A study on the Development for the National Cybersecurity Capability Assessment Criteria (국가 사이버보안 역량 평가를 위한 평가항목 연구)

  • As ICT is becoming a major social infrastructure, the need to strengthen cyber capabilities are emerging. In the major advanced countries including the United States, has a continuing interest in strengthening cyber capabilities and has studied in enhancements of cyber capabilities. The cyber capability assessment is necessary in order to determine the current level of the country, establish policy directions and legislations. The selection of criteria has very important meaning to suggest future policy direction as well as an objective assessment of cybersecurity capabilities. But there are variable criteria for national cyber capabilities assessment such as strategy, legislation, technology, society and culture, and human resources. In this paper we perform the analysis of criteria for the other country's cybersecurity assessments including the U.S. and Europe. And we proposed the criteria for the national cybersecurity assessment reflecting the our country's characteristics.

A study on equating method based on regression analysis (회귀분석에 기초한 균등화 방법에 관한 연구)

  • Most of universities have carried out course evaluation to apply the performance appraisal for professor. But, course evaluation depends on characteristics of each class such as class size, type of lecture, evaluator's grade and so on. As the results, such characteristics of each class lead to serious bias which makes lecturers distrust the course evaluation results. Hence, we propose a equating method for the course evaluation by regression analysis which use stepwise variable selection. And we compare proposed method with the other method by Cho et al. (2009) with respect to efficiencies. Also we give the example to which the method is applied.

  • 2030년까지 신재생에너지발전 비중을 11%로 높이겠다는 정책목표 달성을 위한 정부의 지원방안이 현행 발전차액지원제도(FIT)에서 2012년부터는 신재생에너지의무할당제(RPS)로 전환된다. 전원별로 정해진 발전량에 대해 정부가 일정한 가격으로 구매해주는 현행 제도 하에서 신재생에너지발전사업자는 중장기 가격을 보장받음으로써 수익성을 초기에 확정할 수 있는 장점이 있는 반면 정부 입장에서는 보급이 확대될수록 막대한 재정부담이 발생하고 경쟁을 통해 생산 비용을 낮추기 위한 유인이 부족한 단점이 있다. 이러한 단점을 보완하기 위해 도입되는 의무할당제는 일정 설비규모 이상의 발전사업자에게 신재생에너지발전 의무량을 부과하고 의무대상자가 의무이행의 수단으로 공급인증서(REC)를 발급받거나 구매하여 의무를 이행토록 하는 제도로서 공급인증서 가격 결정을 시장기능에 맡김으로써 신재생에너지 사업자간 경쟁을 촉진시켜 생산비용을 절감하고 정부의 재정부담을 완화하는 장점이 있는 반면 신재생에너지발전사업자 입장에서는 수익성 분석이 복잡해지고 리스크가 증가하는 문제점이 있다. 특히 발전용 연료전지를 활용한 발전사업의 경우 다른 신재생에너지원과 달리 설비투자비용(CAPEX) 외에 가스요금 및 핵심부품의 주기적인 교체 등을 위한 운영비용(OPEX)의 비중이 작지 않기 때문에 더욱 정밀한 분석이 필요하다. 본 연구에서는 신재생에너지발전사업자 입장에서 비용과 편익에 영향을 미치는 각 요소와 그 영향을 파악함으로써 발전용 연료전지의 경제성 분석을 시도해 보았다.

A Study on the Change of Visitor's Perception with the Implementation of Korean Important Agricultural Heritage System: The Field Agricultural Area of the Volcanic Island in Ulleung (국가중요농업유산 제도 시행에 따른 방문객 인식 변화: 울릉 화산섬 밭농업 지역을 대상으로)

  • The purpose of this study is to explore the purpose of introducing the system and the possibility of development by comparing the period before and after the implementation of the Korean Important Agricultural Heritage System (KIAHS) using big data. In terms of perception related to Ulleungdo Island, keywords related to accessibility were derived as higher keywords before and after designation, and in particular, keywords such as various approaches and new ports could be found after designation. It can be seen that positive perception increased after the designation of KIAHS, and the perception of good increased particularly. In addition, the exact name of wild greens and keywords for volcanic island appeared in common, but it was confirmed that the influence increased in the results of the centrality analysis after the designation. In other words, it was found that the designation of KIAHS was helpful in preserving traditional knowledge and developing traditional agricultural culture using it.

A study on the Effect of Superior Leadership and Emotional Support of Co-workers on Task Performance through Performance Evaluation Fairness and Self-Efficacy (상사 리더십과 동료의 정서적 지원이 성과평가 공정성과 자기효능감을 통하여 과업 성과에 미치는 영향 연구)

  • This study tried to examine the relationship between superior leadership and emotional support from co-workers on task performance through performance evaluation fairness and self-efficacy in order to find factors that affect the task performance of a company in an uncertain market environment. For this purpose, 500 copies of questionnaire data were collected from corporate employees, and the research hypothesis was verified using Smart PLS 3.0. As a result of the study, superior leadership and emotional support from co-workers showed a positive (+) effect individually on the fairness of employee performance evaluation, Performance evaluation fairness showed a positive (+) effect on self-efficacy. Through this study, it was found that the fairness and self-efficacy of the performance evaluation accepted by employees affects work performance, providing a theoretical foundation for subsequent researchers. Practical implications are suggested to inspire employees to take on a challenge by managing them properly. In future research, based on the results of this study, various studies are needed on the factors that an organization must have for task performance.

