포장과 법률 - 기구 및 용기.포장의 기준 및 규격 일부개정고시

  • 식품의약품안전처는 기구 및 용기 포장의 효율적인 안전관리를 위하여 합성수지제 등이 도장된 금속제 및 목재류에 대한 규격을 개선하고, 국제기준과의 조화를 위하여 용출시험 조건을 개정하고자 한다. 또한, 규격 미설정 유해물질의 적부판정을 위하여 규격적용 규정을 신설하고, 폴리에틸렌테레프탈레이트의 안전성 향상을 위하여 아세트알데히드 용출규격을 신설하는 등 기구 및 용기 포장의 규격을 재정비하고자 기구 및 용기 포장의 기준 및 규격 일부개정고시를 발표했다. 본 고에서는 주요 내용에 대해 살펴보도록 한다.

광미/광폐석 처리를 위한 고형화 공정 실증 실험

  • 본 연구에서는 폐광산 주변에 산재되어 있는 광미/광폐석을 처리하기 위하여 고형화 실증 실험을 수행하였다. 고형화 공정에서 흔히 사용하는 포틀랜드 시멘트와 MSG-E, MSG-N을 고화제로 사용하였으며 현장 광미 및 광폐석을 대상으로 고화체를 양생하고 고화체의 압축강도 및 중금속 용출 정도를 측정하였다. 고화체의 물리/화학적 특성을 비교하기 위해 광미/고화제 비율, 배합수/고화제 비율 그리고 고화체 양생기간을 실험인자로 설정하였다. 실험 결과 광미/고화제의 비율 1:1 만을 고려하더라도 중금속 용출의 급격한 감소가 이루어지는 것을 확인할 수 있었으며 광미/고화제의 비율을 3:1 이하로 유지시키는 경우, 고화체의 압축강도가 현행 폐기물 관리법(20조 관련)에서 규정하고 있는 차단형 매립시설 내부막의 압축강도 기준인 $0.21kgf/mm^2$ 보다 높은 것으로 나타났다. 다양한 pH를 갖는 수용액에 대하여 시간에 따른 고화체의 중금속 용출률을 측정한 결과, 수용액의 pH가 1과 13인 강산/강염기 용액에서 일부 중금속의 용출 농도가 지하수 생활용수 기준치를 초과하였으나, pH와 3 - 11인 경우에는 중금속 용출률이 급격히 감소하여 모두 기준치 이하를 나타내었다. 또한, pH가 1과 13인 수용액의 경우에도 고화체와 반응하는 시간이 증가할수록 고화체의 buffering 효과에 의해 수용액의 pH가 감소하였다. 이러한 결과는 현장에서 접촉수의 pH가 강산이나 강염기라 하여도, 고화체의 buffering 효과에 의해 시간이 지남에 따라 수용액의 pH가 낮아져 고화체로부터의 중금속 용출은 매우 감소할 것임을 의미한다.ss of an active application defined using the model.   • To study possibility of $Cr^{6+}$ solid solution and efficiency of admixture, leaching property of Portland cement mortar was investigated by using KSLT (Korea Standard Leaching Test), TCLP (Toxicity Characteristic Leaching Procedure), Soacking procedure, as adding excess $Cr^{6+}$. As a result, admixture of lignin type showed high compressive strength of mortar but no changing leaching property.

Properties and Environmental Effects Estimation of Grout Using Set Accelerating Agent Made From Calcium Aluminate and Viscosity Agent (칼슘알루미네이트계 급결재와 증점제를 사용한 그라우트의 특성 및 환경영향 평가)

  • In this study, environmental problems(i.e., pH elevation and $Cr^{6+}$ detection) occurred by using the cement grout made from CA(calcium aluminate) were evaluated using viscosity agents(MC, chelate polymer). Ordinary portland cement and blaste-furnace slag cement were used by main materials and ACC(blended mixture of calcium aluminate) were used by accelerator for hardening of grout. In addition, viscosity agents were used for preventing pH elevation and heavy metal detection from grouting materials. From the results, it was noted that when chelate polymer was used, pH elevation and $Cr^{6+}$ detection were minimized. However, other cases showed higher pH elevation and $Cr^{6+}$ detection. At test 1 day, $Cr^{6+}$ detection with age presented over 97% of total value and, after that, additional increase was not distinct. As a result of this study, it was acknowledged that, to control pH elevation and heavy-metal (like $Cr^{6+}$) detection, the usage of BSC and chelate polymer is a very useful fact.

Migration Mechanism of Hazard Elements from Brass Kitchenwares (황동제 주방기구에서 유해중금속의 용출기작에 관한연구)

  • The migration mechanism of trace elements, Pb, Cd, Cu, Zn and Sn from brass food-contact utensiles was investigated. The migration of metals from brass was affected by the migration temperature (30, 60, 80 and $95^{\circ}C$), the simulant pH (2.5, 4.3, 6.0 and 7.0) and the migration time (30, 90, 180 and 360 min.). The amount of Pb migration was maximum at $95^{\circ}C$ with pH 2.5. This study indicated that the equilibrium of Pb migration was reached at 180 minutes. The mechanism of Pb migration was investigated with Scanning Electron Microscope (SEM) and Electron Probe Micro Analyzer (EPMA). To correlate the relations between the migration and the content of Pb in brass samples, ten brass samples having known content of Pb (the quantities of Pb in brass ; 0, 0.02, 0.09, 0.1, 0.2, 0.5, 0.9, 1.4, 5.4 and 9.2% (w/w)) were tested in the following conditions, 4% acetic acid, $95^{\circ}C$ and 30 minutes. The result represented that content of Pb in brass samples must be below 0.2% (w/w) to satisfy the 1.0 ppm (as Pb) of Korea Food Code.

