A Study on Construction of Management Effectiveness Evaluation System for World Cultural Heritage (세계문화유산의 관리효과성 평가체계 구축에 관한 연구)

  • In order to answer the research question of 'how the listed World Cultural Heritage is being managed now?' the indicators of management effectiveness evaluation were set up based on international principles on the basis of the preceding research. The weights and priorities of each evaluation indicators were worked out through the Analytic Network Process(ANP) Technique. Therefore, the evaluation system to evaluate the management status of the World Heritage Sites have been established. Also, through calculate the converted score of 100 points based on the relative importance of these evaluation indicators among the World Heritage Site management effectiveness evaluation index for scoring and the score table was created. When evaluated for the management status of World Heritage Sites to set five rating of the final evaluation score: very deficiency, deficiency, general, good, excellent. According to the results the follow-up study will be carried out in the future.

AHP를 활용한 국내 냉동물류센터 입지경쟁력 결정요인에 관한 연구

  • COVI-19 이후 콜드체인 시스템의 중요성이 증가함과 함께 냉동물류센터에 대한 중요성도 부각되고 있다. 향후 냉동물류센터의 양적·질적 팽창은 불가피하며 그에 따른 위치선정의 중요성도 커지고 있다. 하지만, 대다수의 국내 냉동물류센터는 단순보관의 역할 위주에, 도심이나 주요도로와 멀리 떨어져 있고, 노후화의 문제를 가지고 있다. 또한 냉동물류센터는 에너지 소비가 많은 만큼 위치선정에 따른 비용문제도 큰 영향을 미친다. 따라서 본 연구는 AHP를 활용하여 부산 경남 냉동 물류 센터의 위치 경쟁력 결정 요인을 분석하고자 한다. 시설요인, 서비스 요인, 위치 요인, 그리고 비용 요인의 네 가지 영역과 이를 세부적으로 나누어 19개의 항목을 계층화하여 상대적 중요도를 평가하였다. 연구결과는 냉동물류센터의 입지결정요인과 기존에 냉동물류센터에 요구되던 기본적인 요소에 입지경쟁력 분석을 위한 우선 순위를 계층화하였다. 비용요인이 국내 냉동물류센터 입지경쟁력의 결정요인 중 가장 높은 비중을 차지하였다. 실제 시설인프라와 물류연결성은 관련 업종 근무자들이 가장 민감하게 받아들이는 사항이기도 하며 새로운 냉동물류센터의 도입 시에도 필수적으로 참고가 되어야할 것으로 보인다. 본 연구는 냉동물류센터 종사자 및 관련업계 종사자들이 어떠한 요인을 냉동물류센터의 입지경쟁력 결정요인으로 비중 있게 고려하고 있는지를 도출하였고, 향후 입지경쟁력 향상을 위한 전략적 시사점을 제공한다.

정보통신분야의 기술정책수립 모형개발

  • 정보통신기술은 현재 및 미래의 생활양식, 사회모습, 정치/경제/문화등에 이르기까지 모든 분양에 미치는 파급효과가 크기 때문에, 정보통신 기술개발에 관한 의사결정에 있어서는 기술 정책적인 고려가 반드시 필요하다. 그러나, 그 동안 정보통신 기술개발에 관한 의사결정에서 국가 차원의 정책적 고려가 매우 미흡하였다. 본 연구에서는 정보통신 분야에서의 기술정책에 대한 체계적 접근을 시도하였다. 본 연구의 결과는 세부분으로 구성되어 있다. 첫째, 정보통신 분야 기술정책의 체계를 제시하였다. 기존의 관련자료와 기술개발 전문가 및 정책 입안자들과의 면담을 거쳐 본 연구에서는 정보통신 기술정책에 포함되어야 할 주요내용을 1. 비전 및 우선순, 2. 산업조직및 하부구조, 3. 기술확보, 관리및 활용, 4. 정부 역할 및 정책 추진 기본 체계, 5. 국가 기술혁신시스템의 구축등 5개 부문으로 구분하고 각 부문별로 우리나라 정책현황과 문제점, 개선방안을 검토하였다. 둘째, 정보통신 기술개발에 관한 의사결정에서 고려해야 할 사항들을 정리하여 3단계 기술정책 수립모형을 개발하였다. 1단계에서는 검토대상사업이 정보통신 기술정책의 기본 지침과 일치하는지 확인하고, 2단계에서는 검토대상사업이 정보통신 기술정책의 내용상 우선순위에 부합하는지 검토한다. 3단계에서는 구체적인 기술정책지표에 의해 검토대상사업을 항목별로 검토하고 종합평가하여 최종의사결정을 한다. 여러 기술정책지표 항목들에 대해 가중치를 주어 평점모형(Scoring Model)을 통해 종합지표를 산출할 수도 있다. 셋째, 본 연구에서 제시한 3단계 기술정책 의사결정과정 모형을 CDMA 개발의 타당성을 검증하였다., (4) 교수-학생간의 인간적인 관계, (5) 숙제 및 과제물과 같은 5가지의 요인으로 구성되어진 것으로 분석되었다. 특히 한국학생을 대상으로 하여 AHP를 이용하여 각 요인들의 수업효과에 대한 상대적 가중치를 조사하였다. 특이한 결과는, 미국학생의 경우 수업준비 및 강의 방법이 상대적으로 중시된 반면, 한국학생들은 미국학생들이 비교적 덜 중시하는 교수-학생간의 인간적인 관계가 수업효과를 높이는데 가장 큰 기여를 하는 것으로 나타났다. 본 연구는 한국 문화의 특징이라 할 수 있는 교수-학생간의 인간적인 관계가 중시되는 교육환경하에서, 정보화 사회의 한 수업형태인 재택수업을 외국(특히 미국)의 방법을 그대로 따라 실시할 경우, 많은 부작용이 있을 수 있다는 것을 암시하며, 따라서 우리 교육문화에 맞는 재택수업 형태의 개발이 시급함을 제시한다고 하겠다.column density of HCaN is (1-3):n1014cm-2.   • After the 1980s, as the economy was growing rapidly and the real estate market was active, a large increase in population was supplied to the city. Accordingly, the national apartment housing market is located in the form of Urban Housing Culture. On the other hand, with time, the supply apartment houses became superannuated and the residential environment became poor. Therefore, the environment of old apartment houses has been changed to improve by reconstruction. Despite this, reconstruction incurred not only a lot of construction waste, but also problems of environmental degradation, noise, traffic congestion, increasing number of households, and so on. Recently, the housing law has changed, and vertical extension remodeling focused on Small/Medium Town House is underway. This has been changed in response to the demand. This is one of essential parts in the remodeling field for the future, even though it has some problems in how uses existing buildings. Therefore, this study analyzed occurrence risk factor for each type through research materials and case analysis regarding the vertical extension remodeling of apartment housing. In addition, the relative importance was determined through questionnaires and interviews from constructors, designers, and experts in the field.

