최근 연구 환경과 연구 패러다임이 데이터 중심으로 변화되고 있다. 특히, 공공 연구성과의 개방과 공유에 기반한 오픈 사이언스(Open Science)가 과학 연구의 글로벌 어젠더로 새롭게 부각되고 있다. OECD는 오픈 사이언스를 정책의제로 채택하고 있으며, 미국, 영국, 호주 등 세계 선진국에서는 공공자금이 투입된 연구과제로부터 생산된 연구데이터의 체계적인 관리와 쉬운 접근, 재사용을 통한 가치 창출을 위해 데이터 관리 계획(Data Management Plan)을 비롯한 오픈 연구데이터 정책을 적극적으로 시행하고 있다. 하지만 국내에서는 연구데이터를 공유 활용하기 위한 법제도적 기반과 관련 인프라가 아직 미흡한 실정이다. 이 연구에서는 오픈 연구데이터를 위한 세계 각국의 정책 동향을 소개한다. 그리고, 국가과학기술연구회 소속 22개 정부출연 연구기관과 국내 20개 대학의 연구자를 대상으로 조사한 연구데이터 생산, 관리, 활용 현황과 데이터 공유 활용을 위한 시사점과 개선방향을 살펴본다.

There were not many ways to share research data in the past, but modern information technology has allowed us to share these data. As data sharing has its side effects, researchers' attitude and practice to sharing data vary by individual discipline. This study found that foreign learned societies, NGOs, universities and research funders support data sharing in a utilitarian perspective, while major publishers demand it so that other researchers can verify the data in peer review. It is important that open data policy should be settled down in near future for evoking further studies and encouraging progress in science. In order to establish data sharing successfully in Korea, efforts could be made by researchers, universities, academic libraries, and governments as well as the stakeholder. This study also proposed specific ways to perform it.

The purpose of this study is to examine recent trends and intellectual structures in research related to open data. To achieve this, the study conducted a search for the keyword "open data" in Scopus and collected a total of 6,543 papers from 1999 to 2023. After data preprocessing, the study focused on the author keywords of 5,589 papers to perform network analysis and derive centrality in the field of open data research and linked open data research. As a result, the study found that "big data" exhibited the highest centrality in research related to open data. The research in this area mainly focuses on the utilization of open data as a concept of public data, studies on the application of open data in analysis related to big data as an associated concept, and research on topics related to the use of open data, such as the reproduction, utilization, and access of open data. In linked open data research, both triadic centrality and closeness centrality showed that "the semantic web" had the highest centrality. Moreover, it was observed that research emphasizing data linkage and relationship formation, rather than public data policies, was more prevalent in this field.

최근 자연어처리 연구 중 오픈 도메인 지식 기반 대화는 많은 관심을 받고 있다. 연구를 위해서는 오픈 도메인 환경을 갖추고 적절한 지식을 사용한 대화 데이터셋이 필요하다. 지금까지 오픈 도메인 환경을 갖춘 한국어 지식 기반 대화 데이터셋은 존재하지 않아 한국어가 아닌 데이터셋을 한국어로 기계번역하여 연구에 사용하였다. 이를 사용할 경우 두 가지 단점이 존재한다. 먼저 사용된 지식이 한국 문화에 익숙하지 않아 한국인이 쉽게 알 수 없는 대화 내용이 담겨있다. 그리고 번역체가 남아있어 대화가 자연스럽지 않다. 그래서 본 논문에서는 자연스러운 대화체와 대화 내용을 담기 위해 새로운 오픈 도메인 한국어 지식 기반 대화 데이터셋을 구축하였다. 오픈 도메인 환경 구축을 위해 위키백과와 나무위키의 지식을 사용하였고 사용자와 시스템의 발화로 이루어진 1,773개의 대화 세트를 구축하였다. 시스템 발화는 크게 지식을 사용한 발화, 사용자 질문에 대한 답을 주지 못한 발화, 그리고 지식이 포함되지 않은 발화 3가지로 구성된다. 이렇게 구축한 데이터셋을 통해 KE-T5와 Long-KE-T5를 사용하여 간단한 실험을 진행하였다.

