  • This study presents the problems in the records management of special project teams at J University. Methods for the improvement plan were also proposed in this study. To achieve these objectives, five special project teams from J University, which were supported by the Ministry of Education, were selected. To collect relevant information, twelve staff members and experts were then interviewed. The records produced by the projects should be managed as evidence of the project evaluation and transparent budget execution. Proper management can be a good material for research. However, the management of project teams is vulnerable in comparison with the records of other universities. The main reason is that although the project team produces various types of records, it has not been recognized as the Department of Processing. Another reason is that the project teams are temporary institutions and do not possess authority over the entire project process. To solve the aforementioned problems, this study proposes improvement plans in the following aspects: institutional, cognitive, administrational, and systemic. In the institutional and cognitive aspects, policy and regulation were set up. In the administrational aspect, the relation and role of each element were defined. In conclusion, the plans for building the Combined Archives System were suggested. In addition the methods on how to connect with the KORUS-which will be introduced in 2017-and the system currently being used are proposed.

  • The public records of universities shall be classified according to the Enforcement Decree of the Public Records Act and public records management activities shall be carried out accordingly. Among various kinds of public records of the university, the records of performance management are still managed as paper documents, such as attendance books, answer sheets, and assignments, and the management system and methods of each school are different, making it difficult for the management manager to manage them. In this paper, we propose a service model that can perform blockchain-based records management of records related to performance at universities currently kept in paper documents. The proposed service is expected to reduce resource consumption, such as the cost, time and effort spent on storing and managing paper documents.

  • With changes of information environment on records managements, ERMS can be a suitable solution for managing multi-typed records. In this point, this study performed analysis and design of ERMS based on key functions and requirements to perform creation, preservation, management and use of electronic records. Especially, this study focused on interoperability with the related systems, security issues and back-up methods for secured preservation and management including fundamental requirements. Also, ERMS has a close relation with related systems such as intranet system, electronic document settlement system, and so on. compared to digital library managing information resources. Considering those features mentioned above, this study proposes functional requirements and a system architecture of ERMS which is satisfied with four characteristics of electronic records mentioned on ISO 15489 and environmental requirements.

  • It has passed ten years since modern records and archives management in our country launched. During times, it has dramatically developed in the fields of law, institution and education. However a study on the definition of records and archives was non be studied enough compared to development of various research fields. In fact the reason why study on the definition was non fulfilled is that some aspects such as historical, informational, archival perspective have been coexisting without order in Korea. This situation is the biggest barrier that archival science is to a disciplinary field. Historically, 'archivium' in Latin language had developed in starting of its means place, then whole entity of documents and those organic relations. In this point, archives is rigidly separate to material of Historical science which covers all of recorded. Unlike information which is produced in the process of intended themes and following its outputs like books, documents in archival science is made in the natural process of work. In addition, historical archives which finished the current and semi-current stage and transfer to the institute of permanent conservation after the process of selection so that it is historical and cultural value to satisfy its purpose of making. This changed trend is based on the Second World War and necessity of North American society which needs to effciency and transparency of work. In Korea, records and archives management has been dominantly affected by North American society and become a subject of not arrangement but of classification, not of transferring but of collection. It is also recognized as management of on formation on the all recorded or documents not as an whole documents and all organic relations. But the original type of recognition is the only technology, it cannot have dignity as a field of science.

  • Records management refers to a series of activities to achieve the goal of securing transparency in administration and safely preserving and utilizing records. Each process of record management is largely divided into production, preservation and management stage. The reporting system of record production has an important fuction that serves as a bridge between production stage and preservation and management stage. It was established after the enactment of the Act on Records Management of Public Agencies in 1999, to grasp the state of production and management of records of various organizations. Since then the National Archives of Korea(NAK) has been able to rather actively understand the situation of records and acquire them than simply collect them. The Act, which was revised in 2006, regulates electronically automated reporting methods in which the production reporting datas are generated in the record creation system and transferred to the record management system. Despite improvements in the system, electronic reporting methods are being used in part. The 713 public institutions have submitted reports of record production to the NAK in 2017, and this study analyses them of only 47 central administrative agencies, including departments, offices, agencies, and committees. Their reports have 15 forms which consist of production statistics and inventories of 7 types of records including general records, survey, research, review, minutes, shorthand, audiovisual records, secret records, government publications. This suggests implications for improving the reporting system of record production.