Effect of Calcium Chloride and Sodium Chloride on the Leaching Behavior of Heavy Metals in Roadside Sediments (염화칼슘과 소금이 도로변 퇴적물의 중금속 용출에 미치는 영향)

  • Deicer operations provide traffic safety during winter driving conditions in urban areas. Using large quantities of de-icing chemicals (i.e., $CaCl_2$ and NaCl) can cause serious environmental problems and may change behaviors of heavy metals in roadside sediments, resulting in an increase in mobilization of heavy metals due to complexation of heavy metals with chloride ions. To examine effect of de-icing salt concentration on the leaching behaviors and mobility of heavy metals (cadmium, zinc, copper, lead, arsenic, nickel, chromium, cobalt, manganese, and iron), leaching experiments were conducted on roadside sediments collected from Seoul city using de-icing salt solutions having various concentrations (0.01-5.0M). Results indicate that zinc, copper, and manganese in roadside sediments were easily mobilized, whereas chromium and cobalt remain strongly fixed. The zinc, copper and manganese concentrations measured in the leaching experiments were relatively high. De-icing salts can cause a decrease in partitioning between adsorbed (or precipitated) and dissolved metals, resulting in an increase in concentrations of dissolved metals in salt laden snowmelt. As a result, run-off water quality can be degraded. The de-icing salt applied on the road surface also lead to infiltration and contamination of heavy metal to groundwater.

Environmental Assessment of $Cr^{6+}$ Occurring in Stabilizing Processes of Soft Sea-Bottom using Cement Stabilizers (시멘트 고화제 고결공법에서 발생하는 $Cr^{6+}$의 환경영향 검토)

  • Recently, the injection of cement stabilizer is used as one of ways to improve soft sea-bottom. However, this method makes an argument with $Cr^{6+}$subject to emerge to the seawater from the cement stabilizer. To investigate the amount of$Cr^{6+}$field measurements were carried out in Ochun harbor of Chunsoo Bay. The analysis shows the amount of $Cr^{6+}$in the seawater met the demand of environmental criterion.

Cellular Toxicity of Adriamycin Eluted from Adriamycin-impregnated Bone Cement (항암제 함유 골시멘트에서 유리되는 아드리아마이신의 세포 독성)

  • Purpose : To elucidate possibility of local chemotherapy from adraimycin-impregnated bone cement. Materials and Methods : Authors used 4 kinds of bone cements, Palcos R, LVC, CMW 3, Simplex P for this experimental model, included 2.5mg, 5mg, 25mg of adriamycin, respectively. We compared the differences of eluted-adriamycin concentrations between the cylindrical shape and the flat shape of bone cements, between ddH2O, 0.45% saline, 0.9% saline, and 3% saline as one of environmental conditions. Osteosarcoma cell line, Saos-2 were cultured under $37^{\circ}C$, 5% $CO_2$ in the humidified incubator with three different concentrations of adriamycinimpregnated bone cements and cellular toxicity of adriamycin eluted from bone cement was analysed according to MTT assay. Results : Authors noticed the flat shape of bone cement eluted more concentrations of adriamycin than the cyclindrical shape, bone cement immersed in 3% saline, more than 0.9% or 0.45% saline. Concentrations of adriamycin eluted from CMW 3 or Simplex R were more than Palacos R or LVC. Saos-2 were cultured with 2.5mg, 5mg, 25mg of adriamycin-impregnated bone cement, respectively, and their cellular toxicity were 95%, 98%, 99%, each. Conclusion : Adriamycin-impregnated bone cement can be one of anticancer-drug delivery sytems as possible local chemotherapy.

The Leaching of Gold-silver from Refractory Gold Concentrate by Chlorine-hypochlorite Solution (염소-차아염소산 용액에 의한 저항성 금 정광으로부터 Gold-silver 용출)

  • Leaching experiments of gold and silver from roasted concentrate were carried out using a chlorine-hypochlorite solution. The leaching rate of gold was 75% at 1.5:1 ratio of chlorine and hypochlorite and increased to 81% with adding 1 M NaCl. However, at 1% pulp density and at $65^{\circ}C$, the leaching rates of Au were close to 100%. XRD analysis identified quartz in the solid residues after digestion of roasted concentrate with aqua regia or chlorine-hypochloride leaching solution. This suggests that the gold may not be leached out of the quartz in aqua regia or chlorine-hypochlorite solution. In order to leach the gold from the quartz, the concentrate will have to be pre-treated through ultra-fine grinding or treated with stronger oxidative agents.

Optimization of Gold Leaching from the Refractory Sulfide Concentrate by HCl-NaClO-FeCl3 Solution (HCl-NaClO-FeCl3 용액을 이용한 저항성 황화광물 정광으로부터 금 용출 최적화)

  • In order to optimize gold leaching from refractory sulfide concentrate, a HCl-NaClO-$FeCl_3$ solution with varying attributes was applied to the roasted concentrate from Uil mine. The gold from Uil mine occurs in the form of invisible gold that is difficult to leach. The results of the gold leaching experiments showed that the best gold leaching parameters were $550^{\circ}C$ of roasting temperature, 2.0 M of concentration, 1.0% of pulp density, and $70^{\circ}C$ of leaching temperature. It is confirmed that the HCl-NaClO-$FeCl_3$ solution was an environmentally friendly method to leach gold and silver from the refractory sulfide concentrate as an alternative lixiviant to cyanide.
