오늘날과 같은 정보통신 발달의 시대에서 정보 전달의 신속성과 접근성을 보장하는 것은 정보서비스 기관의 경쟁력 강화에 매우 중요한 일이다. 마이크로 블로깅을 제공하는 서비스 중 하나인 트위터는 web 2.0 서비스의 대표주자로 시 공간을 초월한 도서관 정보서비스의 신속성과 접근성을 지원하는 강력한 도구로 부상하고 있다. 이에 본 연구에서는 국내외 도서관의 트위터를 중심으로 마이크로 블로깅을 활용한 정보서비스 적용사례를 조사하고 이와 같은 신기술 적용 활성화를 위한 시사점을 제시하고자 한다. 본 연구에서 조사한 사례는 미국 의회도서관, 미국 뉴욕 공공도서관, 영국 국립 도서관, 국내의 국립중앙도서관 디브러리, 포항공대 도서관인 포스텍 도서관 이고 주요하게 트위터의 수치적인 현황, 활용 목적, 내용, 이용하는 인터페이스 측면들을 조사 분석하였다.

The purpose of this study is to investigate a theoretical background of digital libraries and current projects on building digital libraries. It begins by describing the shift of paradigm and the concept of digital libraries. The paper continues by summarizing the principles and technology of building digital libraries. It also includes current projects of US, UK, Japan, and National Central Library, KAIST, LG Sangnam Library in Korea.

The goal of this study is to propose the plan for strengthening organizational competences related to the collection development function of the national library. For this goal, author analyzed and compared the organizational characteristics of departments for legal deposit in national libraries of nine developed countries, derived the limitations and weaknesses of legal tasks, policy documents, and collection development tasks by organizational units of the National library of Korea. Based on these results, author suggested the centralization of collection policy and legal deposit function, th name change and total restructuring of collection acquisition division, and its manpower reinforcement, etc.

World leading national science technology information institutes provide scientists with R&D information for increasing national competitiveness. Collection development policy is the guidelines for the science technology information institutes that identify information resources and connect them together to build an information network for supporting R&D. In order to draw main elements of the collection development policy for national level science and technology information institutes, this paper analyzed the policies of National Library of Medicine (NLM), British Library (BL), Canada Institute for Scientific and Technological Information (CISTI), and Korea Institute of Science and Technology Information(KISTI). The results of this study can be used as the guidelines for the science and technology information institutes for establishing collection development policy.

This study aims to make suggestions on how to effectively provide continuing education for librarians in privatized public libraries. For this end, the study examined concepts and importance of continuing education. It then investigated a current status of education/training procedures provided by Librarian Training Division of the National Library of Korea, and continuing education programs for public librarians implemented by primary regional libraries. It also analyzed continuing education programs of library associations in the U.S. and the U.K. Based on these analyses, the study conducted a survey for a sample of librarians in privatized public libraries, identified problems of continuing education for them, and made recommendations for its improvement.

The aims of this study are to review the changes and trends of information literacy standards in higher education in the U.S. and the U.K.; to examine British SCONUL's two information literacy standards which were announced in 1999 and in 2011 respectively; and to compare and analyze the two information literacy standards (i.e., Core Model and Research Lens) which were released by SCONUL in 2011. By employing the research methods of literature review and content analysis, this study tries to find the implications that may be used as a basic data when the country's relevant institutions plan to consider the information literacy standards in higher education in the near future.

The purpose of this study is to present suggestions for Korean libraries for disabled person after collecting and analyzing qualitative data upon library policies of national libraries, public libraries and libraries for disabled person in European countries including Sweden, UK and France. Korean national library support center for the disabled should be independent in order to have consistent policy and ability for its execution. It should also support private libraries for the disabled in inheriting professionalism and accumulated history. Developing alternative material, integrated catalogue and professional service is required by cooperative and systematic arrangements among national and public libraries for disabled person including schools and university libraries. Also, it should be able to grow not only on the basis of internal cooperation among libraries but also with the help of external organizations like social and legal systems, organizations related with the disabled and regional self governing bodies.

This study investigated the interactions between archives and users based on content analysis of posts of Facebook and Twitter operated by archival institutions. It focused on posts in official Facebooks and Twitters of the U.S. and the U.K. national archives. The posts included 66 in Facebook and 670 in Twitter of the U.S. national archives, as well as 73 in Facebook and 84 in Twitter of the U.K. national archive. The analysis showed that information sharing of in-house collections and online resources, as well as information dissemination of events were the most common interaction types of the posts. 1 and 1 communication or information gathering such as questionnaire or vote rarely happened. In addition, the extent of users' responses was great on posts regarding information sharing of in-house collections. Providing information about people or events with timely manners motivated interests and participations of users. It is necessary to consider various types of interactions that facilitate user engagement. It is also important to make efforts to provide timely records in connection with exiting web resources and a variety of social media provided by archival institutions.

Access to knowledge and information is a universal human right. However, even after the Marrakesh Treaty was adopted on June 27, 2013, only 1-7% of standard printed materials are accessible to people with reading disabilities, including the visually impaired, and library services are very weak. As a result, the book famine of people with reading disabilities continues. This study, focusing on such severe access gaps and inequalities, analyzes Learning Ally and Bookshare in the US, the Royal National Institute of Blind People (RNIB) in the UK, Bibliothèque Numérique Francophone Accessible (BNFA) in France, and SAPIE in Japan, which are considered private organizations leading library services for the disabled in major developed countries. And based on the derived implications and the Marrakesh Treaty, a strategic plan was proposed to strengthen the services of the disabled in domestic libraries. It is urgent to enact the 'Act to Resolve Reading Barriers', amend the provisions related to the Copyright Act that restrict library services, strengthen the organizational capacity of the National Library for the Disabled, raise the service index for the disabled in library evaluation, and establish a library cooperation system centered on regional representative libraries and expand services, etc.

As ISNI spreads, the process and utilization method of authority control that identifies and links individual or group names is also expanding. In this study, the characteristics of the connection and utilization of ISNI and national authorities in the United States, the United Kingdom, France, and Germany were derived, and a plan to improve the connection and utilization of national authorities and ISNI was presented, focusing on the National Library of Korea. Focusing on major countries actively participating in the establishment and utilization of ISNI since its founding, national authorities and ISNI linkage methods and ISNI data used in services were analyzed. The implications of this study for the linkage and convergence of national authority and ISNI data were: first, applying ISNI to support authority work, second, establishing a close cooperation system with the publishing community, and third, establishing infrastructure for linking ISNI and authority records at the national level, and finally, providing user service pages based on authority data.