To solve the problems of the traditional scholarly communication system, global interest in the open access paradigm continues. Nevertheless, there is still a lack of research to understand global research and growth trends in the field of open access through data-based quantitative methods. This study aims to identify which sub-fields exist in open access and analyze how long each research field will grow in the future. To this end, topic modeling and growth curve analysis were applied to global academic papers in the field of open access. This study identified 14 research topics related to open access, open data, and open collaboration, which are three key elements of open science, and foresaw that the field of open access will grow over the next 65 years. The results of this study are expected to support researchers and policymakers in understanding global research trends of open access.

Open science projects are being actively carried out globally. Publishing the results of public research (publications and data) in digital format and enhancing access to these materials are getting more important. Various research support tools are being used to support open research, open access, open data, open peer review and open research performance evaluation. We analyzed research support services to prepare open science movement in Korea. Korea is not ready for research data management and research collaboration except open access and institutional repositories. It can be seen as an urgent matter to analyze these international open science research support services carefully and reflect them in research support policy and service guideline.

최근 멀티-세션 데이터로 장기간 페르소나와 대화 일관성을 유지하며 인터넷에서 대화와 관련된 지식을 활용하는 대화모델 연구가 활발히 진행되고 있다. 하지만 이를 위한 한국어 멀티-세션 오픈 도메인 지식 기반 대화 데이터는 공개되지 않아 한국어 대화모델 연구에 어려움이 있다. 따라서 본 논문에서는 한국어 멀티-세션 오픈 도메인 지식 기반 데이터의 필요성을 시사하고, 데이터 수집을 위한 툴을 제안한다. 제안하는 수집 툴은 양질의 데이터 수집을 위해 작업자들이 사용하기 편하도록 UI/UX를 구성하였으며, 대화 생성 시 텍스트뿐만 아니라 정보가 밀집된 테이블도 대화에 활용할 지식으로 참조할 수 있도록 구현하였다. 제안하는 수집 툴은 웹 랜덤채팅 시스템에 기반을 두어 작업자가 여러 다른 작업자와 같은 확률로 매칭되게 구현되었으며, 일정 확률로 기존 대화로부터 대화를 시작하도록 함으로써 멀티-세션 대화 수집이 가능하도록 하였다.

With the advent of the fourth industrial revolution, data becomes very important resource. Now is called as 'Data Revolution Age.' It is said that Data Revolution Age started with Big Data, then accelerated with Open Data, finally completed with My Data. In this paper, we compared Big Data, Open Data, and suggested roles and effects of My Data as a digital resource.

As the recent research environment and research paradigm have become data-driven, Open Science, based on openness and sharing of public research results, has emerged as a global agenda for scientific research. National policies for sharing and re-use of research data from publicly-funded research are in effect globally. Therefore, in Korea, it is urgent to build policies and infrastructure for sharing and re-use of research data. In this paper, we investigate the current status of research data management of science and technology research institutes in Korea. We conducted in-depth interviews with researchers from 22 research institutes belonging to the National Research Council of Science & Technology, and 20 universities in Korea, asking about terms of creation management utilization of research data, willingness to share data, and needs for sharing and re-use of research data. From these interviews, we drew implications for open research data and future directions.

정부 및 기관, 개인에게 부가가치를 제공하는 공공 오픈데이터를 Linked Data로 발행하기 위한 다양한 시도들이 계속되고 있는 현 상황에서, 공공 오픈데이터인 '서울역사박물관의 유물 데이터'를 대상으로 데이터 정제 및 Linked Data로 발행하는 작업을 수행하여 발행 과정에서 나타나는 제약사항들에 대해 검토하였다. 이를 통해 정부 및 각 기관들, 개인이 데이터 발행자 및 이용자의 입장에서 공공 오픈데이터를 활용할 때 고려해야 할 사항들로 데이터 공개 시 데이터에 대한 명확한 설명 제시, 데이터 생애주기에 걸쳐 양질의 데이터 생산 및 공개, 데이터 발행자와 이용자 간의 지속적인 커뮤니케이션을 제언하였다.
