A Tale of Four Provinces: A Comparative Analysis of Provincial Governance in Vietnam (사성사색(四省四色)의 베트남 지방성(省) 거버넌스)

  • This paper situates 63 provinces of Vietnam on a two-dimensional governance space, according to their levels of both economic and political governance, and systematically explains the two-dimensional distribution of provincial governance. It presents three sets of explanatory factors: the amount of foreign direct investment (FDI) that each province has attracted, the combination of provincial urbanization and population density, and the North Central Coast region factor. Provinces that score high in both economic and political governance tend to have received a good amount of FDI and to be highly urbanized and densely populated whereas provinces that score low in both governance dimensions tend to have the opposite characteristics. Provinces that are high in economic governance but low in political governance are those that have received the greatest amount of FDI and tend to be highly urbanized yet relatively sparsely populated. Provinces that are high in political governance but low in economic governance are characterized by a relatively small amount of FDI, low urbanization, and high population density. Finally, provinces in the North Central Coast region tend to score very high in political governance.

A Study on the Survival Rate and Factors of FDI to Korea: Focused on ICT Industry (외국인의 국내 직접투자의 생존율과 생존요인에 관한 연구: 정보통신산업을 중심으로)

  • The objective of this paper is to analyze survival rate and factors of FDI(Foreign direct investment) using FDI data of Ministry of Knowledge and Economy. Kaplan-Meier estimation was used. The result was as follows. M&A of FDI was much more risk than Greenfield FDI. .FDI to the IT-service industry was much more risk than FDI to the manufacturing industry. Partnership under 50% was much more risk than partnership over 50%. The accumulated survival rate of M&A was higher then Greenfield until fourth period but was lower than Greenfield after fourth period. The accumulated survival rate of M&A was lower than others from the first period to last period. There was no difference between Partnership under 50% and partnership over 50% to 4th period. After 4th period, Accumulated survival rate of partnership under 50% was higher than accumulated survival partnership over 50%.

Political Instability and Inward Foreign Direct Investment: The Perspective of Government Corruption from an Emerging Economy (정치적 불안정과 외국인 직접 투자: 신흥국 정부부패의 관점)

  • Pakistan is a South Asian auspicious developing country. Based on the corruption perception index report 2020 by transparency international, Pakistan has ranked 124 with total scores of 31 globally and 188 ranks with a score of -2.25 in terms of political stability ranging from 0 (lowest) to 100 (highest). More crucially, the inflow of foreign direct investment toward Pakistan has declined between 2008 and 2019. Though political instability and government corruption have both positive and negative linear relationships with foreign direct investment, we tested the moderating impact of government corruption between political instability and inward foreign direct investment over time. We also tested the relationship between political instability and inward foreign direct investment in different phases of political regimes in the same country. Our results suggested that authoritarian regimes attracted more inward foreign direct investment than that during democratic periods of government. Furthermore, we found that there was low inward foreign direct investment when government corruption was high in the country. However, government corruption weakened the positive relationship between political instability and inward foreign direct investment (FDI).

An Effect of FDI and Human Capital on Economic Growth Using VECM in Korea (VECM을 이용한 한국 외국인직접투자와 인적자본의 경제성장 효과)

  • The purpose of this paper is to analyze the economic effects of Foreign Direct Investment(FDI) and human capital using VECM in Korea from 1970 to 2009. Empirical results through VECM show that the coefficients of GDP, GFO(gross fixed capital), LAB(total labor), EXO(export), PCDB(public and commercial loan) and FDI have had a positive impact on Korean economic growth. In contrast, the effects of PCDB and FDI were not as significant as the other variables. In particular, the interaction effect, $FDI^*EDU$(the college graduation variable), was more important than that of the FDI alone. However, the coefficient of $FDI^*EDU$ was not so big. Korean government needs to attract more FDI to enhance Korean economic growth rate by the improvement of investment environment. There are a big amount gap between notification FDI and arrival FDI in Korea. So Korean government and companies should actively persuade foreign investors to invest after their investment notification. Also the Korean college authorities should emphasize more on curriculum which adapts to company skill in the field work.

