A Comparative Analysis Study of Guidelines for Childcare Space Environment at Daycare Centers - Focusing on the Guidelines of Korea, the United States, and the United Kingdom (어린이집 보육공간환경의 가이드라인 비교 분석 연구 - 한국, 미국, 영국의 가이드라인을 중심으로)

  • The childcare scpace environment greatly affects the growth and development of infant and toddler. Building a comfortable space environment is considered a great social task. Through this study, the current guidelines can be expanded and supplemented by comparatively analyzing the childcare space environment of domestic and foreign guidelines. An integrated guideline with additional suggestions for universal design, scale, dimensions, environment, and finishing materials was derived.

Review on Prior Evaluation for Terrorism Risk of High-rise Buildings (초고층건축물의 테러 위험도 사전평가에 관한 연구)

  • Today's high-rise buildings are increasing concern about the safety and evacuation of people related to the fire and threat from outside. Terrorism breaking out in high-rise buildings, a symbol of the national economy results in a number of casualties, economic loss, social fear and damage to national status. That's why high-rise building has also emerged as a target of major terrorist attacks, compared to other types of buildings. We have 54 high-rise buildings in 15 regions over the country. The Ministry of Land, Infrastructure and Transport and Seoul Metropolitan Government have offered the guidelines to prevent terrorist attacks toward high-rise buildings. Since the 9/11 terrorist attacks, the U.S. Federal Emergency Management Agency (FEMA) has developed and taken advantage of the Risk Management Manual Series. According to this manual, pre-assessment is conducted for the prevention of terrorism and particularly in FEMA 455, risk of the surrounding areas, vulnerability, possibility from terrorist attacks are checked. After the check, experts classify the risk of terrorist attacks toward the high-rise buildings and according to the risk classification, architects, security experts and structure engineers can carry out terrorism prevention program for high-rise buildings. The U.K. NaCTSO has also offered the terrorism prevention guidelines. Therefore, the Ministry of Land, Infrastructure and Transport and Seoul Metropolitan Government should make more concrete guidelines for high-rise buildings such as what U.S. FEMA and U.K. NaCTSO implement, including prior evaluation technique for terrorism risk.

  • Currently, the way of providing housing in Korea has been regarded as public rental housing through large-scale development by the government. However, there is an increasing need for qualitative growth not only in quantitative growth but also in policies, systems, and sustainable design. The purpose of this study is to explore the applicable methods for domestic social housing through the policy and design guideline study of UK social housing which has achieved qualitative growth through diversification of development subject. First, the concept of social housing in the UK and sustainable housing design elements will be examined. Second, the characteristics and policy direction, project background, management and sustainability of five social housing projects over the last 10 years in the UK will be analyzed. In conclusion, in order to achieve the sustainable design of social housing, the construction of the social housing in terms of policy and environment must include safe and eco-friendly design adaptability that can secure local identity and respond flexibly to social change. In addition, the social housing in the UK, which forms a sustainable complex through cooperation between the public and the private sector based on its place and history, can be a guideline for establishing policies and design guidelines in terms of urban regeneration.

A Study on the Comparison of System and Implications of Health Care Facility Guidelines by Major Countries - Focused on US, Australia, UK (주요 국가별 보건의료시설 가이드라인의 체계 비교 및 시사점 연구 - 미국, 호주, 영국을 중심으로)

  • Purpose: A solid system in the process of establishing guidelines can increase social acceptance and utilization. The paper aims to comparatively analyze the system in which guidelines for health care facilities in the US, Australia, and the UK and suggest implications for Korea. Method: It conducted literature analysis of the system in the framework of composition, governance, and procedure for the Facility Guidelines Institute's Guideline for US, Australia's Australasian Health Facility Guidelines for Australia, and Health Building Notes for UK. Results and Implications: First, in terms of composition, the guidelines for health care facilities can be divided into composition by space and composition by issue. It is proposed to establish a system that space and issues are clearly separated, such as Australia's AusHGF, and complete it step by step. Second, in terms of governance, despite the fact that the medical supply is privately oriented, the medical system is controlled by the government in Korea. Therefore, it is suggested to form a separate organization in the public sector that establishes, researches, and revises the guideline that will serve as a focal point for experts in various fields to participate. Third, in terms of procedure, it is suggested to establish a guideline that reflects the experiences and demands of consumers by clearly organizing procedures including collecting opinions.

