Study on the soil related assessment factors in Korean Environmental Impact Assessment (환경영향평가 시 토양 관련 평가 항목에 대한 고찰)

  • Environmental impact assessment has been implemented for more than 30 years in Korea. During that period, various amendments were carried out about target plan and assessment factors. However, in current environmental impact assessment act, only a few factors has been considered for soil environment assessment. This study analyzes the national and foreign environmental impact assessment guidelines on soil related factors and figures out the problems and implications of Korean environmental impact assessment. In Korea, water quality, topography and geology, hydraulics and hydrology, and soil contamination were analyzed as a soil related factors. The main assessment targets were pollution related factors such as soil pollution levels, amount of rainfall runoff, and non-point sources. However, in the case of foreign guidelines, soil compaction, soil sealing, and soil salinization is being analyzed for evaluating function and quality of soil environment. The revision of soil-related factors are needed for sustainable development of Korea.

  • Health impact assessment is implemented within the Environmental impact assessment for the purpose of minimizing health damage by predicting the impact on human health following implementation of the development project. In health impact assessment, manual revision is required due to the lack of consistency in the method of estimating hazardous air pollutants emissions. This study estimated the emissions by calculating the emissions of hazardous air pollutants based on the actual industrial complex development cases and completed health impact assessments. As a result of risk assessment based on exposure concentration using CALPUFF model, the risk assessment results were different for each of the emission estimation methods, and manual improvement on the emission estimation method is needed.

  • The International Maritime Organization (IMO) has been seeking measures to prevent climate change caused by shipping and actively discussing the initial strategy of reducing ship greenhouse gas emissions adopted in 2018. Member states are proposing various reduction measures in the IMO's 5th International Working Group on the Reduction of Greenhouse-gas emissions. However, each member country's method of measuring impact assessment differs, making it impossible to objectively compare impact assessment by country. As such, various measures have been proposed by each country to reduce greenhouse gas emissions, and it is necessary to determine a standard impact assessment measurement method that can be applied to all countries before 2023, when IMO's greenhouse gas reduction strategy is implemented. Therefore, this study seeks to develop detailed guidelines for impact assessment to objectively compare the impact assessment results of ships' greenhouse gas reduction measures. Drawing detailed guidelines that can compare the effectiveness of each country's reduction strategies will enable the IMO leading marine environment GHG reduction.

  • 파라과이와 한국의 환경영향평가에 관련된 제도와 법률은 환경영향평가 대상사업, 실행방법 및 사후감시 등에서 상이하다. 양국의 환경영향평가 제도 중에는 전혀 관련 없는 것도 있는데, 경제적, 사회적, 문화적, 역사적 그리고 지연조건이 상이하여 양국의 환경영향평가 제도에 영향을 주는 것으로 분석된다. 파라과이에서는 스코핑이 Term of References (TOR)가 준비되는 단계이다. TOR은 환경부에 의해 준비된 특정의 환경영향평가의 요구조건을 포함한다. 파라과이에서는 스코핑 단계에서 환경부의 주도로 주민참여가 진행된다. Environmental Impact Relatorio (RIMA)가 개발사업으로 인해 영향을 받는 지역사회에 시행되고, 간결하고 이해하기 쉬운 표현으로 작성된다. 파라과이에서는 EIS가 승인되기 전에 RIMA를 지역사회에 공개한다.

A Comparative Study on the Environmental Impacts by Concrete Strength Using End-point LCA methodology (피해산정형 전과정평가 기법을 적용한 콘크리트 압축강도별 환경영향 비교 분석 연구)

  • This is a comparative study that shows the overall environmental impacts from concrete structures when different compressive strength of concrete applied to structural systems having the same reference flow with different durability. A total of 24 MPa, 40 MPa and 60 MPa cases is analyzed to define the characteristic using end-point perspective LCA methodology including the stages of production, construction, maintenance and disposal. As results, global warming, non-renewable energy and respiratory inorganics problems are the major issues for assessing environmental impacts of concrete products.

