Non-point Souce Quantative Analysis Using Watershed model in Nakdong River (HSPF 모형을 이용한 낙동강의 비점오염원 정량화 기법 연구)

  • 지금까지 우리나라에서는 도시하수, 공장폐수 등의 점오염원에 국한하여 중점적으로 수질관리를 실행하여 부분적으로 효과를 얻을 수 있었으나, 하천과 호소의 수질은 크게 향상되지 않고 있다. 이는 급속한 도시화와 산업발달로 토지개발이 가속화되고 대지, 도로, 주차장 등 불투수층 면적이 늘어남에 따라 비점오염원에 의한 하천, 호소의 수질영향도가 커지고 있기 때문이다. 인구증가로 인해 물 사용량 뿐만 아니라 이에 따라 배출되는 오염원의 종류 및 오염부하량 역시 함께 증가하고 있다. 장래의 수질관리 성공여부는 비점오염원의 효율적인 관리여부가 큰 변수로 작용할 것으로 본다. 따라서 공공수역의 수질관리를 위해서는 토지이용과 지역특성을 고려한 비점오염원 부하량의 합리적인 조사, 오염 부하량 절감을 위한 관리기술의 개발, 비점오염원 관리정책의 개발 및 수질모형을 이용한 정확한 수질예측 등이 필요하다. 따라서 본 연구에서는 공간정보를 바탕으로 한 낙동강 유역에서의 비점오염원 정량화 분석을 수행하고자 한다. 우선 대상유역으로 낙본 G유역을 선정하여 이에 대한 조사를 통해 점오염원의 실측자료를 구축하고 이를 HSPF의 입력하여 모의를 수행하여 대상유역에 대한 실측치를 이용해 모형의 보정과 검증을 수행한다. 이러한 과정을 통해 도출된 결과는 대상유역의 총 오염량을 의미한다. 따라서 위의 과정에서 도출된 매개변수를 이용하고, 점오염원을 제거한 뒤 모의를 재수행하여 나온 결과가 대상유역의 비점오염원의 양이라 판단하였다. 모의 결과 대상유역인 낙본 G유역에서 약 39% 정도의 비점오염원 비율을 보였다. 그러나 수질 및 유량 관측치를 지금까지는 국립환경과학원 낙동강물환경연구소 유량측정데이타를 사용하고 있는데 이 자료는 8일 이상 간헐적으로 측정이 수행되고 있다. 따라서 검 보정 대상이 되는 실측치의 자료의 부족과 부정확한 유역이 있음이 한계점으로 작용한다. 그러므로 추후의 신경망 모형이나 기타 실측치 보간에 있어서의 신뢰도를 높이는 기법 개발이나 측정제도의 보편적인 기술의 증대도 앞으로의 모델링에 있어서 중요할 것으로 판단된다. 또한 유역수질모형의 모델링 과정에서 좀 더 신뢰도 높은 측정자료와 그 측정자료를 활용하여 PEST 보정기법을 적용한다면 더욱 정확한 예측이 이루어질 수 있을 것이며, 본 연구에서의 평가방법을 바탕으로 유역수질모델링이 이루어진다면 보다 더 정확성 높은 비점오염원 정량화와 수질 예측이 수행될 수 있을 것이며 더 나아가 오염총량제의 수행에 효과적으로 적용될 것으로 판단된다.

A Study on Introduction of Greenhouse Gas Emission Trading Scheme in Korea (우리나라 온실가스 배출권거래제도의 도입에 관한 연구)

  • This study aims to introduce greenhouse gas emission trading in Korea as a highly cost-effective mechanism for controlling emissions. The Basic Act on Low-Carbon Green Growth will cover methods of emissions allocation, national inventory, and trading systems (i.e. emissions trading platforms, national registry,and clearing and settlement platforms). The Korean emission scheme will be based on the Korean Climate Change Act proposed by the National Assembly and Government with a cap-and-trade scheme. The national allowances will be allocated by the hybrid system. To establish the national inventory, TRADEMARKS (Telemetering System) and emissions factors are effective for greenhouse gas emissions measurement. It will likewise be effective for the national registry to be implemented via a Korean Integrated Registry, the emissions trading platform via the KRX (Korean Exchange), and the clearing and settlement platform via the KSD (Korean Securities Depository). In other words, the KRX will manage product development and marketing for Korean Carbon Financial Instruments (including commodities, futures, and options contracts) listed and admitted to trading on the KRX. All emissions trades will be standardized and cleared by the KSD.