Impacts of Low-priced of Industrial Electricity and Loose Environment Regulations on Investment Incentives of Inward Foreign Direct Investment of the Manufacturing Industries in Korea (외국계 제조업체 투자유인으로서의 저렴한 전기요금과 느슨한 환경규제 영향력)

  • The role of the foreign direct investment is very crucial for the regional economic growth nowadays. The inward FDI in Korea has been increased since the Act of foreigner investment promotion in 1998. The municipal and national government have designated the special industrial zones and supported the diverse incentives for the foreign investment companies. The service sector had a large share of inward FDI. However, manufacturing sector overtook the service sector as the largest FDI in 2009. This study focuses on the greenfield manufacturing FDI, which was established from 1999 to 2012 in Korea. In order to find out the impacts of low-priced industrial electricity and loose environmental regulations on choosing Korea, this paper did in-depth interviews with MOTIE, Korea industrial complex, Korea Trade-Investment Promotion Agency, some FDI companies. Investment incentives such as low price of domestic industrial electricity strongly affect why manufacturing FDI companies choose Korea to invest. The Korean government has also acknowledges that low-price policy can internationally compete to attract FDI. There is a possibility that FDI energy-guzzling industrial companies may choose for Korea to use the low-priced electricity, raising the issue of supply-demand of electricity of Korea in the future.

  • 외국인(外國人) 직접투자(直接投資)의 중요성이 국내(國內) 외(外)에서 커지고 있음과 함께 그 투자본국(投資本國)과 대상국(對象國)이 어떻게 결정(決定)되느냐에 대한 학계(學界)의 관심(關心)이 새로워지고 있다. 본(本) 논문(論文)은, 투자본국(投資本國)-대상국(對象國)의 결정문제(決定問題)에 관해, 이를 생산요소(生産要素)의 국가간이동(國家間移動)으로 파악하려는 종래의 국제경제학(國際經濟學), 기업(企業)의 무형자산(無形資産)에서 그 중요한 이유를 찾으려는 산업조직론(産業組織論), 상이(相異)한 통화권(通貨圈)이 주는 투자상(投資上)의 우위(優位) 열위(劣位)를 중시(重視)하는 국제금융론(國際金融論) 등 제(諸) 접근방법(接近方法)들이 시사(示唆)하는 바를 살펴보고, 환율수준(換率水準) 및 그 예상변화율(豫想變化率) 등이 외국인(外國人) 직접투자(直接投資)에 미치는 영향도 재고(再考)하였다. 실증분석(實證分析)에서는 세계(世界)의 대미직접투자(對美直接投資)의 연도별(年度別) 시계열자료(時系列資料)를 사용하여 GNP, 환율수준(換率水準), 예상환율변화(豫想換率變化) 및 환(換)"리스크 프리미엄" 등 거시경제변수(巨視經濟變數)들의 영향을 추정(推定)하여 보았으며, 대체로 유의도(有意度)가 높고 선험적(先驗的)으로 기대하는 바와 같은 영향이 있다는 결과를 얻었다.

A Documentary Study on the Economic Success of Ireland caused by FDI - focusing on the Role of the Social Partnership (외국인 직접투자가 아일랜드 경제발전에 미치는 영향에 관한 연구: 사회협약의 역할과 성과를 중심으로)

  • There have been many critical point of view on the Korean industrial relations arguing that its conflictual nature and combative unions, and too much protective labor laws make the foreign investors to avoid Korea as an investment location. This argument has been raised since IMF' financial bail-out when Korea needed badly foreign FDI. Since then, however, any significant improvement in industrial relations field has not been made. In this kind of dead-lock situation, the Ireland' success story give us an important lesson, in which the strong economic growth had been made through the massive FDI, stimulated by the social partnership between government, unions and employers. Our study has an aim to examine the several success factors for Ireland's economic success, and to take a deep look into the context and characteristics of the Ireland' social partnership, and its outcome. We also try to draw some lessons to Korean economy, in particular, in its economic policy and industrial relations.

