Study of the Efficiency of Airlines' and Cargo Divisions-Using a DEA Model Approach (항공화물 부문과 항공사 효율성에 관한 연구 (자료포락분석(DEA) 모형의 이용))

  • 항공운송산업에서 항공화물이 차지하는 비중이 점차적으로 확대되고 있으며 향후 2020년(보잉은 2022년)까지의 성장률도 보잉과 에어버스에서는 여객 수요보다 화물수요가 각 1.3%, 0.8%의 높은 성장을 거둘 것이라는 전망을 하고 있다. 특히 에어버스에서는 아시아 태평양 지역 역내와 중국 발 유럽행의 항공화물이 평균 7.0%의 높은 성장을 할 것으로 전망하고 있다. 이러한 높은 성장 전망 외에도 항공화물이 항공운송산업 혹은 세계경제의 선행지표로도 사용되고 있다. 이렇듯 항공운송산업에서 항공화물 부문의 역할이 점차적으로 증대되고 있어 본 연구에서는 항공화물 사업부문에 많은 활동을 하고 있는 항공사의 효율성이 그렇지 않은 항공사의 효율성을 비교하는 연구를 하였다. 먼저 항공 화물 매출액 기준 상위 10개사(2002년 기준)의 효율성을 자료포락 분석(DEA, Data Envelopment Analysis)을 이용 분석하였다. 그리고 이를 이용하여 항공사 전체 매출액 상위 10개사(화물 매출액 상위 10개사를 제외), 미국의 9개 항공사(상위 50대 항공사 중), 기타 10개사를 선정하여 각각의 효율성 비교를 통하여 항공화물 사업을 활발히 하는 항공사와 그렇지 않은 항공사와의 효율성에 대해 상대적 비교를 하였다. 이를 통해 항공화물 사업 부문이 항공사의 경영 효율성에 미치는 영향에 대해 간접 비교를 시도하였다. 분석 결과 항공운송사업중 항공화물 부문이 상위 10대 항공사 효율성이 다른 그룹의 항공사 보다 높게 제시되었다. 이는 항공사의 운송 사업을 화물 운송과 여객 운송 부문의 공동 네트워크의 활용을 통한 시너지 효과를 통해 항공사 효율성을 높일 수 있음을 의미한다.

The Requirement and Effect of the Document of Carriage in Respect of the International Carriage of Cargo by Air (국제항공화물운송에 관한 운송증서의 요건 및 효력)

  • The purpose of this paper is to research the requirements and effect of the document of carriage in respect of the carriage of cargo by air under the Montreal Convention of 1999, IATA Conditions of Carriage for Cargo, and the judicial precedents of Korea and foreign countries. Under the Article 4 of Montreal Convention, in respect of the carriage of cargo, an air waybill shall be delivered. If any other means which preserves a record of the carriage are used, the carrier shall, if so requested by the consignor, deliver to the consignor a cargo receipt. Under the Article 7 of Montreal convention, the air waybill shall be made out by the consignor. If, at the request of the consignor, the carrier makes it out, the carrier shall be deemed to have done so on behalf of the consignor. The air waybill shall be made out in three original parts. The first part shall be marked "for the carrier", and shall be signed by the consignor. The second part shall be marked "for the consignee", and shall be signed by the consignor and by the carrier. The third part shall be signed by the carrier who shall hand it to the consignor after the goods have been accepted. Under the Article 5 of Montreal Convention, the air waybill or the cargo receipt shall include (a) an indication of the places of departure and destination, (b) an indication of at least one agreed stopping place, (c) an indication of the weight of the consignment. Under the Article 10 of Montreal Convention, the consignor shall indemnify the carrier against all damages suffered by the carrier or any other person to whom the carrier is liable, by reason of the irregularity, incorrectness or incompleteness of the particulars and statement furnished by the consignor or on its behalf. Under the Article 9 of Montreal Convention, non-compliance with the Article 4 to 8 of Montreal Convention shall not affect the existence of the validity of the contract, which shall be subject to the rules of Montreal Convention including those relating to limitation of liability. The air waybill is not a document of title or negotiable instrument. Under the Article 11 of Montreal Convention, the air waybill or cargo receipt is prima facie evidence of the conclusion of the contract, of the acceptance of the cargo and of the conditions of carriage. Under the Article 12 of Montreal Convention, if the carrier carries out the instructions of the consignor for the disposition of the cargo without requiring the production of the part of the air waybill or the cargo receipt, the carrier will be liable, for any damage which may be accused thereby to any person who is lawfully in possession of that part of the air waybill or the cargo receipt. According to the precedent of Korea Supreme Court sentenced on 22 July 2004, the freight forwarder as carrier was not liable for the illegal delivery of cargo to the notify party (actual importer) on the air waybill by the operator of the bonded warehouse because the freighter did not designate the boned warehouse and did not hold the position of employer to the operator of the bonded warehouse. In conclusion, as the Korea Customs Authorities will drive the e-Freight project for the carriage of cargo by air, the carrier and freight forwarder should pay attention to the requirements and legal effect of the electronic documentation of the carriage of cargo by air.

