  • Over the past three decades, Korea has undertaken a series of reforms to improve development policy, plans and programs, including measures to mainstream the environment across all major sectors. Despite of these efforts, there has been still the lack of capacity to fully assess the environmental impacts as well as sustainable implications of development projects and strategies. At the level of regional and sectoral development plans, the development of strategic environmental assessment SEA systems continues to remain at a relatively early stage in the region with fewer examples of fully operational processes or effective practice. This study shows a further information to our understanding of the EIA and SEA systems and their implementation in Korea. It affords a number of insights into strengths and weaknesses of the current action in different countries, and identifies an agenda of needs and options for capacity building for implementing the EIA enactment.

  • Information Security Check System was Introduced in 2004, higher than in 2013, the effectiveness of Information Security Management System(ISMS) certification scheme was to unification. This is incident to the Internet affecting people's lives telecommunications service provider to target accountability because, considering the subject's duty selection criteria need to be clarified. however, Obligations under the current legislation, subject selection criteria applying the law itself is ambiguous, the result being a significant problem. In this study, with SMART Technic in order to improve this certification you can easily determine whether a medical person authorized to develop a model for selection of medical subjects, The developed model is verified through empirical ways to improve the system by presenting the system to help, to secure the effectiveness.

  • This paper proposes an improvement to differentiate assessment procedure for projects in consideration of their environmental impact as a means to improve efficiency in environmental impact assessment ("EIA") procedure. The targets of analysis were limited to lower impact projects. The current EA system in Korea has already attempted to introduce separate proceedings for certain projects.Tangible results from these efforts, however, have been limited. Other countries have adopted a "screening" system to determine whether EIA is applicable to a particular project, and if so, what procedure will be used therein. Therefore, this study suggests the screening as the process wherein need for EIA is determined with respect to projects which have undergone Prior Environmental Review System(PERS) and which appear to have comparatively negligible environmental impact. In this case, EIA can be omitted and the developer can then draft a mitigation plan instead. This study found that exempting certain projects deemed as having low environmental impact can considerably shorten the duration required for both environmental assessment and consultation, thereby improving efficiency. Other expected effects from the adoption of this screening include reduction in delays in project execution due to environmental assessments and reduced red tape through the provision of increased autonomy to developers and the approving authorities.

  • Even though rarely recognized as a separate approach, the institutional approach in geography is defined as an attempt to seek an explanation of the phenomena of geographical interest through focusing on the effects of institutional structure and actions. It can provide interdisciplinary links with other works and can offer complementary explanations for geographical interests. The concerns for institutions in geography can be found in early studies, the study of the state, the managerial approach, and the regulation approach. The Korean financial systems can provide good examples to apply institutional concepts into creating spatial outcomes, as it has been regarded as a useful tool to promote Korean economic development. Behind the current spatial pattern of financial systems, four different stages of institutional changes are identified in Korea. Each stage has different institutional features reflecting unique spatial implication.