EU Enlargement toward Central and Eastern Europe, Location of Foreign Direct Investment and the Changing of Economic Space (EU의 중.동부유럽으로의 확대와 투자입지 및 경제공간의 변화)

  • As EU's enlargement toward Central and Eastern countries, it is expected to change of the economic activity space of EU. This paper aims to examine the changing of economic activity space of EU with a locational analysis of foreign direct investment in Central and Eastern countries. The foreign enterprises, particularly EU's firms are increasing the direct investment in the Central and Eastern countries from the middle 1990's for a raising of the efficiency of production and a prior occupation of the potential market. The foreign direct investment in Central and Eastern Europe has a tendency to concentrate in Poland, Hungary, Czech and Slovakia, which has relatively a large market, a cheap and plentiful labor, a stable political system and a positive inviting policy of foreign direct investment. And, the foreign direct investment shows a tendency to locate generally in a big city, which has a advantageous production factors by a well-developed infrastructure and a regional industrial organization, a skilled labors, a market, etc., and in a border area between East and West Europe because of a cheap and plentiful labor, a similar cultural environment and the low cost of transportation. In conclusion, as an integration of the Central and Eastern countries into EU, the capital territories of Hungary, Czech and Poland, and the border area between East and West Europe is becoming a new economic activity space of EU with a location of foreign direct investment. And. the Baltic zone is also expect to become a new economic activity space according to the augmentation of exchanges and direct investment inter near countries.

  • Promoted in places like Korea, the central government and the local governments that can provide information on which to base investment policy to attract foreign direct mutation-specific gravity model (Shift-Share Model) In this study, the decrease of foreign direct investment performance using factors looked up in the industry. The sample period of 2009, 2010, 2011 nationwide (metropolitan and non-metropolitan separated) of foreign direct investment performance for Industry Standard Industrial Classification (Division) was conducted. Factors to look at the results of the National Growth Effect(NS), the industrial structure effect (IM), local allocation effect(RS) to decrease foreign direct investment in 2010 and 2011 non-metropolitan, metropolitan national growth effect(RS) is negative(-) has a value. Because it appears to be the aftermath of the global recession, the impact on the domestic economy Metropolitan area and the Industrial Mix Effect(IM) to the development of education, culture, business, and transportation, etc. in the development of service industries than in non-metropolitan valid environment. In the sector of services (food accommodation, business services, entertainment), We did it, was able to find the function. However, the Regional Share Effect(RS) be competitive in the manufacturing sector in metropolitan areas in the metal and chemical sectors have been identified. These results seems to enhance the competitiveness of the region, such as the metropolitan area's excellent workforce. Shift-Share analysis technique based on competitive factors of the region, to find the failure has limitations.

Characteristics of Foreign Firms업 Corporote Networks in Korea: The Case Study of Business Services (외국인직접투자기업의 기업네트워크 특성 한국 내 사업서비스업체 사례분석을 중심으로)

  • This study investigate the spatial characteristics and corporate networks of foreign business service firms in Korea. Specifically intrafirm and extrafirm organization of foreign firms are addressed utilizing the corporate network perspective. For this purpose, this study conducted questionnaire and interview surveys for the foreign firms. Parent-subsidiary relationships are focused on the mechanisms by which Transnational Corporations (TNCs) headquarters control and coordinate their foreign affiliates and subsidiaries in order to achieve investment purpose in Korea (overseas market expansion). But extrafirm networks of foreign business services firms in Korea do not appear to play an important role in regional development to date. A low proportion of foreign firms is engaged in academics-industry linkages, and a low number o( foreign firms is formally linked with government organizations, research institutes, and trade associations. To conclude, Foreign direct investment firms in business services in Korea are characteristics by globalized intrafirm networks and localized interfirm and extrafirm networks. It is understood that regional development can be vitalized when Korean local firms have close relationships with technologically advanced foreign firms in tacit knowledge capacity. Foreign firms are able to play an important role in the development of business services in Korea. This study suggests that regional foreign direct investment policy should be targeted towards the corporate networking with foreign firms and domestic firms and incrementation of the potential of foreign firms as a knowledge-intensive industry.