Support Measures for Domestic Rail Freight (국내 철도 화물운송 지원제도 개선방안)

  • Recently, the importance of rail in the carriage of freight is strongly emphasized. However, the role of rail in the carriage of freight has been decreasing. The purpose of this study is to suggest policy measures for increasing rail freight. Firstly, this study reviews the current situations of the rail freight in Korea and provides theories for the necessity of government support to rail freight transport. Various support measures are identified and evaluated. According to the evaluation, it is shown that the provision of subsidy for facility construction is the most desirable measure in the sense of cost effectiveness and durability of effect. Finally, detailed implementation strategies for the desirable support measures are suggested.

A Cost-Benefit Analysis for the Establishment of the Truck Transportation Information Networking System in Busan Region : Using the Scenario Analysis (부산지역 화물자동차 운송정보망 구축과 경제적 타당성 분석 -시나리오분석을 중심으로-)

  • Domestic trucking transportation market does not have only the poor business environment but also the serious defects on the transportation trading structure. It makes weaken the competitiveness of trucking industry and hinders the development of trucking industry. The problems of trucking industry such as the recession of the Korean economy and decrease of the trucking charge cause the truck drivers suffer. Korean government and national assembly try to change the law of truck transportation business. The suggested law includes the obligation of trucking information networking system and it can make the transportation business structures more efficiently. This article deals with the strategies for the establishment of trucking transportation networking system and examines the cost-benefit analysis assuming the four demand senario. The results suggest the establishment of the information system not based on the individual trucking industry but on the joint industry at the level of the local area. This article also suggests that the information system has a positive financial feasibility.

The Value of Time in Intercity Freight Transportation (지역간 화물운송의 시간가치 추정)

  • The value of time in freight transportation describes the importance of goods during transport and shows the direction of efficient logistic management having inventory cost in transporting The value of time differs from class to class in freight transportation. It is due to the differences of shipper's willingness to Pay for time saving. In this research the value of time in intercity freight transportation of manufacturers in Korea was estimated as follows: first, the Perception factors which were the important criteria of shippers for choosing truck were sampled. second, the shippers were classified into three homogeneous classes. third, the value of time of each class was estimated by using multinominal logit model. The results of this research showed that the value of time in freight transportation was different from every class, that the shipper had to Pay 1,680 won for saving one hour Per each shipment, and that the inventory cost in transporting occupied 9.54% in the mean freight Price.

  • In this paper, we investigate the selection of transport route for import-export container cargo based on the sacrifice model and environmental cost of transport route. At first, sacrifice model. environmental cost of transport, the transportation and the transport share of import-export container cargo are investigated briefly. And next, the transport time and cost, the environmental cost which is caused by cargo transport are investigated for the transport of import-export container cargo from Pusan Port to Seoul. And also we calculate the sacrifice of each route by using the sacrifice model including the environmental cost. Finally we decide the transport route of import-export container cargo by using the sacrifice of each transport route. From the research results, we confirm that the road transport share decreases and the coastal transport share increases when the environmental coast of transport is considered.

  • In this paper, the selection of transport route for import-export container cargo based on the sacrifice model and CO₂ emission was investigated. At first, the transportation of import-export container cargo, the transport share of each transport route, the CO₂ gas emission, the sacrifice model and the time value of import-export container cargo were investigated. And next, the selection of transport route based on the sacrifice model was investigated for the transport of import-export container cargo from Seoul to Pusan Port. Finally, the transport route was also selected by using the sacrifice model including the effect of CO₂ emission. The research results show that the transport route selection results of import-export container cargo based on the sacrifice model represents the present status of the transportation of import-export container cargo very well. And also the research results show that the reduction of transport time was very effective to increase the share of coastal transportation.

Productivity Evaluation and Factor Analysis in Commercial Road Freight Transport Industry (영업용 도로화물운송업의 생산 효율성 평가 및 영향요인 분석)

  • The objective of this paper is to evaluate production efficiency of the commercial road freight transportation industry using quarterly actual data by individual truck drivers from January 2005 to September 2009. In addition, this study analyzes various impact factors that influence production efficiency, including regulatory factors (e.g., entrust management system and multi-level transactions). For this purpose, this study uses data envelopment analysis and a truncated Tobit model. As a result, production efficiency of the general freight sector is higher than those of the other two sectors. Also, production efficiency in the steel goods sector ranks the highest; meanwhile, production efficiency in the oil goods sector ranks the lowest. In particular, production efficiency indicators of the commercial road freight transportation industry fluctuate with time by a small margin, and have an upward tendency on the whole. Finally, some policy implications are given to promote production efficiency of the commercial road freight transportation industry.

  • Due to structural problems in the transportation market, such as fraudulent competition and multi-level transportation transactions, tariff are not properly refIected to the final trucker even if freight tariff are increased due to diesel price hikes and transportation cost increases. By Launched "standard tariff system" in 2017 based on the trucks, government would tried to guarantee the minimum tariff such that prevents overloading, speeding, and strain for trucker. However, It is necessary to analyze in advance the issue of the system and its impact on container freight. Thus, this study analyzes the issues and countermeasures related to the tariff system that is formed when the "Truck Safety Rates" is introduced, and also analyzes the influence factors of the expenditure cost on the container freight which is applied to the "Truck Safety Rates".