A Study on the Architectural Design Guideline for Intensive Care Unit - Focused on Cases of The US, The UK and Australia (중환자부 시설기준 수립을 위한 가이드라인 조사·분석연구 - 미국, 영국, 호주 사례를 중심으로)

  • Purpose: At the moment, There is a facility standard for intensive care units on the Korea medical services Act. However, the contents of regulation are so limited and difficult to apply. Therefore, it is necessary to draw up the guideline to complement the regulation for efficient operation of intensive care units. This study aims to suggest basic data for guideline of intensive care units. Methods: 2 Methods have been used in this paper. 1) Comparative analysis between the national regulation of Korea with the design standard of the United States America, the United Kingdom and Australia. 2) A literature survey about operation method for intensive care unit, focused on materials published in intensive care medicine society of each country. Results: In comparison with guideline of abroad cases, additional supplement are required, with regard to item such as operation environment, size, nursing manpower ratio, bed space area, space program of intensive care units for healing environment. Implications: This study is a basic research for guideline of intensive care unit, and need to be followed by further study using various perspectives and methods.

Comparative Review of Design Guidelines of Hospice Facilities for Establishing Standards (호스피스 시설기준 수립을 위한 디자인 가이드라인 비교연구)

  • Purpose: This study aims to analyze design guidelines for hospice facilities in the US, UK, and Canada focused on design considerations and space requirements, and utilizes them as baseline data for establishing standards for Korean hospice facilities. Methods: Comparative review was carried out to investigate hospice care models, design consideration, and room sizes and requirements for design guideline of hospice facilities in United States, UK and Canada identified on electronic database and review articles, and to examine major characteristics and tendencies of hospice facilities. Results: The hospice care models characteristics in design guidelines is generally largely divided into hospital-based hospice facility, Nursing home-based hospice facility, and daycare hospice. The design considerations in hospice facilities focused on medical efficiency, flexibility, barrier-free environment, person-centered care, and stability. There is also a need for single resident room, rooms for the patient's family, and isolation room for infection control. Implications: it is recommended to establish standards for the installation and operation of required and recommended rooms and considerations when establishing the standards of hospice facilities in Korea. This Study is limited to a simple comparative analysis of the framework of guideline.

A Study on the Role and Improvement Direction of Empty Homes Policy in Korea (빈집제도의 역할과 개선 방향에 관한 연구)

  • The aim of this study is to improve the "empty house problem" in Korea. The direction of improvement of systems in Korea was considered and compared with empty house systems in the United Kingdom, France, Germany, the United States, and Japan. Korea's system is based on comprehensive regulations centered on the demolition of empty houses. To actively solve the problem of unoccupied houses, detailed guidelines are needed, which must consider the current status and surrounding environment of empty houses. There should be institutional grounds for local governments to actively intervene in the issue of empty houses, and there should be a system that enables tax and cost support for the reuse of such houses. An information sharing system is also needed for sharing empty house information among local governments. To utilize empty houses as resources for the housing market, it is necessary to establish a consultative system consisting of residents, urban and architectural experts, and private businesses.

Comparative Study of Institutional Approaches to Children's Playgrounds for Ensuring the Right to Play (놀이권 보장 측면에서 본 국내외 어린이놀이터 관련 법제 비교 연구)

  • The importance of play from a Children's Rights perspective has been continuously emphasized, and the need for play facilities and spaces has been reiterated. Meanwhile, in South Korea, despite the continuous increase in the number of play facilities, efforts to improve children's play spaces are required. Therefore, this study reevaluated the current regulations and policies concerning play and play spaces from the perspective of securing the right to play. An analysis of the legal concept of domestic playgrounds, related laws, construction standards, and regulations was conducted. The systems and characteristics of the related regulations in the UK, Canada, and Germany were analyzed. Based on the results of the comparative analysis, our directions for improving the system of playgrounds to ensure the children's right to play were proposed. First, a legal definition of the concept and scope of playgrounds should be established. Second, beyond safety-focused facility regulations, there is a need for institutional enhancements to ensure the right to play. Third, comprehensive management of playgrounds is required as a spatial concept rather than as individual facilities. Fourth, qualitative management is needed through specific guidelines and guidelines related to the establishment of playgrounds. These results can serve as a basis for establishing systems and promoting policy projects to ensure children's right to play in various fields, including urban planning, child welfare, and education in the future.

