해기사 수급 차질과 추진전략 및 과제

  • 외항상선 해기사 수급차질 현황을 진단하고 현 상황 지속 시 해기단절 상황을 추정한 후 해기전승을 위하여 향후 10년간 외항상선해기사 연평균 7,500명 유지, 1항·기사와 2항·기사 이직률 30% 감소, 선·기장과 3항·기사 이직률 10% 감소 및 승무경력단절 해기사 복귀 인원 연 80명의 목표를 제시한 후 이를 달성하기 위한 추진전략 및 추진과제를 제시하였다.

A Study on Forecasting Demand and Supply of Marine Officer for Korean Ocean-Going Merchant Vessels (외항 상선 해기사 인력 수요 및 공급 예측에 관한 연구)

  • Although the number of ocean-going merchant ships is increasing, the number of Korean marine officers is decreasing. This manpower shortage problem is becoming more serious. This study objectively measured factors determining the demand and supply of ocean-going merchant ship officers and forecasted the exact manpower demand and supply. Demand was predicted by applying the number of ship officers required for each ship size to the number of ships forecasted. The supply was predicted by segmenting by position and age using the Markov model, reflecting increase/decrease factors such as promotion, turnover, retirement, and new entry by year. The demand for ocean-going merchant ship officers will increase from 11,638 in 2023 to 13,879 in 2030 while the supply will decrease from7,006 in 2023 to 6,426 in 2030, with the shortage expected to exceed 10,000 in 2040. This study can be used as a reference to solve the problem of manpower shortage for ocean-going merchant ship officers by improving the accuracy of predictions through objective data, scientific analysis methods, and logical reasoning.

The Supply-Demand Situation of Officers for Korean flag ocean-going merchant ship (국적외항상선의 해기사 수급 현황)

  • Foreign maritime officers were employed in Korean flag ocean-going merchant ships since the year of 2005. And the number of foreign maritime officers in Korean ship has been rapidly increased, and it approaches 700 recently. The shortage of Korean maritime officers was mainly claimed the reason of employing foreign maritime officers in Korean flag ship. In this paper, we surveyed the number of newly supplied officers from every Korean training institution, the number of officers on-board, on-leave, on-job hunting, and the number of officers leaving their job every year. And then we analysed supply-demand situation of Korean maritime officers for Korean flag ocean-going ships for reasonable decision-making in relation with employing foreign maritime officers.

A Study on the Problems and Improvements of the Management System for Foreign Seafarers Boarding Korean Ocean-Going Vessels (우리나라 외항상선에 승선하는 외국인 선원 관리제도의 문제점 및 개선방안에 관한 연구)

  • This study investigated the current status of the management system for foreign seafarers boarding Korean ocean-going vessels and analyzed the problems and suggested measures for improvement through the survey of shipping companies, ship management companies, crew manning companies and related associations. The conclusion is summarized as follow. First, it is necessary to reorganize and apply the collective agreements or the laws applicable to the foreign seafarer separately in regard to the foreign seafarer related laws and collective agreements applied in the same way as the Korean seafarer. Second, it is necessary to change the decision-making to shipowner in deciding on the number of foreign seafarers employed by the Korean ocean-going vessels or if the decision-maker remains the same, the relevant laws must be clearly defined pertinent to the decision-maker. Additionally, the number of foreign seafarers should be applied for each position and ship's type. The third is to expand the recognition arrangement for certificate of ships' officers to Eastern Europe and Asian countries to expand the range of options for hiring foreign seafarers. The fourth is to prevent the waste of administrative manpower by simplifying complicated and unnecessary administrative procedures from hiring and boarding of foreign seafarers. The fifth is to establish a systematic training and education system for foreign seafarers in cooperation with related shipping companies and government authorities, associations and so on. This study will contribute to providing a more efficient and systematic management of foreign seafarers boarding Korean ocean-going vessels.