Statistical Analysis of Water Flow and Water Quality Data in the Imjin River Basin for Total Pollutant Load Management (임진강 유역 오염물질 총량관리를 위한 유량-수질 자료의 통계분석)

  • The purpose of this study was assessment the quality of water by using the statistical analysis technique of the Water flow and water quality from January 2012 to December 2016 at the unit basin for total pollutant load management system (TPLMS) in the Imjin River. Water flow and water quality were monitored at an average of 8 day intervals, 11 parameters were used for correlation analysis, principal component analysis (PCA), factor analysis (FA), and cluster analysis (CA). The Hierarchical CA was classified into three according to the change of space, such as natural rivers, urban rivers, point with large influence of point pollution source, it was found that the type of contamination source the similarity of water quality affected the classification of cluster. Using one-way analysis of variance (ANOVA) and post-hoc Analysis, there were statistically significant differences between mean values among the clusters. Correlation analysis showed the correlation coefficient between $COD_{Mn}$ and TOC was 0.951 (p<0.01) and the correlation was statistically significantly higher. According to the result PCA and FA, 3 principal components can explaining 72% of the total variations in water quality characteristics and main factor was EC, $BOD_5$, $COD_{Mn}$, TN, TP and TOC indirect indicators of organic matter and nutrients were influenced. This study presented the regression equation obtained by applying the factor scores to the multiple linear regression analysis and concluded that the management Indirect indicators of organic matter and nutrients is important for water quality management in the Imjin River basin.

Study on Policies for Integrated Pollution Prevention and Control (통합적 환경관리의 정책적 도입방안에 관한 연구)

  • Integrated Pollution Prevention and Control(IPPC) has become an idealistic environmental prevention concept in developed countries and corresponds with principles of Industrial Ecology. The concept of emissions regulatory integration is a key factor for an integrated environmental management system. While most EU member countries have a cross-media regulatory system, Korea has a media-specific regulatory system which was found to have significant environmental management problems. The purpose of this study is to integrate the emissions regulatory system by resolving difficulties through procedural, organizational, and substantive analysis of integration. To this end, the following research was performed: The first task was to determine the target of the integrated emissions regulatory system. In connection with this, the "IPPC directive" of the EU and the "PPCA 2000" schedule 1 of the UK, as well as environmental laws in Korea were compared and analyzed. The second was to design a regulatory system model. This model was divided into three groups after considerations were made regarding the time it would take for the pre-application,application, and permission stages. Lastly, on the basis of this research, a revised bill for an integrated emissions regulatory system was suggested. Nevertheless, substantive analysis of integration focused on BAT requires supplementation in order to make the integrated emissions regulation system operate normally as an environmental management policy and regulation method. To this end, the specific characteristics of Korean society, culture, and law should be actively considered.

Physico-Chemical Characteristics of Sediment in Sedimentation Tank of Infiltration Trench and Filtration System (비점오염저감시설인 침투도랑과 여과형 시설내 침강지 퇴적의 물리화학적 특성 분석)

  • The paved areas such as parking lots and roads are stormwater intensive landuses since they are impervious and have high pollutant mass emissions from vehicular activity. Vehicle emissions include different pollutants such as heavy metals, oil and grease, particulates from sources such as fuels, brake pad wear and tire wear. Especially, the released heavy metals can be easily absorbed on the surface area of small particulate materials because of its ionic strength. Therefore, by constructing the sedimental tank in structural BMPs as a pre-treatment facility, the particles and heavy metals both can be removed from the runoff at an instant. To understand the physico-chemical characteristics of sediments from sedimentation tank, one-year study at an infiltration trench and filtration system was conducted to quantify the metal mass absorbed on sediments with various particle sizes. The structural BMPs for this study are located in Yongin City, Kyunggido. The research results show that Cu, Zn and Pb are dominant metal compounds in the sediments. Also the metal concentrations are highest at the ranges of $425-850{\mu}m$ particle sizes. The results will provide the basic physico-chemical information of sediments to treat it as solid wastes and to determine the design criteria of sedimentation tank in structural BMPs.