  • Transportation impact assessment which can take precaution for the traffic problem to control a plan on to expand traffic facilities through these results analyzed with the business for making a big problem of traffic is a very important course on the traffic management system as well as the traffic plan and it is necessary to collect and to edit and to analyze a great deal of data fully in object zone. So it is worth while to treat the collected data on to computer. Therefore Geographic Information System will give a remarkable result to Traffic Influence Evaluation everywhere. GIS not only can join the graphic or attribute data correctly and fast, but can achieve it prominent function for intention decision means. Then total system for Landuse of surrounding district, development-plan state, traffic-facility state, traffic-development public plan state and traffic demand is animated on Traffic Influence Evolution.

  • 현재 우리내의 지적제도는 도해지적이 가진 문제점으로 인해 도상과 현지경계가 불일치하는 지적불부합지를 양산함으로써 많은 문제점을 야기 시키고 있다. 이를 해결하고자 지적재조사 사업 추진에 대한 논의가 활발하게 이루어지고 있지만, 사업 시행 시 예상되는 갈등영향은 청산이내 경계분쟁 위주의 지엽적 논의로 이루어져왔다. 따라서 본 연구에서는 갈등이론을 토대로 갈등현황 및 한계를 도출 및 해소하기 위해, 지적재조사 사업에 대한 갈등영향평가, 조정기구의 도입, 전담추진기구 창설, 청산과 관련한 법제도의 정비, 사업소요비용의 국가전액 부담과 같은 해소방안을 제시하였으며, 사업의 원활한 추진을 위해 갈등영향평가 실시에 대한 정책적 필요성을 제안하였다. 이를 통해 지적재조사 사업 시 예상되는 강등에 대해 대처하고자 한다.

Environmental analysis on Waste Catalyst Recycling Technology using Life Cycle Assessment (전과정평가를 통한 폐촉매 재활용 기술의 환경성 분석)

  • This study aims to analysis the environmental impact on waste catalyst recycling technology using entire life cycle assessment. Environmental impacts consist of the five categories of impacts: global warming, resource depletion, acidification, eutrophication, and photochemical oxide production. The waste catalyst recycling presently have a GWP 3.53 ton $CO_2$ equivalent/ton, a ADP 0.017 ton Sb equivalent/ton, a AP 0.051 $SO_2$ equivalent/ton, a EP 0.0092 $PO{_4}^{3-}$ equivalent/ton, a 0.0019 ton $C_2H_4$ equivalent/ton. The smelting reduction process is the greatest contributor to all categories of environmental impacts in waste catalyst recycling. Electricity used in the smelting reduction process is the major contributor of all impact categories.

A Study on a Plan Adequacy Evaluation forIndustrial Complex Development Considering Health Impact (건강영향을 고려한 산업단지 개발의 계획 적정성 평가방법론 연구)

  • Health Impact Assessment (HIA) in Korea is conducted for specific development projects within Environmental Impact Assessment (EIA) system. However, as HIA is being carried out in the implementation stage of the development project, it sometimes has failed to take proper actions despite the significant adverse health impact. Considering an environment conflict regarding adverse health impact in developing industrial complex and the current application of HIA in EIA system, it is necessary to come up with an adequacy evaluation in the industrial complex development considering health impact. This study proposes an adequacy evaluation method considering health impact for the industrial complex development and embodies the method by applying it to actual cases. Referring to methodologies of US EPA's CalEnviroScreen 3.0 and US ATSDR's Public Health Assessment, this study proposed using indicators divided by community characteristic, background exposure and development burden as an adequacy evaluation method to consider health impact. Five indicators for community characteristic, three indicators for background exposure and seven indicators for development burden were selected through literature survey, and the weights for each indicator were calculated through Analytic Hierarchy Process's survey of experts related to HIA. Through a pilot application in the three government-led industrial complex development projects, the method was further elaborated by clarifying the evaluation data and subdividing the evaluation criteria for each indicator. Adequacy criteria of plan considering health impact could be presented in three ways to be linked to the government's policy stance on the industrial complex development criteria of total score, criteria of total score and community characteristic score, and criteria of total score and community characteristic allowed by development burden.

A Study on the Effect of Members' Perception of Internal Performance Evaluation on Organizational Commitment: Focused on the Case of A Public Corporation (내부성과평가에 대한 구성원 인식이 조직몰입에 미치는 영향 연구 : A 공기업사례를 중심으로)

  • For the effective responsiveness toward Management Evaluation System of Public Institutions and continuous development as a public corporation, internal performance management is essential. In this study, the effect of employees' perceptions on the effectiveness and acceptability of the internal performance evaluation system on organizational commitment was tested, and we attempted to find implications for efficient performance management. For this purpose, we obtained valid responses from 208 members of A corporation and the hypotheses were verified through multiple regression analysis. As a result of the analysis, 'performance evaluation effectiveness' and 'performance evaluation acceptability' for internal performance evaluation had positive effects on 'organizational commitment'; however, the effect of 'differential performance compensation' on 'organizational commitment' was not significant. Also, among the control variables, 'age' and 'job group' were found to have a negative (-) effect on 'organizational commitment'. To derive more generalized conclusion, other researches using bigger samples are needed.
