Selection of Expressway Ramp Metering Sites and Priority Making (고속도로 램프미터링 도입지점 및 우선순위 선정)

  • In spite of the proven effectiveness of ramp metering system, it has not been successfully implemented in Korean setting. The purpose of this paper is to select target locations to introduce ramp metering into the Korean expressway system. For this, domestic standards to introduce ramp metering have been presented after reviewing those of the US. The major criteria are level of service (LOS), the existence of detour route, space for queue build-up and opened ramp. 15 different locations were selected and AHP has been used to make priority among them. Intuitively, the result of priority was in accordance with the congestion and traffic volume. The core results identified in this paper is expected to be used in different cities and expressway networks elsewhere.

  • 본 연구에서는 개정된 하천법에 의거하여 지방하천들 중에서 국가하천으로 지정하기에 적합한 하천들을 선별하여 이들의 관리등급을 조정하기 위한 방법론을 개발하였다. 대상 하천들 사이의 관리등급조정에 대한 우선순위를 결정하기 위하여 다기준의사결정법을 적용하였다. 개발된 하천평가지수에서는 세부기준을 하천중요도, 하천관리상태, 하천관리능력으로 구분하였으며, 지형 및 수문학적, 사회 및 경제적, 환경적 측면에서 각 세부기준들을 평가할 수 있는 지표들을 선정하였다. 또한, 수자원 분야 전문가들을 대상으로 설문조사를 실시하고 계층적 분석기법을 사용하여 평가기준들과 평가지표들의 상대적 중요도를 결정하였다. 국가하천지정 우선순위는 대상하천의 등급을 8개로 구분하고 각 등급 내에서 하천평가지수의 상대적 크기를 비교하여 결정하였다.

  • 본 연구에서는 합리적인 기술개발 투자를 위한 배전기술개발 우선순위 결정 알고리즘을 개발하여, 최적의 배전기술개발 구현방법을 제시한다. 또한, 이들 알고리즘과 기술개발 체계도에 근거한 배전기술개발 장단기 계획(안)을 종합적으로 제시하며, 분야별 기술개발 추진안과 세부과제별 추진안을 구체적으로 제안한다. 구체적으로는 합리적인 기술개발 장단기 계획안을 수립하기 위하여, 적당한 근거와 절차에 의하여 대상기술을 선정해야 하는데, 이러한 기술개발의 우선순위를 나타내는 적정한 평가기준치를 제시하고, 이 값을 기술개발 선행지표와 평가함수식에 의해 산출하는 우선순위 평가알고리즘을 제시한다.

  • 장기 수자원계획시 댐군의 연계운영을 위한 물수지분석 모형으로 HEC-5 모형과 K-ModSim 모형을 선정하고, 이에 대한 댐군의 연계운영 효과를 비교 평가를 수행하였다. K-ModSim 모형은 범용 우선순위 목적 선형최적화 모형으로, 조절점 및 저수지조작에 대한 우선순위를 지정할 수 있는 반면, HEC-5 모형은 목적별 저수지 조작의 우선순위가 지정되며, 등가저수지 개념을 사용하여 방류 우선순위를 결정하도록 되어있다. 이와 같은 연계운영 방식의 차이는 적정한 시기에 조절점에서의 물부족이 발생하는지 여부를 결정짓는 매우 중요한 요소이다. 따라서 본 연구에서는 가뭄발생 상황에 대한 각 모형의 연계운영효과를 비교 분석함으로써 급속히 변화하고 있는 수자원 이용환경에서 보다 합리적인 댐군의 연계운영 방안을 제시하고자 한다.

A research on cyber target importance ranking using PageRank algorithm (PageRank 알고리즘을 활용한 사이버표적 중요성 순위 선정 방안 연구)

  • With the development of science and technology around the world, the realm of cyberspace, following land, sea, air, and space, is also recognized as a battlefield area. Accordingly, it is necessary to design and establish various elements such as definitions, systems, procedures, and plans for not only physical operations in land, sea, air, and space but also cyber operations in cyberspace. In this research, the importance of cyber targets that can be considered when prioritizing the list of cyber targets selected through intermediate target development in the target development and prioritization stage of targeting processing of cyber operations was selected as a factor to be considered. We propose a method to calculate the score for the cyber target and use it as a part of the cyber target prioritization score. Accordingly, in the cyber target prioritization process, the cyber target importance category is set, and the cyber target importance concept and reference item are derived. We propose a TIR (Target Importance Rank) algorithm that synthesizes parameters such as Event Prioritization Framework based on PageRank algorithm for score calculation and synthesis for each derived standard item. And, by constructing the Stuxnet case-based network topology and scenario data, a cyber target importance score is derived with the proposed algorithm, and the cyber target is prioritized to verify the proposed algorithm.