Analysis of Monitoring Characteristics of Small Stream for TMDL (오염총량관리를 위한 소하천 모니터링 자료의 특성 분석)

  • In order to continuous watershed management and improve water quality at Yeong-san river system, we analyzed and evaluated data on the monitoring of small stream in city and county boundaries within the watershed. In-period monitoring is estimated to be more frequent in the second quarter than the first quarter, so it should be considered when evaluating the target water quality by setting the target water quality. A small stream in the Yeong-san river system has higher concentration in the downstream area than the upstream area. As a result of calculating the load of the measuring point, Y.b B3(Pungyeongjeongcheon) and Y.b E1(Sampocheon) were high. The result of correlation analysis by monitoring point in order to evaluate the correlation between BOD and T-P items, BOD was highly correlated with COD and TOC, and was affected by emission of pollutants related to organic matter. T-P was highly correlated with SS and COD, and was affected by rainfall. This study will provide basic data and direction for designing efficient and scientific method for water quality management by analyzing accumulated water quality data by conducting long-term monitoring.

Policy Directions of Total Maximum Daily Loads for the Scientific Management of Water Quality (과학적인 수질관리를 위한 오염총량관리제도의 추진 방안)

  • This paper presents the policy directions of total maximum daily loads(TMDL), which was recently adopted in Korea, for scientific management of water quality. The basic principles of water quality management are also discussed in this paper, along with the TMDL policy in United States as well as the previous policy in Korea. We discussed several unreasonable points out of the previous approaches, such as regulation of all point sources with equal standards, negligence of an assimilative capacity of the receiving water, and emphasis only on drinking water supply, etc.. For successful applications of the TMDL policy in Korea, the following directions are suggested: 1) the unit drainage basin for each TMDL application should be given, 2) the water body where the water quality standards should be maintained, needs to be guided, 3) the water quality parameters of TMDL should be given, 4) the technical guidances should be given for applications of water quality models, and 5) the seasonal TMDL would be allowed. In order to maximize the benefits of the TMDL policy, the local governments would need to implement the following strategies: 1) the increment of an assimilative capacity of the receiving water, 2) the effective controls of the non-point source pollution, 3) the advanced treatment of the point sources, 4) application of system optimization techniques along with effluent trade, and 5) utilization of watershed management systems.

  • 하천법에서 하천유지유량은 "생활 공업 농업 환경개선 발전 주운 등의 하천수 사용을 고려하여 하천의 정상적인 기능 및 상태를 유지하기 위한 최소한의 유량"으로 정의 되어있고, "하천유지유량 산정요령"에 따라 갈수량을 기본으로 하여 하천의 수질보전, 하천 생태계 보호, 하천경관 보전 등 8가지 항목을 고려하여 산정하고 있다. 환경부에서는 2007년1월 환경부 고시에 '중권역별 수질 및 수생태계 목표기준과 달성기간"을 제정 고시하였고, 하천의 주요지점에 목표수질을 설정하고 그 수질을 만족시키기 위해 오염물질의 허용량을 제한하는 오염총량관리제도를 도입하였다. 이와 같이 하천 수질의 중요성이 대두되고 있으며, 하천의 기능을 제대로 유지하기 위해서는 수량뿐 아니라 적절한 수질이 요구 된다. 본 연구에서는 한국건설기술연구원과 SEI-US(Stockholm Environment Institute-U.S center)가 공동으로 개발한 통합수자원평가모형인 K-WEAPq 모형을 이용하여 만경강 유역의 네트워크를 구축하고 2003년의 수질 및 유량 자료를 이용하여 수량-수질을 모의하였다. 일별 수량-수질 동시모의를 통해 만경강 유역의 하수처리장 방류수 수질에 따른 하천 수질의 연중 변화를 파악하였고, 하수처리장 방류수의 수질을 변화시켜 수질모의 결과를 비교하였다. 분석결과 하수처리장 방류수의 수질에 따라 하천의 수질이 변화됨을 알 수 있고, 하수처리장 방류수 농도를 적절하게 조절하여 하천의 목표수질을 달성할 수 있음을 알 수 있다. 이 결과를 활용하면 하천의 수질 및 유량에 따라 하수처리장의 효율적인 운영이 가능하며 비용절감의 효과를 기대할 수 있을 것이다.