  • 환경부는 화학물질로 인한 국민건강 및 환경상의 위해(危害)를 예방하고 화학물질을 적절하게 관리하고, 화학물질로 인하여 발생하는 사고에 신속히 대응함으로써 화학물질로부터 모든 국민의 생명과 재산 및 환경을 보호하기위한 법률인 "화학물질관리법"을 2015년 1월 1일부터 시행하였다. 화학물질관리법에서는 유해화학물질의 취급기준과 유해화학물질 취급시설의 설치 및 관리 기준을 준수토록 하고 있으며, 유해화학물질 취급시설을 설치 및 운영 시에는 사전에 화학사고 발생으로 사업장 주변 지역의 사람이나 환경 등에 미치는 영향을 평가하여 유해화학물질 취급시설의 설치단계에서 안전성을 확보하기 위한 유해화학물질 화학사고 장외영향평가서를 작성 및 제출하도록 하고 있다. 또한 사고대비물질을 규정 수량이상 취급하는 경우 위해관리계획서를 작성하여 지역사회에 고지하도록 하고 있다. 법 시행 이전에 유해화학물질 취급시설을 설치한 사업장은 사업장 규모에 따라 장외영향평가서의 제출 유예기간인 2019년 12월 31일까지 제출하여야 하며, 사고 대비물질의 영업허가를 득해야하는 사업장은 2017년 내 장외영향평가서를 제출하여야 한다. 장외영향평가(off-site risk assessment(ORA)) 제도는 유해화학물질 취급시설의 기본평가정보(공정 정보), 장외평가정보(사고 시나리오 선정 및 위험도 분석), 타 법령과의 관계정보로 구성되어 있다. 장외영향평가의 효율적인 작성을 위하여 현장과 일치된 공정정보(공정개요 및 공정도면 등의 자료)의 확보가 필수적이다. 본 발표에서는 복잡한 장외영향평가 제도로부터 기업의 대응을 위한 장외영향평가 운영 절차와 장외영향평가서의 효율적인 작성을 위한 사전 준비 자료 및 작성 방안을 제시하여, 사업장에서 장외영향평가 제도를 이행하는데 도움을 주고자 한다.

Consumers' Responses to Partitioning Prices in Bundling Strategy Types (소비자의 분할가격에 대한 반응에 있어서 묶음화 전략 유형별 차이)

  • 본 연구는 묶음화 판매에 있어서 혼합선도 묶음화, 부가할인 묶음화, 성능 업그레이드 단서 제공 묶음화에 있어서 분할가격의 제시가 제품평가에 어떤 영향을 미치는가를 분석하였다. 이를 위해 첫째, 혼합선도 묶음화에 있어서 분할가격 제시가 효과적인가, 둘째, 부가할인 묶음화에 있어서 분할가격 제시가 효과적인가, 셋째, 혼합선도 부가할인 묶음화에 있어서 분할가격 제시가 효과적인가, 넷째, 분할가격의 대상의 수가 많을수록 제품평가에 긍정적인 영향을 미치는가, 다섯째, 성능 업그레이드 시 추가비용을 분할가격으로 제시하는 것이 제품평가에 긍정적인 영향을 미치는가, 여섯째, 성능 업그레이드의 구성요소의 수를 많게 하여 분할가격으로 제시하는 것이 제품평가에 긍정적인 영향을 미치는가에 관하여 분석하였다. 분석결과 혼합선도 묶음화, 부가할인 묶음화, 혼합선도 부가할인 묶음화에 있어서 모두 묶음화의 구성요소를 통합가격보다는 분할가격 단서로 제공하는 것이 제품평가에 긍정적인 영향을 미치는 것으로 나타났다. 또한 이 경우 모두에서 분할가격 대상의 구성요소의 수를 많게 하면 제품평가가 절하되는 것으로 나타났다. 성능 업그레이드 시 추가비용 단서도 분할가격으로 제시하는 것이 통합가격으로 제시하는 것보다 제품평가에 긍정적으로 영향을 미치는 것으로 나타났다. 그러나 성능 업그레이드의 수를 많이 제시하여 분할가격으로 제시하는 것은 제품평가에 부정적인 영향을 미치는 것으로 나타났다.

