An Analysis of Income Models for Open Access in Korean Scholarly Journals (오픈액세스 수입원 분석을 통한 국내 학술지의 성향 연구)

  • The purpose of this study is to examine the tendency of open access income models in gratis open access journals and fee-based online journals in Korea. This study found that there was no clear difference between two groups and fee-based online journals had several of the same characteristics of open access journals. That is, the societies published fee-based journals have requested APC to authors and additional page charges for the articles with research funding. Also, in case of fee-based online journals, the journals received subsidies from external funding agencies were more than free OA journals. These findings show that fee-based online journals in Korea have a lot of capability to transition to open access journals.

A Proposal for the Acceptance and Processes of Open Access in Korean Societies (국내 학회의 오픈액세스 수용과 추진방식에 대한 제안)

  • The purpose of this study was to propose a guide for the acceptance and processes of open access in Korean Societies. Firstly, this study developed journal publishers' open access model focused on the relationship between types and strategies of open access. Secondly, this study investigated current status of journal publishers' open access strategies and the adoption degrees through SHERPA/RoMEO, DOAJ and PMC databases. Finally, on the basis of the result, this study proposed a guide to help Korean societies make journals more open or less open according to their situations as real. Korean societies can make informed decisions about how to derive open access.

A Study on the Awareness and Experience of Open Access Publishing among Korean Authors of an Open Access Mega Journal (오픈액세스 메가 학술지 논문 게재 경험이 있는 국내 기관 소속 저자의 오픈액세스 출판 인식 및 경험에 관한 연구)

  • This study was conducted to obtain a better understanding of Korean researchers' motivations and experience regarding open access publishing. An online survey was conducted with the Korean authors of PLOS ONE, a major open access mega journal (OAMJ). A total of 238 responses were collected; the analysis was based on 202 valid responses. The results of the survey were compared and constrated with the results of a major international study that investigated similar issues. For Korean authors with open access publishing experience, journal impact factor (JIF) is still the most important factor in making publishing decisions. There was a significant difference between general publishing venue decision making versus open access publishing venue decision. Overall, Korean authors are far less satisfied with open access publishing than the authors in the international study. The results suggest comparatively low level of expectation among Korean researchers toward open access publishing. Open access policy and training initiatives are needed to promote open access.

  • The major concern of scholarly communication system that consists of libraries, researchers, and publishers is scholarly journals. But there is a huge chasm between the groups that have their own respects and strategies, compensations, and rights about scholarly journals. This difference makes open access movement which has two strategies: Open Access Journal(OAJ) and Open Access Archives (OAA). This paper describes the current status and analyses serious limitations of OAJ and OAA, especially, including the present address in the field of library and information science.

A Study on Flipping Subscription Journals to Open Access (정기구독제 학술지에서 오픈액세스 학술지로의 전환에 관한 연구)

  • Many publishers tried flipping, or extensively changed their journals flipped. They considered that converting an established journal into OA journal is more attractive than launching an entirely new OA journal. After conducting a careful literature review, this study provided the background and current situations on flipping. There are flipped OA journals alive published by commercial publisher, society, university, and institute in the field of science and medicine. This study found the increased number of published articles after flipping, with 69% of 97 flipped OA journals in 2015 having impact factors. Also 92% of the journals experienced rising in ranking of impart factor, or achieved it for the first time. It was suggested that the roles of academic society, funding agencies, and universities when it comes to active flipping.