  • 도시화로 인해 인구가 도시로 집중되고, 불투수층이 증가되어 유출율이 지속적으로 커지고 있다. 또한 최근의 기후변화에 의하여 홍수 및 침수가 빈번해짐에 따라, 도시에서 내수침수를 방지하기 위한 새로운 패러다임이 필요한 실정이다. 기존 내수침수 해결방안은 배수능력을 증가시키기 위해 하수관거 용량을 키우고, 펌프장을 증설하였으나, 국지적이고 기습적인 집중호우가 내리는 경우에는 국민의 생명과 재산을 보호하기 어려운 부분이 있다. 이에 따라 지하방수로와 도시물순환 등 중장기계획이 수립되고 있으나, 지하철 출입구, 지하 주차장 출입구, 건물 외부 출입구 등 평상시에는 출입구로 사용하다가 홍수시에 내수침수를 방지하기 위한 차수벽에 대한 다양한 연구는 미흡한 실정이다. 국내 외 차수벽에 대한 조사 및 분석결과 국외의 경우 자동 수동 반자동의 다양한 차수벽이 제시되어 있으나, 국내의 경우에는 이제야 제품개발이 시작되고 있는 것으로 나타났다. 특히, 내수침수 피해가 큰 영국이나 미국의 뉴욕시의 경우 건축법에 의해 내수침수피해를 막을 수 있는 가이드라인이 제시되어 있으며, 실증실험도 진행되고 있으나 국내의 경우에는 미비한 실정이다. 본 연구는 국내 외 차수벽에 대한 조사 및 분석을 수행하고, 자동차수벽을 위한 가이드라인을 제시하며, 수치모의와 수리모형실험을 통해 국내에서 사용가능한 적정 자동차수벽을 제시하고자 한다. 특히, ICT와 연계를 통해 원격제어 및 관리가 되도록 시스템을 구성하도록 한다. 이에 따라 본 연구를 통해 국내에서 사용가능한 내수침수방지가 가능한 자동차수벽이 제시된다면, 기후변화와 도시화에 대응하는 재난대응기술이 되어 내수침수가 빈번한 도시의 홍수복원력을 확보하고 국민의 생명과 안전을 확보할 수 있으리라 판단된다. 또한 기술연구를 통해 상용화된다면 국내 및 국외시장에 진출이 가능하리라 본다.

Investigation of the sound insulation performance of walls and flanking noises in classrooms using field measurements (현장실험을 통한 학교교실의 벽체 차음성능 및 측로전달소음 조사)

  • In USA and UK, the standards of both reverberation time and background noise level have been established for the appropriate aural environment in classrooms. In order to realize this, guidelines for architectural planning and interior finishing have been also suggested. However, in Korea, there has hardly been any guidelines for satisfying background noise criteria and investigation about sound insulation performance of current walls of classrooms. The present study investigates the structure of outer wall and walls between classrooms of two middle schools in order to analyze the sound insulation performance against both exterior and interior noises. Acoustic parameters including transmission loss, standardized sound level difference, and signal to noise ratio have been measured and analyzed for sound insulation performance of walls and flanking noises. As a result, concerning the walls in between classrooms, it was found that walls of dry construction have greater sound insulation performance rather than the walls of wet construction especially in mid and high frequency bands. Also, It was revealed that thermopane, insulated pair glass, of outer walls, has greater sound insulation performance than the double window consisted of two single pane glass. Regarding flanking noises, the standards were exceeded when all windows, or windows and doors front onto corridor were opened. It denotes that students could be disturbed with the sound transmission by the interior noises.