Customers' Needs Analysis for Distribution and Utilization of Plant Genetic Resources in RDA-Genebank (농업유전자원은행의 식물유전자원 분양 활용에 대한 수요자 요구도 분석)

  • The National Agrobiodiversity Center is the nodal agency assigned as the National Agricultural Genebank of the Rural Development Administration. Its main role is to collect, conserve, evaluate and distribute plant genetic resources. As of 2010, NAC has distributed a total of 380,981 accessions in the last 20 years (1991-2010) or an average of about 19,000 accessions per year. To meet customers' demands for germplasm and derive quality improvements, a mail survey in 2011 was conducted among the genetic resource users in 2010. Most of the clients obtained information on the germplasm conserved in the national genebank from the NAC website or NAC staff, and they sought specific traits in the samples. Most users received the materials within 15 days, and wanted useful data together with genetic resource. Korean landrace was the most frequently requested accessions. According to the survey results, it is supposed that useful genetic resources should be preferentially collected and their characterization/evaluation should be strengthened to enhance the utilization of genetic resources.

An Ontology Model for Public Service Export Platform (공공 서비스 수출 플랫폼을 위한 온톨로지 모형)

  • The export of domestic public services to overseas markets contains many potential obstacles, stemming from different export procedures, the target services, and socio-economic environments. In order to alleviate these problems, the business incubation platform as an open business ecosystem can be a powerful instrument to support the decisions taken by participants and stakeholders. In this paper, we propose an ontology model and its implementation processes for the business incubation platform with an open and pervasive architecture to support public service exports. For the conceptual model of platform ontology, export case studies are used for requirements analysis. The conceptual model shows the basic structure, with vocabulary and its meaning, the relationship between ontologies, and key attributes. For the implementation and test of the ontology model, the logical structure is edited using Prot$\acute{e}$g$\acute{e}$ editor. The core engine of the business incubation platform is the simulator module, where the various contexts of export businesses should be captured, defined, and shared with other modules through ontologies. It is well-known that an ontology, with which concepts and their relationships are represented using a shared vocabulary, is an efficient and effective tool for organizing meta-information to develop structural frameworks in a particular domain. The proposed model consists of five ontologies derived from a requirements survey of major stakeholders and their operational scenarios: service, requirements, environment, enterprise, and county. The service ontology contains several components that can find and categorize public services through a case analysis of the public service export. Key attributes of the service ontology are composed of categories including objective, requirements, activity, and service. The objective category, which has sub-attributes including operational body (organization) and user, acts as a reference to search and classify public services. The requirements category relates to the functional needs at a particular phase of system (service) design or operation. Sub-attributes of requirements are user, application, platform, architecture, and social overhead. The activity category represents business processes during the operation and maintenance phase. The activity category also has sub-attributes including facility, software, and project unit. The service category, with sub-attributes such as target, time, and place, acts as a reference to sort and classify the public services. The requirements ontology is derived from the basic and common components of public services and target countries. The key attributes of the requirements ontology are business, technology, and constraints. Business requirements represent the needs of processes and activities for public service export; technology represents the technological requirements for the operation of public services; and constraints represent the business law, regulations, or cultural characteristics of the target country. The environment ontology is derived from case studies of target countries for public service operation. Key attributes of the environment ontology are user, requirements, and activity. A user includes stakeholders in public services, from citizens to operators and managers; the requirements attribute represents the managerial and physical needs during operation; the activity attribute represents business processes in detail. The enterprise ontology is introduced from a previous study, and its attributes are activity, organization, strategy, marketing, and time. The country ontology is derived from the demographic and geopolitical analysis of the target country, and its key attributes are economy, social infrastructure, law, regulation, customs, population, location, and development strategies. The priority list for target services for a certain country and/or the priority list for target countries for a certain public services are generated by a matching algorithm. These lists are used as input seeds to simulate the consortium partners, and government's policies and programs. In the simulation, the environmental differences between Korea and the target country can be customized through a gap analysis and work-flow optimization process. When the process gap between Korea and the target country is too large for a single corporation to cover, a consortium is considered an alternative choice, and various alternatives are derived from the capability index of enterprises. For financial packages, a mix of various foreign aid funds can be simulated during this stage. It is expected that the proposed ontology model and the business incubation platform can be used by various participants in the public service export market. It could be especially beneficial to small and medium businesses that have relatively fewer resources and experience with public service export. We also expect that the open and pervasive service architecture in a digital business ecosystem will help stakeholders find new opportunities through information sharing and collaboration on business processes.