A Study on Methods of Implementation for the NRF Open Access Policy (한국연구재단 오픈액세스 정책 실행방안 연구)

  • This study aims to identify the methods of implementation for the 'National Research Foundation of Korea Open Access 2021(Plan)'. This study covers the methods of implementation in the three following core items: 1) developing the details on the amount, method, and procedures of APC support; 2) proposing methods for facilitating the transition of domestic Korean academic journals to open access journals; and 3) developing methods of entrusting papers to open access repositories. APC support should be guaranteed at a reasonable level. The average or median of APC values for the previous three years will be applied to set the upper limit for support each year. APC support will be provided when the paper is published to open access journals or transitioning journals to open access. Hybrid journals or dual access journals are not included. Support for open access publishing of academic journals in Korea during the transition period will be available for open access journals that have registered for CCL in KJCI or journals that have submitted their application for transitioning to open access. Publishing in hybrid, dual access or subscription-based journals must be accompanied by items related to copyright such as embargo. Research results will be used for the detailed implementation plan of 'NRF OA2021 (Plan)'. They will serve as the base data for the rapid, stable, and sustainable implementation of open access policy in NRF, addressing the Korean domestic academic journal publishing environment and the field of international academic communication.

A Study on Copyright Possession for Open Access and Archiving of Scholarly Journal Paper Registered in Korean Research Foundation (국내 학술지 논문의 오픈 액세스와 아카이빙을 위한 저작권 귀속 연구 - 한국학술진흥재단 등재 학술지를 중심으로 -)

  • Scholarly journal is the important media of the scholarly communication and the representative noncommercial works which aim the openness and the share of the scholarly information. Recently the concern about the open access movement of the scholarly journal is increasing in Korea. However, the copyright issues are becoming the big obstacle of the open access and the archiving of the scholarly journal paper. This study investigated the copyright dispute examples of the scholarly journal paper and analyzed the present conditions on the copyright possession of 906 scholarly journals registered in Korean Research Foundation. On the basis of the result, the paper proposed the concrete copyright plan for the open access and the archiving of the scholarly journal paper in Korea.

Analysis on the Open Access Policies, Publishing, and Archiving in the Field of Medicine (의학 분야 오픈 액세스 현황 분석을 통한 국내 의학 정보 활성화 방안)

  • This paper analyzes the current status of open access policies, publishing, and archiving in the field of medicine. Journals indexed in SCI are published by open access publishers such as BMC Ltd. and PLoS and then the research articles in those journals are archived in PMC and BMC. Also, funding institutions participate in developing open access as a new scholarly communication model and governments or independent funding institutions outside the country make policies for open access. But scholary communities in Korea do not develop their services in the level of a new scholarly communication model even though they open their journal articles on the homepages. This paper suggests several plans for the open access scholarly communication in the field of medicine in Korea.

Editor's Perceptions and Attitudes Toward Open Access Publishing (오픈액세스출판에 대한 학술지 편집인의 인식 연구)

  • This study surveyed editors of 309 gratis open access journals in Korea in order to examine the reason why they decided to open their journals to the public on the Web. Also this study examined their perceptions and attitudes toward open access publishing. The main reasons of open access publishing in Korea were expansion of free use, increasing citation, and international trends regarding open access in their scholarly fields. Also, 65% of all respondents were aware of the concepts of open access, and 75% supported open access. The reasons of supporting open access were sharing of research results with the public, increasing the availability of peer researchers, and enhancing journal reputations.

  • 본 연구는 오픈액세스 개념을 혁신확산이론의 주요 속성을 바탕으로 분석한 것이다. 데이터는 국내학술지 편집담당자를 대상으로 설문조사를 실시하여 수집하였다. 그 결과 국내에서 오픈액세스는 독자가 논문을 편리하고 신속하게 이용할 수 있도록 하는 상대적인 이점을 가지지만, 오픈액세스를 시행하기 위해 구체적인 정책을 세우는 등의 복잡함이 있으며 논문이 많이 인용되거나 학술지의 영향력지수가 상승할 것이라는 기대에 비해 실제로 오픈액세스의 긍정적인 효과를 체감하고 있지 못한 것으로 나타났다. 따라서 국내에서 오픈액세스 정착을 위해 정책과 저작권 분야의 교육 실시가 필요하며 성공사례 공유를 통해 오픈액세스에 대한 긍정적인 인식이 확산될 수 있도록 노력해야할 것이다.
