The Trend and perspective of Automotive Technology deveolpment for the Later part of 1980s. -Based on product engineering- (1980년대 후반의 자동차기술개발 동향 및 전망 -제품기술을 중심으로-)

  • 한국의 자동차산업은 생산능력이 경제단위로 들어서고, 수출을 통해 선진국 자동차산체와 세계시 장에서 경합을 하지 않으면 안 될 성년기에 접어들고 있다. 따라서 경험적 강화를 위해서는 생 산단위의 증가 뿐만 아니라 자체기술개발능력도 향상해야 한다. 기술개발의 첫째 화제가 현재 외국으로부터 기술도입한 제품의 자체개발이 대상으로 된다는 것은 재론의 여지가 없다. 그러나, 앞으로 제품개발을 해 나가는데 수반되는 기술개발을 효과적으로 하기 위해서는, 선진자동차산 업의 기술개발동향과 Marketing차원에서 시장변활를 연밀히 분석, 검토함으로써 기술개발과제를 중점적으로 선택하고, 연구설비투자와 연구인력을 성별투입해야 할 것이다. 이런 관점에서 최 근의 자동차기술 개발동향을 개관하고 1980년대 후반의 개발동향을 전망해 보고자 한다. 자동차 제품기술은, 첫재 석유와 원재로, 부품, 노동력의 가격상승과 둘재 환경, 안전도, 연비면의 규제 강화, 셋째 사용자의 편이 안락한 문전의 추구라고 하는 세가지 주요인의 이호연관에 의해 그 개발방향이 결정된다고 할 수 있다. 현재, 미,일 자동차업체는, 가솔린 및 디젤 왕복내연기관 의 기존 동력원과 FF, FR 및 4WD의 기존구동방식을 유지하면서, 엔진 등 주요기능부품의 최적 제어와 운전자의 편이성향상 및 운전정보 제공을 위한 전자기술의 적용, 경량재질 및 세라믹스 등의 신소재 적용, 실용화, 그리고 유가상승에 대비한 대체연료의 개발연구를 주개발과제로 삼고 있으며, 이 주세는 80년대 후반까지 지속될 것으로 보여진다.

A Study on the Necessity of Introduction of Scientific Diver Certification System in Korea (과학잠수 인증제도의 국내 도입 필요성에 관한 연구)

  • Currently, in Korea the scientific diving activity is being conducted without any legal basis, thus confusions arise in work coverage, equipment usage, and wage calculation etc. In this paper, introduction of scientific diver certification system is suggested to clear such confusions and to enhance the safety of scientific divers. Also the codes and regulations of foreign countries were introduced, and from the analysis of scientific diving tasks and applying skills, the hostility of the scientific diver's working environment as well as requirement of high level diving skills are explained. Finally the necessity of establishment of scientific diving regulation and introduction of diver certification system were emphasized and the promotion plan was discussed.

  • In this study, the current status of foreigners living in the country was examined and the problems and demands regarding the occurrence of disasters from various nationalities who are actually living in the country were investigated. The result showed that it would be necessary to secure various channels for them to receive information regarding the disaster and safety service and provide information they want continuously with great interest. Also, it would be necessary to prepare institutional measures to solve the language barrier and difficulties in the way of reporting at the national level.

  • Many of the development countries in the world have been investing a lot of money and developing plans for a national digital library in order to .:em the information power in the 21st century. In order for our country to compete with others, it is also urgent to build a National Digital Library in Korea, which can provide a variety of multimedia information for the people. In this study, based on the investigation of the several cases of the national digital libraries in the developed countries, we suggest a detailed plan for the National Digital Library which includes building, facilities, equipments, organization, staff, events, frictions, and expected budget.

