A Study on the Current Status and Development Direction of Diversity Policy in the Film Industry (영화산업 다양성 정책 현황 및 발전 방향에 관한 연구)

  • In the Korean film industry, 'diversity film' was used interchangeably with 'low-budget film' and 'independent/art film'. As the concept of film is transformed into a multi-platform era that expands online and offline, the discussion of media diversity has become important in the film industry as well. At the same time, the movement to expand the inclusion and diversity of minorities in the film industry is also evident. Recently, the global film industry is developing by accepting inclusive film policies based on research and policies from a gender-perspective on female narratives and creatives. This study suggests policy directions to redefine the concept of diversity in the Korean film industry and to expand inclusiveness and diversity for minorities based on previous studies and discussions on the diversity of various dimensions surrounding the film industry.

  • Cultural policy, a part of ideological policy has affected remarkable changes in movie and animation. Korean animation was called cartoon movie and popular only among children, but works dealing with anti-communism ideology have been introduced in Korea since before/after 1970s. Animation focusing on ideology is not unique in Korea, but division of two Koreas after Korean War made great influence on social, cultural and educational aspects of the nation. Moreover, modification in movie-related laws and regulations made in 1960s - 1970s affected movie and animation significantly and is a means of strengthening anti-communism. In particular, Director Cheong-gi Kim's released in 1978 is meaningful in that it is the first long piece of animation movie. In this study, I clarify anticommunistic ideology reflected on the anticommunistic animations and the imageable expression of ideology reflected on . Most of all, I emphasize on clarifying how the cultural policies and social & cultural background influence on the advent of anticommunistic animation in 1960${\sim}$1970. Also, to communicate anticommunistic ideology reflected on produced under the social & cultural background, I clarify the expressive characteristic which the image of animation has.

  • This paper studies the change process and characteristics of the 'Korean community cinema movement'. The community cinema movement that has been active since the 2010's can be said to be a turning point in the Korean film culture movement. However, academic and policy definitions and research on the community cinema movement are extremely insufficient and only appear in some seminars or policy research reports. This study aims to discover the characteristics of the 'Korean community cinema movement' in the flow of the Korean alternative screening movement. A comparative study through a diachronic approach to the Korean alternative screening movement and case analysis of community cinema is intended to identify the characteristics of Korean community cinema and suggest policy measures for which a support system has not yet been prepared.

  • 영화는 하나의 높은 부가가치의 문화상품이며 영화산업도 한 나라의 문화를 반영할 수 있는 전력적인 산업이다. 중국 영화는 1978년 개혁 개방 이후 빠르게 발전하여, 특히 2016년부터 중국 정부는 "중국 영화산업 촉진 법안"을 반포하여 중국 정부는 영화산업을 적극적으로 지지 및 촉진하여 미래에 대해 강한 성장세를 보일 수 있다. 그러나 중국 영화 산업의 제도가 선진국과 달라, 또한 중국의 영화 심사제도의 경직성과 영화산업 구조의 불균형성으로 인해 중국 영화공급 및 수요에 항상 불균형에 빠져있는 문제들이 있다. 이런 문제점을 극복하기 위해 본 논문은 중국 영화에 대한 수요함수를 추정함으로써 정부의 정책 수립 및 산업적 지도에 도움이 되거나 투자자에게 참고도 되는 목적이다. 이러한 연구의 목적을 달성하기 위하여 본 논문은 Eviews 8.0 이용해 중국 통계국의 통계 데이터를 분석하여 중국 영화 상품에 대한 수요함수를 추정하는 중심으로 실시하였다. 향후 중국 영화 상품 수요함구가 좀 더 미시적인 소비자 선호별, 지역별 구분하여 엄밀한 분석을 필요하다.