A Study on Implementation Plan for AI Service Impact Assessment (인공지능 서비스 영향평가 추진방안에 대한 연구)

  • The purpose of this study is to establish policy recommendations for the promotion of AI service impact assessment based on the definition of impact assessment and analysis of domestic and foreign AI service impact assessment cases. The direction of implementation was analyzed based on the case of impact evaluation promoted in various fields at home and abroad and the case of impact evaluation at home and abroad of artificial intelligence services. As a step-by-step implementation plan, in the first stage, quantitative indicators such as AI level survey-based economic effects are developed, and in the second stage, information culture such as safety and reliability and artificial intelligence ethics described in the Framework Act on Intelligence Information, social, economic, information protection, and people's daily lives are prepared. In the third stage, discussion on detailed metrics and methods will be expanded and impact assessment results will be evaluated. This study requires analysis through various participants such as policy designers, artificial intelligence service developers, and civic groups in the future.

Derivation of Data Demand through Analysis of Agreed Terms and Conditions on Environmental Impact Assessment - Focusing on the Water Environment - (환경영향평가 협의 내용 분석을 통한 데이터 수요 도출방안 - 수환경 분야를 중심으로 -)

  • The need for improvement is raised due to limitations with environmental impact assessment, and the importance for data-based environmental impact assessment is increasing. In this study, data demand was derived by analyzing Agreed Terms and Conditions in the Water Environment field (Water Quality, Hydraulic & Hydrologic Conditions, and Marine Environment) of environmental impact assessment. Agreed Terms and Conditions on environmental impact assessment in the water environment field were classified and categorized by environmental impact assessment stage (addition to status survey, impact prediction and evaluation, establishment of reduction measures, post-environmental impact survey), and data demand for each type of consultation opinion was linked. As a result of the categorization of Agreed Terms and Conditions, it was classified into 18 types in the water quality, 15 types in the hydraulic & hydrologic conditions, and 17 types in the marine environment. As a result of linking data demand, the total number of data demand was 236 in the water quality, 98 in the hydraulic & hydrologic conditions, and 73 in the marine environment. The highest number of Agreed Terms and Conditions and data demands were found in the water quality for the evaluation item and establishment of reduction measures, specifically establishment of non-point source pollution reduction measures, for the stage. The numbers were judged to be linked to the relative importance of the items and the primary purpose of environmental impact assessment. The derivation of data demand through the analysis of Agreed Terms and Conditions in the environmental impact assessment can contribute to the advancement of the preparation of environmental impact assessment reports and is expected to increase data utilization by various decision-makers by establishing a systematic database.

Effectiveness Enhancement Measures for Local Government Environmental Impact Assessment (EIA) by Improving Small-scale EIA Institution (소규모 환경영향평가 제도개선을 통한 지자체 환경영향평가 효과성 증진방안)

  • In the Republic of Korea, the target project scope of the small-scale EIA is stipulated as the plan area above around 5,000~60,000m2 depending on a type of project and classification of land use. Whereas, the lower limit of the corresponding local government EIA project is generally located above the small-scale EIA's limits, and overlapping ranges exist. This situation has been enlarged since road construction and district unit planning were included as the target projects for small-scale EIA in the "Enforcement Decree of the Environmental Impact Assessment Act", which was partially revised in November 2016, and the current consultation system needed discussion in that small-scale EIA is allowed to be done without gathering review opinions at the local level. In fact, projects subjected to local government EIA but consulted as small-scale EIAs may seem insignificant because of a small number of total cases; however, it is worth paying attention to the fact that a local government may not add a target project due to the small-scale EIA. This study suggested the three policy measures for improving small-scale EIA to enhance the effectiveness of local government EIA: supplementing the institutional arrangements to incorporate the review opinion from the local region in small-scale EIA, giving priority to local EIA for conducing the projects in overlapping ranges with partial amendments on EIA law regarding exceptions to local government EIA, including small target projects (not to be small-scale EIA targets) to the ordinance that are deemed necessary to be conducted as local government EIA. Even though a positive function of small-scale EIA has been confirmed, efforts should be made to improve the situation in which many projects within local governments are consulted without review from the region.