Importance and Priority of Indicators for Selection of Plant Species for Ecological Restoration (생태복원용 식물종 선정을 위한 지표의 중요도·우선순위)

  • Ecological restoration is considered a good means to prevent biodiversity loss in terms of the ecosystem's health and sustainability. However, there are difficulties in putting it into practice as there is no comprehensive and objective standard for the selection of plant species, such as environmental, ecological factors, and restoration goal setting. Therefore, this study developed an evaluation index necessary for selecting plant species for restoration using the Delphi method that synthesizes the opinions of the expert group. A survey with 38 questionnaires was conducted twice for experts in ecological restoration, etc., and the importance and priority of evaluation indicators were analyzed by dividing the restoration targets into inland and island regions. The result of the importance analysis showed that "native plants" had the highest average of 4.9 among the evaluation indices in both inland and island regions, followed by "seed security", "propagation", and "root growth rate". In the inland region, the index priority was analyzed in the order of "native plants", "appearance frequency", "root growth rate", "distribution range", and "seed security" in the island region, it was analyzed in the order of "native plants", "root growth rate", "appearance frequency", "distribution range", and "tolerance", showing slight differences between the two indicators. As a result of the importance and priority indicator analysis, we set the mean importance and priority of 4.1 and 2.9, respectively, in the inland region and 4.2 and 2.9, respectively, in the island region. As for the criteria of selecting plant species for ecological restoration, the "native plants" had the highest importance and priority. "Seed securing", 'viability", "topography", "proliferation", "tolerance", "soil conditions", "growth characteristics", "early succession", "distribution range", "appearance frequency", and "germination rate" were classified into subgroups of low importance and priority. The lowest indicators were "final stage of succession", "transition period", 'transition stage", "root", "reproduction", "soil", "appearance", "technology", "landscape", "climate", and "germination rate". We expected that the findings through objective verification in this study would be used as evaluation indicators for selecting native plant species for ecological restoration.

  • 최근 기업 정보에 대한 온톨로지 구축 필요성이 대두되면서 기업의 투자 비용과 시간을 고려한 온톨로지 구축 대상 선정을 위한 효율적인 기법이 요구되고 있다. 그러나 기존의 온톨로지 구축 방법론에서 제시한 대상선정 기법은 전체를 대상으로 하거나, 특정 영역만을 대상으로 한다는 한계가 있다. 본 논문에서는 정성적요소를 포함하는 다기준 의사결정에서 정량적인 평가를 지원하는 의사결정지원기법인 AHP(Analytic Hierarchy Process:계층화분석법)기법을 온톨로지 구축 대상 선정에 적용하는 방법을 제안한다. 이러한 방법을 통해 온톨로지 적용대상의 우선순위를 결정지을 수 있으며, 기업의 온톨로지 구축시 목표와 전략에 맞는 대상선정의 정량적 기준을 제공할 수 있다.

  • This study aims to suggest how the port specialists think the priority of port development in Korea To illustrate the ideas regarding a port development, 87 detailed attributes were identified both from the previous studies and from brainstorming on port professionals. And these were grouped into 6 criteria by 'KJ method' and made into 4 levels hierarchy structure. AHP technique identifies the relative weights of each levels, trends of the preference of port specialists and the composite relative weights of alternatives. As a result, a port development priority in Korea has been proposed.

  • The purpose of this study are in selecting a core service and drawing an analysis functions and service sector, based on contents of geo-spatial big data. For the study, the demand survey in the methodology has to be done by reviewing of preceding geo-spatial big data service. The survey has conducted by targeting on those experts in Industry-Academy-Research cooperation. From the survey, we could draw out requirements for the analysis function and the geo-spatial big data service sector. Also, order of priorities in service of four fields(Society, Environment, Economy, Humanities) has been utilized by a QFD(Quality Function Deployment). With the data, the first two priorities and required sectors for each field were selected for the analysis functions. From the result, we could suggest the core service model(plan), and also expect developments following each sectoral core service in the future.

A Study on Prioritization of HNS Management in Korean Waters (해상 위험·유해물질(HNS) 관리 우선순위 선정에 관한 연구)

  • The types of hazardous and noxious substances (HNS) being transported by sea in Korea are at about 6,000, HNS transport volume accounts for 19% of total tonnage shipped in Korea, and the increase rate of seaborne HNS trade in Korea is 2.5 times higher than the average increase rate of the world seaborne HNS trade. Reflecting this trend, HNS spill incidents have been frequently reported in Korean waters, and there are increasing social demands to develop HNS management technology for the preparedness, response, post-treatment and restoration in relation to HNS spill incidents at sea. In this study, a risk-based HNS prioritization system was developed and an HNS risk database was built with evaluation indices such as sea transport volume, physicochemical properties, toxicities, persistency, and bioaccumulation. Risk scores for human health and marine environments were calculated by multiplying scores for toxicity and exposure. The top-20 substances in the list of HNS were tabulated, and Aniline was ranked first place, but it needs to be managed not by individuals but by HNS groups with similar score levels. Limitations were identified in obtaining data of chronic toxicity and marine ecotoxicity due to lack of testing data. It is necessary to study on marine ecotoxicological test in the near future. Moreover, the priority list of HNS is expected to be utilized in the development of HNS management technology and the relevant technologies, after the expert's review process and making up for the lack of test data in the current research results.