  • 오염총량관리제도에서 목표수질을 설정하고, 허용부하량을 산정하기 위해서는 단위유역별 오염부하량 할당의 기준이 되는 유량인 기준유량 산정이 필수적이며, 현재 BOD는 과거 10년 유황곡선의 평균저수량, T-P는 과거 10년 유황곡선의 평균저수량 또는 평균평수량을 이용하고 있다. 한편, 미국 EPA에서는 TMDL 수립 시 하천에서 발생할 수 있는 다양한 유황을 반영할 수 있도록 전 기간의 유량자료를 활용하여 유황곡선을 작성하여 기준유량을 산정하도록 제안하고 있으며, 이와 같은 유황곡선 작성방법의 차이로 인해 기준유량이 다르게 나타날 수 있다. 또한, 기후변화로 인해 강우패턴이 변하고, 하천의 유황도 변하므로 이를 고려한 기준유량 도출이 필요하다. 본 연구에서는 유황곡선 작성방법에 따른 기준유량 변화를 분석하고, 기후변화가 하천의 기준유량 변화에 미치는 영향을 분석하고자 한다. 유량자료는 HSPF 모형을 이용하여 모의하였으며, 모형의 입력자료 및 보 검정에 필요한 유량자료는 물환경정보시스템의 자료를 바탕으로 구축하였다. 수문 모의기간은 모형의 안정화 기간을 포함하여 2004년부터 2015년까지로 설정하였으며, 최근 5년(2011-2015년)은 보정기간, 과거 5년(2006-2010년)은 검정기간으로 설정하여 보정 및 검정을 수행하였다. 미래 강수량 자료는 기상청에서 제공하는 RCP 시나리오를 적용한 기후변화 시나리오를 사용하여 구축하였으며, 본 연구에서는 RCP4.5를 사용하여 자료를 구축하였다. 본 연구의 결과는 향후 기준유량을 도출하는데 있어 참고자료가 될 것으로 사료된다.

The Effective Approach for Non-Point Source Management (효과적인 비점오염원관리를 위한 접근 방향)

  • In order to manage non-point sources, the paradigm of the system should be changed so that the management of non-point sources will be systematized from the beginning of the use and development of the land. It is necessary to change the method of national subsidy support and poeration plan for the non-point source management area. In order to increase the effectiveness of the non-point source reduction project, it is necessary to provide a minimum support ratio and to provide additional support according to the performance of the local government. A new system should be established to evaluate the performance of non-point source reduction projects and to monitor the operational effectiveness. It is necessary to establish the related rules that can lead the local government to take responsible administration so that the local governments faithfully carry out the non-point source reduction project and achieve the planned achievement and become the sustainable maintenance. Alternative solutions are needed, such as problems with the use of $100{\mu}m$ filter in automatic sampling and analysis, timely acquisition of water sampling and analysis during rainfall, and effective management of non-point sources network operation management. As an alternative, it is necessary to consider improving the performance of sampling and analysis equipment, and operate the base station. In addition, countermeasures are needed if the amount of pollutant reduction according to the non-point source reduction facility promoted by the national subsidy is required to be used as the development load of the TMDLs. As an alternative, it is possible to consider supporting incentive type of part of the maintenance cost of the non-point source reduction facility depending on the amount of pollutants reduction.
