본 연구는 미국의 다양한 연안해운 정책 중 America's Marine Highway Program(AMHP)을 중심으로 분석하였으며 도출된 시사점으로 바탕으로 우리나라 제주도 물류의 고비용을 초래하는 비효율화를 개선하는데 필요한 연안해운 정책의 방향성을 설정하고 공적 역할의 필요성을 위한 기초자료로 활용하고자 한다.

Recently, as a method for identifying the vessels, the technology of automatic identification system, radio frequency identification and maritime mobile has been researched and developed rapidly. In this paper, the analysis of three identification systems on coastal vessels carried out by using ten itemized check list, and the best solution would be proposed as a method for identifying small boats in coastal waters.

국내 등록된 어선은 「어선법」 및 「어선복원성 및 만재흘수선 기준」 에 따라 복원성 기준을 만족해야 한다. 그럼에도 불구하고 복원성 기준을 적용받지 않는 어선은 국내 등록된 어선 중 약 80 %를 차지하고 있다. 이에 본 연구에서는 3톤급 연안어선 7척을 선정하여 복원성 계산을 수행하였으며, 이들이 국내외 복원성 기준을 만족하는지에 대하여 검토하였다.

우리나라 첫 연안VTS인 진도 연안VTS의 운영 성과를 분석하고, 운영 사례를 조사하여 연안VTS기능에 관하여 실증적으로 분석하였다. 연안VTS는 관제구역이 넓어 해상교통 특색이 장소마다 상이하며, 집중 관제를 필요로 하는 곳이 많았고, 통항선박 중어선과 같은 비관제 대상 선박이 다수를 차지하여 이들의 관제가 중요한 것으로 조사되었다. 그리고 선박 운항자의 집중도가 항내보다는 떨어지므로 인적과실에 의한 사고 개연성이 높은 것으로 분석되었다. 연안VTS는 항만VTS와 같이 정보제공, 항행지원, 교통관리의 역할을 주로 하고 있지만, 수색구조 지원, 해상 보안, 해상치안 업무, 해양오염 대응, 비관제 대상 선박 업무 및 수상레저 안전관리 등의 기능을 강화되는 것으로 나타났다.

해양사고 예방에 대해 연안 해역이 취약함에 착안하여 서남해안을 중심으로 연안 해상교통관제서비스(연안VTS) 시스템이 설치되고 있다. 인천, 평택, 대산항이 밀집되어 있는 경인 지역은 복잡한 해안 구조와 교통량이 많아 허베이스피리트호 사건과 같이 대형 해양사고에 취약한 지역으로서 안전관리를 위해 경인 연안VTS가 2017년 개국될 예정이다. 관제서비스 제공의 품질을 향상하기 위하여, 경인 연안VTS 관제구역을 설정해 보고, 교통여건, 해상교통량, 해상교통흐름 및 해양사고 현황을 조사하여 항행 위해 요소를 분석해 보았다.

E-Navigation 아키텍쳐 상세화 과정에서 이용자 요구사항은 안전항해 기능정의 레벨과 사용자 요구서비스 상세화 레벨로 나누어 입력된다. 본 연구는 연안해역에서 선박안전 항해를 지원하기 위하여 필요한 기본정보 및 서비스 레벨에서 정보를 도출하는데 목적이 있다. 도선사, 선장 및 VTS 운영자, 해양경찰청에 근무하는 항해경험이 풍부한 전문가를 대상으로 설문을 행하고 그 결과는 해양기상 및 해상상태 정보, 상황인식 및 충돌방지를 위한 정보로 나누어 정리하였다.

This paper discusses the main findings of the development of the twin-hull Car ferry for island freight and passenger transport. The final model had a 19 m wide beam to create enough space for cars on the deck area and thus, enhance the economic feasibility in the market. The vessel had a V-shape with a bulbous bow to minimize the wave-making resistance and the hydrodynamic performance of the ship was verified through computational fluid dynamics. Multi-objective optimization problems of Pareto simulated annealing were used to achieve a weight reduction of approximately 3.9 % and reduce the manufacturing cost. The main results obtained in this study are expected to be useful to engineers and professionals in related industries interested in research on twin catamaran.

Recently, The fast change of fishing boat fishery surrounding environment is connected by request of fan shape development that meet in restructuring of existing fishing boat fishery and new community, economical surrounding. In southern sea district along the coast work and district along the coast fishing bats that sail to exposed propeller fishing net, rope etc.. cold real condition that accident is increasing every year. This study is thing which analyze main performance of minuteness water jet type district along the coast fishing boat through model examination to propeller protection tunnel sticking district along the coast fishing boat that correct existing stem shape for marine accident prevention of district along the coast fishing boat in viewpoint such as ideal and examines.

The weather FAX machine is the one of necessary of safety navigation for ship. which is the machine which make the weather image by the receiving radio signal which is modulated using FSK method and transmitted on air by coast station. after Coast station scan the weather image and broadcast the image with black dot to 1500Hz and white dot to 2300Hz using FSK modulation. This paper implement weather fax machine using only general IBM-PC by software. By using IBM-PC we can make some good functions like print, edit, save etc. The modulated signal from SSB go into RS232C port via photo coupler not to give damage to PC. by using Timer Interrupt and RS232C serial interrupt, we can measure signal frequency and remake weather image. This paper use only IBM-PC with general SSB receiver which is widely spread on the ship. so this is very economic and possible to implement mutifunctions.

어선의 어업별 밀집 분포도 구축을 통해 어선의 통항흐름을 인지하여, 스크류/추진기 등의 손상과 어망 손괴사고 등을 예방할 수 있다. 아울러, 전국 연안 VTS의 관제구역 설정, 제주연안 돌고래 보호구역 설정, 해상풍력발전 단지 조성과 같은 해상교통안전진단 등의 타당성 입증자료, 허베이스피리트호 사건과 같은 유류유출사고 등과 같은 피해액 산출 추정을 위한 기초 자료로도 활용될 수 있을 것으로 판단된다.