A Study on Efficient Work Force Supply-Demand According to the Employment Permit System for Foreigners (외국인 고용허가제 도입에 따른 효율적 노동인력 수급에 관한 연구)

  • The employment permit system for foreigners, which stresses introduction of foreign work force in a legal manner rather than in the position of being trainees, is anticipated to efficiently improve introduction and the overall management system of foreign work force and related difficulties such as illegal alien problems, absurdity on sending laborers overseas. In this paper, a prospective model of supply and demand of work force has been developed basing on various categories of industries and patterns about nationally practical foreign employees to look over efficient supply and demand of work force suiting employment of foreigner among foreign work force policies. To propose the prospective model, we have derived industry- and pattern-related matrixes of foreign laborers basing on Inter-Industry Analysis Method put forth by Professor Leontiyef in 1930, and through the derived matrix assessed repercussions concerning overall domestic industries and foreigner types and decided yearly weight; the capacity of supply and demand of foreign laborers can be compared through proposed statistical estimation and government estimation by combining the determined weight with yearly incomes of foreign laborers. This paper has thoroughly considered the particularity of our employment permit system for foreigners and applied the Weibull distribution and incorporated the dependence of foreign laborers during the limited period of 3 years to the industry relation analysis, ultimately proposing an efficient supply and demand method about domestic foreign work force.

VTS 데이터를 이용한 정량적인 VTS 구역 적정 관제석 산출

  • 해상교통관제센터(VTS)는 해상 안전과 선박교통효율을 위해 우리나라 주요 항만 및 연안해역에서 운용중이다. 우리나라 VTS는 외국항만 VTS에 비해 1인당 담당 관제면적이 넓으며, 최근 VTS 구역 추가 확대로 기존 관제사의 담당구역이 기존보다 더욱 확대되어 관제사의 집중관제와 선박교통관리 어려움이 더욱 증가되고 있다. 이에 따라 VTS 구역의 효율적인 운영과 VTS 인력 확보를 위한 정량적인 관제석 수 산출이 필요하다. 본 연구에서는 VTS에서 수집중인 선박교통 및 선박교신 데이터를 이용하여 VTS 구역 적정 관제석 산출방법을 제안하고자 한다. 제안한 방법은 VTS 구역에서 운항하는 모든 선박의 모니터링 시간, VHF 교신에 대하여 관제 업무(task)항목, 출현빈도, 소요시간을 정의하고, 단위시간동안 각 관제 task별 소요시간을 계산하여 관제석 수를 계산한다. 제안한 방법을 여수VTS 해역의 VTS데이터에 적용하여 적정 VTS 관제석 수, 시간대별 관제석 수 변화를 분석하였다. 분석 결과 혼잡시간대 필요 관제석이 4-5 석이 필요로 한 것으로 분석되었다.

HPAI(H5N1) 방역대책 공청회 개최 제의에 대하여

  • 지난해 12월 국내 첫 HPAI발생 후, 방역당국의 발생지역 반경 3km내의 살처분에 대하여 우리는 처음부터 외국의 연구자료와 발생대처사례, 국제기구(FAO, OIE, WHO)의 권고 등을 참고하여 불행하게도 감염된 농장은 살처분 하더라도, 차단방역을 충실하게 실시한 미 감염농장만이라도 국가 관리하에 백신을 사용하여, 무차별 살처분으로 인한 억울한 농가피해와 매립으로 인한 인력동원, 환경오염, 막대한 국가재정보상부담을 줄일 수 있는 살처분과 백신병용(이하 백신 병용이라함)정책을 채택해 줄 것을 제의해왔다. 그러나 방역당국의 대책위에 참여하고 있는 교수(이하 방대위라 함)들은 이에 대해 지속적으로 반론을 제기하며, 심지어 관련 학자들의 인격문제까지 거론한다면서, 이에 대한 공청회를 요청(양계연구 4월호)하여 이에 답하고자 한다. 우선 우리는 공청회 요청에 대해 기꺼이 응할 수 있음을 전하고 싶다. 그러나 공청회는 정부가 정책을 추진하기 위해, 이해 당사자들의 의견을 수렴하기 위한 것이므로, 양계농가와 양계협회가 주관하여 관련 교수들과 소득 없는 논쟁에 그쳐서는 안되며, 이 중차대한 국가대사에 반드시 정부관련 부처가 주관하여, 가능하면 입법부 관련 의원들까지 함께 하는 자리에서 이해당사자인 백신병용주장농가와 살처분고수학자 및 관련당사자가 참여하여 충분한 토의를 거쳐, 향후 HPAI 재발시 반드시 방역정책에 반영될 수 있는 계기가 되어야 한다고 생각한다. 또 공청회 개최를 요구하면서, 이어 필자가 관련신문 및 월간지를 통해 백신병용을 요구한 기고문에 대하여, 장론의 반론을 제기함으로(양계연구 4월호), 이에 대해 덧붙여 답변하고자 한다.