An Evaluation on the Audio-visual Investment Fund's Contribution to Korean Film Production Capital (한국영화 제작자본에 대한 영상전문투자조합 정책의 기여도 평가)

  • This study evaluates the extent to which the government's financial support policy, the Audio-visual investment fund, contributed to raising capital for Korean films. Audio-visual investment fund in the Korean film industry, which has been formed through the public sector support since 1999. The Audio-visual investment fund is a leading financial support policy for the Korean film industry, and began with the investment of the Small and Medium Business Administration and the Korean Film Council. It has become an important source of Korean film production costs and has spread to other cultural industry sectors, as a way of capital procurement for a start-up companies and cultural projects. This study reconstruct the data of the organizations such as the size of a new investment fund by public sector, the ratio of public capital contribution, the amount and number of investment in Korean films, investment multiplier compared to equity investment, and the internal return rate(IRR) of liquidation funds in the Korean film capital market from 1999 to 2017. The purpose of this project was to provide the basis for assessing the achievements of the Audio-visual investment fund policy in contributing to the growth of the film industry.

  • Entertainment Industry, with high productivity of added value, is noticed as a major industry leading global economy. Thus the government has been constantly attempting to devise various plans for developing entertainment industry, but the plans are mostly come out according to currently faced issues rather than considering the whole industry interior interaction. We are mainly objective to find a ground for estimating the current entertainment industry status. For this, we borrowed the concept of 'maturity' from various capacity maturity estimation tools. We also analyzed Korean film industry as a representative entertainment industry case to find what and how government intervention has affected on the industry.

  • The commercial value of the Korean animation was developed by the government's policies of revitalizing reform and national harmony from 1960 to the middle of 1980. Especially, the character of the anti communistic animation was organized by the structure of confrontation between South (good) and North (evil). The confrontation was viewed by communism and liberal democracy by red and white (or blue) and a pig or a boy. Such ideology and the policy of Korean culture gave some impact on its culture, for example, movie and animation. The animation became the tool of educating the idea of anti-communism and the policy of Korean culture by firming the policy of anti communism. But that animation of anti communism must not be blamed because it is a general animation of Korea which describes the reality. We have to take a hard view of the time and reconsider it by the new point of view.

  • Once, the faster the digital technology developed, the more provocative obscure commercial film has spread like a trend. Researching the aspect of the successful films, about 10 million audience in 2016, we can find the similarities that only social phenomenon, stands itself without real-existence, which makes public sentiment. I will list up all the problems that I mention above with audience's review and analyze the famous film "the wailing" with big social attention, having 6.8 million audience. I will seek the better way to developthis movie, in terms of artistic dignity and depth as an public-art. With great depth, the realistic application of cultural inheritance, holding mankind common, such as culture, philosophy, religion, history, would be an essential proposition for obtaining cultural emotional empathy from the people in the society. Based on this, the theme and massage from a director, should be expressed in order to be a master piece work beyond time and space in the film history.

  • 21 세기는 '굴뚝 없는 산업' 으로 불리는 '문화정보 산업'의 시대이다. 현재 세계적으로 영화, 음반 게임, 출판등의 문화정보산업은 이미 천문학적인 규모의 시장을 형성하고 있으며 그 규모는 지속적인 성장세에 놓여있다. 이와 같이 거대한 '고부가가치 산업' 인 '문화정보산업'에 총체적 사업개념인 ${\ulcorner}OsMU{\lrcorner}$가 등장하여 그 영역과 규모를 확대해가고 있다. 본 논문에서는 문화콘텐츠진흥원에서 추진하고 있는 "스타프로젝트" 에 관하여 국내외 사례를 들어 연구하였다.

A Plan for Revitalization of Local Cultural Festivals: Pusan International Film Festival and Jeonju International Film Festival (지역문화축제 활성화 방안 : 부산.전주 국제영화제를 중심으로)

  • This article aims to overview the present condition of the film festival, as one of the cultural policies for regional development, and draw up a plan for them, focused on PIFF and JIFF. Pusan and Jeonju have their own movie infrastructure and each festivals has a distinction as to property and purpose. But, for the festivals to be successful continuously, more regionally suitable and unique events are needed. In case of PIFF, it is required that the promoter should highlight regional characteristics of Pusan, by dint of implementation of programs, centered on people's active participation in the festival; regarding JIFF, for Jeonju to be a mecca of media industry, long-term plans and policies are to be made. The plans for revitalization of International film festival, as local cultural festival, are as follows; good use of local place as movie location, development of relevant contents, formation of regional networking, and cultivation of local human resource.
