으로 전부 개정된 후 진단시행지침의 전부 개정을 통해 미비사항을 개선하고, 진단전문기관을 지정하는 등 정착 단계에 이르렀다. 하지만, 안전진단제도가 운영되는 단계에서 심사과정에 대한 다양한 개선요구사항이 대두되고 있다. 즉, 당연직 중심의 심사위원회 운영으로 해상교통안전만을 중시한 보완요구, 다단계의 보완지시에 따른 전반적인 심사처리기간 장기화 등으로 자칫 제도자체의 실효성에 의문을 제기할 우려가 있다. 따라서 본 연구에서는 심사위원회 운영상 문제점을 분석하여 개선사항을 도출하였다. 또한, 시설물 안전진단, 해역이용협의평가, 환경영향평가 등 유사제도의 심사체계 사례분석 및 영향평가제도에 대한 감사원 감사결과를 분석하여 원활한 업무처리 및 합리적인 운영방안을 제시하였다. 향후 과제로는 고시(지침)에 근거한 전문기관 설립근거를 해사안전법에 반영하고, 원활한 심사진행을 위해 사업특성 및 해상교통에 미치는 영향정도에 따라 심사과정을 이원화하여 운영할 필요가 있다.

A Study on the Establishment and Operation of Autonomous Cooperative Road Traffic Security Institutions (자율협력 주행 도로교통 보안기관 설립 및 운영을 위한 방안 연구)

  • Research on autonomous vehicles is being actively conducted, and the effort to commercialize them is underway in several countries. In Korea, platform construction projects are being carried out under the supervision of the Ministry of Land, Infrastructure, and Transport to achieve autonomous cooperative driving. To enable a flawless infrastructure, there is a requirement to build a safe security agency responsible for the secure operations of the entire process. However, there is no traffic ISAC in Korea that performs these roles. This paper analyzes related bills and acts of the other domestic security institutions currently in operation. Based on these results, we suggest appropriate directions to modify the current laws related to the C-ITS system. Finally, we propose a suitable plan to establish and operate a C-ITS ISAC.