Analysis of Influence Factors and Current Conditions for Korean Railway Export (철도산업 해외진출 영향요인과 여건 분석)

  • This study identifies influence factors for Korean railway export and analyzes the importance and competitiveness of the factors. This study also suggests policy directions for each factor and analyzes the current situation of the Korean railway industry. All influence factors identified in this study turned out to have high levels of importance. Influence factors with higher importance levels for each field are as follows: man-power/experience and skill/technology in the engineering field; price, information and man-power/experience in the construction field; and information, technology, and price in the manufacturing field. However, the level of competitiveness of the factors turned out to be low. This study also suggested policy directions for each influence factor: overall, they turned out to have high levels of importance. Policy directions with high importance for each field are as follows: strengthening overseas' human network, training/educating experts for overseas projects, and accumulating experiences through Official Development Assistance projects in the fields of engineering and construction; and cost reduction and strategical cooperation with foreign companies in the manufacturing field. However, interviewees' satisfaction levels for each policy area turned out to be low. Finally, policy measures for Korean railway export for each influence factor were suggested.

  • Recently, as the internet is widespread rapidly among the public, people can use a variety of useful information services through the internet. Accordingly, the protection of information supplied by computer networks 5 has become a matter of primary concern on the whole world. To accede to the realistic demands, it has been worked out some countermeasures to cultivate the experts in information security by the government and many educational facilities. Already the government authority has carried out the each kinds of concerning projects under the framed a policy, Five-Year Development Plan for Information Security Technology. Also, many domestic universities perceives such an international trend, and so they frame their plans to train for the experts in this field, including to found a department with respect to the information security. They are ready to execute their tangible works, such as establishment of educational goal, development of teaching materials, planning curriculum, construction of laboratories and ensuring instructors. Moreover, such universities lead to their students who want to be information security experts to get the fundamental knowledge to lay the foundation for acquiring the information security technology in their bachelor course. In this note, we survey and analyze the curricula of newly-established or member-extended departments with respect to information security fields of some leading universities in the inside and outside of the country, and in conclusion, we propose the effective model of curriculum and educational goal to train the students for the information security experts.

Extraction of Cause Factors to Enhance the Competition of Ship Management Industry Considering Ship's Lifecycle based an Intuitionistic Fuzzy DEMATEL&ISM (직관적퍼지 DEMATEL&ISM법 기반 선박의 전주기를 고려한 선박관리산업의 경쟁력 강화 원인요인 도출)

  • In those day, the Busan local government had instituted a rule to support and enhance competition as well as improve respect for the ship management industry. This study aims to extract the cause factors to enhance such competition using intuitionistic decision making trial and evaluation laboratory (DEMATEL) and interpretive structural modeling (ISM) methods. First, eight factors were extracted from the specifications in the Ship Management Industry Development Act. Second, the intuitionistic fuzzy number was converted to a crisp number using the standard fuzzy number. Third, the influence relationship was analyzed using DEMATEL, and the priority ranks for the factors are determined using ISM. From the results of the impact relationship analysis, the three main cause factors were determined as improvement of technical ship management capability, improvement of expertise of manpower for onshore management, and improvement of the quality of the Korean seafarer. The priorities under the ISM method, in descending order, were as follows: improvement of the quality of Korean seafarers, improvement of professionalism among the manpower for shore management, improvement of technical ship management capability, improvement of commercial ship management capability, establishment of a comprehensive information system, improvement of the working conditions and employment environment for seafarers, financial support such as overseas orders, and strengthening the availability of foreign seafarers. Therefore, it is necessary to prioritize policy promotion based on these factors, especially the top three, as these have the highest impact.
