지난 2001년 미국 NASA가 국제우주정거장(ISS)의 거주구역 제작 계획을 포기했을 때 미국 NASA를 대신해 ISS의 거주구역의 제작을 담당한 것은 바로 이탈리아 우주청(ASI)였다. 비록 표면에는 드러나지 않지만 이탈리아는 우주개발 분야에서 독자적인 영역을 구축하고 있으며 유럽연합 내에서 프랑스, 독일에 이어 3번째로 많은 관련예산을 집행하고 있다. 이탈리아 우주개발의 중추적 역할을 담당하고 있는 이탈리아 우주청에 대해 알아본다.

Korea now has a rapidly expanding and developing space programme with exploration aspirations. The government is giving priority to the aerospace industry and, to put it on a better footing, enacted an Aerospace Industry Development Promotion Act in I987, a Space Development Promotion Act in 2005 and a Space Compensation for Damage Act in 2007. I would like to describe briefly the legislative history, main contents and comment for these three space acts including especially launch licensing, registration of space objects, use of satellite information, astronaut rescue, liability for compensation, third party liability insurance and establishment of committee and plans to assist the Korean space effort. Furthermore author proposed to legislate a new draft for the establishment of a Korean Aerospace Development Agency (KADA: tentative title) to create a similar body to Japan Aerospace Exploration Agency (JAXA), British National Space Centre (BNSC) of UK, French Centre National d'Etudes Spatiales (CNES), German Aerospace Center (DLR), Swedish Space Corporation (SSC), China Aerospace Science and Industry Corporation (CASIC), Indian Space Research Organization (ISRO) as well as the Korean Space Agency (KSA: Tentative title) to create a similar body to Canadian Space Agency, European Space Agency, Russian Space Agency, Italian Space Agency, Israel Space Agency, Indian Department of Space, National Aeronautics and Space Administration (NASA) of USA, China National Space Administration in order to develope efficiently space industry. If the Korean government will be establish the Korean Space Agency as an governmental organization in future, it is necessary to revise the contents of the Government Organization Act. It is desirable and necessary for us to establish an Asian Space Agency (ASA), in order to develop our space industry and to promote research cooperation among Asian countries, based on oriental idea and creative powers.

국가기상위성센터는 2013년 태양활동 극대기를 대비하고 천리안 위성의 안정적인 운영을 위하여 우주기상업무를 추진하고 있다. 2009년에 수행된 우주기상업무 기본계획 수립을 위한 기획연구를 시작으로, 2010년에는 국내 GNSS 자료를 준실시간으로 수집하여 총전자밀도(TEC)를 산출하는 시스템을 개발하였으며, 외국 우주기상 자료를 수집하여 태양 영상을 비롯한 우주환경인자를 실시간으로 제공하기 위한 우주기상 테스트베드를 시험운영하고 있다. 또한 대국민 우주기상 서비스를 위한 우주기상 예측모델 개발을 5개년에 걸쳐 단계적으로 진행하고 있다. 미국의 NOAA-SWPC, NASA-GSFC와 같은 우주기상 선진기관들과의 2013년 태양활동 극대기에 대비한 우주기상 감시, 예측모델 및 예보서비스에 대한 활발한 교류 협력을 통해 기상청의 우주기상예보 역량을 늘려나갈 계획이다.

The purpose of this study is to explore the current status and challenges of the space development system in Korea following the successful launch of test vehicle, the Korean space launch vehicle II on the 30th anniversary of space development and seek an alternative to the government organizations for efficient space development future. The study investigates the space development system of leading countries such as USA, France, and Japan with keen focus on the administrative organizations and thereafter draw implications for Korea. The analysis of the existing situation in Korea focuses on governance, such as space-related government organizations, space development agency, and specialized research funding agency. As a result, this study proposes the need for full-scale discussion on building a space agency.

한 나라의 우주 능력은 국력을 상징적으로 나타내고, 다른 모든 산업을 선도할 뿐만 아니라 국민의 일상생활에도 커다란 영향을 미친다. 이러한 세계의 질서 속에서 구소련 우주능력의 핵심적 역할을 하다가, 특별히 1990년대 초 구소련연방의 해체와 아울러 변화의 소용돌이 속에서 독립국가의 형태를 갖추고 나름대로의 우주능력을 증명하고 마케팅을 실시하면서 실익을 취하는 국가들의 모습을 볼 수 있다. 이러한 독립된 국가 속에 우크라이나의 우주개발동향을 검토해 보는 것은 앞으로 전개될 세계 우주개발 시장에서의 판도를 읽는 데에도 도움이 될 것으로 의미가 있으리라 생각한다. 본 논문에서는 우크라이나의 주요 역사적 사건, 우크라이나 우주청의 구조 및 역할, 우주 프로그램 및 우주 발사체 개발 동향 및 국제 협력 등을 살펴보고자 한다.

Recently, aerospace industries in South Korea are expected to continue to grow due to UAM. Accordingly, certification services for aircraft are expected to increase. As a way to cope with the increase of certification work, one could consider a delegation system that can limitedly delegate the unique role of airworthiness authorities. In this paper, we reviewed regulations of FAA's individual delegation (DER, DAR, DMIR, etc.), the organizational delegation system (ODA), and the EASA's organizational delegation system (DOA, POA). We also reviewed regulations and actual status of delegation system in South Korea. On the basis of these, considering circumstances of aerospace industries in South Korea, we presented a method to introduce certification delegation system gradually and to improve domestic certification regulation.
